la- Hkk-vk-i-&34¼41½@2016&esfM-@164446.—भारतीय आयुर्विज्ञान परिषद्‌ अधिनियम, 1956 (1956 का 102) की धारा 33 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए भारतीय आयुर्विज्ञान परिषद्‌ "प्रति वर्ष 50/100/150/200/250 एमबीबीएस दाखिलों के लिए न्यूनतम मानक शर्तें विनियमावली, 1999" में पुनः संशोधन करने के लिए केंद्र सरकार की पूर्व स्वीकृति से निम्नलिखित विनियम बनाती है, नामतः —

1. (i) इन विनियमों को "प्रति वर्ष 50/100/150/200/250 एमबीबीएस दाखिलों के लिए न्यूनतम मानक शर्तें विनियमावली (संशोधन), 2017" कहा जाएगा।

(ii) ये सरकारी राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।

2. "प्रति वर्ष 50/100/150/200/250 एमबीबीएस दाखिलों के लिए न्यूनतम मानक शर्तें विनियमावली, 1999" में निम्नलिखित अभिवर्धन इसमें दर्शाए गए अनुसार किए जाएंगेः

शीर्षक ''क-कॉलेज'' के अंतर्गत अनुसूची-1 "मेडिकल कॉलेज और उसके संबद्ध अध्यापन अस्पताल" में, खंड क.1.22 के पश्चात निम्नलिखित जोड़ा जाएगाः

परिषद्‌, अपनी डिजिटल मिशन मोड परियोजना (डीएमएमपी) के अंतर्गत ऑनलाइन संकाय उपस्थिति मॉनीटरिंग प्रणाली (ओएफएएमओएस) का इस्तेमाल करके संकाय की उपस्थिति प्राप्त करने के लिए सभी मेडिकल कॉलेजों में बायोमेट्रिक फिंगरप्रिंट मशीन संस्थापित करेगी। केंद्रीय अनुप्रयोग में, सत्यापन हेतु यूआईडीएआई के vk/kkj प्लेटफार्म के साथ इसकी संयोजनीयता होगी।

मेडिकल कॉलेजों के सभी संकाय सदस्य, एकबारगी क्रियाकलाप के रूप में ओएफएएमओएस में पंजीकृत किए जाएंगे, जिसके लिए संबंधित मेडिकल कॉलेज निम्नलिखित उपलब्ध कराएंगेः

1. बायोमेट्रिक उपकरण संस्थापित करने के लिए किसी सुरक्षित और आसानी से पहुंचयोग्य स्थान की पहचान। 2. बायोमेट्रिक उपकरण में निर्बाध विद्युत आपूर्ति वाला बिजली का एक प्लग पॉइंट। 3. पंजीकरण प्रक्रिया के दौरान कॉलेज के सभी संकाय सदस्यों की उपलब्धता सुनिश्चित करना। 4. पंजीकरण के समय, सत्यापन के उद्देश्य के लिए आधार कार्ड के ब्योरों के साथ-साथ संकाय आंकड़ों की उपलब्धता।

ओएफएएमओएस उपकरणों के अनुरक्षण की जिम्मेदारी मेडिकल कॉलेज की होगी, जिसके लिए वे एक वचन-पत्र प्रस्तुत करेंगे, जिसमें वे ओएफएएमओएस उपकरणों के अनुरक्षण के बारे में सुनिश्चित करेंगे और यह भी सुनिश्चित करेंगे कि उपकरणों को कोई भौतिक क्षति न पहुंचे।

यूआईडीएआई के vk/kkj प्लेटफार्म और ओएफएएमओएस उपकरण सिम कार्ड के मासिक किराये के साथ संकाय के पंजीकरण के सत्यापन के कारण उत्पन्न हुआ वित्तीय भार संबंधित मेडिकल कॉलेज द्वारा वहन किया जाएगा।

प्रत्येक मेडिकल कॉलेज के पास कॉलेज में क्लोज सर्किट टेलीविज़न (सीसीटीवी) होगा और अध्यापन अस्पताल में क्लासरूम अध्यापन तथा मरीजों की देखभाल दोनों की सीधी स्ट्रीमिंग उपलब्ध कराएं ताकि प्रदान की जा रही चिकित्सा शिक्षा/ प्रशिक्षण के स्तर पर निरंतर निगरानी बनाए रखने में परिषद्‌ समर्थ हो सके।

क्लासरूम अध्यापन और अध्यापन अस्पताल दोनों की सीधी स्ट्रीमिंग, परिषद्‌ के "डिजिटल मिशन मोड परियोजना" (डीएमएमपी) के एक भाग के रूप में एकीकृत की जाएगी।

ikn fVIi.kh : प्रधान विनियमावली नामतः ''प्रतिवर्ष एम.बी.बी.एस. में 50/100/150/200/250 दाखिलों के लिए न्यूनतम शर्तें विनियमावली, 1999'' को भारतीय आयुर्विज्ञान परिषद की दिनांक 30 मार्च, 1999 की अधिसूचना संख्या 35 (1)/1998-मेडि (ii) के अंतर्गत दिनांक 29 अप्रैल, 1999 को भारत के गजट के भाग-III, खण्ड 4 में प्रकाशित किया गया था और इसे दिनांक 24 जून 1999 के शुद्धिपत्र द्वारा संशोधित और दिनांक 20/10/2008, 01/12/2008, 08/07/2009, 13/11/2009, 18/01/2010, 30/01/2010, 26/02/2010, 16/04/2010, 17/10/2010, 03/11/2010 और 18/03/2014 के अंतर्गत पुनः संशोधित किया गया था।

No. MCI-34(41)/2016-Med./164446.—In exercise of the powers conferred by Section 33 of the Indian Medical Council Act, 1956 (102 of 1956), the Medical Council of India with the previous sanction of the Central Government hereby makes the following regulations to further amend the "Minimum Standard Requirement for 50/100/150/200/250 MBBS Admissions Annually Regulations, 1999", namely:-

1. (i) These Regulations may be called the "Minimum Standard Requirement for 50/100/150/200/250 MBBS Admissions Annually Regulations (Amendment), 2017".

(ii) They shall come into force from the date of their publication in the Official Gazette.

2. In the "Minimum Standard Requirement for 50/100/150/200/250 MBBS Admissions Annually Regulations, 1999" the following additions, shall be as indicated therein:-

In Schedule-I "Accommodation in the Medical College and its associated teaching hospitals", under the heading "A - College", the following shall be added after Clause A.1.22:

A.1.23(a)

The Council shall install biometric fingerprint attendance machine in all the Medical Colleges for capturing faculty attendance, using Online Faculty Attendance Monitoring Systems (OFAMOS) under the Digital Mission Mode Project (DMMP) of the Council. The central application shall have the connectivity with AADHAR platform of UIDAI for verification.

All the faculty members of medical colleges shall be registered in OFAMOS as a onetime activity, for which the respective medical colleges shall provide the following:-

1. Identification of a secured and easily accessible location for installing the biometric devices.

2. One electric plug point with uninterrupted power supply to the biometric device.

3. Ensuring availability of all faculty members of the college during the registration process.

4. Availability of the faculty data along with AADHAR Card details, for the purpose of verification at the time of registration.

5. Convenient room with basic infrastructure like: tables, chairs, power connection etc. for carrying out the registration process of faculty for OFAMOS.

The upkeep of the OFAMOS devices shall be the responsibility of the Medical College for which they shall submit an undertaking ensuring about the up-keep of OFAMOS devices and also ensure that no physical damage shall occur to the devices.

The financial burden arising on account of registration verification of the faculty with AADHAR platform of UIDAI and the monthly rental of OFAMOS device SIM Card, shall be borne by the respective medical colleges.

A.1.23(b)

Every medical college shall have Close-Circuit Televisions (CCTV) system in the medical college and shall provide live streaming of both classroom teaching and patient care in the teaching hospital, to enable the Council to maintain a constant vigil on the standard of medical education/training being imparted.

The live streaming of both classroom teaching and teaching hospital, shall be integrated as a part of the "Digital Mission Mode Project" (DMMP) of the Council.
