का.आ.का.आ.का.आ.का.आ.121(121(121(121(अअअअ).).).).———— के न्(cid:12)ीय सरकार को यह प्रतीत होता है कि, इससे उपाब(cid:26) अनुसूची में उल्लिखित परिक्षेत्र की भूमि में कोयला अभिप्राप्त किए जाने की संभावना है;

और, रेखांक संख्या एनसीएल /मुख्यालय/राजस्व/2016/72ए और एनसीएल / मुख्यालय / राजस्व/2016/72बी, तारीख 21 सितम्बर, 2016 को उक्त अनुसूची में व6णत भूमि का क्षेत्र अन्त6वष्ट किया गया है, का निरीक्षण महा प्रबंधक(राजस्व/पुनर्वास और पुनस्र्थापन), नार्दर्न कोलफील्Aस लिमिटेड, सिगरौली -486889, मध्य प्रदेश के कार्यालय में या महा प्रबंधक (खोज प्रभाग), सेंट्रल माईन प्लानिग और डिजाइन इंस्टीJयूट लिमिटेड, गोंडवाना प्लेस, कांके रोड, रांची- 834031, झारखMड के कार्यालय में या कोयला नियंत्रक, 1, काउं सिल हाऊस स्ट्रीट, कोलकाता 700001 के कार्यालय में या जिला कलक्टर, जिला सिगरौली-486 886, मध्य प्रदेश के कार्यालय में किया जा सकता है;

अत:, अब, के न्(cid:12)ीय सरकार, कोयला धारक क्षेत्र (अर्जन और विकास) अधिनियम, 1957 (1957 का 20) (जिसे इसमें इसके पSात् उक्त अधिनियम कहा गया है) की धारा 4 की उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते Xए, उक्त अनुसूची में व6णत भूिम में कोयले का पूवYक्षण करने के अपने आशय की सूचना देती है।

उक्त अनुसूची में व6णत भूमि में हितब(cid:26) कोई \क्ति –

(i) संपूर्ण भूमि या उसके किसी भाग या ऐसी भूमि में या उसके ऊपर किसी अधिकार के अर्जन पर आक्षेप कर सके गा ; अथवा (ii) उक्त अधिनियम की धारा 6 के अधीन धारित किसी नुकसानी या उसकी धारा 4 की उप -धारा (3) के अधीन धारित होने वाले नुकसान की संभावना के लिए प्रतिकर का दावा कर सके गा ; अथवा

(iii) उक्त अधिनियम की धारा 13 की उप – धारा (1) के अधीन समाप्त हो गई पूवYक्षण अनु_प्तियों के संबंध में या धारा 13 की उप – धारा (4) के अधीन समाप्त हो गए खनन प'े के लिए प्रतिकर का दावा कर सके गा और उक्त अधिनियम की धारा 13 की उप-धारा (1) के खंड (i) से खंड (iv) में विनिaदष्ट मदों के संबंध में उपगत \य को उपद6शत करने के लिए भूमि से संबंिधत सभी मानचित्रों, चाटb और अन्य दस्तावेजों को सुपुर्द करेगा ।

क – ख : रेखा बिदु 'क' से आरंभ होती है और सिगरौली वन मMडल के वैढन तथा गोरबी वन परिक्षेत्र के वनकक्ष संख्या आर एफ 281, पी एफ 279 पुन: आर एफ 281 व पुन: पी एफ 279 से होकर गुजरती है तथा बिदु 'ख' पर िमलती है।

ख – ग : रेखा बिदु 'ख' से आरंभ होती है और सिगरौली वन मMडल के वैढन तथा गोरबी वन परिक्षेत्र के वनकक्ष संख्या, पी एफ 279 तथा hाम पडरी से होकर गुजरती है तथा बिदु 'ग' पर िमलती है।

ग – घ : रेखा बिदु 'ग' से आरंभ होती है और hाम पडरी, hाम हर्रइया, hाम सोलंग तथा hाम रजखड से होकर गुजरती है तथा गोरबी ब्लॉक 'बी' विस्तार-II की पूर्व अ6जत भूिम की सीमा पर स्थित बिदु 'घ' पर िमलती है।

घ – ड. : रेखा बिदु 'घ' से आरंभ होती है और hाम रजखड, hाम सोलंग, तथा hाम सिगाही से होकर गुजरती है और यही रेखा गोरबी ब्लाक 'बी' विस्तार-II की पूर्व अ6जत भूिम की सीमा पर से होकर गुजरती है तथा बिदु 'ड.' पर िमलती है।

ड. – च : रेखा बिदु 'ड.' से आरंभ होती है और hाम िसगाही, hाम चकु आर तथा hाम पडरी से होकर गुजरती है और यही रेखा गोरबी ब्लाक 'बी' विस्तार की पूर्व अ6जत भूिम की सीमा पर से होकर गुजरती है तथा बिदु 'च ' पर िमलती है।

च – छ : रेखा बिदु 'च' से आरंभ होती है और hाम पडरी तथा सिगरौली वन मMडल के वैढन तथा गोरबी वन परिक्षेत्र के वनकक्ष संख्या पी एफ 278 से होकर गुजरती है और यही रेखा गोरबी ब्लॉक 'बी' विस्तार की पूर्व अ6जत भूमि की सीमा पर से होकर गुजरती है तथा बिदु 'छ' पर िमलती है।

छ – क : रेखा बिदु 'छ' से आरंभ होती है और सिगरौली वन मMडल के वैढन तथा गोरबी वन परिक्षेत्र के वनकक्ष संख्या पी एफ 278, पी एफ 279, तथा आर एफ 281 से होकर गुजरती है और यही रेखा गोरबी ब्लाक 'बी' की पूर्व अ6जत भूमि की सीमा पर से होकर गुजरती है तथा आरंिभक बिदु 'क' पर िमलती है।

सीमा वर्णन सब- ब्लाक –II:

ज – झ : रेखा बिदु 'ज' से आरंभ होती है और hाम मुहेर से होकर गुजरती है और यही रेखा गोरबी ब्लाक 'बी' की पूर्व अ6जत भूिम की सीमा पर से होकर गुजरती है तथा बिन्दु 'झ' पर िमलती है।

झ–ञ–ट-ठ : रेखा बिदु 'झ' से आरंभ होती है और hाम मुहेर के बिदु 'ञ' तथा बिदु 'ट' से होकर जाती है और यही रेखा गोरबी ब्लाक 'बी' विस्तार-II की पूर्व अ6जत भूिम की सीमा पर से होकर गुजरती है तथा बिदु 'ठ' पर िमलती है ।

ठ – ड : रेखा बिदु 'ठ' से आरंभ होती है और hाम मुहेर तथा सिगरौली वन मMडल के वैढन तथा गोरबी वन परिक्षेत्र के असीमांकित वन क्षेत्र से होकर जाती है और यही रेखा गोरबी ब्लाक 'बी' की पूर्व अ6जत भूिम की सीमा पर से होकर गुजरती है तथा बिदु 'ड' पर िमलती है ।

ड – ढ : रेखा बिदु 'ड' से आरंभ होती है और सिगरौली वन मMडल के वैढन तथा गोरबी वन परिक्षेत्र के असीमांकित वन क्षेत्र से होकर गुजरती है तथा बिदु 'ढ' पर िमलती है।

ढ – ण : रेखा बिदु 'ढ' से आरंभ होती है और सिगरौली वन मMडल के वैढन तथा गोरबी वन परिक्षेत्र के असीमांकित वन क्षेत्र तथा hाम मुहेर से होकर गुजरती है तथा बिदु 'ण' पर िमलती है।

ण – ज : रेखा बिदु 'ण' से आरंभ होती है और hाम मुहेर से होकर गुजरती है तथा आरम्भिक बिदु 'ज' पर िमलती है।

त – थ : रेखा बिदु 'त' से आरंभ होती है और hाम नौढ़िया से होकर जाती है और यही रेखा गोरबी ब्लाक बी विस्तार की पूर्व अ6जत भूिम की सीमा पर से होकर गुजरती है तथा बिदु 'थ' पर िमलती है ।

थ - द : रेखा बिदु 'थ' से आरंभ होती है और hाम नौढ़िया से होकर गुजरती है तथा गोरबी ब्लाक विस्तार की पूर्व अ6जत भूिम की सीमा पर स्थित बिदु 'द' पर िमलती है ।

द – ध : रेखा बिदु 'द' से आरंभ होती है और hाम नौढ़िया से होकर जाती है और यही रेखा गोरबी ब्लाक विस्तार की की पूर्व अ6जत भूिम की सीमा पर से होकर गुजरती है तथा गोरबी ब्लाक 'बी' विस्तार की पूर्व अ6जत भूिम की सीमा पर स्थित बिदु 'ध' पर िमलती है ।

ध – त : रेखा बिदु 'ध' से आरंभ होती है और hाम नौढ़िया से होकर जाती है और यही रेखा गोरबी ब्लाक 'बी' विस्तार की पूर्व अ6जत भूिम की सीमा पर से होकर गुजरती है तथा आरंिभक बिदु 'त' पर िमलती है ।

NOTIFICATION

New Delhi, the 11th January, 2017

S.O. 121(E).—Whereas it appears to the Central Government that coal is likely to be obtained from the land in the locality described in the Schedule annexed hereto;

And, whereas, the plan bearing number NCL/HQ/Revenue/2016/72A and NCL/HQ/Revenue/2016/72B, dated the 21st September, 2016 containing the details of the area of land covered by this notification and described in the said Schedule may be inspected at the office of the General Manager (Revenue/ Rehabilitation and Resettlement), Northern Coalfields Limited, District Singrauli - 486889, Madhya Pradesh or at the office of the General Manager (Exploration Division), Central Mine Planning and Design Institute Limited, Gondwana Place, Kanke Road, Ranchi- 834031, Jharkhand or at the Office of the Coal Controller, 1, Council House Street, Kolkata-700001 or at the office of the District Collector, District Singrauli-486886, Madhya Pradesh;

Now, therefore, in exercise of the powers conferred by sub- section (1) of section 4 of the Coal Bearing Areas (Acquisition and Development) Act, 1957 (20 of 1957), (hereinafter referred to as the said Act), the Central Government hereby gives notice of its intention to prospect for coal from the land described in the said Schedule.

Any person interested in the land described in the said Schedules may, -

(i) object to the acquisition of the whole or any part of the land or of any rights in or over the said land; or (ii) claim compensation under section 6 of the said Act for any damage caused or likely to be caused by any action taken under sub-section (3) of section 4 thereof ; or

(iii) claim compensation under sub-section (1) of section 13 of the said Act in respect of prospecting license ceasing to have effect or under sub-section (4) of section 13 of the said Act for mining lease ceasing to have effect and deliver all maps, charts and other documents relating to the aforesaid land to show the expenditure incurred in respect of items specified in clauses (i) to (iv) of sub-section (1) of section 13 of the said Act, to the office of theभारत का राजपत्रा : असाधरण [भाग II—खण्ड 3(ii)] 5 General Manager (Revenue/ Rehabilitation and Resettlement), Northern Coalfields Limited, District Singrauli - 486889, Madhya Pradesh, within a period of ninety days from the date of the publication of this notification in the Official Gazette.

Boundary Description – Sub Block –I : A-B: The line starts from Point 'A' and passes through Forest compartment number RF 281, PF 279 again RF 281, again PF 279 of Waidhan and Gorbi range of forest Divisions Singrauli and meets at point 'B'.

B-C : Line starts from Point 'B' and passes through Forest compartment number PF 279 of Waidhan and Gorbi range of forest Divisions Singrauli and village Padari and meets at points 'C'.

C-D : Line starts from point 'C' and passes through Village Padari, VillageHarraiya, Village Solang and Village Rajkhad and meets at Point 'D' situated on previously acquired boundary of Gorbi Block 'B' Extension – II.

D-E :Line starts from point 'D' and passes through Village Rajkhad, Village Solang and Village Sigahi and same Line Passes over the boundary of previously acquired land of Gorbi Block 'B' Extension II and meets at point 'E'.

E-F : Line starts from point 'E' and passes through Village Sigahi, Village Chakuar and Village Padari and same Line Passes over the boundary of previously acquired land of Gorbi Block 'B' Extension and meets at point 'F'.

N-O :Line starts from point 'N' and passes through un-demarcated forest land of Waidhan and Gorbi range of forest Divisions Singrauli and village Muher and meets at point 'O'.

O-H :Line starts from point 'O' and passes through village Muher and meets at starting point 'H'.

Boundary Description - Sub Block –III:

P-Q: The line starts from Point 'P' and passes through village Naurhiya and same line passes over the boundary of previously acquired land of Gorbi Block 'B' Extension and meets at point 'Q'.

Q-R : Line starts from Point 'Q' and passes through village Naurhiya and meets at point 'R' situated on previously acquired boundary of Gorbi Block Extension.

R-S : Line starts from point 'R' and passes through Village Naurhiya and same line passes over the boundary of previously acquired land of Gorbi Block Extension and meets at point 'S' situated on previously acquired boundary of Gorbi Block 'B' Extension.

S-P : Line starts from point 'S' and passes through Village Naurhiya and same line passes over the boundary of previously acquired land of Gorbi Block 'B' Extension and meets at starting point 'P'.
