1. (1) इस (cid:7021)क(cid:7409)म का संन(cid:6979)(cid:7385) नाम साधारण बीमा (अनधका(cid:7407)रय(cid:7298) के र् ेतनमान(cid:7298) और र्सेा क(cid:7409) अ(cid:7008)य त(cid:7300) का सु(cid:7018)र्यन(cid:7021)करण) संोधन (cid:7021)क(cid:7409)म, 2017 है ।
(2) इसम(cid:7286) इसके प(cid:7019)चात् अ(cid:7008)या उपबंनधत के नर्साय यह (cid:7021)क(cid:7409)म 1 र्निरी, 2016 को (cid:7079र्)ृ(cid:7004)त (cid:7263)ई समझी ािएगी ।
2. साधारण बीमा (अनधका(cid:7407)रय(cid:7298) के र् ेतनमान(cid:7298) और र्सेा क(cid:7409) अ(cid:7008)य त(cid:7300) का सु(cid:7018)र्यन(cid:7021)करण) (cid:7021)क(cid:7409)म, 1975 म(cid:7286),--
(i) पैरा 3 म(cid:7286) खंड (ढक) और खंड (ढख) म(cid:7286) "बारर्ह(cid:7277) अनुसूची" दोन(cid:7298) (cid:7021)ान(cid:7298) पर हिां कह(cid:7277) र्े आते ह(cid:7289), (cid:7011)द(cid:7298) के (cid:7021)ान पर (cid:7059)म: "प(cid:7008)(cid:7076)र्ह(cid:7277) अनुसूची" (cid:7011)द रखे ािएंगे ;
(ii) पैरा 6ख म(cid:7286) तीसरे परंतुक के प(cid:7019)चात् नन(cid:7013)ननलनखत परंतुक अंत:(cid:7021)ानपत (cid:7408)कया ािएगा, अा(cid:6981)त् :--

(2) अ(cid:7007)य(cid:6979)-सह-(cid:7079)बंध ननदेक को (i)र् ेतन और महंगाई भ(cid:7004)ते का सकल, नसिके नलएर् ह इस अनुसूची के अनुसार उसके र् ेतन के पुनरी(cid:6979)ण के लेखे 1 र्निरी, 2016 से हदिार है ; और (ii) र्ेतन और महंगाई भ(cid:7004)ते का सकल, नसिके नलए र्ह बारर्ह(cid:7277) अनुसूची के अनुसार हदिार है, के बीच के अंतर के बकाये का संदाय (cid:7408)कया ािएगा ।
V. महंगाई भ(cid:7004)ता—
(1) अ(cid:7007)य(cid:6979)-सह-(cid:7079)बंध ननदेक को नीचे (cid:7408)दए अनुसार महंगाई भ(cid:7004)ते का संदाय (cid:7408)कया ािएगा :--
(क) 1 र्निरी, 2016 से 30 ूिन, 2016 तक—कोई महंगाई भ(cid:7004)ता नह(cid:7277)
(ख) 1 ुिलाई, 2016 से – ैिसा क(cid:7286) (cid:7076)ीय सरकार (cid:7367)ारा क(cid:7286) (cid:7076)ीय सरकारी कम(cid:6981)चा(cid:7407)रय(cid:7298) के नलए घोनषत (cid:7408)कया ािए ।
VI. भ(cid:7004)ते (महंगाई भ(cid:7004)ते से नभ(cid:7008)न)—
अ(cid:7007)य(cid:6979)-सह-(cid:7079)बंध ननदेक को बारर्ह(cid:7277) अनुसूची म(cid:7286) यार्न(cid:7378)मान सभी भ(cid:7004)ते (महंगाई भ(cid:7004)ते से नभ(cid:7008)न) को गणना म(cid:7286) नलया ािएगा और बारर्ह(cid:7277) अनुसूची म(cid:7286) र्न(cid:7378)मान ननबंधन(cid:7298) और त(cid:7300) के अधीन र्न(cid:7378)मान दर(cid:7298) पर संदाय (cid:7408)कया ािएगा, मानो (cid:7408)क उनका इस सूची के अधीन पुनरी(cid:6979)ण नह(cid:7277) (cid:7408)कया गया है ।"।

1. क(cid:7286) (cid:7076)ीय सरकार ने ननगम के अ(cid:7007)य(cid:6979)-सह-(cid:7079)बंध ननदेक और कं पनी के अ(cid:7007)य(cid:6979)-सह-(cid:7079)बंध ननदेक(cid:7298) के संबंध म(cid:7286) सार्त(cid:7286) क(cid:7286) (cid:7076)ीयर् ेतन आयोग क(cid:7409) नसा(cid:7407)र(cid:7298) के आधार पर पुनरीन(cid:6979)तर् ेतन ढांचे को 1 र्निरी, 2016 से अनुमोदन (cid:7079)दान कर (cid:7408)दया है । तदनुसार, साधारण बीमा (अनधका(cid:7407)रय(cid:7298) के र् ेतनमान(cid:7298) और र्सेा क(cid:7409) अ(cid:7008)य त(cid:7300) का सु(cid:7018)र्यन(cid:7021)करण) (cid:7021)क(cid:7409)म, 1975 का 1 र्निरी, 2016 से संोधन (cid:7408)कया ािता है ।

NOTIFICATION
New Delhi, the 8th February, 2017
S.O. 370(E).—In exercise of the powers conferred by section 17 A of the General Insurance Business (Nationalization) Act, 1972 (57 of 1972), the Central Government hereby frames the following Scheme further to amend the General Insurance (Rationalisation of Pay Scales and other Conditions of Service of Officers) Scheme, 1975, namely :—
1. (1) This Scheme may be called the General Insurance (Rationalisation of Pay Scales and other Conditions of Service of Officers) Amendment Scheme, 2017.
(2) Save as otherwise provided hereinafter, the provisions of this Scheme shall be deemed to have come into force on the 1st day of January, 2016.
2. In the General Insurance (Rationalisation of Pay Scales and other Conditions of Service of Officers) Scheme, 1975,—
(i) in paragraph 3, in clauses (na) and (nb), for the words "Twelfth Schedule",at both the places wherever they occur, the words "Fifteenth Schedule" shall, respectively, be substituted;
(ii) in paragraph 6B, after the third proviso, the following proviso shall be inserted, namely,-
"Provided also that with effect from the 1st day of January, 2016, the pay of the Chairman-cum-Managing Director shall be fixed in the manner specified in the Fifteenth Schedule.";
(iii) in paragraph 9, in the Explanation, in clause (iii), after sub-clause (aa), the following sub-clause shall be inserted, namely:—
"(ab) in the case of Chairman-cum-Managing Director of the Corporation or the Chairman-cum-Managing Director of the Company, as the case may be, for the period commencing on the 1st day of January, 2016, as per the Fifteenth Schedule.";
(iv) after the Fourteenth Schedule, the following Schedule shall be inserted, namely:—
" FIFTEENTH SCHEDULE
(See paragraphs 3(na), (nb), 6B and 9)
Chairman-cum-Managing Director
I. Level in the pay matrix.—
Level 16 in pay matrix under the Central Civil Service (Revised Pay) Rules, 2016
(Rs. 2,05,400 - 2,11,600 – 2,17,900 – 2,24,400)
II. Increments in pay.-
The increments in pay shall be as per the pay index specified in the pay matrix.
III. Date of next increment. -
(1) The Chairman-cum-Managing Director shall be entitled to only one annual increment either on the 1st day of January or the 1st day of the July depending on the date of his appointment as specified under sub-paragraph (2).
(2) The increment in respect of the Chairman-cum-Managing Director appointed during the period between the 2nd day of January and the 1st day of July (both inclusive) shall be granted on the 1st day of January and the increment in respect of Chairman-cum-Managing Director appointed during the period between the 2nd day of July and 1st day of January (both inclusive) shall be granted on the 1st day of July.

(a) In case of Chairman-cum-Managing Director appointed during the period between the 2nd day of July, 2016 and the 1st day of January, 2017, the first increment shall accrue on the 1st day of July, 2017 and thereafter it shall accrue after one year on annual basis.
(b) In case of Chairman-cum-Managing Director appointed during the period between 2nd day of January, 2016 and 1st day of July, 2016, who did not draw any increment on 1st day of July, 2016, the next increment shall accrue on 1st day of January, 2017 and thereafter it shall accrue after one year on annual basis.
(c) In the case of Chairman-cum-Managing Director whose pay in the revised pay structure has been fixed as on 1st day of January, the next increment shall accrue on 1st day of July, 2016.
(d) The next increment after drawal of increment on 1st day of July, 2016 shall accrue on 1st day of July, 2017.
IV. Manner of fixation .—
(1) With effect from the 1st day of January, 2016, pay of the Chairman-cum-Managing Director shall be fixed as specified in the Table below:-

Note: The fixation of pay has been revised on the basis of the Central Civil Services (Revised Pay) Rules, 2016.
(2) Chairman-cum-Managing Director, shall be paid the arrears of pay being the difference between (i) aggregate of pay and dearness allowance to which he is entitled on account of revision of his pay as per this Schedule for the period with effect from the 1st day of January, 2016; and (ii) the aggregate of pay and dearness allowance to which he was entitled as per the Twelfth Schedule.
V. Dearness Allowance. -
(1) The Dearness Allowance payable to Chairman-cum-Managing Director shall be as under :-
(a) From 1st January, 2016 to 30th June, 2016 - No Dearness Allowance
(b) From 1st July, 2016 onwards -As declared by the Central Government for
Central Government Employees
(2) Notwithstanding anything contained in sub-paragraph (1), the Central Government may, by order, vary
the rate of Dearness Allowance from time to time.
VI. Allowances (Other than Dearness Allowance). -
All Allowances (Other than Dearness Allowance) to the Chairman-cum-Managing Director as prevailing in the Twelfth Schedule shall continue to be reckoned and paid at the existing rates under the terms and conditions prevailing in the Twelfth Schedule as if the same have not been revised under this Schedule.".

EXPLANATORY MEMORANDUM
1. The Central Government has accorded approval to revised pay structure based on the recommendations of the Seventh Central Pay Commission in respect of the Chairman-cum-Managing Director of the Corporation and the Chairman-cum-Managing Directors of the Companies with effect from the 1st day of January, 2016. Accordingly, the General Insurance (Rationalisation of Pay Scales and Other Conditions of Service of Officers) Scheme, 1975 is being amended with effect from the 1st day of January, 2016.
2. It is certified that no Chairman-cum-Managing Director of the Corporation or Chairman-cum-Managing Director of the Company is likely to be affected adversely by the notification being given retrospective effect.
