1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ - (1) इन नियमों का संक्षिप्त नाम भोपाल मेमोरियल अस्पताल और अनुसंधान कें ,, इंजीिनयइंजीिनयइंजीिनयइंजीिनयरीरीरीरी िवभाग (समूह 'क' और 'ख' पद) भर्ती नियम 2018 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2.2.2.2. लागू होनालागू होनालागू होनालागू होना - ये नियम इन नियमों से उपाब2 अनुसूची के स्तंभ (1) में विनिDर्दष्ट पदों को लागू होंगे।

5.5.5.5. प्रारंभिक गठनप्रारंभिक गठनप्रारंभिक गठनप्रारंभिक गठन---- ऐसे Mक्ति जो इन नियमों के प्रारंभ की तारीख को नियमित आधार पर भोपाल मेमोरियल अस्पताल और अनुसंधान कें , में िसिवल इंजीिनयरिसिवल इंजीिनयरिसिवल इंजीिनयरिसिवल इंजीिनयर, , , , विद्युत इंजीनियरविद्युत इंजीनियरविद्युत इंजीनियरविद्युत इंजीनियर, , , , वरिष्ठ प्रबंधक (इंजीनियवरिष्ठ प्रबंधक (इंजीनियवरिष्ठ प्रबंधक (इंजीनियवरिष्ठ प्रबंधक (इंजीनियरीरीरीरी) और उप िनदेशक (इंजीिनय) और उप िनदेशक (इंजीिनय) और उप िनदेशक (इंजीिनय) और उप िनदेशक (इंजीिनयरीरीरीरी सेवाएं)सेवाएं)सेवाएं)सेवाएं) का पद धारण कर रहे हैं, इन नियमों की अनुसूची में उल्लखित तत्स्थानी पदों के अधीन नियुक्त किए गए समझे जाएंगे और 7304 GI/2018
(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] उक्त पदों पर इन नियमों के प्रारंभ से पूर्व नियमित आधार पर उनके द्वारा की गई सेवाएं अगले उQतर Rेड में प्रोन्नति के लिए परिवीक्षा की अवधि ज्येष्ठता और पात्रता का विनिWय करने के लिए गणना में ली जाएंगी।

(क) जिसने ऐसे Mक्ति से जिसका पति या जिसकी पXी जीवित है, विवाह किया है; या विवाह की संविदा की है
(ख) जिसने अपने पति या पXी के जीवित रहते $ए किसी Mक्ति से विवाह किया है; या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहY होगा:
परंतु यदि कें ,ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Mक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु[ेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी Mक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
7.7.7.7.शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति - जहां कें ,ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखब2 करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Mक्तियों की बाबत, आदेश द्वारा चित्रित कर सके गी।
8. 5ावृत्ति5ावृत्ति5ावृत्ति5ावृत्ति- इन नियमों की कोई बात, आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहY डालेगी, जिनका कें ,ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग', भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Mक्तियों के लिए उपबंध किया जाना अपेक्षित है।

| प्रोन्नति: विद्युत इंजीनियर या सिविल इंजीनियर Kेड वेतन मैट्रिक्स के स्तर 7 में (44900-142400 पये) में सात वर्ष की नियमित सेवा क े साथ जिसने विभाग द्वारा निर्धारित 2 या 4 सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा कर लिया है। टिप्पण टिप्पण : : : : प्रोन्नति के लिए पात्रता सूची संबंधित \ेणी या पद में निर्धारित अर्हक सेवा के अधिकारियों द्वारा पूरा होने की तारीख के संदर्भ में टिप्पण टिप्पण त ैयार की जाएगी। प्रतिनियुक्ति (अल्पकालिक संिवदा सहित): कें सरकार या राज्य सरकार या संघ राज्य क्षेत्रों या मान्यता प्राप्त शोध संस्थानों या विFविद्यालयों या पब्लिक सेक्टर के उप_मों या अर्ध-सरकारी या कानूनी या स्वायत्त संगठनों के अधीन अिधकारी: - (क) (i) िनयिमत आधार पर सदृश पद धारण कर रहे हों; या (ii) वेतन मैट्रिक्स के स्तर 9/10 में नियमित आधार पर नियुक्ति के पbात पांच वर्ष की नियमित सेवा की हो ; तथा (ख) निम्नलिखित शैक्षणिक अर्हताएँ और अनुभव : - आवश्यक: - (i) किसी मान्यता प्राप्त विFविद्यालय से सिविल या इलेक्ट्रिकल इंजीनियरी या इलेक्ट्रिकल और इलेक्ट्रॉनिक्स में dातक की डिKी। (में) बिजली या सिविल कार्य का पांच साल का अनुभव। टिप्पण टिप्पण 1: 1: 1: 1: पोषक प्रवर्ग के ऐसे िवभागीय अिधकारी अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार टिप्पण टिप्पण किए जाने के पात्र नह$ होंगे। इसी प्रकार, प्रतिनियुक्त fक्ति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नह$ होंगे। टिप्पण टिप्पण 2: 2: 2: 2: प्रतिनियुक्ति (अल्पकालिक संिवदा सिहत) की अवधि जिसके अंतर्गत के न्ीय सरकार के उसी संगठन या विभाग मे इस नियुक्ति से टिप्पण टिप्पण ठीक पहले धारित किसी अन्य काडर बाg पद पर प्रतिनियुक्ति (अल्पकालिक संिवदा सिहत) की अवधि है, साधारणतया चार वर्ष से अधिक नह$ होगी। टिप्पण टिप्पण 3: 3: 3: 3: प्रतिनियुक्ति (अल्पकालिक संिवदा सहित) द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंितम तारीख को टिप्पण 56 वर्ष से अधिक नह$ होगी । | NaN | |

New Delhi, the 10th December, 2018
G.S.R. 1201(E).—In exercise of the powers conferred by the proviso to article 309 of the constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Civil Engineer, Electrical Engineer, Senior Manager (Engineering Services) and Deputy Director (Engineering Services) in the Bhopal Memorial Hospital and Research Centre, Department of Health Research, Ministry of Health and Family Welfare, namely: -
1. Short title and commencement. - (1) These rules may be called the Bhopal Memorial Hospital and Research Centre, Engineering Department, (Group 'A' and 'B' Posts) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. - These rules shall apply to the posts as specified in column (1) of the schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix or pay scale.- The number of the said posts, their classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post, shall be as specified in columns (5) to (13) of the said Schedule.
5. Initial constitution. - The persons holding the posts of Civil Engineer, Electrical Engineer, Senior Manager (Engineering Services) and Deputy Director (Engineering Services) in the Bhopal Memorial Hospital and Research Centre on regular basis on the date of the commencement of these rules shall be deemed to have been appointed under these rules to the corresponding post mentioned in the Schedule and the services rendered by them in the said post on regular basis before the commencement of said rules shall be taken into account for deciding their period of probation, seniority and eligibility for promotion to the next higher grade.
6. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
7. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
8. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion: Electrical Engineer or Civil Engineer with seven years regular service in the grade in level- 7 in the pay matrix (Rs.44900-142400) having successfully completed 2 or 4 weeks training as prescribed by the Department. Note: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade or post.
