—विदेश व्यापार नीति (एफटीपी) 2015-2020 के पैरा 1.02 और 2.01 के साथ पठित यथा संशोधित विदेश व्यापार (विकास एवं विनियमन) अधिनियम 1992 (वर्ष 1992 की सं. 22) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्र सरकार एतद्द्वारा वर्ष 2021-22, 2022-23 और 2023-24 की अवधि के दौरान भारत सरकार और मालदीव सरकार के बीच द्विपक्षीय व्यापार समझौता के तहत मालदीव गणराज्य को निर्यात करने हेतु अंडे, आलू, प्याज, चावल, गेंहू का आटा, चीनी, दाल, स्टोन एग्रीगेट्स और रिवर सैंड की निम्नलिखित मात्राओं को अनुमति प्रदान करती हैः

2. वर्ष 2021-22, 2022-23 और 2023-24 की अवधि के दौरान मालदीव गणराज्य को उपर्युक्त मदों के निर्यात को किसी वर्तमान या भावी प्रतिबंध/निषेध से छूट प्राप्त होगी।
3. रिवर सैंड और स्टोन एग्रीगेट्स की उपरोक्त मात्रा के निर्यात के लिए कैपेक्सिल यह भी सुनिश्चित करेगा कि आपूर्तिकर्ताओं/एक्सटे्रक्टर्स ने उपयुक्त मंजूरी प्राप्त कर ली है और तटीय विनियमन जोन क्षेत्र में रेत का खनन नहीं किया गया है, जो तटीय विनियमन जोन अधिसूचना के तहत निषिद्ध है।
4. उपर्युक्त के अलावा, रिवर सैंड और स्टोन एग्रीेगेट्स के निर्यात की अनुमति निर्यातक द्वारा संबधित राज्य सरकारों, जहां से रिवर सैंड प्राप्त की जाती हैं के नामित नोडल प्राधिकारी से आवश्यक पर्यावरणीय मंजूरी/अनापत्ति प्रमाणपत्र प्राप्त करने के अधीन होगी। यह अनुमति 'रिवर सैंड' और 'स्टोन एग्रीगेट्स' के खनन से संबंधित किसी भी राज्य विधायन/न्यायिक आदेशों के भी अधीन होगी।
वर्ष 2021-22, 2022-23 और 2023-24 की अवधि के दौरान भारत सरकार और मालदीव सरकार के बीच द्विपक्षीय व्यापार समझौता के तहत मालदीव गणराज्य को अंडे, आलू, प्याज, चावल, गेंहू का आटा, चीनी, दाल, स्टोन एग्रीगेट्स और रिवर सैंड के निर्यात की अनुमति उपर्युक्त पैरा 1 में दी गई तालिका में इंगित मात्रा के अनुसार प्रदान की गई है। मालदीव गणराज्य को उपर्युक्त मदों के निर्यात को निर्यात संबंधी किसी वर्तमान या भावी प्रतिबंध/निषेध से छूट प्राप्त होगी।

NOTIFICATION

Subject: Supply of essential commodities to the Republic of Maldives during Year 2021-22 to 2023-24
S.O. 2803(E).—In exercise of the powers conferred by Section 3 of the Foreign Trade (Development & Regulation) Act, 1992 (No. 22 of 1992), as amended, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2015-2020, the Central Government hereby allows the following quantities of Eggs, Potatoes, Onions, Rice, Wheat Flour, Sugar, Dal, Stone Aggregates and River Sand for export to the Republic of Maldives under bilateral trade agreement between Government of India and Government of Maldives during the period 2021-22, 2022-23 and 2023-24:

2. Export of the above items shall be exempted from any existing or future restriction/prohibition during the period 2021-22, 2022-23 and 2023-24 to the Republic of Maldives.
3. For the export of above quantity of River Sand and Stone Aggregates, CAPEXIL shall ensure that the suppliers/extractors have obtained appropriate clearances and mining of the sand is not undertaken in the Coastal Regulation Zone Area, which is prohibited under the Coastal Regulation Zone notification.
4. In addition to above, export of River Sand and Stone Aggregates will be allowed subject to the exporter obtaining necessary environmental clearances/No Objection Certificate from the designated nodal authority of respective State Governments from where the River Sand is obtained. This permission will also be subject to any State legislation/judicial orders relating to mining of 'River Sand' and 'Stone Aggregates'.
5. Effect of this notification:
Export of Eggs, Potatoes, Onions, Rice, Wheat Flour, Sugar, Dal, Stone Aggregates and River Sand has been permitted to the Republic of Maldives under bilateral trade agreement between Government of India and Government of Maldives during the period 2021-22, 2022-23 and 2023-24 as per the quantities indicated in the Table at Para 1 above. The export of above items to Republic of Maldives will be exempted from any existing or future restriction/prohibition.
