काकाकाका....आआआआ. . . . 125125125125((((अअअअ))))....————पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय ने पर्यावरण की सुरक्षा और सरंक्षण तथा तटीय किनारों और समु(cid:25) जल में प्रदूषण को नियंत्रित करने एवं उसे कम करने की दृष्टि से अंतर्राष्ट्रीय #प से मान्यताप्राप्त "ब्ल्यू 'लैग" प्रमाणन के प्रयोजन के िलए समु(cid:25) तटोँ की पहचान करने का विनिश्चय किया है ;
कठोर "ब्ल्यू 'लैग" प्रमाणन मानक के िलए उत्तरदायी और संधारणीय सुिवधाएं तथा अवसंरचनात्मक िवकास, सफाई, सुरक्षा सेवाएं आदि आवश्यक हैं;
और के न्(cid:25)ीय सरकार, पर्यावरण (सरंक्षण) िनयम, 1986 के िनयम 5 के उपिनयम (4) के अधीन उक्त नियमों के िनयम 5 के उपिनयम (3) के खंड (क) के अधीन सूचना की आवश्यकता को जनिहत में अभिमुक्त करती है;
अतः अब के न्(cid:25)ीय सरकार, पर्यावरण (सरंक्षण) अिधिनयम, 1986 (1986 का 29) की धारा (3) की उपधारा (1) और उपधारा (2) के खंड (V) द्वारा प्रदत्त शक्तियों का प्रयोग करते :ए और भारत सरकार के पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय के आदेश सं. का. आ. 2502(अ), तारीख 12 जुलाई, 2019 द्वारा प्रकाशित आदेश के अधि=मण में, उन बातोँ के िसवाय अधि=ांत करते :ए, जिन्हें ऐसे अधि=मण से पूर्व किया गया है या करने का लोप 167 GI/2020
(1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] किया गया है, ऐसे परिलक्षित समु(cid:25) तटों में ब्ल्यू 'लैग प्रमाणन के प्रयोजन के िलए एच टी एल से न्यूनतम 10 मीटर की दूरी बनाए रखने के अधीन द्वीप सिहत समु(cid:25) तटीय िविनयम क्षेत्र (सी आर जेड) में निम्निलिखत =ियाकलापोँ और सुविधाओं की अनुमित दी जाएगी, की घोषणी करती है:-
(क) वहनीय शौचालय ब्लाक, कपड़े बदलने वाले कमरे, शावर पैनल;
(ख) Bे वाटर ट्रीटमै ँट प्लांट;
(ग) ठोस अपशिष्ट प्रबंध प्लांट;
(घ) सौर शक्ति प्लांट;
(ङ) शोिधत पेय जल सुिवधा;
(च) समु(cid:25) तट तक प:ंच मार्ग;
(छ) दृश्य भूिम प्रकाश;
(ज) बैठने की बेंच और िसट-आउट छाते;
(झ) आउटडोर खेल/स्वस्थता उपकरण;
(ञ) सी सी टी वी िनगरानी और नियंत्रण कक्ष;
(ट) प्राथमिक चिकित्सा स्टेशन;
(ठ) अमानती सामान घर;
(ड) वाच टावर सुरक्षा और तटीय सुरक्षा उपकरण;
(ढ) समु(cid:25) तट अभिन्यास, पर्यावरण सूचना बोर्ड और अन्य निदIशक;
(ण) बाड़ा लगाना, वानस्पतिक अिधमानता;
(त) पाJकग सुिवधा;
(थ) प्रवेश द्वार, पर्यटक सुिवधा के न्(cid:25) ; और
(द) ब्ल्यू 'लैग प्रमाणन की अपेक्षाओं के अनुसार, अन्य संबK सुिवधाए या अवसरंचना ।
टिप्पणटिप्पणटिप्पणटिप्पण: ऊपर वLणत =ियाकलाप और सुिवधाएं =मशः सी आर जेड अिधसूचना, द्वीप सुरक्षा क्षेत्र अिधसूचना और समु(cid:25) तटीय द्वीप िविनयम क्षेत्र अिधसूचना के उपबंधों के अधीन पूर्व समाशोधन से छू ट प्राप्त होंगी ।

New Delhi, the 9th January, 2020
S.O. 125(E).—Whereas, the Ministry of Environment, Forest and Climate Change, with a view to protect and conserve the environment and control and abate pollution in coastal beaches and sea waters, has decided to identify beaches for the purpose of internationally recognised "Blue Flag" Certification;
Whereas the stringent "Blue Flag" Certification Standards call for responsible and sustainable amenities and infrastructure development, cleanliness, safety and security services etc.;

3 And whereas, the Central Government, under sub-rule (4) of rule 5 of the Environment (Protection) Rules, 1986, in public interest dispenses with the requirement of notice under clause (a) of sub-rule (3) of rule 5 of the said rules.
Now, therefore in exercise of the powers conferred by sub-section (1) and clause (v) of sub-section (2) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in supersession of the Order of the Government of India, in the Ministry of Environment, Forest and Climate Change, published vide number S.O. 2502 (E), dated the 12th July, 2019, except as respects things done or omitted to be done before such supersession, the Central Government, hereby declares that for the purpose of Blue Flag Certification in such identified beaches, the following activities and facilities shall be permitted in the Coastal Regulation Zone (CRZ), including Islands, subject to maintaining a minimum distance of 10 meters from HTL:-
(a) Portable toilet blocks, change rooms and shower panels;
(b) Grey water treatment plant;
(c) Solid waste management plant;
(d) Solar power plant;
(e) Purified drinking water facility;
(f) Beach access pathways;
(g) Landscaping lighting;
(h) Seating benches and sit-out umbrellas;
(i) Outdoor play / fitness equipment;
(j) CCTV surveillance and control room;
(k) First aid station;
(l) Cloak room facility;
(m) Safety watch towers and beach safety equipments;
(n) Beach layout, environment information boards and other signages;
(o) Fencing, preferably vegetative;
(p) Parking facilities;
(q) Entry gate, tourist facilitation centre; and
(r) Other associated facilities or infrastructure, as per requirements of Blue Flag Certification.
Note: the activities and facilities mentioned above shall be exempt from prior clearance under the provisions of CRZ Notification, Island Protection Zone Notification and Island Coastal Regulation Zone Notifications respectively.
