सासासासा....का.िनका.िनका.िनका.िन.... 203(अ)203(अ)203(अ)203(अ)....————राष्ट्रपित, संविधान के अनु(cid:25)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए और शहरी परिवहन खंड, आवासन और शहरी कार्य मंत्रालय में निदेशक के पद पर प्रतिनियुक्ति के आधार पर भर्ती की प3ति का विनियमन करते &ए निम्नलिखित नियम बनाते हैं, अर्थात्:—

)2( ये सरकारी राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

(क) जिसने ऐसे Kयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है; या िववाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी Kयक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पदों पर नियुक्ति का पात्र नहN होगा ।
परन्तु यदि के न्Oीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Kयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुPेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Kयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6666. 1या. 1या. 1या. 1यावृत्ति.वृत्ति.वृत्ति.वृत्ति.————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहN डालेगी, जिनका के न्Oीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों , अन्य पिछड़े वगT और भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Kयक्तियों के लिए Kयवस्था किया जाना अपेक्षित हो ।

| प्रतिनियुक्ति: रेल मंत्रालय के अधीन भारतीय रेल इंजीनियAरंग सेवा, भारतीय रेल विद्युत इंजीनियAरंग सेवा, अथवा भारतीय रेल यांत्रिकीय इंजीनियAरंग सेवा के अिधकारी: (क) (i) मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया है, या (ii) वेतन मैट्रिक् स के स् तर 12 में (78,800-209200 रूपए) नियमित आधार पर उस पर नियुक्ति के पश् चात् उस ;ेणी में पांच वषJ की सेवा या मूल काडर या विभाग में समतुल् य सेवा की हो । (ख) निम् नलिखित शैक्षिक अर्हताएं और अनुभव रखने वाले " यक्ति:- (i) किसी मान् यता-प्राप् त विश् वविद्यालय या संस् थान से िसिवल या यांत्रिकीय या विद्युत इंजीनियर.ग में प्रौद्योगिकी स् नातक या अिभयांत्रिकी स् नातक; और (ii) उत् पादन नियंत्रण या मूल् यांकन और पूर्ण चल स् टाक प्रणालियों का रख-रखाव (विन् यास आधारित विभिन् न उपसंयोजन सिहत) या परियोजना प्रबंधन में ग् यारह वर्ष का अनुभव। | लागू नह. होता | स ंघ लोक सेवा आयोग से परामर्श करना आवश् यक नह. है। | NaN |

NOTIFICATION
New Delhi, the 6th March, 2018
G.S.R. 203(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Director in the Urban Transport Wing, Ministry of Housing and Urban Affairs on deputation basis, namely: -
1. Short title and commencement.—(1) These rules may be called the Ministry of Housing and Urban Affairs, Director, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Methods of recruitment, age-limit and qualifications, etc.—Method of recruitment, age-limit, qualification and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any persons,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reason to be recorded in writing and in consultation with Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, the other Backward Class and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

| (11) Deputation: Officers of Indian Railways Service of Engineering, Indian Railway Service of Electrical Engineering, or Indian Railway Service of Mechanical Engineering under the Ministry of Railways: - (a)(i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five years' service in the grade rendered after appointment thereto on a regular basis in level - 12 in the pay matrix (Rs. 78800 – 209200) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience: - (i) Bachelor of Technology or Bachelor of Engineering in Civil or Mechanical or Electrical Engineering from a recognised University or Institute; and (ii) Eleven years of experience in production control or appraisal and maintenance of complete rolling stock systems (including various subassembly based configuration) or project management. Note 1 : Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organsation or department of the Central Government shall ordinarily not exceed five years. Note 2 : The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications. | (12) | (13) |
