अत: अब, क(cid:7286) (cid:7076)ीय सरकार आधार (र्न(cid:7004)तीय और अ(cid:7008)य सहानय(cid:7408)क(cid:7312), (cid:7079)सुर्नधा(cid:7312) और र्सेा(cid:7312) का लन(cid:7023)यत प(cid:7407)रदान) अनधननयम, 2016 (2016 का 18) (नसिे इसम(cid:7286) इसके प(cid:7019)चात् उ(cid:6989)त अनधननयम कहा गया है) क(cid:7409) धारा 7 के उपबंध(cid:7298) के अनुसरण म(cid:7286) नन(cid:7013)ननलनखत अनधसूनचत करती है, अा(cid:6981)त्:-

(2) (cid:7021)क(cid:7409)म के अधीन ायदा (cid:7079)ा(cid:7009)त करने के इ(cid:6994)छु क (cid:7408)कसी (cid:7018)यन(cid:7397) को नसिके पास आधार सं(cid:6990)या न हो या नसिने आधार के नलए अभी तक नामांकन न कराया हो, उसे आधार नामांकन हेतु र्आेदन करना होगा पर(cid:7008)तु र्ह उ(cid:6989)त अनधननयम क(cid:7409) धारा 3 के उपबंध(cid:7298) के अनुसार आधार (cid:7079)ा(cid:7009)त करने के नलए हदिार हो, और ऐसे (cid:7018)यन(cid:7397)य(cid:7298) को आधार नामांकन हेतु (cid:7408)कसी आधार नामांकन क(cid:7286) (cid:7076) पर ािना होगा
(3) आधार (नामांकन और अ(cid:7378)तन) र्नननयम, 2016 के र्नननयम 12 के अनुसार र्नभाग उन ायदा(cid:7061)ानहय(cid:7298) के नलए आधार नामांकन सुर्नधा(cid:7312) क(cid:7409) (cid:7079)(cid:7021)ापना (cid:7408)कया ािना अपेन(cid:6979)त है न(िcid:7008)ह(cid:7298)ने अभी तक आधार हेतु नामांकन नह(cid:7277) कराया है, और य(cid:7408)द संबंनधत (cid:7011)लॉक या तालुका र्अा तहसील म(cid:7286) कोई आधार नामांकन क(cid:7286) (cid:7076) र्अन(cid:7021)त न हो तो, र्नभाग यूआईएडीआई के र्न(cid:7378)मान रन(िcid:7021)(cid:7069)ार(cid:7298) के सम(cid:7008र्)य से र्अा (cid:7021र्)यं ही रन(िcid:7021)(cid:7069)ार बन कर सुर्नधानिक (cid:7021)ान(cid:7298) पर आधार नामांकन सुर्नधाएं उपल(cid:7011)ध कराएगा:
परंतु यह है (cid:7408)क आधार र्आं(cid:7407)टत (cid:7408)कए ािने तक (cid:7408)कसी (cid:7018)यन(cid:6989)त को (cid:7021)क(cid:7409)म के अधीन ायदे (cid:7408)दए ािने के नलए नन(cid:7013)ननलनखत द(cid:7021)र्ताे ि(cid:7079)(cid:7021)तुत (cid:7408)कए ािने के अधीन रहते (cid:7263)ए ऐसे (cid:7018)यन(cid:7397)य(cid:7298) को ायदे (cid:7408)दए ािएंगे, अा(cid:6981)त:-
(क) (i) य(cid:7408)द उसने नामांकन करा नलया हो तो उसक(cid:7409) आधार नामांकन पहचान पच(cid:7278); या
(ii) पैरा(cid:7061)ा 2 के उप पैरा(cid:7061)ा (2) म(cid:7286) यार्ननन(cid:7416)द(cid:7020)ट, आधार नामांकन के नलए उसके अनुरोध क(cid:7409) (cid:7079)नत; और
(ख) (i) ोटो(cid:7061)ार् ाली ब(cid:7289)क पासबुक; या (ii) भारत नर्ना(cid:6981)चन आयोग (cid:7367)ारा ािरी मतदाता पहचान प(cid:7074); या (iii) रान काड(cid:6981), या (iv) (cid:7021)ायी खाता सं(cid:6990)या (पैन) काड(cid:6981); या (v) पासपोट(cid:6981); (vi) मोटर यान अनधननयम, 1988 (1988 का 59) के अधीन अनु(cid:6980)ापन (cid:7079)ानधकारी (cid:7367)ारा ािरी चालान अनु(cid:6980)न(cid:7385); या (vii) (cid:7408)कसी रापिन(cid:7074)त अनधकारी (cid:7367)ारा सरकारी लेटर हेड पर ािरी ऐसे (cid:7018)यन(cid:6989)त क(cid:7409) पहचान का (cid:7079)माणप(cid:7074) नसि पर उसक(cid:7409) ोटो हो; या (viii) र्नभाग (cid:7367)ारा या र्ननन(cid:7416)द(cid:7020)ट कोई अ(cid:7008)य द(cid:7021)र्ताे:ि
(cid:6981)(cid:6989)त द(cid:7021)र्ताे(िcid:7298) क(cid:7409) ािंच र्नभाग (cid:7367)ारा इस (cid:7079)योनि के नलए र्नेष (cid:7272)प से अनभनहत अनधकारी परंतु यह और (cid:7408)क उपयु (cid:7367)ारा क(cid:7409) ािएगी।
2. (cid:7021)क(cid:7409)म के अधीन ायदा(cid:7061)ानहय(cid:7298) को सरल और सुगम ननबा(cid:6981)ध ायदे (cid:7079)दान कर्राने के नलए र्नभाग अपेन(cid:6979)त (cid:7018)र्य(cid:7021)ा करेगा नसिके अंतग(cid:6981)त नन(cid:7013)ननलनखत भी ह(cid:7289), अा(cid:6981)त्:-
(1) मीनडया के मा(cid:7007)यम से और (cid:7018)यन(cid:7397)क सूचना(cid:7312) के (cid:7367)ारा (cid:7018)यापक (cid:7079)चार (cid:7408)कया ािएगा ता(cid:7408)क स्क(cid:7409)म के अधीन आधार क(cid:7409) र्आ(cid:7019)यकता के बारे म(cid:7286) ािग(cid:7272)क (cid:7408)कया ाि सके और उ(cid:7008)ह(cid:7286) यह सुर्झा (cid:7408)दया ािए (cid:7408)कर् े (cid:7021र्)यं को (cid:7021)क(cid:7409)म के अधीन रन(िcid:7021)(cid:7069)ीकरण से पहले अपने (cid:6979)े(cid:7074) म(cid:7286) न(cid:7021)त ननकटतम आधार नामांकन क(cid:7286) (cid:7076) म(cid:7286) अपना नामांकन कर्रा ल(cid:7286) य(cid:7408)द उ(cid:7008)ह(cid:7298)ने पहले अपना नामांकन नह(cid:7277) कराया है। (cid:7021)ानीय नामांकन क(cid:7286) (cid:7076)(cid:7298) क(cid:7409) सूची उ(cid:7008)ह(cid:7286) उपल(cid:7011)ध कर्राई ािएगी।
(2) य(cid:7408)द (cid:7021)क(cid:7409)म के अधीन ायदा(cid:7061)ाही (cid:7011)लॉक, तालुका या तहसील आ(cid:7408)द म(cid:7286) नामांकन क(cid:7286) (cid:7076) न होने के कारण अपना नामांकन नह(cid:7277) कर्रा सके ह(cid:7298) तो र्नभाग यूआईडीएआई के र्न(cid:7378)मान रन(िcid:7021)(cid:7069)ार(cid:7298) के सम(cid:7008र्)य से उनचत (cid:7021)ान(cid:7298) पर नामांकन सुर्नधाएं उपल(cid:7011)ध कर्राएगा और ायदा(cid:7061)ाही, र्नभाग के अनभनहत अनधका(cid:7407)रय(cid:7298) को अपना नाम, पता, मोबाईल सं(cid:6990)या और पैरा 1 के उप-पैरा (3) के पहले उपबंध म(cid:7286) र्ननन(cid:7416)द(cid:7020)ट र्र्नरण देकर अपना आधार नामांकन कर्राएंगे।
3. यह अनधसूचना, असम, मेघालय और (िcid:7013)मू-का(cid:7019)मीर रा(cid:6996)य को छोकर सभी रा(cid:6996)य(cid:7298) और संघ रा(cid:6996)य (cid:6979)े(cid:7074)(cid:7298) म(cid:7286) रापि(cid:7074) म(cid:7286) इसके (cid:7079)कान क(cid:7409) तारीख से (cid:7079)र्भाी होगी।

NOTIFICATION
New Delhi, the 10th July, 2017
S.O. 2174(E).––Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one's identity;
And whereas, the Department of Public Enterprises (hereinafter referred to as the Department) under the Ministry of Heavy Industries and Public Enterprises in the Government of India is administering the Central Sector Scheme of Research, Development and Consultancies on Generic issues related to Public Sector Enterprises (hereinafter referred to as the Scheme) with an objective to offer training programmes on capacity building and skill development (hereinafter referred to as the benefits) for the executives and employees of the Central Public Sector Enterprises and State Level Public Enterprises (hereinafter referred to as the beneficiaries) to reduce their skill gaps and to up-grade their capacity;
And whereas, the aforesaid Scheme is offered through the various Centres of Excellence such as Indian Institute of Management (IIM), Indian Institute of Technology (IIT), Indian Institute of Public Administration, Administrative Staff College of India (Hyderabad), Institute of Public Enterprises (Hyderabad), and Lal Bahadur Shastri National Academy of Administration at Mussoorie wherein executives and employees of the Central and Public Sector Enterprises are deputed for undertaking training;
And whereas, the aforesaid Scheme involves expenditure incurred from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:–
1. (1) An individual eligible for availing the benefits under the Scheme, is hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication.
(2) Any individual desirous of availing the benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment before registering oneself into the Scheme, provided he or she is entitled to obtain Aadhaar as per the provision of section 3 of the said Act, and such individuals may visit any Aadhaar enrolment centre for Aadhaar enrolment;
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming Registrar itself:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:-
(a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or
(ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2; and
(b) (i) Bank passbook with photograph; or (ii) Voter identity card issued by the Election Commission of India; or (iii) Ration Card; or (iv) Permanent Account Number (PAN) Card; or (v) Passport; or (vi) Driving licence issued by the Licencing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vii) Certificate of identity having photo of such person issued by a Gazetted Officer on official letter head; or (viii) Any other document as specified by the Department:
Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.
4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Department shall make all the required arrangements including the following, namely:-
(1) wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas before registering oneself into the Scheme, in case they are not already enrolled. The list of locally available enrolment centres shall be made available to them.
(2) in case, the beneficiaries under the Scheme are not able to enroll for Aadhaar due to non- availability of enrolment centres in the vicinity such as in the Block or Taluka or Tehsil, the Department shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI and the beneficiaries may register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the designated officials of the Department.
3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories except the States of Assam, Meghalaya and the State of Jammu and Kashmir.
