का.आ. 6405(अ).—केंद्रीय सरकार, वन (संरक्षण) नियम, 2003 (जिसे इसमें इसके पश्चात उक्त नियम कहा गया है) के नियम 4क के उपनियम (1) के अनुसरण में( उसमें विनिर्दिष्ट शक्तियों का प्रयोग करने और कृत्यों को करने के लिए, क्षेत्रीय कार्यालय, पूर्वोत्तर जोन, शिलांग में क्षेत्रीय सशक्त समिति (जिसे इसमें इसके पश्चात् यथा क्षेत्रीय सशक्त समिति कहा गया है) पुनर्गठित करती है, जिसमें निम्नलिखित सदस्य समाविष्ट होंगे, अर्थात् :-
(i) अध्यक्ष क्षेत्रीय कार्यालय, पूर्वोत्तर जोन, शिलांग -अध्यक्ष (ii) मुख्य वनपाल या वनपाल, क्षेत्रीय कार्यालय, पूर्वोत्तर

2. इसके नीचे विनिर्दिष्ट राज्यों के नीचे उल्लिखित अधिकारी उनके अपने-अपने राज्यों में वन भूमि के अपयोजन से संबद्ध प्रस्तावों के परीक्षण के लिए क्षेत्रीय सशक्त समिति की बैठक में हाजिर होने के लिए विशेष आमंत्रिती के रूप में आमंत्रित किए जाएंगे, अर्थात्ः-

S.O. 6405(E).—In pursuance of sub-rule (1) of rule 4A of the Forest (Conservation) Rules, 2003 (hereinafter referred to as the said rules), the Central Government hereby re-constitutes the Regional Empowered Committee at Regional Office, North Eastern Zone, Shillong (hereinafter referred to as the Regional Empowered Committee) to exercise the powers and perform the functions specified therein, comprising of the following Members, namely: -
(i) Head of the Regional Office, North Eastern Zone, Shillong —Chairperson
Member (ii) Senior most officer from amongst officers in the rank of Chief Conservator of Forests or Conservator of Forests in the Regional Office, North Eastern Zone, Shillong

2. The officers mentioned below of the States specified hereunder, shall be invited to attend meetings of the Regional Empowered Committee as special invitees, in the examination of the proposals pertaining to diversion of forest land in their respective States, namely:-
(A) Arunachal Pradesh:
(i) Nodal Officer, the Forest (Conservation) Act, 1980, Government of Arunachal Pradesh;
(ii) Director, Land Management, Government of Arunachal Pradesh.
(B) Assam:
(i) Joint Secretary to the Government of Assam, Environment and Forest Department;
(ii) Joint Secretary to Government of Assam, Revenue and Disaster Management Department;
(C) Manipur:
(i) Nodal Officer, the Forest (Conservation) Act, 1980, Government of Manipur;
(ii) Secretary to the Government of Manipur, Revenue Department;
