का.आ. 2210(अ).—के न्द्रीय सरकार, ऊर्जा संरक्षण अधिनियम, 2001 (2001 का 52) की धारा 14 के खंड (क) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, ऊर्जा दक्षता ब्यूरो के परामर्श से, बिजली के छत के पंखों के लिए निम्नलिखित ऊर्जा खपत मानकों को निदिष्ट करती है, अर्थात्:-

1. आईएस 374 के अधीन आने वाले इंडक्शन मोटरों और सभी स्टैंडर्ड स्वीप आकार की बिनाब्रश वाली इलेक्ट्रिक मोटरों द्वारा संचालित प्रत्येक बिजली के छत के पंखे जो 250वोल्ट, 50 हट्र्ज तक सिगल फे ज अल्टरनेटिग करंट सप्लाई से चलते हैं,और जिन्हें भारत में निमित किया जा रहा है, व्यावसायिक रूप से खरीदा, आयात किया या बेचा जाता है-

(क) भारतीय मानक 374 के खंड 9 में विनिदिष्ट सुरक्षा आवश्यकताओं और भारतीय मानक 302 के खंड 8 से 32 के संदर्भ में संशोधन (भाग 2/धारा 80);

(ख) भारतीय मानक 374 में विनिदिष्ट सभी प्रदर्शन आवश्यकताओं को पूरा करना;

(ग) या तो भारतीय मानक ब्यूरो प्रमाणन चिह्न या निर्माता आईएस/आईएसओ 9000 या उससे ऊपर के अनुसार प्रमाणित है।

2. (1) परिभाषाएं: इस अधिसूचना में, जब तक कि संदर्भ में अन्यथा अपेक्षित न हो,-

(क) "एयर डिलीवरी" से निदिष्ट शर्तों के अधीन एक निश्चित समय में वितरित हवा की मात्रा अभिप्रेत है। इसे घन मीटर प्रति मिनट में व्यक्त किया जाता है;

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ख) "छत का पंखा" से एक प्रोपेलर-ब्लेड वाला पंखा अभिप्रेत है, जिसमें दो या दो से अधिक ब्लेड होते हैं, जो एक इलेक्ट्रिक मोटर द्वारा चलते हैं और इसमें एक कमरे की छत से सस्पेंशन के लिए एक उपकरण लगा होता है ताकि ब्लेड होरिजोनटल प्लेन में घूमें;

(ग) "रेटेड एयर डिलीवरी" निर्माता द्वारा निर्धारित पंखे की एयर डिलीवरी है;

(घ) "रेटेड पावर इनपुट" निर्माता द्वारा पंखे के लिए निर्धारित बिजली इनपुट है जो उस पर अंकित होती है और इसे वाट में व्यक्त किया जाता है;

(ड.) "सेवा मूल्य" से परीक्षण के लिए निदिष्ट वोल्टेज और फ्रिक् वेंसी पर वाट में पंखे को विद्युत शक्ति इनपुट द्वारा विभाजित प्रति मिनट घन मीटर हवा की डिलीवरी अभिप्रेत है।

(2) यहां प्रयुक्त और गैर-परिभाषित, लेकिन भारतीय मानक 302 (भाग 2/धारा 80) में परिभाषित शब्दों और अभिव्यक्तियों का अर्थ वही होगा जो क्रमशः उन मानकों और भारतीय मानक 374 में दिया जाएगा। 3. स्टार रेटिग या स्टार लेबल प्लान - (1) प्रत्येक बिजली के छत के पंखे पर लगाया जाने वाला लेबल एक स्टार के अंतराल के साथ अधिकतम पांच स्टार प्रदशित करेगा, और पंखे को इसके प्रदर्शन के लिए इसके सेवा मूल्य के आधार पर एक स्टार से पांच स्टार तक रेट किया जाएगा।

(2) प्रत्येक बिजली के छत का पंखा ऊर्जा खपत मानकों को दर्शाएगा जो पैरा 1 के खंड (क) में निर्धारित प्रदर्शन आवश्यकताओं को पूरा करते हैं।

(3) बिजली के छत के पंखे का स्टार लेबल निम्नलिखित सारणीओं में निदिष्ट अनुसार निर्धारित किया जाएगा, अर्थात्:-

(क) 1200 मि.मी. से कम के स्वीप आकार के छत के पंखे के लिए, स्टार लेबल सारणी 3.1 का उपयोग करके निर्धारित किया जाएगा:

(ख) 1200 मि.मी. से अधिक या उसके बराबर स्वीप आकार के छत के पंखे के लिए, स्टार लेबल सारणी 3.2 का उपयोग करके निर्धारित किया जाएगा:

3 (4) सारणी 3.1 और सारणी 3.2 के अधीनविनिदिष्ट अवधि की समाप्ति से पहले स्टार लेबल की योजना की समीक्षा की जाएगी और उसके बाद, हर दो साल में स्टार लेबल की योजना की समीक्षा की जाएगी।

4. परीक्षण और सहनीयता- (1) स्टार लेबल के निर्धारण के उद्देश्य से, छत के पंखे का परीक्षण सारणी 4.1 में दिए गए मानकों के अनुसार किया जाएगा, अर्थात्:-

(2) आईएस 374:2019, यदि कोई हो, के खंड 18 के अनुसार नमूनों की संख्या दो होगी।

(3) स्टार रेटिग लेबल के लिए कोई नकारात्मक सहनीयता नहीं होगी।

(4) निर्माता द्वारा स्टार रेटिग तय करते समय विनिर्माण सहनीयता और अन्य विविधताओं के कार्यक्षेत्र का निर्धारण निम्नलिखित बिदुओं को ध्यान में रखते हुए किया जाएगा, -

(क) बिजली की खपत (वाट), वायु डिलीवरी (घन मीटर/मिनट), सेवा मूल्य (घन मीटर/मिनट/डब्ल्यू) के मूल्यों को एक दशमलव स्थान तक निकटतम पूर्ण संख्या में पूर्णांकित किया जाएगा;

(ख) भारतीय मानक 2:1960 के अनुसार सभी मूल्यों को संबंधित महत्वपूर्ण अंकों में पूर्णांकित किया जाएगा। (5) पावर फै क्टर और पंखे की गति के लिए सहनीयता सीमा आईएस 374:2019 के खंड 15.2 के अनुसार होगी और बिजली इनपुट पर सहनीयता आईएस 302-2-80 के खंड 10.1 के अनुसार होगी।

5. परीक्षण रिपोर्ट - परीक्षण किए गए नमूने के परिणाम अनुबंध क में दिए गए निर्धारित प्रारूप में रिपोर्ट किए जाएंगे।

NOTIFICATION

New Delhi, the 12th May, 2022

S.O. 2210(E).—In exercise of the powers conferred by clause (a) of section 14 of the Energy Conservation Act, 2001 (52 of 2001), the Central Government in consultation with the Bureau of Energy Efficiency, hereby specifies the following energy consumption standards for electric ceiling type fans, namely:-

1. Every electric ceiling type fans operated by induction motors and Brushless Electric Motors of all the standard sweep sizes covered under the scope of IS 374 that work on single phase alternating current supply up to and including 250V, 50Hz, being manufactured, commercially purchased, imported or sold in India shall- [भाग II—खण्ड 3(ii)] भारत का राजपत्र : असाधारण

5 (a). meet the safety requirements specified in clause 9of Indian Standard 374 and amendments referring to clauses 8 to 32 of the Indian Standard 302 (Part 2/Sec 80);

(b). meet all the performance requirements as specified in Indian Standard 374;

(c). either carry Bureau of India Standards certification mark or the manufacturer is certified as per IS/ISO 9000 or above.

2. (1) Definitions: In this notification, unless the context otherwise requires,-

(a) ―air delivery‖ is the quantity of air delivered in a given time under specified conditions. It is expressed in cubic meters per minute;

(b) ―ceiling type fan‖ means a propeller-bladed fan, having two or more blades, driven by an electric motor and provided with a device for suspension from the ceiling of a room so that blades rotate in a horizontal plane;

(c) ―rated air delivery‖ is the air delivery of the fan assigned by the manufacturer;

(d) ―rated power input‖ is the power input assigned to the fan by the manufacturer and marked on it and it is expressed in Watts;

(e) ―service value‖ means the air delivery in cubic meters per minute divided by the electrical power input to the fan in watts at the voltage and frequency specified for the test.

(2) Words and expressions used herein and not defined, but defined in the Indian Standard 302 (Part 2/Sec 80) and Indian Standard 374 shall have meaning respectively assigned to them in those Standards.

3. Star rating or star level plan.- (1) The label to be affixed on each electric ceiling type fan shall display a maximum of five stars with an interval of one star, and the fan shall be rated for its performance from star one to star five based on its service value.

(2) Every electric ceiling type fan shall refer to energy consumption standards which meet the performance requirements as laid down in clause (a) of paragraph 1.

(3) The star level of the electric ceiling type fan shall be determined as specified in the following Tables, namely:-

(a) For ceiling fans of sweep size less than 1200 mm, the star level shall be determined using Table 3.1:

(b) For ceiling fans of sweep size greater than or equal to 1200 mm, the star level shall be determined using Table 3.2:

(4) The star level plan shall be reviewed before the expiry of the period specified under Table 3.1 and Table 3.2 and thereafter, the star level plan shall be reviewed every two years.

4. Testing and tolerance.- (1) For the purpose of determining the star level, the ceiling type fans shall be tested as per the standards given in Table 4.1 shall be used, namely:-

(2) The number of samples shall be two as per clause 18 of IS374:2019, if any.

(3) There shall be no negative tolerance for the star rating levels.

(4) The scope for manufacturing tolerance and other variations shall be accounted by the manufacturer while determining the star rating keeping in view the following points for rounding off,-

(a) the values of power consumption (Watts), air delivery (cu m/min), service value (cu m/min/W) shall be rounded off to nearest whole number upto one decimal places;

(b) all the values shall be rounded off to respective significant figures, as per Indian Standard 2:1960.

(5) The tolerance limits for power factor and fan speed shall be as per clauses 15.2 of IS 374 : 2019 and the tolerance on power input shall be as per clause 10.1 of IS 302-2-80.

7 5. Test report. –The results of the sample tested shall be reported on the prescribed format given in Annexure A.

का.आ. 2211(अ).—के न्द्रीय सरकार, ऊर्जा संरक्षण अधिनियम, 2001 (2001 का 52) की धारा 14 के खंड (ख) और (घ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, ऊर्जा दक्षता ब्यूरो के परामर्श से एतद्द्वारा 900 मि.मी., 1050 मि.मी., 1200 मि.मी.,1400 मि.मी. और 1500 मि.मी. के के वल मानक स्वीप आकार वाले घरेलू समान प्रयोजनों के लिए 250 वोल्ट, 50 हट्र्ज तक के बिजली के छत के पंखों को विनिदिष्ट करती है और यह निदेश देती है कि ऐसे किसी भी उपकरण या उपकरणों का वर्ग जिसे निमित या बेचा या खरीदा जा रहा है या बिक्री के लिए आयात किया जाता है, के लेबल पर विवरण इस तरह से प्रदशित किया जाएगा जैसा कि ऊर्जा दक्षता ब्यूरो (बिजली के छत के पंखों के लेबल पर उनके प्रदर्शन का विवरण और पद्धति) विनियम, 2022 में विनिदिष्ट है।

S.O. 2211(E).—In exercise of the powers conferred by clauses (b) and (d) of section 14 of the Energy Conservation Act, 2001 (52 of 2001), the Central Government in consultation with the Bureau of Energy Efficiency, hereby specifies the electric ceiling type fans up to and including 250 V, 50 Hz for household similar purposes with only standard sweep sizes of 900 mm, 1050 mm, 1200 mm, 1400 mm and 1500 mm and direct that any such appliances or class of appliances being manufactured or sold or purchased or imported for sale shall display particulars on labels in such manner as specified in the Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Electric Ceiling Type Fans) Regulations, 2022.
