फा. सं.- ई-14011/1/2020/भा.भू.प.प्रा.—भारतीय भूमि पत्तन प्राधिकरण, के न्रीय सरकार के पूर्व अनुमोदन से भारतीय भूमि पत्तन प्राधिकरण अधिनियम, 2010 (2010 का 31) की धारा 10 के साथ पठित धारा 35 की उपधारा (2) के खंड (ख) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय भूमि पत्तन प्राधिकरण (अधिकारी और अन्य कर्मचारी) भर्ती विनियम, 2016 में और संशोधन करने हेतु निम्नलिखित विनियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारम्भ - (1) इन विनियमों का संक्षिप्त नाम भारतीय भूमि पत्तन प्राधिकरण (अधिकारी और अन्य कर्मचारी) भर्ती (संशोधन) विनियम, 2022 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवत्त होंगे।

2. भारतीय भूमि पत्तन प्राधिकरण (अधिकारी और अन्य कर्मचारी) भर्ती विनियम, 2016 (जिसे इसके पश्चात् उक्त विनियम कहा जाएगा), विनियम 2 में, शब्दों 'वेतन बैंड तथा ग्रेड वेतन अथवा वेतनमान', जहां कहीं भी आएं, के स्थान पर शब्द "वेतन मैट्रिक्स में वेतन स्तर" रखे जाएंगे।

3. उक्त विनियमों की अनुसूची में-

(क) स्तंभ (4) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी; अर्थात्-

"वेतन मैट्रिक्स में वेतन स्तर";

(ख) सचिव के पद से संबंधित क्रम संख्या 1 के सामने-

(iii) जिन्होंने वेतन स्तर 13 क या समतुल्य वेतन स्तर में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में दो वर्ष नियमित सेवा की हो; और

(ख) जो कें रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या सांविधिक निकाय या स्वायत्त निकाय में प्रशासन, नीति, मानव संसाधन विकास, सतर्क ता, सुरक्षा तथा विधिक मामलों के क्षेत्र में दो वर्ष का अनुभव रखते हों। टिप्पण 1- प्रतिनियुक्ति की अवधि जिसके अधीन के न्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या सांविधिक निकाय या स्वायत्त निकाय के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति के ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया पांच वर्ष की आरंभिक अवधि होगी।

टिप्पण 2- प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 58 वर्ष से अधिक नहीं होगी।

(ग) निदेशक (तकनीकी) पद से संबंधित क्रम संख्या 2 के सामने-

(i) स्तंभ (4) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी अर्थात्-

(ख) जो के न्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या सांविधिक निकाय या स्वायत्त निकाय में सिविल कार्य या समतुल्य, योजना, निष्पादन, कार्यान्वयन पर कार्य करने का और सन्निर्माण क्रियाकलापों की मॉनिटररंग करने का तीन वर्ष का अनुभव रखते हों।3 [भाग IIIखण्ड ⁴] भारत का राजपत्र : असाधारण टिप्पण 1- प्रतिनियुक्ति की अवधि जिसके अधीन के न्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या सांविधिक निकाय या स्वायत्त निकाय में उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति के ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया पांच वर्ष की आरंभिक अवधि है और इसे ये उधारदाता संगठन के अनुमोदन के अध्यधीन र्वार्षक आधार पर सात वर्ष तक बढ़ाया जा सकता है।

(ख) जो के न्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या सांविधिक निकाय या स्वायत्त निकाय में नीति, योजना और विकास, प्रशासन, मानव संसाधन विकास, वित्त, सतर्क ता, न्यायालय के मामलों, संचार संबंधित मामलों के क्षेत्र में पांच वर्ष का अनुभव रखते हों।

(ख) जो कें रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या सांविधिक निकाय या स्वायत निकाय में सिविल या इलैक्ट्रिकल इंजीनियरी में कार्य करने का और सन्निर्माण कार्यकलापों की मॉनिटररंग करने का चार वर्ष का अनुभव रखते हों।

No. E-14011/1/2020/LPAI.—In exercise of the powers conferred by clause (b) of sub-section (2) of section 35 read with section 10 of the Land Ports Authority of India Act, 2010 (31 of 2010), the Land Ports Authority of India, with the previous approval of the Central Government, hereby makes the following regulations further to amend the Land Ports Authority of India (Officers and Other Employees) Recruitment Regulations, 2016, namely:-

1. Short title and commencement. – (1) These regulations may be called the Land Ports Authority of India (Officers and Other Employees) Recruitment (Amendment) Regulations, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Land Ports Authority of India (Officers and Other Employees) Recruitment Regulations, 2016 (hereinafter referred to as the said regulations), in regulation 2, for the words "pay band and grade pay or pay scale", wherever they occur, the words "pay level in pay matrix" shall be substituted.

3. In the Schedule to the said regulations,—

(a) in column (4), for the entries, the following entries shall be substituted, namely,—

The remuneration shall be paid as per extant rules and regulations of the Central Government on the subject.";
