CEA-PS-11-23(21)/4/2019-PSPA-I Division.—जबकि मेसर्स अविकिरण सोलर इंिडया प्राइवेट िलिमटेड (ए.एस.आई.पी.एल.), िजसका पंजीकृ त कार्यालय एस-2 मनीष चैंबर, एलएससी, मयूर िवहार फे ज-2, नई दिल्ली-110091 है, ने पारेषण योजना "मैसर्स अविकिरन सोलर इंिडया प्राइवेट िलिमटेड के क(cid:28)छ, गुजरात में स्थित 285 मेगावाट विड फाम्र्स के िलए कनेक्टिविटी सिस्टम" के तहत िबजली की तारें िबछाने के िलए विद्युत अिधिनयम, 2003 की धारा 164 के अंतर्गत प्राधिकृ त करने हेतु आवेदन किया है।
और जबकि, के .िव.प्रा., विद्युत मंत्रालय, भारत सरकार ने अपने पत्र सं. CEA-PS-11-23(20)/1/2018- PSPA-I Division-Part(2) दिनांक 18.02.2019 के द्वारा पारेषण योजना "मैसर्स अविकिरन सोलर इंिडया प्राइवेट िलिमटेड के क(cid:28)छ, गुजरात में स्थित 285 मेगावाट विड फाम्र्स के िलए कनेक्टिविटी सिस्टम" के िलए मेसर्स ए.एस.आई.पी.एल. को विद्युत अिधिनयम की धारा 68(1) के अंतर्गत पूर्व अनुमोदन प्रदान किया था।
और अब आवेदक ने विद्युत अिधिनयम, 2003 की धारा 164 के अंतर्गत पारेषण योजना "मैसर्स अविकिरन सोलर इंिडया प्राइवेट िलिमटेड के क(cid:28)छ, गुजरात में स्थित 285 मेगावाट विड फाम्र्स के िलए कनेक्टिविटी सिस्टम" के तहत विद्युत लाइन िबछाने के िलए उसे वे सभी शक्तियां प्रदान करने का अनुरोध किया है, जो टेली3ाफ के प्रयोजन के िलए सरकार द्वारा स्थापित टेली3ाफ लाइनों और खंबों या उनके रख-रखाव के िलए या स्थापित होने वाली टेली3ाफ लाइनों और खंबों या उनके रख-रखाव के िलए भारतीय टेली3ाफ अिधिनयम, 1885 के अंतर्गत टेली3ाफ प्राधिकरण के पास है।
पारेषण योजना के अंतर्गत निम्नलिखित शिरोपरि लाईन हैं :

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (i) ASIPL पूलिग स्टेशन - भुज PS 220 kV S / c लाइन (300 मेगावाट की न्यूनतम क्षमता के साथ)* * लाइन की लंबाई लगभग 82 किमी है, िजसे एएसआईपीएल पूलिग स्टेशन से भुज पीएस तक 4 खंडों में लागू किया जाएगा, जो निम्नलिखित है:
(a) सेक्शन -1: एएसआईपीएल द्वारा 48 किमी डी / सी लाइन को डी / सी टॉवर (दोनों स>कट को दोनों सिरों पर कड़ा और गु(cid:28)छा किया जाएगा)
(b) सेक्शन -2: एएसआईपीएल द्वारा एम / सी (चार स>कट) टॉवर पर 4 किमी एस / सी लाइन बनाई जायेगी।
(c) सेक्शन -3: 26 किमी एस / सी लाइन मैसर्स 3ीन इं?ा विड एनर्जी िलिमटेड (जीआईडब्ल्यूईएल) के एम / सी टावरों पर बनाई जायेगी।
(d) सेक्शन -4: 2 किमी S / c लाइन मेसर्स रेन्यू विड (AP2) प्राइवेट िलिमटेड (Renew) के M / c टावरों पर बनाई जायेगी। इसके अलावा मैसर्स एएसआईपीएल लगभग 2 किमी एस / सी लाइन D / c टावरों पर M / s GIWEL और M / s RENEW के मल्टी स>कट वगD के बीच में बनाएगा।
स्कीम के अंतर्गत शिरोपरि लाइन निम्नलिखित गांवों, नगरों और शहरों से, उनके ऊपर से, उनके आस-पास से तथा उनके बीच से गुजरेगी:-

मेसर्स अविकिरण सोलर इंिडया प्राइवेट िलिमटेड ने उपरोक्त योजना के िलए विद्युत अिधिनयम, 2003 की धारा 164 के अंतर्गत प्राधिकार प्राप्त करने की विद्युत मंत्रालय की प्रEिया पूर्ण कर ली है । अब, सावधानीपूर्वक िवचार करने के पJात, कें Kीय विद्युत प्राधिकरण, विद्युत मंत्रालय, भारत सरकार, मेसर्स अविकिरण सोलर इंिडया प्राइवेट िलिमटेड को उपरोक्त शिरोपरि लाइन को लगाने के िलए वे सभी शक्तियां निम्नलिखित निबंधनों एवं शतD के साथ प्रदान करता है, जो टेली3ाफ के उद्देश्य के िलए सरकार द्वारा स्थापित टेली3ाफ लाइनों और खंबों या उनके रख-रखाव के िलए या स्थापित होने वाली टेली3ाफ लाइनों और खंबों या उनके रख-रखाव के िलए भारतीय टेली3ाफ अिधिनयम, 1885 के अंतर्गत टेली3ाफ प्राधिकरण के पास है -
(i) यह अनुमोदन 25 वषD के िलए प्रदान किया जाता है।[भाग III—ख(cid:2)ड 4] भारत का राजपत्र : असाधारण 3 (ii) आवेदक को प्रस्तावित लाइनों की स्थापना से पूर्व संबंिधत प्राधिकारियों अर्थात् स्थानीय निकायों, रेलवे, राष्ट्रीय राजमार्ग, राज्य राजमार्ग आदि की सहमित प्राप्त करनी होगी।
(iii) आवेदक को विद्युत अिधिनयम, 2003 के तहत समुिचत आयोग के द्वारा तैयार किए गए पारेषण, ओ एंड एम, ओपन एक्सेस आदि के विनियमों/संहिताओं का पालन करना होगा।
(iv) आवेदक को "मैसर्स अविकिरन सोलर इंिडया प्राइवेट िलिमटेड के क(cid:28)छ, गुजरात में स्थित 285 मेगावाट विड फाम्र्स के िलए कनेक्टिविटी सिस्टम" पारेषण योजना के तहत िबजली की तारें िबछाने का उत्तरदायित्व सUपा गया है। निर्माण कायD का ब्यौरा दिनांक 13.04.2019 से 19.04.2019 के भारत के राजपत्र में प्रकाशित किया गया है।
(v) आवेदक संबंिधत कें K सरकार के विद्युत निरीक्षक/मुख्य विद्युत निरीक्षक के अनुमोदन के पJात ही लाइनों का प्रचालन करेगा।
(vi) यह अनुमोदन आवेदक द्वारा विद्युत अिधिनयम, 2003 के प्रावधानों और उसके तहत बनाए गए नियमों की अपेक्षाओं का अनुपालन किए जाने के अध्यधीन है।
(vii) मेसर्स ए.एस.आई.पी.एल. को विद्युत निरीक्षण के समय िवमानन एवं रक्षा प्राधिकरणों इत्यादि, से अपेक्षित अनुमित को प्राप्त करने के बाद, इसे कें Kीय विद्युत प्राधिकरण को विद्युत निरीक्षण के समय प्रस्तुत करना होगा।

F. No. CEA-PS-11-23(21)/4/2019-PSPA-I Division.—Whereas M/s. Avikiran Solar India Private Limited (ASIPL), the applicant with its registered office at S-2, Manish Chamber, LSC, Mayur Vihar Phase-II, New Delhi–110091, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of electric lines under the transmission scheme "Connectivity system of M/s. Avikiran Solar India Private Limited for its 285 MW wind farms in Kutch, Gujarat".
And whereas, CEA, Ministry of Power, Government of India vide its letter No. CEA-PS-11- 23(20)/1/2018-PSPA-I Division-Part(2) dated 18.02.2019 had granted prior approval under section 68(1) of the Electricity Act, 2003 to M/s. Avikiran Solar India Private Limited for the transmission scheme "Connectivity system of M/s. Avikiran Solar India Private Limited for its 285 MW wind farms in Kutch, Gujarat".
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme "Connectivity system of M/s Avikiran Solar India Private Limited for its 285 MW wind farms in Kutch, Gujarat" with the following scope of work:
i. ASIPL Pooling Station – Bhuj PS 220 kV S/c line (with minimum capacity of 300 MW) *Line length is approx. 82 km, which would be implemented in 4 sections from ASIPL Pooling Station to Bhuj PS:
(a) Section-1: 48 km. D/c line on D/c tower (both circuits would be strung and bunched at both4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] ends) by ASIPL.
(b) Section-2: 4 km. S/c line on M/c (Four circuits) towers by ASIPL.
(c) Section-3: 26 km. S/c line would be strung on M/c towers of M/s. Green Infra Wind Energy Limited (GIWEL).
(d) Section-4: 2 km. S/c line would be strung on M/c towers of M/s Renew Wind (AP2) Private Limited (Renew). In addition, M/s. ASIPL will implement approx. 2 km S/c line on D/c towers in between multi circuit sections of M/s. GIWEL and M/s. Renew.
The overhead line covered under the above scheme will pass through, over, around and between the following villages, towns and cities:

M/s. Avikiran Solar India Private Limited (ASIPL) had complied with the MoP's procedure for obtaining the authorization under section 164 of Electricity Act, 2003 for the above scheme. Now, after careful consideration, Central Electricity Authority, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s. Avikiran Solar India Private Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned lines, namely:
(i) The approval is granted for 25 years;
(ii) The Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways, National Highways, State Highways etc. before erection of proposed lines;
(iii) The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003.
(iv) The Applicant has been entrusted with the responsibility for laying of electric lines under the transmission scheme "Connectivity system of M/s. Avikiran Solar India Private Limited for its 285 MW wind farms in Kutch, Gujarat". The details of the works are published in the Gazette of India dated 13th April – 19th April, 2019.
(v) The Applicant shall operate the lines after approval of Electrical Inspector/Chief Electrical Inspector of Central Government.
[भाग III—ख(cid:2)ड 4] भारत का राजपत्र : असाधारण 5(vi) The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant.
(vii) M/s ASIPL shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defence etc., at the time of Electrical Inspection.
