NOTIFICATION New Delhi, the 11th January, 2017 Subject: Value addition criterion for Preference to domestically manufactured telecom products in Government procurement with respect to Telecom Products notified under the Preferential Market Access (PMA) policy dated 5th October 2012.

No. 18-07/2010-IP.—Clause 8 of the Policy dated 23rd December 2013 (Read 2) states
that detailed guidelines shall be issued for operationalizing the policy which would, inter-alia,
provide for calculation of domestic value addition. Department of Electronics and Information
Technology, vide Notification No. 33(7)/2015-IPHW dated 16th November 2015 (Read 3), has
also issued the guidelines for the operationalization/implementation of PMA policy.
2. In terms of clause 4.1 of the guidelines of dated 16th November 2015 (Read 3), the main inputs/stages for the telecom products in the Bill of Materials (BOM) for calculating domestic value addition are mentioned in Table A.
