का.आ. 512(अ).-केंद्रीय सरकार, वन (संरक्षण) नियम, 2003 (जिसे इसमें इसके पश्चात् उक्त नियम कहा गया है) के नियम 4क के उपनियम (1) के अनुसरण में; उसमें विनिर्दिष्ट शक्तियों का प्रयोग करने और कृत्यों को करने के लिए, प्रादेशिक कार्यालय, पूर्वी जोन, भुवनेश्वर में प्रादेशिक सशक्त समिति (जिसे इसमें इसके पश्चात् यथा क्षेत्रीय सशक्त समिति कहा गया है) पुनर्गठित करती है, जिसमें निम्नलिखित सदस्य समाविष्ट होंगे, अर्थात् :-
(i) प्रधान, प्रादेशिक कार्यालय, पूर्वी जोन, भुवनेश्वर —अध्यक्ष
(ii) मुख्य वनपाल या वनपाल, प्रादेशिक कार्यालय, पूर्वी जोन, —सदस्य
भुवनेश्वर की पंक्ति के अधिकारियों में से ज्येष्ठतम अधिकारी

2. इसके नीचे विनिर्दिष्ट राज्यों के निम्न उल्लिखित अधिकारी, उनके अपने-अपने राज्यों में वन भूमि के अपयोजन से संबद्ध प्रस्तावों के परीक्षण के लिए प्रादेशिक सशक्त समिति की बैठक में उपस्थित होने के लिए विशेेष आमंत्रिती के रुप में किए जाएंगे, अर्थात् :-
(क) ओडिषा सरकारः
(i) अपर प्रधान मुख्य वन संरक्षक और नोडल अधिकारी, वन (संरक्षण), अधिनियम, 1980, ओडिशा सरकार;
(ii) संयुक्त सचिव, राजस्व और आपदा प्रबंधन विभाग, ओडिशा सरकार;
(ख) पष्चिमी बंगाल सरकारः
(i) अपर प्रधान मुख्य वन संरक्षक (कैम्पा) और नोडल अधिकारी (वन संरक्षण), अधिनियम, 1980, पश्चिमी बंगाल सरकार;
(ii) सचिव, भूमि और भूमि सुधार विभाग, पश्चिमी बंगाल सरकार ।
3. अशासकीय सदस्यों के नियुक्ति की निबंधनें और शर्तें उक्त नियमों के नियम 4 में यथाविनिर्दिष्ट होगी। क्षेत्रीय सशक्त समिति का पुनर्गठन 17 मार्च से प्रभावी होगा 2017 ।

S.O. 512(E).—In pursuance of sub-rule (1) of rule 4A of the Forest (Conservation) Rules, 2003 (hereinafter referred to as the said rules), the Central Government hereby re-constitutes the Regional Empowered Committee at Regional Office, Eastern Zone, Bhubaneswar (hereinafter referred to as the Regional Empowered Committee) to exercise the powers and perform the functions specified therein, comprising of the following members, namely:-
(i) Head of the Regional Office, Eastern Zone, Bhubaneswar Chairperson
(ii) Senior most officer from amongst officers in the rank of Chief Conservator of Forests

2. The officers mentioned below of the States specified hereunder, shall be invited to attend meetings of the Regional Empowered Committee as special invitees, in the examination of the proposals pertaining to the diversion of forest land in their respective States, namely:-
(A) Government of Odisha:
(i) Additional Principal Chief Conservator of Forests (Forest Diversion) and Nodal Officer, Forest (Conservation) Act, 1980, Government of Odisha;
(ii) Joint Secretary, Revenue and Disaster Management Department, Government of Odisha;
(B) Government of West Bengal:
(i) Additional Principal Chief Conservator of Forests (CAMPA) and Nodal Officer, Forest (Conservation) Act, 1980, Government of West Bengal;
(ii)
Secretary, Land and Land Reforms Department, Government of West Bengal.
3. The terms and conditions of appointment of non-official members shall be as specified in rule 4 of the said rules. The re-constitution of Regional Empowered Committee shall be effective from 17th March 2017.
