सा.का.नि. 886(अ).—कें द्रीय सरकार, आपदा प्रबंधन अधिनियम, 2005 (2005 का 53) की धारा 75 के साथ पठित धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रीय आपदा प्रबंधन प्राधिकरण (वित्तीय सलाहकार) भर्ती नियम, 2008, में और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. –
(1) इन नियमों को राष्ट्रीय आपदा प्रबंधन प्राधिकरण (वित्तीय सलाहकार) भर्ती (संशोधन) नियम, 2022 कहा जाएगा।
(2) ये राजपत्र में उनके प्रकाशन तारीख से प्रवृत्त होंगे।
2. राष्ट्रीय आपदा प्रबंधन प्राधिकरण (वित्तीय सलाहकार) भर्ती नियम, 2008 में, नोट 2 में, अनुसूची के स्तंभ (11) में, "56" अंकों के स्थान पर, "अठावन" शब्द रखा जाएगा।

G.S.R. 886(E).—In exercise of the powers conferred by section 5 read with section 75 of the Disaster Management Act, 2005 (53 of 2005), the Central Government hereby makes the following rules further to amend the National Disaster Management Authority (Financial Advisor) Recruitment Rules, 2008, namely:-
1. Short title and commencement. –
(1) These rules may be called the National Disaster Management Authority (Financial Advisor) Recruitment (Amendment) Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Disaster Management Authority (Financial Advisor) Recruitment Rules, 2008, in the Schedule in column (11), in Note 2, for the figures "56", the word, "fifty-eight" shall be substituted.

सा.का.नि. 887(अ).—कें द्रीय सरकार, आपदा प्रबंधन अधिनियम, 2005 (2005 का 53) की धारा 75 के साथ पठित धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रीय आपदा प्रबंधन प्राधिकरण (समूह 'क' पद) भर्ती नियम, 2009 में और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. –

(क) सलाहकार (प्रचालन और संचार) के पद से संबंधित क्रम संख्या 1 के सामने, स्तंभ (11) में, "नोट 2" में, शब्द "छप्पन" के स्थान पर, शब्द, "अठावन" रखा जाएगा।
(ख) क्रम संख्या 10 और उससे संबंधित प्रविष्टियों के लिए, कॉलम (1) से (13) में, निम्नलिखित क्रम संख्या और प्रविष्टियों को रखा जाएगा, अर्थात्: -

| प्रतिनियुक्ति (अल्पकालिक संविदा सहित) क ें द्रीय सरकार या राज्य सरकार या संघ राज् य क्ष त्र प्रशासन या विश्वविद्यालय या सार्वजनिक े क्षेत्र के उपक्रम या मान्यता प्राप्त अकादमिक अनुसंधान या प्रशिक्षण संस्थान, और अर्ध- सरकारी या कानूनी या स्वायत्त निकाय या स्थानीय निकाय के ऐसे अधिकारियों में से: (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; अथवा (ii) जिंहोने मूल काडर या विभाग में वेतन मैट्रिक्स में लेवल 9 (53,000-1,67,800 रुपये) या समतुल्य में उस पद पर नियुक्ति के पशचात, नियमित आधार पर, उस श्रेणी में पांच वर्ष सेवा की हो; (क) शैक्षणिक अर्हताएं: - (i) आवश्यक: किसी मान्यता प्राप्त विश्वविद्यालय से सामाजिक विज्ञान या फिजिकल साइंस में स् नातकोत् तर या इ ंजीनियरिंग में स्नातक। (ii) वांछनीय: क) सामाजिक विज्ञान या फिजिकल साइंस में डॉक्टरेट; ख) आपदा प्रबंधन में डिग्री या संबंधित क्षेत्रों में एडवांस डिग्री को वरीयता दी जाएगी। (ख) वांछनीय अनुभव: - (i) किसी मान्यता प्राप्त संस्थान से आपदा प्रबंधन या संबंधित क्षेत्रों जैसे जल संरक्षण, पर्यावरण प्रबंधन, वानिकी, शहरी नियोजन और स ंरचनात्मक इंजीनियरिंग में अनुभव; तथा (ii) सरकार के तैयारी/कार्रवाई/रिकवरी/प्रशमन या समुदाय आधारित आपदा प्रबंधन कार्यक्रम में कार्य। नोट 1: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत क ें द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर से बाहर के पद पर प्रतिनियुक्ति की अवधि है, सात वर्ष से अधिक नहीं होनी चाहिए। | नोट 1: भर्ती चयन समिति (चयन पर विचार करने क े लिए), जिनमें निम्नलिखित होंगे, की सिफारिश पर सक्षम प्राधिकारी के अनुमोदन से की जाएगी:- 1. सचिव या विशेष सचिव, राष्ट्रीय आपदा प्रबंधन प्राधिकरण - अध्यक्ष; 2. सलाहकार, राष्ट्रीय आपदा प्रबंधन प्राधिकरण जो राष्ट्रीय आपदा प्रबंधन प्राधिकरण के उपाध् यक्ष द्वारा नामित किया जाए - सदस्य; 3. संयुक्त सचिव (आपदा प्रबंधन प्रभाग), गृह मंत्रालय - सदस्य; 4. संयुक्त सचिव (प्रशासन एवं समन्वय), राष्ट्रीय आपदा प्रबंधन प्राधिकरण -सदस्य नोट 2: चयन समिति अभ् यर्थी से व्यक्तिगत साक्षात्कार, अभ् यर्थी की शैक्षिक अर्हताओं का अनुभव तथा उसके कं प्यूटर संबंधी ज्ञान, उसके स ेवा अभिलेख (जहां लागू को) और साक्षात्कार में उसके प्रदर्शन को समिति द्वारा निर्धारित किया जाए, के आधार पर सिफारिश करेगी। नोट 3: जब प्राप्त आवेदनों की संख्या अधिक हो तो चयन समिति, समिति द्वारा तय किए जाने वाले मानदंडों के आधार पर, साक्षात्कार के लिए बुलाए जाने वाले अभ् यर्थी को शॉर्टलिस्ट करने का अधिकार आरक्षित रखती है। नोट 4: समिति द्वारा की गई सिफारिश को अनुमोदन के लिए सक्षम प्राधिकारी के समक्ष रखा जाएगा। | लागू नहीं होता | NaN |

(1) Short title and commencement: - These rules may be called the National Disaster Management Authority (Group 'A' Posts) Recruitment (Amendment) Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Disaster Management Authority (Group 'A' Posts) Recruitment Rules, 2009, in the Schedule,—
(a) against serial number 1 relating to the post of Advisor (Operations and Communications), in Column (11), in "Note 2", for the word "fifty-six", the words, "fifty-eight" shall be substituted.
(b) for serial number 10 and the entries relating thereto, in column (1) to (13), the following serial number and entries shall be substituted, namely: -

| (i) holding analogous post on the regular basis in the parent cadre or department; or (ii) with five years' regular service in the grade rendered after appointment thereto on regular basis in level 9 (Rs. 53,000- 1,67,800) in the pay matrix or equivalent in the parent cadre or department; (A) Educational Qualification: - (i) Essential: Masters in Social Science or Physical Sciences or Bachelor of Engineering from a recognized university. (ii) Desirable: a) Doctor of Philosophy in Social Science or Physical Science; b) Degree in Disaster Management or Advanced Degree in related areas shall be given preference. (B) Desirable Experience: - (i) Experience in disaster management or related areas such as water conservation, environmental management, forestry, urban planning and structural engineering from a recognized institute; and (ii) Work in government preparedness/ response/ recovery/ mitigation or community based disaster management programme. Note 1: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall not exceed seven years. Note 2: The maximum age-limit for appointment by deputation (including short-term contract) and deputation on absorption basis shall not exceed fifty-six years of age on the closing date for the receipt of applications. | 2. Advisor, National Disaster Management Authority nominated by Vice Chairman, National Disaster Management Authority -Member; 3. Joint Secretary (Disaster Management Division), Ministry of Home Affairs -Member; 4. Joint Secretary (Administration and Coordination), National Disaster Management Authority -Member. Note 2 : The Selection Committee shall make its recommendation on the basis of personal interview with the candidate, giving appropriate weightage, as may be determined by the Committee, to the educational qualification, experience and Computer Knowledge of the candidate, his service record (wherever applicable) as well as his performance in the interview. Note 3 : Where the number of applications received is large, the Selection committee reserves the right to shortlist the candidate to be called for interview, based on the criteria to be decided by the Committee. Note 4: The recommendation made by the Committee shall be put up to the competent authority for approval. |
