काकाकाका....आआआआ.... 121121121121((((अअअअ))))....————सेवाओं या फायदों या सहायिकियों के परिदान के िलए एक पहचान दस्तावेज के रूप में आधार का उपयोग सरकारी परिदान प्र(िcid:28)याओं का सरलीकरण करता है, पारद(cid:29)शता और दक्षता लाता है और फायदा ाहियों को सुविधापूर्वक और निर्बाध रीित में उनकी हकदारियों को सीधे प्राप्त करने में समर्थ बनाता है और आधार किसी *क्ति की पहचान को सािबत करने के िलए ब,ल दस्तावेज प्रस्तुत करने की आवश्यकता को समाप्त करता है ।
और, भारत सरकार के उत्तर पूर्वी क्षेत्र िवकास मंत्रालय के अधीन पूव3त्तर परिषद निम्नलिखित दो स्कीमों को कार्यान्वित कर रहा है:
(i) *ावसायिक पा8(cid:28)म में भाग ले रहे पूव3त्तर क्षेत्र के छात्रों को वित्तीय सहायता
(ii) राष्ट्रीय और अंतर्राष्ट्रीय खेल प्रतिस्पर्धाओं में उत्कृ ष्टता के िलए चेयरमैन स्पो@र्स अवार्ड ।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और, इस स्कीम के अधीन पूव3त्तर परिषद, उत्तर पूर्वी क्षेत्र िवकास मंत्रालय द्वारा *ावसायिक पा8(cid:28)म में भाग ले रहे पूव3त्तर राज्यों के छात्रों को वजीफा तथा पुस्तक अनुदान के रूप में वित्तीय सहायता (िजसे इसमें इसके पEात फायदा कहा गया है) और राष्ट्रीय और अंतर्राष्ट्रीय खेल प्रतिस्पर्धाओं में पूव3त्तर क्षेत्र के खेल क(cid:29)मयों को अपनी उत्कृ ष्टता दर्शाने के िलए चेयरमैन स्पो@र्स अवार्ड (िजसे इसमें इसके पEात फायदा ाहियों कहा गया है) का प्रबंध किया गया है ।
और, पूव3क्त स्कीम के तहत दिए गए लाभों में भारत की संिचत िनिध से आवर्ती *य अन्तर्वलित है;
अतः, अब, कें Hीय सरकार, आधार (वित्तीय और अन्य सहायिकियों, फायदों और सेवाओं का लIियन परिदान) अिधिनयम, 2016 (2016 का 18) (िजसे इसमें इसके पEात् उक्त अिधिनयम कहा गया है) की धारा 7 के उपबंधों के अनुसरण में, निम्नलिखित अिधसूिचत करती है अर्थात्:-
1. स्कीम के अधीन फायदे प्राप्त करने की वांछा करने वाले किसी *क्ति से उसके पास आधार संख्यांक होने का प्रमाण प्रस्तुत करने या आधार अधिप्रमाणन प्र(िcid:28)या पूरी करने की अपेक्षा की जाएगी;
2. स्कीम के अधीन फायदे प्राप्त करने के हकदार ऐसे *ष्टि से, िजसके पास आधार संख्यांक नहM है या िजसने अभी आधार के िलए नामांकन नहM करवाया है, परंतु इस स्कीम के तहत लाभ उठाने का इNछु क है, उसे उपरोक्त डीबीटी स्कीमों के िलए आवेदन करने से पूर्व आधार नामांकन के िलए आवेदन करना होगा यदि वह उक्त अिधिनयम की धारा 3 के उपबंधों के अनुसार आधार अभिप्राप्त करने के िलए हकदार हो और ऐसे *ष्टियों को आधार नामांकन हेतु किसी आधार नामांकन कें H (www.uidai.gov.in पर सूची उपलब्ध) जाना होगा;
3. आधार (नामांकन और अद्यतन) िविनयम, 2016 के िनयम 12, जो किसी भी *क्ति से आधार रखने का प्रमाण प्रस्तुत करने की अपेक्षा रखता है, के अनुसार पूव3त्तर परिषद, उत्तर पूर्वी क्षेत्र िवकास मंत्रालय, संबंिधत राज्य के माध्यम से ऐसे फायदा ाहियों के िलए जिन्होंने अभी तक आधार के िलए नामांकन नहM कराया है, आधार नामांकन सुिवधाएं सुनिEित करेगा और यदि संबंिधत ब्लॉक या तालुका अथवा तहसील में कोई आधार नामांकन कें H अवस्थित नहM है तो पूव3त्तर परिषद, उत्तर पूर्वी क्षेत्र िवकास मंत्रालय संबंिधत राज्य के माध्यम से भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) के विद्यमान रजिस्ट्रार के साथ समन्वय करके अथवा स्वयं यूआईडीएआई रजिस्ट्रार बनकर सुिवधाजनक स्थानों पर आधार नामांकन सुिवधाएं उपलब्ध करा सके गा ।
4. परन्तु *ष्टि का आधार संख्यांक समनुदेिशत किए जाने तक स्कीम के अधीन ऐसे *ष्टियों को निम्नलिखित दस्तावेज प्रस्तुत करने के अधीन रहते ,ए प्रसुविधा दी जाएगी अर्थात्:-
(क) (i) यदि उसने नामांकन करा िलया है तो उसकी आधार नामांकन पर्ची; या
(ii) पैरा 5 के उप-पैरा (ख) में यथा विनिUदष्ट आधार नामांकन हेतु उसके द्वारा किए गए अनुरोध की प्रति; और (ख) पहचान प्रमाण के रूप में निम्नलिखित दस्तावेज :-
(i) भारत निर्वाचन आयोग द्वारा जारी मतदाता पहचान पत्र; या (ii) स्थायी खाता संख्या (पैन) कार्ड; या (iii) पासपोर्ट;
या (iv) अनुWापन प्राधिकारी द्वारा मोटर वाहन अिधिनयम, 1988 (1988 का 59) के अधीन जारी चालन अनुWप्ति; या (v) किसी राजपत्रित अिधकारी या तहसीलदार द्वारा अपने शासकीय पत्रशीर्ष पर फोटो सिहत जारी ऐसे *क्ति की पहचान का प्रमाणपत्र; या (vi) डाक िवभाग द्वारा जारी नाम और फोटो वाला 'पता कार्ड'; या (vii) मंत्रालय द्वारा यथा विनिUदष्ट कोई अन्य दस्तावेज ।[भाग II—ख(cid:2)ड 3(ii)] भारत का राजपत्र : असाधारण 3 परन्तु यह और कि उपयु र्क्त दस्तावेजों की जांच, पूव3त्तर परिषद, उत्तर पूर्वी क्षेत्र िवकास मंत्रालय द्वारा इस प्रयोजनार्थ अिभिहत अिधकारी द्वारा की जाएगी ।
5. स्कीम के अधीन फायदा ाहियों को सुिवधाजनक और निर्बाध फायदा देने के िलए, पूव3त्तर परिषद, उत्तर पूर्वी क्षेत्र िवकास मंत्रालय संबंिधत राज्य सरकार के माध्यम से सभी अपेक्षित *वस्था करेगा, िजसके अंतर्गत निम्नलिखित भी है, अर्थात्ः-
(क) स्कीम के अधीन आधार की आवश्यकता के बारे में फायदा ाहियों को जागरूक करने हेतु मीिडया के माध्यम से *ापक प्रचार किया जाएगा और *ष्टिक सूचना दी जाएगी और उन्हें अपने क्षेत्रों में उपलब्ध िनकटतम आधार नामांकन कें Hों में नामांकन कराने की सलाह दी जाएगी । यदि उन्होंने पहले से नामांकन नहM कराया है तो उन्हें स्थानीय रूप से उपलब्ध नामांकन कें Hों की सूची उपलब्ध करायी जाएगी ।
(ख) यदि आसपास के क्षेत्र जैसे ब्लाक या तालुका या तहसील में नामांकन के न्Hों की अनुपलब्धता के कारण स्कीम के अधीन फायदा ाही आधार नामांकन कराने में समर्थ नहM हैं तो पूव3त्तर परिषद, उत्तर पूर्वी क्षेत्र िवकास मंत्रालय संबंिधत राज्यों के माध्यम से सुिवधाजनक अवस्थानों पर आधार नामांकन सुिवधा का सृजन करेगा और फायदा ाहियों से अनुरोध किया जाएगा कि वे अपना नाम, पता, मोबाइल नंबर तथा पैरा 1 के उप-पैरा (3) के पहले परंतुक में यथा विनिUदष्ट अन्य िववरण देकर पूव3त्तर परिषद, उत्तर पूर्वी क्षेत्र िवकास मंत्रालय के संबंिधत पदाधिकारियों अथवा इस प्रयोजन के िलए उपलब्ध कराए गए वेब पोर्टल के माध्यम से आधार नामांकन के िलए अपना आवेदन रजिस्टर कराएं ।
6. यह अिधसूचना शासकीय राजपत्र में इसके प्रकाशन की तारीख से पूव3त्तर क्षेत्र के सभी राज्यों में प्रभावी होगी ।

NOTIFICATION
New Delhi, the 9th January, 2020
S.O. 121(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables the beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhar obviates the need for producing multiple documents to prove one's identity.
And whereas, the North Eastern Council, Ministry of Development of North Eastern Region, Government of India is implementing the following two Schemes:
i. Financial Support to the student of North Eastern Region pursuing professional courses.
ii. Chairman's Sport Award for Excellence in National and International Sports Meet.
And whereas, financial assistance is provided by the North Eastern Council, Ministry of Development of North Eastern Region, as Stipend and Book Grant (hereinafter referred to as benefits) among the students of NE States pursuing professional courses and also Chairman's Sports Award to the sports personnel of NE States for their excellence in National and International Sports meets (herein after referred to as the beneficiaries).
4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]And whereas, the benefits offered under the Scheme involve recurring expenditure incurred from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18) of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:-
1. An individual desirous to availing benefits under the Scheme shall be required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication;
2. Any individual entitled to receive benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, but desirous of availing benefits under the Scheme, shall have to apply for Aadhaar enrolment before applying for the above DBT Schemes, in case he/she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment centre (list available at www.uidai.gov.in) for Aadhaar enrolment;
3. As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the North Eastern Council, Ministry of Development of North Eastern Region which requires an individual to furnish proof of possession of Aadhaar, through the concerned State shall ensure Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the North Eastern Council, Ministry of Development of North Eastern Region through the concerned State may provide Aahaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India (UIDAI) or by becoming UIDAI Registrar itself.
4. Provided that till the time Aadhaar number is assigned to the individual, benefits under the Scheme shall be given to such individuals subject to the production of the following documents, namely :-
(a) (i) if he/she has enrolled, his Aadhaar Enrolment slip ; or
(ii) a copy of his/her request made for Aadhaar Enrolment, as specified in sub-paragraph (b) of paragraph 5 and
(b) Following documents as identity proof:-
(i) 'Elector's photo identity card' issued by the Election Commission of India or (ii) 'Permanent Account Number Card' or (iii) 'Passport' or (iv) 'Driving License' issued by the Lisensing Authority under Motor Vehicles Act, 1988 (59 of 1988) or (v) 'Certificate of Identity' having photo issued by the Gazetted Officer or Tehsildar on an official letter head; or (vi) 'Address card' having Name and Photo issued by Department of Posts; or (vii) any other document as specified by the Ministry.
Provided, further that the above documents shall be checked by an officer designated by the North Eastern Council, Ministry of Development of North Eastern Region for that purpose.
5. In order to provide convenient and hassle free benefits under the scheme to the beneficiaries, the North Eastern Council, Ministry of Development of North Eastern Region through the concerned State Government shall make all the required arrangements including the following:-
[भाग II—ख(cid:2)ड 3(ii)] भारत का राजपत्र : असाधारण 5(a) Wide publicity through media and individual notices shall be given to the beneficiaries, to make them aware of the requirement of Aadhaar under the Scheme with the advice to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas. In case they are not already enrolled, the list of locally available enrolment centres shall be made available to them.
(b) In case, the beneficiaries under the Scheme are not able to enrol for Aadhar due to non-availability of enrolment centres in the near vicinity such as in the Block or Taluka or Tehsil, the North Eastern Council, Ministry of Development of North Eastern Region through the concerned States are required to create Aadhaar enrolment facilities at convenient locations and beneficiaries may be requested to register their request for Aadhaar enrolment by giving their name, address, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the concerned officials of the North Eastern Council, Ministry of Development of North Eastern Region or through the web portal provided for the purpose.
6. This notification shall come into effect in all North Eastern States from the date of its publication in the Official Gazette.
