का.आ.का.आ.का.आ.का.आ.1101101101102222(अ).(अ).(अ).(अ).————सांख्यिकी सं(cid:20)हण नियम, 2011 के िनयम 5 और िनयम 7 के साथ पठित सांख्यिकी सं(cid:20)हण अधििनयम, 2008 (2009 का 7) की धारा 3 और धारा 4 द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए, वािणज्य और उद्योग मंत्रालय सांख्यिकीय सव1क्षण के माध्यम से थोक मूल्य सूचकांक (थो.मू.सू.) की नई शृंखला के िलए विनिर्माण वस्तुओं के थोक मूल्य के आंकडों के सं(cid:20)हण का निदेश देता है, तत्पश्चात् अनुसूची में दर्शाये गए िववरणानुसार ["वित्तीय वर्ष 2018-19 के िलए मािसक थोक मूल्य सूचकांक (आधार 2011-12 = 100) पर सव1क्षण" हेतु निBर्दष्ट करता है।]
वािणज्य और उद्योग मंत्रालय, सांख्यिकी और कार्यEम कार्यान्वयन मंत्रालय भारत सरकार की अधिसूचना सं. का. आ.3699(अ), दिनाँक 21 नवम्बर, 2017 एवं भविष्य में समय-समय पर संशोधित किया जा सकता है के अन्तर्गत िनयुक्त सांख्यिकी अधिकारियों को उनकी उल्लििखत भौगोिलक इकाईयों के बाबत सांख्यिकी अधिकारी के रूप में नियुक्त करता है।
अत: इसिलए, वािणज्य और उद्योग मंत्रालय सांख्यिकी सं(cid:20)हण अधििनयम, 2008 की धारा 4 की उपधारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए विविध सव1क्षण अनुभाग, राष्ट्रीय प्रतिदर्श सव1क्षण कार्यालय (फील्ड ऑपरेशन िडिवज़न), मुख्यालय क्षेत्र संकार्य प्रभाग, सांख्यिकी भवन, सामान्य पूल कार्यालय आवास (जी.पी.ओ.ए.) बिल्डिंग, के न्Qीय Rयवसायिक क्षे, शाहदरा, करकरडूमा कोर्ट के नजदीक, दिल्ली-110032 को वित्त वर्ष 2018-19 के मािसक थोक मूल्य आंकड़े पर सव1क्षणाधीन सांख्यिकी सं(cid:20)हण में सहायता करने तथा पर्यवेक्षण करने के लिए अिभकरण के रूप में नियुक्त करता है।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] सांख्यिकी सं(cid:20)हण अधििनयम, 2008 की धारा 4 की उपधारा (4) द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए, वािणज्य और उद्योग मंत्रालय समस्त सांख्यिकी अधिकारियों को उस भौगोिलक इकाई के भीतर िजसके िलए सांख्यिकी अधिकारी िनयुक्त किया गया है अनुबंध के आधार अिभकरणों या ऐसे अभिकरणों में कार्यरत Rयक्तियों या कर्मचारियों को या कं पनी या संगठन या Rयक्तियों की संस्था को अिधिनयम की धारा 4 की उपधारा (2) और उपधारा (3) के अन्तर्गत िनयोिजत करने की शक्ति प्रत्यायोिजत करता है।
इसके अितरिक्त, वािणज्य और उद्योग मंत्रालय, सांख्यिकी सं(cid:20)हण अधििनयम, 2008 की धारा 4 की उपधारा (6) के अधीन समस्त सांख्यिकी अधिकारियों को प्रारूप, अपेक्षित िविशष्टियां या वह अंतराल िजसके भीतर सांख्यिकी अधिकारी को सांख्यिकीय जानकारी दी जाएगी िव[र्नदिष्ट करने की शक्ति प्रत्यायोिजत करता है।
संबंिधत सांख्यिकी अधिकारी द्वारा प्राधिकृ त Rयक्ति संबंिधत सांख्यिकी अधिकारी द्वारा जारी फोटो पहचान पत्र या प्राधिकार-पत्र अपने पास रखेंगे और अपनी अधिकार-क्षेत्र में प्रत्येक सूचना प्रदाता द्वारा दी गई जानकारी के सत्यापन करने, सुसंगत अिभलेख का िनरीक्षण करने और यदि आवश्यक हो तो स्पष्टीकरण मांगने का कार्य करेंगे।
यथोिचत सत्यापन और संवीक्षा के पश्चात्, सूचना प्रदाताओं द्वारा वित्तीय वर्ष 2018-19 के दिए गए मािसक मूल्य आंकड़ों पर सव1क्षण के संबंध में संगृहीत आंकड़ों का औद्योगिक नीित एवं संवर्धन िवभाग में कार्यरत कर्मचारियों द्वारा कार्यवाई की जाएगी।
वित्तीय वर्ष 2018-19 के मािसक मूल्य आंकड़ों के संबंध में किसी भी गतिविधि में लगे )ए Rयक्ति सांख्यिकी सं(cid:20)हण अिधिनयम, 2008 और सांख्यिकी सं(cid:20)हण नियम, 2011 के अधीन उपबंधों द्वारा शासित होंगे।

अप्रैल, 2018 के बाद से मार्च, 2019 तक के लिए संगठित विनिर्माण क्षेत्र की इकाइयों द्वारा नि[र्मत चयिनत वस्तुओं के थोक मूल्य से संबंधित आंकड़ें लेनदेन के पहले चरण में थोक बिEी के िलए मािसक कीमत के माध्यम से मासिक आधार पर नियमित रूप से संगृहित किए जा रहे हैं।

वर्ष 2018-19 के लिए मूल्य आंकड़ों का सव1क्षण समस्त भारत के िलए सांख्यिकी सं(cid:20)हण अधििनयम, 2008 के अधीन संचािलत किया जाएगा।

प्रत्येक सांख्यिकी अधिकारी द्वारा उसकी अधिकारिता के अधीन सूचना प्रदाताओं को नोटिस जारी किया जाएगा, िजसमें वह तिथि दर्शाई जाएगी जब तक अिधकारी या कार्यालय जिसको, इकाई या इकाइयां िजनके िलए और प्रारूप एवं शैली िजनमें जानकारी दी जानी अपेक्षित है एवं एक सांख्यिकी अधिकारी सूचना प्रदाता को िविहत सूचना इलैक्ट्रॉिनक रूप में फाइल करने के लिए, ऐसी अन्य शतb के अध्यधीन जो वह नोटिस में िवनिBर्दष्ट कर सके गा, अनुcात कर सके गा।

मूल्य और उत्पादन आंकड़ों के सं(cid:20)हण के लिए चयिनत किसी इकाई (अर्थात् कोई कारखाना या संस्थान या उद्यम) का स्वामी या अिधभोगी, िजसे सांख्यिकी अिधकारी द्वारा नोटिस जारी किया जाएगा वह इकाई के बारे में जानकारी देगा।

प्रत्येक सूचना प्रदाता द्वारा जानकारी प्रस्तुत करने के िलए तिथि नोटिस में उल्लििखत की जाएगी और वह साधारणतया नोटिस जारी करने की तिथि से एक माह के भीतर होगी।

(1) मािसक थोक मूल्य के संबंध में जानकारी अपेक्षित है एवं मद ब्यौरे, इकाइयों के पूर्ण संपर्क ब्यौरे (कार्यालय ई-मेल, मोबाइल, लैंडलाइन नंबर एवं पूर्ण डाक पता) सहित अिभिलिखत किए जाने है।
(2) मदों का विवरण थोक मूल्य (मदों के लेनदेन के पहले चरण में थोक बिEी मूल्य), उत्पाद विशिष्टताएं, लेखा इकाई, वस्तु एवं सेवा कर (जी.एस.टी.) एवं Rयापारिक बgा की सूचना सहित सं(cid:20)हित किया जाएगा।
8. भाषाभाषाभाषाभाषा, , , , िजिजिजिज समें सूचना प्रदाता द्वारा जानकारी दी जानी हैसमें सूचना प्रदाता द्वारा जानकारी दी जानी हैसमें सूचना प्रदाता द्वारा जानकारी दी जानी हैसमें सूचना प्रदाता द्वारा जानकारी दी जानी है:- सूचना प्रदाता निBर्दष्ट प्रारूप में हिन्दी या अं(cid:20)ेजी में जानकारी देगा। तथापि, आंकड़ों की सूचना अं(cid:20)ेजी में दी जानी चािहए।

किसी इकाई का स्वामी या अिधभोगी संबंिधत सांख्यिकी अधिकारी द्वारा नोटिस में उल्लििखत रीित और तारीख तक सूचना प्रस्तुत करेगा एवं वह िनरीक्षण के लिए सुसंगत अिभलेख भी उपलब्ध कराने चािहए और मांगी गई जानकारी के संबंध में प्रश्नों का उत्तर देना चािहए, जैसा कि सांख्यिकी अधिकारी या उसके द्वारा प्राधिकृ त Rयक्ति द्वारा अपेक्षित हो।

11. िनिनिनिन रीक्षण की रीतिरीक्षण की रीतिरीक्षण की रीतिरीक्षण की रीति ::::---- संबंिधत सांख्यिकी अधिकारी या उसके द्वारा प्राधिकृ त कोई Rयक्ति इकाई द्वारा दी गई जानकारी इकाई के Rयवसाियक अिभलेख या अन्य अिभलेखों के आधार पर सत्यािपत करेगा और संबंिधत स्वामी या अिधभोगी या इकाई के प्रबंधन द्वारा प्राधिकृ त किसी Rयक्ति से स्पष्टीकरण प्राप्त करेगा।

NOTIFICATION
New Delhi, the 12th March, 2018
S.O. 1102(E).— In exercise of the powers conferred by section 3 and section 4 of the Collection of Statistics Act, 2008 (7 of 2009) read with rule 5 and rule 7 of the Collection of Statistics Rules, 2011, the Ministry of Commerce4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] and Industry hereby directs collection of statistics on wholesale prices of manufacturing items for the new series of Wholesale Price Index(WPI) through a statistical survey, [hereinafter referred to as "Survey on monthly WPI (Base 2011-12=100) for the Financial Year 2018-19"] as per the details mentioned in the Schedule.
The Ministry of Commerce and Industry hereby appoints statistics officers appointed vide notification of the Government of India, in the Ministry of Statistics and Programme Implementation number S.O 3699 (E), dated the 21st November, 2017 and as may be further amended from time to time as statistics officers in respect of the geographical units mentioned thereof.
Now, therefore, in exercise of the powers conferred by sub-section (2) of section 4 of the Collection of Statistics Act 2008, the Ministry of Commerce and Industry appoints Miscellaneous Survey Section, National Sample Survey Office (Field Operations Division), Head Quarter, Sankhyiki Bhawan, General Pool Office Accommodation (GPOA) Building, C.B.D. Shahdara, Delhi-110032 as the agency to aid in and supervise the collection of statistics under the survey on monthly wholesale price data for the Financial Years 2018-19.
In exercise of the powers conferred by sub-section(4) of section 4 of the Collection of Statistics Act, 2008, the Ministry of Commerce and Industry delegates to all statistics officers, the power of appointing agencies or persons working in such agencies or employing on contract basis any agency or company or organisation or association of persons, conferred on it by sub-section (2) and sub-section (3) of section 4 of the said Act within the geographical units for which the statistics officer is appointed.
Also, the Ministry of Commerce and Industry under sub-section (6) of section 4 of the Collection of Statistics Act, 2008 delegates to all statistics officers, the power to specify the form, particulars required or the interval within which the statistic officers to whom the statistical information shall be furnished.
The persons authorised by the concerned statistics officer shall carry a photo identity card or a letter of authorisation issued by the concerned statistics officer and would be engaged in their jurisdiction for verification of information furnished by each informant, for inspecting relevant records and for seeking clarifications, as may be necessary.
The statistics collected in respect of the survey on monthly price data for the Financial Year 2018-19 furnished by the informants, after due verification and scrutiny, shall be processed by officials working in the Department of Industrial Policy and Promotion.
The persons engaged in any activity in respect of the monthly price data for the Financial Year 2018-19 shall be governed by the provisions under the Collection of Statistics Act, 2008 and the Collection of Statistics Rules, 2011.
SCHEDULE
1. Subject and purpose of collection of statistics: - Statistics relating to wholesale prices of selected commodities manufactured by organised manufacturing sector units is regularly collected through monthly price for bulk sale at first stage of transaction on a monthly basis from April, 2018 onwards till March, 2019.
2. Geographical area for collection of statistics: - The monthly price data for the year 2018-19 survey is conducted under the Collection of Statistics Act, 2008 for the whole of India.
3. Method of data collection: - A notice shall be issued by each statistics officer to informants under his jurisdiction, indicating therein the date by which, the officer or office to whom the unit or the units for which, the formats and the manner in which, information is required to be furnished and a statistics officer may permit an informant to file the prescribed information in electronic form, subject to such other conditions that he may specify in the notice.
4. Nature of informants from whom data may be collected: - The owner or occupier of a unit (i.e., a factory or establishment or enterprise) selected for collection of data who would be issued notice by a statistics officer shall furnish information about the unit.
5. Period during which collection of statistics may be completed: - The date for submission of information by each informant would be mentioned in the notice and it would generally fall within one month from date of issue of notice.
6. Reference Period: - Information is required to be furnished from the 1st April, 2018 till the 31st March 2019 on a monthly basis.
7. Nature of information to be collected: - (1) Information is required on monthly wholesale price and the item details have to be recorded along with complete contact details of the units (official e-mail, mobile number, landline number and complete postal details). (2) The item details to be collected include information on wholesale prices [price for bulk sale at first stage of transaction of the items], and product specifications, accounting unit, Goods and Services Tax and trade discount.
[भाग II—खण्ड 3(ii)] भारत का राजपत्रा : असाधरण 58. Language in which information is to be furnished by informant: - An informant shall furnish information in the specified formats, either in Hindi or in English. However, data shall be reported in English.
9. Obligation of informant: - An owner or occupier of a unit shall furnish information in the manner and by the date mentioned in the notice received by him from the concerned statistics officer and he should also furnish relevant records for inspection, and answer the questions in relation to the information sought, as may be required by the statistics officer or a person authorised by him.
10. Nature of business records and other records which may be inspected: - Business records of a unit, such as balance sheet, profit and loss account, muster rolls, attendance register, labour register, pay rolls, Director's report or any other legal document in support of the information furnished by the unit may be inspected by the statistics officer or a person authorised by him.
11. The manner of inspection:- The concerned statistics officer or a person authorised by him shall verify the information furnished by a unit on the basis of business records and other records of the unit and seek clarification from the concerned owner or occupier or a person authorised by the management of the unit.
