सा.का.िन. सा.का.िन. सा.का.िन. सा.का.िन. 218218218218(अ)(अ)(अ)(अ)....————राष्ट्रपति, संविधान के अनु(cid:27)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए, विधि और न्याय मंत्रालय, विधायी विभाग, राजभाषा खंड, (समूह 'क' पद हिंदी शाखा), भर्ती नियम 2013 का संशोधन करने के लिए निम्नलिखित नियम बनाते है, अर्थात् :-
1. (1) इन नियमों का संक्षिप्त नाम विधि और न्याय मंत्रालय, विधायी विभाग, राजभाषा खंड, (समूह 'क' पद हिंदी शाखा) भर्ती (संशोधन) िनयम 2018 है ।
(2) ये 11 नवंबर, 2013 से प्रवृत्त )ए समझे जाएंगे ।
2. विधि और न्याय मंत्रालय, विधायी विभाग, राजभाषा खंड, (समूह 'क' पद हिंदी शाखा), भर्ती नियम 2013 में, आरंभिक भाग में, "भर्ती नियम, 2003" शब्दों और अक्षरों के पKात् "जहां तक उनका संबंध संयुक्त सचिव और विधायी परामर्शी (हिंदी शाखा), अपर िवधायी परामर्शी (हिंदी शाखा), उप विधायी परामर्शी (हिंदी शाखा), सहायक विधायी परामर्शी (हिंदी शाखा) और अधीक्षक (अनुवाद) (हिंदी शाखा) के पद से संबंधित है" अंतःस्थापित किया जाएगा ।

मूल नियम, अर्थात् विधि और न्याय मंत्रालय, विधायी विभाग, राजभाषा खंड, (समूह 'क' और समूह 'ख' पद), भर्ती नियम 2003 भारत के राजपत्र, भाग II, खंड 3 उपखंड (i) तारीख नवंबर, 10-नवंबर 16 अधिसूचना संख्या सा.का.नि. द्वारा 262, तारीख 11 नवम्बर, 2013 में प्रकाशित संयुक्त सचिव और विधायी परामर्शी (हिंदी शाखा), अपर विधायी परामर्शी (हिंदी शाखा), उप विधायी परामर्शी (हिंदी शाखा), सहायक विधायी परामर्शी (हिंदी शाखा) अधीक्षक (अनुवाद) (हिंदी शाखा) अर्थात् विधि और न्याय मंत्रालय, विधायी विभाग, राजभाषा खंड, (समूह 'क' हिंदी शाखा) भर्ती नियम, 2013 के पदों के लिए भर्ती नियमों को बनाते समय असावधानी पूर्वक अधिRांत हो गया था । यह प्रमाणित किया जाता है कि संशोधन नियमों को भूतलक्षी प्रभाव प्रदान करने के द्वारा कोई प्रतिकू ल प्रभाव नहT पड़ेगा ।

New Delhi, the 12th March, 2018
G.S.R. 218(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'A' posts Hindi Branch) Recruitment Rules, 2013, namely:–
1. (1) These rules may be called the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'A' posts Hindi Branch) Recruitment (Amendment) Rules, 2018.
(2) They shall be deemed to have come into force on the 11th November, 2013.
2. In the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'A' posts Hindi Branch) Recruitment Rules, 2013, in the opening portion, after the words and letters "Recruitment Rules, 2003,", the words "in so far as they relate to the posts of Joint Secretary and Legislative Counsel (Hindi Branch), Additional Legislative Counsel (Hindi Branch), Deputy Legislative Counsel (Hindi Branch), Assistant Legislative Counsel (Hindi Branch), Superintendent (Translation) (Hindi Branch)," shall be inserted.

Explanatory Memorandum
The principal rules, namely the Ministry of Law and Justice, Legislative Department, Official Languages Wing (Group 'A' and Group 'B' posts) Recruitment Rules, 2003 was inadvertently superseded while making recruitment rules, for the posts of Joint Secretary and Legislative Counsel (Hindi Branch), Additional Legislative Counsel (Hindi Branch), Deputy Legislative Counsel (Hindi Branch), Assistant Legislative Counsel (Hindi Branch), Superintendent (Translation) (Hindi Branch), namely the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'A' posts Hindi Branch) Recruitment Rules, 2013, published in the Gazette of India, Part II, Section 3, Sub-section (i), dated November, 10 – November, 16, vide number G.S.R. 262, dated the 11th November, 2013. It is certified that none will be adversely affected by the retrospective effect being given to the amendment rules.
Note : The principal rules were published in the Gazette of India, Part II, Section 3, Sub-section (i), vide number G.S.R. 262 dated the 11th November, 2013.
