सासासासा....काकाकाका....निनिनिनि.... 1228122812281228(अ)(अ)(अ)(अ).—केन्द्रीय औद्योगिक सुरक्षा बल अधिनियम, 1968 (1968 का 50) के भाग 22 की उप धारा (2) के अनुच्छेद (क) के साथ पठित धारा 5 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय औद्योगिक सुरक्षा बल, पैरा मेडिकल स्टॉफ (कम्बेटाईज्ड) भर्ती नियम 2005 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, केन्द्र सरकार केन्द्रीय औद्योगिक सुरक्षा बल में सहायक उप निरीक्षक (फार्मेसिस्ट), सहायक उप निरीक्षक (एक्स-रे टेक), सहायक उप निरीक्षक (प्रयोगशाला टेक्नीशियन), प्रधान आरक्षक (पशु चिकित्सक), आरक्षक (नर्सिंग उप ड्रेसर) और आरक्षक (वॉर्ड बॉय/गर्ल/आया) (पैरामेडिकल स्टॉफ) के पदों की भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं अर्थात :-
1. स्ंक्षिप्त नाम और प्रारम्भ - स्ंक्षिप्त नाम और प्रारम्भ - स्ंक्षिप्त नाम और प्रारम्भ - स्ंक्षिप्त नाम और प्रारम्भ - इन नियमों का र्संक्षिप्त नाम गृह मंत्रालय, केन्द्रीय औद्योगिक सुरक्षा बल, पैरा मेडिकल स्टॉफ (कम्बेटाइज्ड) समूह 'ग' पद भर्ती नियमावली, 2018 कहा जाएगा।
(2) ये सरकारी राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या, वर्गीपद-संख्या, वर्गीपद-संख्या, वर्गीपद-संख्या, वर्गीकरण और वेतन मैट्र्रिक्स में स्तरकरण और वेतन मैट्र्रिक्स में स्तरकरण और वेतन मैट्र्रिक्स में स्तरकरण और वेतन मैट्र्रिक्स में स्तर....----पद की संख्या, उसका वर्गीकरण, और वेतन मैट्र्र्रिक्स में स्तर वह होगा, जो इन नियमोें से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पभर्ती की पभर्ती की पभर्ती की पद्धति, आयु सीमा, अर्हताएं आदिद्धति, आयु सीमा, अर्हताएं आदिद्धति, आयु सीमा, अर्हताएं आदिद्धति, आयु सीमा, अर्हताएं आदि....----भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त/ पूर्वोक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।
4. निरर्हता -निरर्हता -निरर्हता -निरर्हता -वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है;
उक्त पद पर नियुक्ति का पात्र नहीें होगाः
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 5. चिकित्सा मानक - चिकित्सा मानक - चिकित्सा मानक - चिकित्सा मानक -
(1) वह व्यक्ति जो इन नियमों के तहत नियुक्ति चाहता है, उसे इन नियमों के तहत शेप-। चिकित्सा मानकों को पूरा करना होगा।
(2) उप-नियम (1) के प्रयोजनार्थ, ''शेप-।'' से तात्पर्य उस चिकित्सा श्रेणी से है जो गृह मंत्रालय अथवा संबंधित बलों द्वारा समय-सयम पर जारी कार्यकारी दिशा-निर्देशों द्वारा अधिशासित किए जाएंगे, अर्थात्, एसएसएसएस - मनोवैज्ञानिक समस्याएं, एचएचएचएच - श्रव्य (कान संबंधी बीमारियां), एएएए - उपरी अथवा निचले अंगों अर्थात् भुजा और पैर की समस्याओं से संबंधी उपाय, पीपीपीपी- हाइपरटेंशन (उच्च रक्तचाप), कार्डिक डिसीस (हृ्रदय सम्बन्धी बीमारी) मधुमेह (उच्च शर्करा) मोटापा (मोटा होना-अत्यधिक शारीरिक भार), कैंसर जैसी बीमारियों से संबंधित कारक और ईईईई-दृष्टि अथवा आंख से संबंधित बीमारियां।
6. विदेशियों की अपात्रता विदेशियों की अपात्रता....----किसी भी व्यक्ति की नियुक्ति जो भारत का नागरिक नही है, भारत सरकार की लिखित पूर्व विदेशियों की अपात्रता विदेशियों की अपात्रता अनुमति के सिवाय, इन नियमों के तहत नियुक्ति नहीं की जाएगी परन्तु यह कि, इसमें निहित कोई भी नियम इस बल में नियुक्ति अथवा रोजगार के लिए नेपाल अथवा भूटान के नागरिक पर लागू नहीं होगा।
7. अधिवर्षिता - अधिवर्षिता - अधिवर्षिता - अधिवर्षिता -
(1)(1)(1)(1) इन नियमों के तहत नियुक्त प्रत्येक व्यक्ति अपनी आयु के साठ वर्ष पूर्ण करने के पश्चात् माह के अंतिम दिन दोपहर पश्चात् सेवा निवृत हो जाएगा।
परन्तु यह कि वह व्यक्ति जिसकी जन्मतिथि माह के प्रथम दिन की है वह पूर्ववर्ती आगामी माह के अंतिम दिन दोपहर बाद अधिवर्षिता की आयु प्राप्त करने के पश्चात सेवा से सेवानिवृत हो जाएगा।
(2) किसी भी व्यक्ति को अधिवार्षिता पर सेवानिवृति की विशिष्ट आयु के पश्चात सेवा में विस्तार प्रदान नहीं किया जाएगा।
8. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....----जहां केन्द्रीय सरकार की यह राय हैं कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, तथा संघ लोक सेवा आयोग से तथा संघ लोक सेवा आयोग से तथा संघ लोक सेवा आयोग से तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।
9. व्यावृतिव्यावृतिव्यावृतिव्यावृति.-इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगीं, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वर्गो, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपवंध करना अपेक्षित हैं।

| 1. सहायक उप निरीक्षक (फार्मासिस्ट) | 48* (2018) *कार्यभार के आधार पर परिवर्तन किया जा सकता है। | साधारण केन्द्रीय सेवा, समूह-ग, अराजपत्रित, अननुसचिवीय (कम्बेटाइज्ड) | स्तर-5 (29200-9़2300रू़) | लागू नही होता | 18 से 28 वर्ष के बीच (1) अनुसूचित जाति अथवा अनुसूचित जनजाति के अभ्यर्थियों के मामले में पांच वर्ष और अन्य पिछड़ा वर्ग के अभ्यर्थियों के लिए तीन वर्ष की छूट। (2) केन्द्रीय सरकार द्वारा समय-सयम पर जारी आदेशो ं के अनुसरण में सरकारी कर्मचारियों, भूतपूर्व सैनिकों और अन्य विशिष्ट श्रेणियों के लोगों के लिए छूट होगी। (3) केन्द्रीय सरकार में तीन वर्ष की सतत् सेवा करने वाले सामान्य और अन्य पिछड़े वर्ग क े विभागीय अभ्यर्थियों के लिए ऊपरी आयुसीमा 40 वर्ष और अनुसूचित जाति और अनुसूचित जनजाति के अभ्यर्थियों के लिए 45 वर्ष होगी। टिप्पण : आयु सीमा का निर्धारण करने टिप्पण टिप्पण टिप्पण के लिए महत्वपूर्ण तिथि अभ्यर्थी से आवेदन पत्र प्राप्त करने की अंतिम तिथि मानी जाएगी और आसाम, म े घालय, अरूणाचल प्रदेश, मणिपुर, मिजोरम, नागालैंड, त्रिपुरा, सिक्किम, जम्मू और कश्मीर राज्य का लद्दाख क्षेत्र, लाहौल एवं स्फीति जिले और हिमाचल प्रदेश के चम्बा जिले का पंगी उपखंड, अंडमान और निकोबार द्वीप और लक्षद्वीप के लिए निर्धारित अंतिम तिथि नहीं होगी। भूतपूर्व सैनिक के मामले म े ं (केन्द्रीय सिविल सेवाओं और पदों में पुनः नियुक्ति) भूतपूर्व सैनिक संशोधन नियमावली, 2012 के नियम 5 के अनुच्छेद (क) म ं े यथा परिभाषित, उनके द्वारा प्रदान की गई सेवा की अवधि और साथ मे ं उनकी वास्तविक आयु में से तीन वर्ष घटाने के पश्चात और परिणामी आयु अट्ठाइस वर्ष से अधिक नहीं होनी चाहिए। ऊपरी आयु सीमा म ं े पुनः 05 वर्षों की छूट अनुसूचित जाति/अनुसूचित जनजाति के मामले में और अन्य पिछड़ा वर्ग के अभ्यर्थियों के लिए 3 वर्षों की छूट निर्धारित प्रपत्र में जाति प्रमाण पत्र प्रस्तुत करने पर प्रदान की जाएगी। |

| (1) शैक्षिक योग्यता : (क) मान्यता प्राप्त बोर्ड अथवा संस्थान से 10+2 उत्तीर्ण; और (ख) केन्द्रीय सरकार अथवा राज्य सरकार द्वारा मान्यता प्राप्त संस्थान से फामे सी में डिप्लोमा अथवा र् डिग्री। (ग) फार्मेसी अधिनियम, 1948 के तहत 'फार्मेसिस्ट' के रूप मे ं पंजीकृत होना चाहिए (उन अभ्यर्थियों के लिए लागू नहीं जिन्होंने जम्मू और कश्मीर राज्य से परीक्षा उत्तीर्ण की है) (2) शारीरिक मानक : (ए) पुरूषों के लिए (i) ऊंचाई ( ( ( ) ऊंचाई (क) सामान्य अथवा अन्य पिछड़ा वर्ग अथवा अनुसूचित जाति के अभ्यर्थी - 170 सेमी। (ख) छूट : छूट : गढ़वाली, कुमाऊंनी, गोरखा, डोगरा, मराठा, सिक्किमी श्रेणियों में आने वाले अभ्यर्थी और छूट : छूट : अरूणाचल प्रदेश, आसाम, हिमाचल प्रदेश, मणिपुर, मेघालय, मिजोरम, नागालैंड, सिक्किम, त्रिपुरा और जम्मू कश्मीर के राज्यों से संबंधित अभ्यर्थी - 165 सेमी। (ग) अनुसूचित जनजाति से संबंध रखने वाले सभी अभ्यर्थी - 162.5 सेमी। (ii) सीना : ( ( ( ) सीना : (क) गढ़वाली, कुमाऊंनी, गोरखा, डोगरा, मराठा, सिक्किमी सहित सभी अभ्यर्थियों के लिए (अनुसूचित जनजातियों के अलावा) और अरूणाचल प्रदेश, आसाम, हिमाचल प्रदेश, मणिपुर, मेघालय, मिजोरम, नागालैंड, सिक्किम, त्रिपुरा और जम्मू कश्मीर राज्य के अभ्यर्थी - एन 6 खराब दृष्टि - एन 9 (2) अनकरेक्टेड दृश्य तीक्ष्णता (दूर दृष्टि) बेहतर दृष्टि - 6/6 खराब दृष्टि - 6/9 (3) अपवर्तन शुद्धि, चश्में के द्वारा भी, की अनुमति नह अनुमति नहीं है। ी ं किसी भी प्रकार की दृश्य किसी भी प्रकार की दृश्य शुद्धि, चश्में के द्वारा भी, की शुद्धि, चश्में के द्वारा भी, की शुद्धि, चश्में के द्वारा भी, की अनुमति नह अनुमति नह ी ी ं है। ं (4) रंग दृश्यता : आईएसआईएचएआरए द्वारा सीपी- आईएसआईएचएआरए द्वारा सीपी- III टिप्पण : दांए हाथ से काम करने वाले व्यक्ति मे टिप्पण ं, दाहिनी आंख बेहतर होगी और बांए हाथ से काम टिप्पण टिप्पण करने वाले व्यक्ति की बायीं आंख बेहतर होगी। द्विनेत्री दृष्टि अपेक्षित है। (ii) अभ्यर्थियो ं के घुटने में खटखटाहट, चपटे पैर, आंखों मे ं भेंगापन अथवा वेरीकोज़ नसें नहीं होनी चाहिए। उनका मानसिक और शारीरिक स्वास्थ्य ठीक होना चाहिए और उनमें कोई शारीरिक कमी नहीं होनी चाहिए जिससे कि उन्हें अपने कार्यों के दक्षतापूर्ण निष्पादन में केाई बाधा पैदा हो। (4) उसे शारीरिक दक्षता परीक्षण को उत्तीर्ण करना होगा। भूतपूर्व सैनिक/पुनः नियोजन स वा निवृत अथवा सेवामुक्त किए गए सेना के कार्मिक जो नेवी/एयरफोर्स में नायब सूबेदार अथवा े समतुल्य रैंक पर रहे हों और जिनका फार्मासिस्ट का ट्रेड रहा है। (समतुल्य अवैतनिक रैंक वाले पात्र नहीं होंगे)। उन्हें निम्नलिखित आवश्यकताओ ं को पूरा करना होगा अर्थात :- (क) शैक्षिक योग्यताएं : (i) भूतपूर्व सैनिक जो 10+2 पास हैं अथवा जिन्होंने समतुल्य इंडियन आर्मी स्पेशल सर्टिफिकेट ऑफ ऐजुकेशन प्राप्त किया हो अथवा नेवी/एयरफोर्स से तदनुसार प्रमाण पत्र प्राप्त किया हो और जिन्होंने स ं घ की सशस्त्र सेनाओं के साथ अंतिम तिथि को न्यूनतम 15 वषो र् ं की सेवा प्रदान की हो वे विज्ञापित पदो ंके लिए नियुक्ति के पात्र होंगे। वे भूतपूर्व सैनिक जो 10+2 उत्तीर्ण नहीं हैं अथवा जिन्होंने आवेदन पत्रों की प्राप्ति की अंतिम तिथि को 15 वर्षों की सेवा पूर्ण नहीं की है, पात्र नहीं होंगे। (ii) केन्द्रीय सरकार अथवा राज्य सरकार के मान्यता प्राप्त संस्थान अथवा पुणे के आर्मी विश्वविद्यालय स े फार्मेसी में डिप्लोमा अथवा डिग्री। (ख) चिकित्सा मानक : (i) चिकित्सा श्रेणी शेप-। होना चाहिए और इसे भूतपूर्व सैन्य कर्मियो ं के लिए निर्धारित शर्तों के समतुल्य होना चाहिए। (ii) दृश्य मानक (प्रविष्ट 35-55 वर्ष में आयु) ( ( ( ) दृश्य मानक (प्रविष्ट 35-55 वर्ष में आयु) 1 1.... 1 1 दृश्य तीक्ष्णता बिना सहायता के (निकट दृष्टि) बेहतर दृष्टि - एन 6 खराब दृष्टि - एन 9 2 2.... 2 2 अनकरेक्टेड दृश्य तीक्ष्णता (दूर दृष्टि) बेहतर दृष्टि-6/9 अथवा 6/6 खराब दृष्टि-6/9 अथवा 6/12 3. अपवर्तन हाईपरमेट्रोपिया : +2 डीएस हाईपरमेट्रोपिया : 2 डीएस मायोपिया : 2 मायोपिया : 2....5 डीएस (सिलेंडर सहित) मायोपिया : 2 मायोपिया : 2 5 डीएस (सिलेंडर सहित) टिप्पण ः आयु संबंधी शारीरिक दूर दृष्टि संबंधी बदलाव 35 वर्ष की आयु के पश्चात आ सकते हैं टिप्पण ः टिप्पण ः टिप्पण ः इसलिए निकट दृष्टि के लिए आयु के अनुसार दूर दृष्टि संबंधी परिवर्तनों मे ं छूट को नीचे यथा उल्लिखित किया गया है।(यह दूर दृष्टि के लिए पहले से प्रदान की गई उपरोक्त छूट के अलावा होगा) 40 वर्ष तक + 1 डीएस (i) 40 वर्ष तक 40 वर्ष तक 40 वर्ष तक 1 डीएस (ii) 50 वर्ष तक 50 वर्ष तक + 2 डीएस 50 वर्ष तक 2 डीएस (iii) 51 से 51 से 60 वर्ष और इससे अधिक आयु के लिए 51 से 51 से 60 वर्ष और इससे अधिक आयु के लिए +3 डीएस 3 डीएस 4 4.... 4 4 रंग दृष्टि आईएसआईएचएआरए द्वारा सीपी-III आईएसआईएचएआरए द्वारा सीपी- आईएसआईएचएआरए द्वारा सीपी- आईएसआईएचएआरए द्वारा सीपी- टिप्पण 1 टिप्पण 1.... दांए हाथ से काम करने वाले व्यक्ति में, दाहिनी आंख बेहतर होगी और बांए हाथ से काम टिप्पण 1 टिप्पण 1 करने वाले व्यक्ति की बायीं आंख बेहतर होगी। द्विनेत्री दृष्टि अपेक्षित है। 35 वर्ष की आयु के पश्चात द र दृष्टि संबंधी परिवर्तन और अपवर्तन संबंधी त्रुटियां सामान्य होती है। ू टिप्पण 2 टिप्पण 2.... चयनित अभ्यर्थी अन्य अभ्यार्थियों की तरह चिकित्सा परीक्षा देंगे और उन्हें चिकित्सीय रूप टिप्पण 2 टिप्पण 2 स े फिट होना चाहिए। (ग) चरित्र : बहुत अच्छा/अनुकरणीय (घ) शारीरिक मानक : भूतपूर्व सैनिको (घ) शारीरिक मानक : ं के लिए शारीरिक मानकों में पूरी छूट। (घ) शारीरिक मानक : (घ) शारीरिक मानक : (ड़) सेवा में व्यवधान : दो (2) वर्ष से अधिक नहीं होना चाहिए। (ड़) सेवा में व्यवधान : (ड़) सेवा में व्यवधान : (ड़) सेवा में व्यवधान : (च) भूतपूर्व सैनिकों के लिए छूट केन्द्र सरकार द्वारा समय-समय पर जारी दिशा-निर्देशों के अनुसार (च) (च) (च) होगी। टिप्पण ः केवल उन्ही अभ्यर्थियों के पुनः नियोजन पर नियुक्ति के लिए विचार किया जाएगा जिन्हें टिप्पण टिप्पण टिप्पण रिक्तियों के विज्ञापन की तिथि को वास्तविक रूप से कार्यभार से मुक्त अथवा सेवानिवृत कर दिया गया है। | लागू नहीं होता । |

G.S.R.1228(E).—In exercise of powers conferred by section 5 read with clause (a) of sub-section (2) of section 22 of the Central Industrial Security Force Act, 1968 (50 of 1968), and in supersession of Central Industrial Security Force, Para Medical Staff (Combatised) Recruitment Rules 2005, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment for the posts of Assistant Sub-Inspector(Pharmacist), Assistant Sub-Inspector(X-Ray Tech), Assistant Sub Inspector(Laboratory Technician), Head Constable (Veterinary), Constable(Nursing Assistant / Dresser) and Constable (Ward Boy / Girl / Ayah) (Para Medical Staff) in the Central Industrial Security Force, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Central Industrial Security Force, Para Medical Staff (Combatised), Group 'C' Posts Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.—The number of said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Medical Standards.—(1) The person who seeks appointment under these rules shall fulfil the SHAPE-I medical standards.
(2) For the purposes of sub-rule (1), "SHAPE-I" shall mean the medical category which shall be governed by the executive instructions issued from time to time by the Ministry of Home Affairs or Forces concerned, that is, S – Psychiatric problems, H – Hearing (Ear diseases), A – Appendages pertains to the problems of upper or lower limbs, that is, arms and legs, P - Factor is related to other disease like24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Hypertension (High Blood Pressure), Cardiac disease (Heart Diseases), Diabetes (High Sugar), Obesity (being Fat – overweight), Cancer, etc. and E – Eye sight or Eye diseases.
6. Ineligibility of aliens.—No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall apply to the appointment or employment of a subject of Nepal or Bhutan in the Force.
7. Superannuation.—(1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which such person attains the age of sixty years.
Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.
(2) No person shall be granted extension in service beyond the specified age of retirement on superannuation.
8. Powers to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
9. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Those Ex-servicemen who are not 10+2 or have not completed 15 years of service as on the last date for receipt of applications are not eligible. (ii) Diploma or Degree in Pharmacy from recognized institution of Central Government or State Government or Army University of Pune. (b) Medical Standard: (i) Should possess medical category SHAPE –I and equivalent to that prescribed for ex-Military personnel. (ii) Visual Standard (age at entry 35-55 Years) 1.
