का.आ. 2032(अ).—के न्(cid:7076)ीय सरकार, पर्यावरण (संरक्षण) अधिनियम, 1986 (1986 का 29) की धारा 3 की उपधारा (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत सरकार के तत्कालीन पर्यावरण और वन मंत्रालय की अधिसूचना संख्यांक का.आ. 1533(अ), तारीख 14 सितंबर, 2006 (जिसे इसमें इसके प(cid:7391)ात् उक्त अधिसूचना कहा गया है) के अनुसरण में निम्नलिखित सदस्यों से मिलकर बनने वाले राज्य स्तरीय पर्यावरण समाघात निर्धारण प्राधिकरण, गोवा (जिसे इसमे इसके प(cid:7391)ात प्राधिकरण, गोवा कहा गया है) का गठन करती है, जो निम्नलिखित सदस्यों से मिलकर बनेगी, अर्थात् :--

2. गोवा प्राधिकरण के अध्यक्ष और सदस्य इस अधिसूचना के राजपत्र में प्रकाशित किए जाने की तारीख से तीन वर्ष की पदावधि के लिए पद धारण करेंगे ।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 3. गोवा प्राधिकरण ऐसी शक्तियों का प्रयोग करेगा और ऐसी प्र(िcid:7059)याओं का अनुसरण करेगा जो कि उक्त अधिसूचना तारीख 14 सितंबर, 2006 में विनि(cid:7416)र्दष्ट है ।
4. प्राधिकरण अपने विनि(cid:7391)य को पैरा 5 के अधीन गोवा राज्य के लिए गठित राज्य स्तरीय विशेषज्ञ अंकन समिति (एसईएसी) की सिफारिशों पर अपने विनि(cid:7391)य आधारित करेगा ।
5. कें (cid:7076)ीय सरकार, गोवा सरकार के परामर्श से, गोवा प्राधिकरण की सहायता करने के प्रयोजनों हेतु राज्य स्तरीय विशेषज्ञ अंकन समिति, (एसईएसी) (जिसे इसमें इसके पश्चात् इस अधिसूचना में एसईएसी, गोवा कहा गया है) का गठन करती है, जो निम्नलिखित सदस्यों से मिलकर बनेगी, अर्थात् :-

6. एसईएसी, गोवा के अध्यक्ष और सदस्य इस अधिसूचना के राजपत्र में प्रकाशन की तारीख से तीन वर्ष की अवधि के लिए पद धारण करेंगे ।
7. एसईएसी, गोवा ऐसी शक्तियों का प्रयोग करेगा और ऐसी प्र(िcid:7059)याओं का अनुसरण करेगा जो कि उक्त अधिसूचना तारीख 14 सितंबर, 2006 में वर्णित हों ।
8. एसईएसी गोवा सामूहिक उत्तरदायित्व के सि(cid:7373)ांत पर कार्य करेगी और अध्यक्ष प्रत्येक मामले में मतैक्य पर पहुंचने का प्रयास करेंगे और यदि सर्वसम्मति पर नह(cid:7277) पहुंचा जा सकता हो तो बहुमत का विचार अभिभावी होगा ।
भारत का राजपत्रा : असाधरण [भाग IIखण्ड 3(ii)] 39. गोवा सरकार, गोवा प्राधिकरण और एसईएसी, गोवा और उक्त सचिवालय के लिए सचिवालय के रूप में कार्य करने के लिए एक
अभिकरण को अधिसूचित करेगी और इसके सभी संविधिक कृ त्यों के संबंध में सभी वित्तीय और संभार-तंत्र का समर्थन का प्रदान करेगा
जिसके अंतर्गत वास-सुविधा, यातायात और ऐसी अन्य सुविधाएं भी है ।
10. प्राधिकरण गोवा और एसईएसी गोवा के अध्यक्ष और सदस्यों को गोवा राज्य सरकार के विद्यमान नियमों के अनुसार बैठक फीस,
यात्रा भत्ता और मंहगाई भत्ता संदत्त किया जाएगा ।

NOTIFICATION
New Delhi, the 28th June, 2017.
S.O. 2032(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as the said Notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Goa (hereafter in this notification referred to as the Authority, Goa) comprising of the following Members, namely: -

2. The Chairman and Members of the Authority, Goa shall hold office for a term of three years from the date of publication of this order in the Official Gazette.
3. The Authority, Goa shall exercise such powers and follow such procedures as enumerated in the said Notification dated 14th September, 2006.
4. The Authority, Goa shall take its decision after the recommendations of the State Level Expert Appraisal Committee (SEAC) constituted under paragraph 5 of this notification for the State of Goa.

To assist the Authority, Goa, the Central Government in consultation with the State Government of Goa, hereby constitutes the State Expert Appraisal Committee (SEAC) (hereafter in this notification referred to as SEAC, Goa) comprising of the following Members, namely:-

6. The Chairman and Members of SEAC, Goa shall hold office for a term of three years from the date of publication of this order in the Official Gazette.
7. The SEAC, Goa shall exercise such powers and follow such procedures as enumerated in the said notification dated 14th September, 2006.
8. The SEAC, Goa shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail.
9. The Government of Goa shall notify an agency to act as Secretariat for the Authority, Goa and SEAC, Goa and the said Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all its statutory functions of the Authority and SEAC.
10. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority, Goa and SEAC, Goa shall be paid as per the existing rules of the State Government of Goa.
