Qk-la- lhbZ,&ih,l&11&21¼21½@3@2019&ih,lih,&I fMfotu....————जबकि ए(cid:17)योर पावर इंिडया प्राईवेट िलिमटेड, आवेदक, िजसका पंजीकृ त कार्यालय तीसरी मंिजल ,एसेट नंबर 301-304 और 307 वल्र्ड मार्क 3 एयरोिसटी, नई दिल्ली-110037 में है, ने पारेषण योजना "मेसर्स ए(cid:17)योर 130 मेगावाट प्लान्ट की कनेक्टिविटी PGCIL (पॉवर #िड) 765/400/220 के वी सबस्टेशन भड़ला जोधपुर (राज.) से जोड़ने के िलए संदर्भ में" के तहत िबजली की तारें िबछाने के िलए विद्युत अिधिनयम, 2003 की धारा 164 के अंतर्गत प्राधिकृ त करने हेतु आवेदन किया है। पारेषण योजना के अंतर्गत निम्नलिखित कार्य हैं :

न्यूनतम क्षमता के साथ ( ,ट4मनल बे के साथ ,भड़ला )हाईब्रिड जीआईएस बे(
और जेनरेशन स्विचयार्ड तक "ट्रांसमिशन लाइन की लंबाई " लाइन लगभग 14 Km होगी ,पूरी S/c लाइन का निर्माण D/C 177 GI/2020
(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] Towers पर होगा सिवाय अन्तिम 2-3 Km के S/c लाइन भड़ला पूलिग स्टेशन के पास M/c टावर्स पर होगी ।
और जबकि, के .िव.प्रा., विद्युत मंत्रालय, भारत सरकार ने अपने पत्र सं. CEA-PS-11-21(25)/1/2018- PSPA-I Division-Part (2) दिनांक 29.04.2019 के द्वारा पारेषण योजना ''मेसर्स ए(cid:17)योर 130 मेगावाट प्लान्ट की कनेक्टिविटी PGCIL (पॉवर #िड) 765/400/220 के वी सबस्टेशन भड़ला जोधपुर (राज.) से जोड़ने के िलए संदर्भ में" के अंतर्गत निम्नलिखित ओवरहेड लाइन के िलए ए(cid:17)योर पावर इंिडया प्राईवेट िलिमटेड को विद्युत अिधिनयम की धारा 68(1) के अंतर्गत पूर्व अनुमोदन प्रदान किया था:
(i) मेसर्स ए(cid:17)योर 130 मेगावाट प्लान्ट भड़ला 220 kV S/c लाइन (नॉिमनल वोल्टेज में 300MW की न्यूनतम क्षमता के साथ), ट4मनल बे के साथ, भड़ला (हाईब्रिड जीआईएस बे) और जेनरेशन स्विचयार्ड तक "ट्रांसमिशन लाइन की लंबाई" लाइन लगभग 14 Km होगी, पूरी S/c लाइन का निर्माण D/C Towers पर होगा िसवाय अन्तिम 2-3 Km के S/c लाइन भड़ला पूलिग स्टेशन के पास M/c टावर्स पर होगी |
और अब आवेदक ने विद्युत अिधिनयम, 2003 की धारा 164 के अंतर्गत पारेषण योजना ''मेसर्स ए(cid:17)योर 130 मेगा प्लान्ट की कनेक्टिविटी PGCIL (पॉवर #िड) 765/400/220 के वी सबस्टेशन भड़ला जोधपुर (राज.) से जोड़ने के िलए संदर्भ में'' के तहत विद्युत लाइन िबछाने के िलए उसे वे सभी शक्तियां प्रदान करने का अनुरोध किया है, जो टेली#ाफ के प्रयोजन के िलए सरकार द्वारा स्थापित टेली#ाफ लाइनों और खंबों या उनके रख- रखाव के िलए या स्थापित होने वाली टेली#ाफ लाइनों और खंबों या उनके रख-रखाव के िलए भारतीय टेली#ाफ अिधिनयम, 1885 के अंतर्गत टेली#ाफ प्राधिकरण के पास है।
स्कीम के अंतर्गत ओवरहेड लाइन निम्नलिखित गांवों, नगरों और शहरों से, उनके ऊपर से, उनके आस- पास से तथा उनके बीच से गुजरेगी:-

मेसर्स ए(cid:17)योर पावर इंिडया प्राईवेट लिमिटेड ने उपरोक्त योजना के लिए विद्युत अिधिनयम, 2003 की धारा के अंतर्गत प्राधिकार प्राप्त करने की विद्युत मंत्रालय की प्रFिया पूर्ण कर ली है । अब, सावधानीपूर्वक

विचार करने के पIात, कें Jीय विद्युत प्राधिकरण, विद्युत मंत्रालय, भारत सरकार, मेसर्स ए(cid:17)योर पावर इंिडया प्राईवेट लिमिटेड को उपरोक्त ओवरहेड लाइन को लगाने के लिए वे सभी शक्तियां निम्नलिखित निबंधनों एवं शतL के साथ प्रदान करता है, जो टेली#ाफ के उद्देश्य के लिए सरकार द्वारा स्थापित टेली#ाफ लाइनों और खंबों या उनके रख -रखाव के लिए या स्थापि त होने वाली टेली#ाफ लाइनों और खंबों या उनके रख -रखाव के िलए भारतीय टेली#ाफ अधिनियम, 1885 के अंतर्गत टेली#ाफ प्राधिकरण के पास है -
(i) यह अनुमोदन 25 वषL के िलए प्रदान किया जाता है। [भाग III—ख(cid:2)ड 4] भारत का राजपत्र : असाधारण
3 (ii) आवेदक को प्रस्तावित लाइनों की स्थापना से पूर्व संबंिधत प्राधिकारियों अर्थात् स्थानीय निकायों, रेलवे, राष्ट्रीय राजमार्ग, राज्य राजमार्ग आदि की सहमित प्राप्त करनी होगी।
(iii) आवेदक को विद्युत अिधिनयम, 2003 के तहत समुिचत आयोग के द्वारा तैयार किए गए पारेषण, ओ एंड एम, ओपन एक्सेस आदि के विनियमों/संहिताओं का पालन करना होगा।
(iv) आवेदक को ''मेसर्स ए(cid:17)योर 130 मेगावाट प्लान्ट की कनेक्टिविटी PGCIL (पॉवर #िड) 765/400/220 के वी सबस्टेशन भड़ला जोधपुर (राज.) से जोड़ने के िलए संदर्भ में'' पारेषण योजना के तहत िबजली की तारें िबछाने का उत्तरदायित्व सWपा गया है। निर्माण कायL का ब्यौरा दिनांक मई 25- मई 31, 2019 के भारत के राजपत्र में प्रकाशित है।
(v) आवेदक संबंिधत कें J सरकार के विद्युत निरीक्षक/मुख्य विद्युत निरीक्षक के अनुमोदन के पIात ही लाइनों का प्रचालन करेगा।
(vi) यह अनुमोदन आवेदक द्वारा विद्युत अिधिनयम, 2003 के प्रावधानों और उसके तहत बनाए गए नियमों की अपेक्षाओं का अनुपालन किए जाने के अध्यधीन है।
(vii) मेसर्स ए(cid:17)योर पावर इंिडया प्राईवेट िलिमटेड को विद्युत निरीक्षण के समय िवमानन एवं रक्षा प्राधिकरणों इत्यादि, से अपेक्षित अनुमित को प्राप्त करने के बाद, इसे कें Jीय विद्युत प्राधिकरण को विद्युत निरीक्षण के समय प्रस्तुत करना होगा।

F. No. CEA-PS-11-21(21)/3/2019-PSPA-I Division.—Whereas, Azure Power India Private Limited (APIPL), the applicant with its Registered office at 3rd floor, Asset 301-304 & 307, World Mark 3, Aerocity, New Delhi-110037 has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of electric line under the transmission scheme "Connectivity System for M/s. Azure 130 MW plant connected to PGCIL 765/400/220 kV substation at Bhadla, Jodhpur, Rajasthan" with the following scope of work:
1. Azure 130MW Plant – Bhadla 220 kV S/c line (with minimum capacity of 300MW at Nominal Voltage) along with the terminal bays at Bhadla (Hybrid GIS bays) and generation switchyard.*
* Length of the transmission line will be approximately 14 km. The entire S/c line will be constructed on D/c towers except last 2-3 km S/c line will be laid on M/c Towers near Bhadla Pooling Station.
And whereas CEA, Ministry of Power, Government of India vide its letter No. CEA-PS-11-21(25)/1/2018- PSPA-I Division-Part (2) dated 29.04.2019 had granted prior approval under section 68 (1) of the Electricity Act, 2003 to M/s. Azure Power India Private Limited for the following overhead line covered under the transmission scheme "Connectivity System for M/s Azure 130 MW plant connected to PGCIL 765/400/220 kV substation at Bhadla, Jodhpur, Rajasthan":
1. Azure 130MW Plant – Bhadla 220 kV S/c line (with minimum capacity of 300MW at Nominal Voltage) along with the terminal bays at Bhadla (Hybrid GIS bays) and generation switchyard.*4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] * Length of the transmission line will be approximately 14 km. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme "Connectivity System for M/s Azure 130 MW plant connected to PGCIL 765/400/220 kV substation at Bhadla, Jodhpur, Rajasthan"
The overhead line covered under the above scheme will pass through, over, around and between the following villages, towns and cities:

M/s. Azure Power India Private Limited has complied with the MoP's procedure for obtaining the authorization under section 164 of Electricity Act, 2003 for the above Scheme. Now, after careful consideration, Central Electricity Authority, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s. Azure Power India Private Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned transmission line, namely:
(i) The approval is granted for 25 years;
(ii) The Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways, National Highways, State Highways etc. before erection of proposed lines;
(iii) The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc.., framed under Electricity Act, 2003.
(iv) The Applicant has been entrusted with the responsibility for laying of overhead line under the transmission scheme "Connectivity System for M/s. Azure 130 MW plant connected to PGCIL 765/400/220 kV substation at Bhadla, Jodhpur, Rajasthan". The details of the works were published in the Gazette of India, dated May 25- May 31, 2019.
(v) The Applicant shall operate the lines after approval of Electrical Inspector / Chief Electrical Inspector of Central Government;
(vi) The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant.
(vii) M/s. Azure Power India Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defence etc., at the time of Electrical Inspection.
