का.आ. 380(अ).— बि(cid:7408)क मेसस(cid:6981) इंनडगो एयरलाइंस र्नमान VT-IEM र्एं मैसस(cid:6981) नस(cid:7016)क एयर र्नमान 9VMGH (cid:7408)दनांक 11.12.2016 को कोलकाता र्हाई अ(cid:7355)े म(cid:7286) गंभीर घटना के नकार हो गए।
और बि(cid:7408)क, के (cid:7008)(cid:7076)ीय सरकार को यह (cid:7079)तीत होता है (cid:7408)क इस गंभीर घटना के कारण और अंदायी कारक(cid:7298) का अ(cid:7008र्)ेषण और ननधा(cid:6981)रण (cid:7408)कया ािना, और भर्न(cid:7020)य म(cid:7286) ऐसी गंभीर घटना क(cid:7409) पुनर्राृनत से बचने के नलए नसा(cid:7407)र(cid:7286) करना समीचीन है।
अब,र् ायुयान (दुघ(cid:6981)टना र्एं घटना ािंच) ननयर्माली, 2012 के ननयम 11 (1) म(cid:7286) (cid:7079)द(cid:7004)त न(cid:7334)य(cid:7298) का (cid:7079)योग करते (cid:7263)ए, के (cid:7008)(cid:7076)ीय सरकार एतद(cid:7367)ारा गंभीर घटना क(cid:7409) औपचा(cid:7407)रक ािंच (cid:7408)कए ािने का ननदे देती है।
तदनुसार, के (cid:7008)(cid:7076)ीय सरकार एत(cid:7375)ारा डॉ. नति(cid:7286)(cid:7076) लौरा, सहायक ननदेक, एएआईबी क(cid:7409) अ(cid:7007)य(cid:6979)ता म(cid:7286) नन(cid:7388)नलनखत सद(cid:7021)य(cid:7298) के सा एक ािंच सनमनत ननयु(cid:6989)त करती है :-
(i) (cid:7088)ी राेि भटनागर, सहायक ननदेक, एएआईबी सद(cid:7021)य के (cid:7272)प म(cid:7286)
(ii) (cid:7088)ी (cid:7408)दने कु मार, र्नमान संर(cid:6979)ा अनधकारी, एएआईबी सद(cid:7021)य के (cid:7272)प म(cid:7286)
सनमनत, बि भी अपेन(cid:6979)त होगा, अ(cid:7008)य र्नेष(cid:6980)(cid:7298)/ए(िcid:7286)नसय(cid:7298) क(cid:7409) सहायता भी लेगी।
सनमनत का मु(cid:6990)यालय नई (cid:7408)द(cid:7016)ली म(cid:7286) होगा।
सनमनत अनधमानतः छह महीने के भीतर इसक(cid:7409) ािंच पूरी करके अपनी (cid:7407)रपोट(cid:6981) के (cid:7008)(cid:7076)ीय सरकार को (cid:7079)(cid:7021)तुत करेगी।
[सं. र्एी-15013/16/2016-डीीि] 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF CIVIL AVIATION NOTIFICATION New Delhi, the 6th February, 2017 S.O. 380(E).—Whereas M/s Indigo Airlines aircraft VT-IEM and M/s Silk Air aircraft 9VMGH were involved in a serious incident at Kolkata Airport on 11.12.2016.
And whereas, it appears to the Central Government that it is expedient to investigate and determine the causes and contributory factors leading to the said serious incident and make recommendations to avoid recurrence of such serious incidents in future.
Now, in the exercise of the powers conferred by the Rules 11(1) of the Aircraft (Investigation of Accidents and Incidents) Rules, 2012, the Central Government hereby directs that a formal inquiry in the serious incident be made.
Accordingly, the Central Government hereby appoints a Committee of Inquiry headed by Dr. Jitender Loura, Assistant Director, AAIB with following member:
(i) Shri Raje Bhatnagar, Assistant Director, AAIB as member (ii) Sh. Dinesh Kumar, Air Safety Officer, AAIB as member
The committee will also take the assistance of other experts/agencies whenever required.
The headquarters of the Committee will be at New Delhi.
The Committee will complete its inquiry and submit its report to the Central Government preferably within six months.
