lk-dk-fu- 25¼v½-&केन्द्रीय सरकार, सीमा सुरक्षा बल अधिनियम, 1968 (1968 का 47) की धारा 141 की उपधारा (2) के खण्ड (ख) और (ग) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए सीमा सुरक्षा बल, योधक पैरा चिकित्सा कर्मचारिवृंद भर्ती नियम 2013 का संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात् :- 1. (1) इन नियमों का संक्षिप्त नाम सीमा सुरक्षा बल, योधक पैरा चिकित्सा कर्मचारिवृंद भर्ती (संशोधन) नियम, 2019 है। (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2 सीमा सुरक्षा बल, योधक चिकित्सा कर्मचारिवृंद भर्ती नियम, 2013 स्टॉॅॅफ नर्स (उप निरीक्षक) के पद से संबंधित अनुसूची की क्रम संख्या-4 के सामनेः- (क) स्तंभ (2) में, अंको और कोष्ठकों "144* (2012)", ds LFkku ij "188* (2019)", अंक और कोष्ठक रखे जाएंगे,
(ख) स्तंभ (5) में, "लागू नही होता" शब्दों के स्थान पर "चयन पद" शब्द रखे जाएंगे, (ग) स्तंभ (10) में निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्ः- (i) 08 प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर सीधी भर्ती द्वारा, और (ii) 92 प्रतिशत सीधी भर्ती द्वारा (जिसमें 10 प्रतिशत भूतपूर्व सैनिको से शामिल है) (घ) स्तंभ (11) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्ः- "प्रोन्नतिः स्तभ 7 के अधीन सीधी भर्ती के लिए यथानिहित शैेक्षिक अर्हताओं के साथ वेतन मैट्रिक्स में स्तर-4 ( 25500-81100 रू) में ऐसा हैड कांस्टेबल नर्स या सहायक नर्स (प्रसूति विद्या) जिसने दस वर्ष नियमित सेवा की हो और चिकित्सा प्रवर्ग शेप-। में हो।" 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] fVIi.k% जहाँ ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हता या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा, परन्तु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्न्ति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो।

NOTIFICATION
New Delhi, the 10th January, 2020 G.S.R.25(E).—In exercise of the powers conferred by clauses (b) and (c) of sub- section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), the Central Government hereby makes the following rules to further amend the Border Security Force Combatised Para- Medical Staff Recruitment Rules, 2013, namely :-
1. (1) These rules may be called the Border Security Force Combatised Para-Medical Staff Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. (a) In the Border Security Force Combatised Para-Medical Staff Recruitment Rules, 2013, in the schedule, against serial number 4 relating to the post of Staff Nurse (Sub-Inspector),-
(A) in column (2), for the figures and brackets "144* (2012)", the figures and brackets "188* (2019)" shall be substituted ;
(B) in column (5), for the words "Not applicable", the words "Selection post"
shall be substituted ;
(C) in column (10), for the entries, the following entries shall be substituted,
namely:-
"(i) 08 percent by promotion failing which by direct recruitment; and
(ii) 92 percent by direct recruitment (including 10 percent from amongst Ex- serviceman)";
(D) in column (11), for the entries, the following entries shall be substituted, namely:-
"Promotion :
Serving Head Constable Nurse or Auxiliary Nurse (Mid-wifery) having ten years regular service in level-4 (Rs.25500-81100/-) in the pay matrix with educational qualifications as prescribed for the direct recruits under column (7) and being Medical Category SHAPE-I".
*Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered, provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
