सासासासा....काकाकाका....निनिनिनि.... 17(अ)(अ)(अ)(अ)....—केन्द्रीय सरकार, सीमा सुरक्षा बल अधिनियम, 1968 (1968 का 47) की धारा 141 की उपधारा (2) के खण्ड (ख) और (ग) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए सीमा सुरक्षा बल, योधक पैरा चिकित्सा कर्मचारिवृंद भर्ती नियम, 2013 का संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात् :-
1. (1) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल, योधक पैरा चिकित्सा कर्मचारिवृंद भर्ती (संशोधन) नियम, 2019 है। (2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2 सीमा सुरक्षा बल, योधक चिकित्सा कर्मचारिवृंद भर्ती नियम, 2013 भेषजिक (सहायक उप निरीक्षक-अर्हता प्राप्त) के पद से संबंधित अनुसूची की क्रम संख्या-7 के सामनेः- (क) स्तंभ (2) में, अंकों और कोष्टक "342* (2012)", के स्थान पर "302* (2019)", अंकों और कोष्टक रखे जाएंगे, (ख) स्तंभ (7) "अनिवार्य" उप शीर्ष के अधीन, "डिग्री या डिप्लोमा" शब्दों के स्थान पर "न्यूनतम अर्हताएं के रूप में डिप्लोमा" शब्द रखे जाएंगे,
(ग) स्तंभ (10) में, शब्दाें, कोष्टक और अंकों "सीधी भर्ती द्वारा (जिसमें 10 प्रतिशत भूतपूर्व सैनिकों से शामिल है)" के स्थान पर निम्नलिखित कोष्टक, अक्षर, अंक और शब्द रखे जाएंगे-
(i) 06 प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर सीधी भर्ती द्वारा,
(ii) 94 प्रतिशत सीधी भर्ती द्वारा (जिसमें 10 प्रतिशत भूतपूर्व सैनिकों से शामिल है)
(घ) स्तंभ (11) में, निम्नलिखित प्रविष्टियां अंतःस्थपित किया जाएगा, अर्थात,-
प्रोन्नति द्वाराः 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] टिप्पण : जहाँ ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हता या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा, परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्न्ति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो।

एस. आर. मीना, अवर सचिव (कार्मिक-III) टिप्पण : मूल नियम भारत के राजपत्र, असाधराण, भाग II, खंड 3, उपखंड (i)़ में सा.का.नि. 37(अ) तारीख 16 फरवरी, 2013 द्वारा प्रकाशित किया गया था तथा अधिसूचना संख्या सा.का.नि. 1497(अ) तारीख 8 दिसंबर 2017 के तहत संशोधित अधिसूचित हो।

NOTIFICATION
New Delhi, the 8th January, 2020
G.S.R. 17(E).—In exercise of the powers conferred by clauses (b) and (c) of sub-section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), the Central Government hereby makes the following rules further to amend the Border Security Force Combatised Para-Medical Staff Recruitment Rules, 2013, namely:-
1 (1) These rules may be called the Border Security Force Combatised Para-Medical Staff Recruitment (Amendment) Rules, 2019.
(2) They shall come into Force on the date of their publication in the Official Gazette.
2. In the Border Security Force Combatised Para-Medical Staff Recruitment Rules, 2013 in the Schedule against serial number 7, relating to the post of Pharmacist (Assistant Sub-Inspector-Qualified),-
(A) in column (2), for the figures and brackets "342*(2012)", the figures and brackets "302*(2019)", shall be substituted;
(B) in column (7), under the sub heading "Essential", for the words "Degree or Diploma", the words "Diploma as minimum qualification" shall be substituted;
(C) in column (10), for words, brackets and figures "By direct recruitment (including 10% from amongst Ex-serviceman)", the brackets, letters, figures and words
"(i) 06% by promotion failing which by direct recruitment;
(ii) 94% by direct recruitment (including 10% from amongst Ex-serviceman)" shall be substituted;
(D) in column (11), the following shall be inserted, namely:-
"By promotion:
Head Constable (Paramedic) having five years regular service in level-4 (Rs.25500- 81100/-) in the pay matrix and being Medical Category SHAPE-I".
*Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their Juniors who have already completed such qualifying or eligibility service.
