का.आ. 3140(अ).—यत: के न्र सरकार ने अनुसूची में सम्मिलित छः उत्पादों हेतु दिनांक 5 सितम्बर, 2017 के का.आ. 2920 (अ) के तहत "सौर प्रकाशवोल्टीय, प्रणालियां, उपकरण और घटक वस्तुएं (अनिवार्य पंजीकरण की आवश्यकता) आदेश, 2017" जारी किया था, जिसके प्रभावी होने की तारीख 5 सितम्बर, 2018 थी और इसे दिनांक 12 अक्तू बर, 2018 को भारत के राजपत्र में प्रकाशित का.आ. 5259 (अ) के तहत संशोधित किया गया था। और यत:
दिनांक 25 जनवरी, 2021 को भारत के राजपत्र में प्रकाशित का.आ. 365 (अ) के तहत एसपीवी इन्वर्टरों (मद 4-5) के लिए स्व प्रमाणन को 30 जून, 2021 तक बढ़ाया गया था।
2. और यत: कोविड-19 की बाधा के कारण आई कठिनाइयों और सीमित परीक्षण सुविधाओं की उपलब्धता के संबंध में प्राप्त अभ्यावेदनों और अनुपालन के लिए अधिक समय की मांग को ध्यान में रखते हुए, एसपीवी इन्वर्टरों (मद 4-5) के स्व-प्रमाणन को इस शर्त के अध्यधीन दिनांक 30 जून, 2021 से 31 दिसम्बर, 2021 तक बढ़ाया गया माना जाता है कि ऐसे विनिर्माताओं के पास इन मदों के लिए उक्त आदेश में विनिर्दिष्ट आईएस [मद सं. 4 के लिए आईएस 16221 (भाग 2):
2015/आईईसी 62109-2:2011 और मद सं. 5 के लिए आईएस 16169: 2014/आईईसी 62116: 2008] के अनुरूप वैध आईईसी प्रमाण-पत्र हो और अन्तर्राष्ट्रीय परीक्षण प्रयोगशालाओं से परीक्षण रिपोटें हो, ताकि आदेशों का सुचारू कार्यान्वयन हो सके । 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF NEW AND RENEWABLE ENERGY NOTIFICATION

S.O. 3140(E).—Whereas the Central Government had issued "Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017"vide S.O 2920 (E) dated 5.9.2017 for six products included in the Schedule with the date of coming into force with effect from 5.9.2018 and the same was modified vide S.O. 5259 (E) published in Gazette of India dated 12.10.2018. And whereas, self- certification for SPV inverters (items 4-5) was extended up to 30.6.2021 vide S.O. 365(E) published in Gazette of India dated 25.01.2021.
2. And whereas, in view of representations received regarding the difficulties due to COVID-19 disruption and availability of limited test facilities and seeking more time for compliance, the self-certification for SPV inverters (items 4-5) stands extended from 30.6.2021 to 31.12.2021 subject to the condition that such manufacturers have valid IEC certificates corresponding to IS [IS 16221(Part 2):2015/IEC 62109-2:2011 for item No 4 and IS 16169:2014/IEC 62116:2008 for item No. 5] specified in the said order for these items and test reports from international test labs, for smooth implementation of the order.
