विषय : आईटीसी (एचएस) 2017-अनुसूची-1 (आयात नीति) के अध्याय 95 की नीतिगत शर्त सं. 2 में संशोधन।
का.आ. 2890(अ).—समय-समय पर यथा संशोधित विदेश व्यापार नीति, 2015-2020 के पैरा 1.02 और 2.01 के साथ पठित विदेश व्यापार (विकास एवं विनियमन) अधिनियम 1992 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार एतद्द्वारा आईटीसी(एचएस) 2017-अनुसूची-1 (आयात नीति) के अध्याय 95 की नीतिगत शर्त सं. 2 में निम्नानुसार संशोधन करती हैः-

| निम्नलिखित दो प्रकार के प्रमाणपत्रों के साथ खिलौनों (एक्जिम कोड 95030010, 95030020, 95030030 और 95030090 के तहत सभी मदें) का आयात मुक्त रूप से अनुमत होगाः (1) एक प्रमाणपत्र कि निम्नलिखित में विनिर्दिष्ट मानकों के अनुकूल ही खिलौनों का आयात किया जा रहा है (क) एएसटीएम एफ 963 अथवा (ख) आईएसओ 8124 [भाग I-III] अथवा (ग) आईएस 9873 [भाग- I-III] अथवा (घ) ईएन 71 और | निम्नलिखित प्रमाण पत्रों के साथ खिलौनों (एक्जिम कोड 95030010, 95030020, 95030030 और 95030090 के तहत सभी मदें) का आयात मुक्त रूप से अनुमत होगाः (1) एक प्रमाण पत्र कि खिलौनों का आयात भारतीय मानक ब्यूरो (बीआईएस) द्वारा निर्धारित मानकों के अनुकूल किया जा रहा हैः- (क) आईएसः 9873 (भाग-1) खिलौनाें की सुरक्षा भाग-1 यांत्रिक और भौतिक विशेषताओं से संबंधित सुरक्षा पहलू (तीसरा संशोधन) (ख) आईएसः 9873 (भाग 2) खिलौनाें की सुरक्षाः भाग 2 ज्वलनशीलता (तीसरा संशोधन) (ग) आईएसः 9873 (भाग 3) खिलौनां की सुरक्षा भाग-3 कुछ तत्वों े का प्रव्रजन (दूसरा संशोधन) | NaN | |
| ( ii) विनिर्माता से अनुकूलता का प्रमाणपत्र कि खिलौनों के द्योतक नमूने जो आयात किए गए जा रहे हैं उनका एक स्वतंत्र प्रयोगशाला द्वारा जाँच किया गया हो जो कि अंतर्राष्ट्रीय प्रयोगशाला प्रमाणन सहयोग (आईएलएसी), परस्पर मान्यता व्यवस्था (एमआरए) के तहत मान्यता प्राप्त है और ऊपर (1) पर दर्शाई गई विशिष्टताओं को प ू रा करता है। (आईएलसीएमआरए के बारे में और जानने के लिए वेबसाइटः http://www.ilac.org/देखें) अनुकूलता के प्रमाणपत्र में दर्शाए गए, विनिर्माता की अवधि के साथ खेप में खिलौनों को भी प्रमाणपत्र लिंक करेगा। | (घ) आईएसः 9873 (भाग 4) खिलौनों की सुरक्षा भाग-4 इनडोर और आउटडोर हेतु घरों में परिवार में प्रयोग किए जाने वाले झ ू ले, स्लाइडस और इसी तरह के कार्यकलापो के खिलौने (ड) आईएसः 9873 (भाग-7) खिलौनों की सुरक्षा भाग-7 फिंगर पेंटस हेतु आवश्यकताएं और परीक्षण के तरीके (च) आईएसः 9873 (भाग-9) खिलौनाें की सुरक्षा; भाग-9 खिलौनाें और बच्चों के उत्पादों में फथालेटस एस्टर की कुछ मात्रा। (छ) आईएसः-15644-इलेक्ट्रिक खिलौनाें की सुरक्षा (ii) एक प्रमाण पत्र कि खिलौनों का आयात आईएस-9873 भाग-1, भाग-2, भाग-3, भाग-4, भाग-7, भाग-9 और 15644ः 2006 में निर्धारित मानकों के अनुकूल किया जा रहा है। (iii) विनिर्माता से प्राप्त अनुकूलता प्रमाण पत्र कि खिलौनों के द्योतक नमूने जो आयात किए जा रहे हैं, उनकी एक स्वतंत्र प्रयोगशाला द्वारा जाँच की गई है जो एनएबीएल, भारत द्वारा मान्यता प्राप्त है तथा ऊपर दर्शाए गए विनिर्देशनों को पूरा करते हैं। अनूकूलता प्रमाण पत्र में दर्शाए गए विनिर्माण की अवधि के साथ खेप में खिलौनों को भी प्रमाण पत्र लिंक करेगा। | NaN |

Subject: Amendment in Policy condition No. 2 to Chapter 95 of ITC (HS), 2017 – Schedule – 1 (Import
Policy).
S.O. 2890(E).—In exercise of powers conferred by Section 3 of FT (D&R) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2015-2020, as amended from time to time, the Central Government hereby amends the Policy Condition No.2 to Chapter 95 of ITC (HS), 2017 – Schedule – 1 (Import Policy), as under:

| b) ISO 8124 (Parts I-III) or (c) IS 9873 [Parts I -III] or (d) EN 71; and (ii) A Certificate of Conformance from the manufacturer that representative sample of the toys being imported have been tested by an independent laboratory which is accredited under International Laboratory Accreditation Cooperation (ILAC) Mutual Recognition Arrangement (MRA) and found to meet the specifications indicated in (i) above (to know more on ILAC MRA visit the website: http://www.ilac.org/). (ii) A Certificate that the toys being imported conform to the standards prescribed in IS: 9873 Part – 1, Part – 2, Part – 3, Part – 4, Part – 7, Part – 9 and 15644:2006. (iii) A Certificate of Conformance from the manufacturer that representative sample of the toys being imported have been tested by an independent laboratory which is accredited by NABL, India and found to meet the specifications indicated above. The Certificate would also link the toys in the consignment to the period of manufacture indicated in the Certificate of Conformity. |
2. Effect of this Notification: Policy condition No. 2 to chapter 95 of ITC (HS), 2017 – Schedule – 1 (Import Policy) revised.
