No. A.12018/1/2022-RIPANS(Vol-VI)/82.—संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और स्वास्थ्य एवं परिवार कल्याण मंत्रालय, सरकार द्वारा अनुमोदित रीजनल इंस्टीट्यूट ऑफ पैरामेडिकल एंड नसिग साइंसेज, आइजोल में समूह 'ए' संकाय पदों के भर्ती नियमों के अधिक्रमण में भारत सरकार के पत्र F.No.U.12025/56/2014-NE (Vol.II) दिनांक 22.01.2020 के तहत, इस तरह के अधिक्रमण से पहले किए गए या छोड़े गए कार्यों को छोड़कर, राष्ट्रपति एतद्द्वारा स्वास्थ्य और परिवार कल्याण मंत्रालय, भारत सरकार के तहत स्वायत्त संस्थान, रीजनल इंस्टीट्यूट ऑफ पैरामेडिकल एंड नसिग साइंसेज, आइजोल में नसिग, फार्मेसी, चिकित्सा प्रयोगशाला प्रौद्योगिकी, रेडियो इमेजिग प्रौद्योगिकी और ऑप्टोमेट्री में आचार्य, सह आचार्य और सहायक आचार्य के पद की भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, यथा: -
1. लघु शीर्षक एवं प्रवर्तन:-
1.1. इन विनियमों को ग्रुप 'ए' संकाय पद (आचार्य, सह आचार्य और सहायक आचार्य), रीजनल इंस्टीट्यूट ऑफ पैरामेडिकल एंड नसिग साइंसेज, आइजोल, मिजोरम, 2022 के भर्ती नियम कहा जाएगा
1.2. यह विनियम राजपत्र में अधिसूचित किए जाने की तिथि से लागू होंगे।
2. पे-मैट्रिक्स में पदों की संख्या, वर्गीकरण और स्तर:-
पदों की संख्या, उसका वर्गीकरण और उससे जुड़े पे-मैट्रिक्स में स्तर अनुसूची I में निहित संबंधित पदों में निदिष्ट होगा। ग्रुप 'ए' के रूप में पदों का वर्गीकरण कें द्र सरकार के वेतन स्तर में समान श्रेणियों के अनुरूप होगा। 8472 GI/2022

3.1 सभी पदों के लिए न्यूनतम शैक्षणिक योग्यता अनुसूची I में निदिष्ट के अनुसार होगी। संबंधित पद के लिए आवश्यक आरआईपीएएनएस के संबंध में संकाय के हित के संबंधित क्षेत्रों में शैक्षिक योग्यता के लिए निदिष्ट अनुशासन, पदों के विज्ञापित होने से पहले अनुसूची I में दिया जाएगा। मान्यता प्राप्त विश्वविद्यालय और नियामक निकायों की शैक्षिक योग्यता, यथास्थिति, के वल स्वीकार किया जाएगा। शैक्षिक योग्यता के संबंध में किसी भी संदेह की स्थिति में, नियुक्ति प्राधिकारी का निर्णय अंतिम और बाध्यकारी होगा।
3.2 सभी पदों के लिए आवश्यक अनुभव अनुसूची I में निदिष्ट अनुसार होगा। पद के लिए अपेक्षित अनुभव निर्धारित करने की निर्णायक तिथि अभ्यर्थी से आवेदन प्राप्त करने की अंतिम तिथि होगी।
3.3 भर्ती पदोन्नति/प्रतिनियुक्ति/सीधी भर्ती द्वारा, यथास्थिति, अनुसूची I में निर्धारित अनुसार की जाएगी। जब कभी पदों को प्रतिनियुक्ति/सीधी भर्ती द्वारा भरा जाना हो, तो पदों का विज्ञापन आरआईपीएएनएस की वेबसाइट और समाचार पत्रों में ऐसे उपयुक्त तरीकों से किया जाएगा जो संस्थान प्राधिकरण उचित समझे। बड़ी संख्या में आवेदन प्राप्त होने की स्थिति में, निदेशक एक स्क्रीनिग कमेटी का गठन कर सकते हैं, जो अभ्यथियों का चयन करेगी। 3.4 सीधी भर्ती के मामले में, पद के लिए नौकरी की आवश्यकता को ध्यान में रखते हुए चयन समिति द्वारा तय किए गए विभिन्न मापदंडों के लिए विशिष्ट अंक देकर चयन पारदर्शी होगा। सक्षम प्राधिकारी द्वारा गठित चयन समिति सभी पात्र अभ्यथियों के साक्षात्कार, जैसा आवश्यक हो, आयोजित करेगी।
3.5 पदधारी के प्रतिनियुक्ति या लंबी बीमारी या अध्ययन अवकाश या अन्य परिस्थितियों में एक वर्ष या उससे अधिक की अवधि के लिए दूर रहने के कारण होने वाली रिक्तियों को प्रतिनियुक्ति/अल्पकालिक अनुबंध पर भरा जा सकता है।
4. सीधी भर्ती हेतु आयु सीमा:-
4.1 प्रत्येक श्रेणी के पद में सीधी भर्ती के लिए अधिकतम आयु सीमा अनुसूची I में निदिष्ट के अनुसार होगी। अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग और अन्य विशेष श्रेणियों के व्यक्तियों आदि के संबंध में अधिकतम आयु सीमा में कें द्र सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार छू ट दी जाएगी।
जब तक भर्ती नियमों में अन्यथा निदिष्ट न हो, कें द्र/राज्य सरकार और कें द्र और राज्य सरकारों के स्वायत्त संस्थानों में सेवारत कमियों के लिए आयु में 5 वर्ष की छू ट की अनुमति होगी।
4.2 आयु सीमा निर्धारित करने की निर्णायक तिथि अभ्यथियों से आवेदन प्राप्त करने की अंतिम तिथि होगी। 5. भर्ती की विधि:
5.1 गैर चयन पदों पर प्रोन्नति पर भर्ती के मामले में, चयन अयोग्यता की अस्वीकृ ति के अधीन वरिष्ठता के आधार पर किया जाएगा। अभ्यर्थी का मूल्यांकन योग्यता के आधार पर वरिष्ठता पर विधिवत गठित जांच समिति द्वारा किया जाएगा। पात्रता की जांच के लिए पिछले पांच वर्षों के एसीआर/एपीएआर पर विचार किया जाएगा। उपयुक्त पाये जाने पर चयन समिति/विभागीय प्रोन्नति समिति में रखने से पहले पैनल की सूची वरिष्ठता तथा एसीआर/एपीएआर के आधार पर तैयार की जायेगी।
5.2 सीधी भर्ती के मामले में, चयनित अभ्यर्थी, कार्यभार ग्रहण करने की तिथि से, प्रारंभ में अनुसूची I में निदिष्ट न्यूनतम अवधि के लिए परिवीक्षा पर होंगे। परिवीक्षा अवधि के अंत में, अभ्यर्थी के प्रदर्शन का मूल्यांकन संस्थान प्राधिकरण द्वारा किया जाएगा ताकि यह तय किया जा सके कि परिवीक्षा अवधि के दौरान अभ्यर्थी का प्रदर्शन संतोषजनक रहा है या अन्यथा। यदि उसका कार्य संतोषजनक पाया जाता है तो परिवीक्षा अवधि पूर्ण होने पर उसकी नियमित नियुक्ति की पुष्टि की जायेगी।
5.3 अनुसूची I में निदिष्ट न्यूनतम योग्यता और अनुभव रखने वाले अभ्यर्थी के अधीन, अन्य कें द्र सरकार/ राज्य सरकार के अभ्यथियों को प्रतिनियुक्ति के आधार पर लिया जा सकता है। प्रतिनियुक्ति की अवधि तीन वर्ष की अवधि के लिए होगी जिसे निदेशक द्वारा ऋण देने वाले विभाग की सहमति से सेवा की अत्यावश्यकता में पांच वर्ष तक बढ़ाया जा सकता है।3 [भाग III—खण्ड 4] भारत का राजपत्र : असाधारण 6. अयोग्यता:-
कोई भी व्यक्ति
(क) जिसने ऐसे व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है जिसका पति या पत्नी जीवित है, या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति के साथ विवाह किया है या अनुबंध किया है, उक्त पदों में से किसी पर नियुक्ति के लिए अपात्र होगा;
बशर्ते कि आरआईपीएएनएस, यदि संतुष्ट हो कि ऐसे व्यक्ति और विवाह के दूसरे पक्ष पर लागू व्यक्तिगत कानून के तहत इस तरह के विवाह की अनुमति है और ऐसा करने के लिए अन्य आधार हैं, तो किसी भी व्यक्ति को इस नियम के संचालन से छू ट दी जा सकती है।
7. व्याख्या:-
जहां इन नियमों के किसी भी प्रावधान की व्याख्या के संबंध में कोई संदेह उत्पन्न होता है, मामला नियुक्ति प्राधिकारी को भेजा जाएगा जिसका निर्णय अंतिम होगा।
8. छू ट देने की शक्ति:-
जहां आरआईपीएएनएस की विधिवत गठित चयन समिति की राय है कि ऐसा करना आवश्यक या समीचीन है, यह लिखित रूप में दर्ज किए जाने वाले कारणों से हो सकता है, अनुसूची I में उल्लिखित किसी भी वर्ग या श्रेणी के पदों के संबंध में इन नियमों के किसी भी प्रावधान में छू ट दें। यह नियुक्ति प्राधिकारी की स्वीकृ ति के अधीन होगा। 9. बचत:-
इन नियमों में कु छ भी आरक्षण, आयु सीमा में छू ट और इस संबंध में कें द्र सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिक और अन्य विशेष श्रेणी के अभ्यथियों को प्रदान की जाने वाली अन्य रियायतों को प्रभावित नहीं करेगा। पहले भरे गए पद इन भर्ती नियमों से प्रभावित नहीं होंगे, जिन्हें अभी अधिसूचित किया जा रहा है। विभिन्न पदों से संबंधित नौकरी का विवरण आरआईपीएएनएस द्वारा कार्यालय आदेश के रूप में अलग से जारी किया जाएगा।

| 7. | सीधी भर्ती के लिए शैक्षणिक योग्यता और अन्य योग्यताएं। | चिकित्सा अभ्यथियों के लिए: 1. भारतीय चिकित्सा परिषद अधिनियम 1956 की तीसरी अनुसूची के अनुसूचित I और II या भाग II में शामिल एक मान्यता प्राप्त एमबीबीएस डिग्री योग्यता। तीसरी अनुसूची के भाग- II में शामिल योग्यता रखने वाले व्यक्तियों को भी भारतीय चिकित्सा परिषद अधिनियम, 1956 (1956 का 102) की धारा 13 (3) में निदिष्ट शर्तों को पूरा करना चाहिए। 2. एक स्नातकोत्तर योग्यता जैसे, एमडी या मान्यता प्राप्त योग्यता के साथ पैथोलॉजी / माइक्रोबायोलॉजी / बायोके मिस्ट्री के विषय में किसी मान्यता प्राप्त संस्थान में शिक्षण/अनुसंधान में 10 (दस) वर्षों का अनुभव जिसमें से 5 वर्ष सह आचार्य/स्तर 12 के रूप में होना चाहिए। 3. अभियार्थी को कें द्रीय / राज्य चिकित्सा परिषद के साथ पंजीकृ त होना चाहिए। ग ैर-चिकित्सा अभ्यथियों के लिए: 1. स्नातकोत्तर योग्यता जैसे, किसी मान्यता प्राप्त संस्थान से पैथोलॉजी / माइक्रोबायोलॉजी / बायोके मिस्ट्री / एमएलटी विषय में मास्टर डिग्री। 2. किसी मान्यता प्राप्त विश्वविद्यालय से संबंधित विषय में डॉक्टरेट की डिग्री। 3. किसी मान्यता प्राप्त संस्थान में शिक्षण/अनुसंधान में 10 (दस) वर्षों का अनुभव जिसमें से 5 वर्ष सह आचार्य/स्तर 12 के रूप में होना चाहिए। |

No.A.12018/1/2022-RIPANS(Vol-VI)/82.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Recruitment Rules of Group 'A' Faculty posts in Regional Institute of Paramedical & Nursing Sciences, Aizawl approved by the Ministry of Health & Family Welfare, Government of India vide Letter F.No.U.12025/56/2014-NE (Vol.II) dated 22.01.2020, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules for regulating the method of recruitment of the post of Professor, Associate Professor and Assistant Professor in Nursing, Pharmacy, Medical Laboratory Technology, Radio Imaging Technology and Optometry in Regional Institute of Paramedical & Nursing Sciences, Aizawl, an Autonomous Institute under the Ministry of Health & Family Welfare, Government of India, namely:-
1. Short Title and commencement: -
1.1. These rules may be called the Recruitment Rules of Group A Faculty Posts (Professor, Associate Professor and Assistant Professor), Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2022.
1.2. They shall come into force on the date of their publication in the Official Gazette.
2. The number of posts, classification and level in the Pay Matrix: -
The number of posts, its classification and the level in the Pay Matrix attached thereto shall be as specified in respective posts as contained in Schedule I. The classification of posts as Group A will correspond to similar categories in the Pay Level of Central Government.
3. Recruitment Norms: -
3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS, required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational qualifications of recognized University and regulating Statutory Bodies, as the case may be, will only be accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will be final and binding.
3.2 The experience required for all the posts shall as specified in Schedule I. The crucial date for determining the experience required for the post shall be the closing date for receipt of application from candidates.
3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority deems fit. In case of receipt of large number of applications, the Director may constitute a Screening Committee, which will short-list the candidates.
3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various parameters decided by the Selection Committee, keeping in view the job requirement for the post. The Selection Committee as constituted by competent authority will hold interviews of the all-eligible candidates, as may be required.
3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances, for duration of one year or more, can be filled on deputation/short term contract.
4. Age limit for direct recruitments: -
4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central Government from time to time.
Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel serving in Central/State Government and Autonomous Institutions of Central & State Governments.
4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from candidates.
5. Method of Recruitment:
5.1 In case of recruitment on promotion to non-selection posts, selection will be done on the basis of seniority subject to the rejection of the unfit. The candidate(s) will be evaluated by a duly constituted Screening Committee on seniority subject to fitness basis. The ACRs/APARs of the last five years will be considered35 [भाग III—खण्ड 4] भारत का राजपत्र : असाधारण for checking the fitness. If found fit, the list of the panel shall be prepared based on the seniority and ACRs/APARs before placing it in the Selection Committee/ Departmental Promotion Committee.
5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on probation initially for a minimum period as specified in Schedule I. At the end of probation period, the candidate's performance will be assessed by the Institute authority to decide if the candidate's performance during the probation period has been satisfactory or otherwise. If his/her performance is found to be satisfactory, he/she will be confirmed for regular appointment on completion of probation.
5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates from other Central Government/State Government can be taken on deputation basis. The period of deputation shall be for a period of three years which may be extended by the Director up to five years in the exigencies of service taking the consent of the lending department.
6. Disqualification: -
No person:
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be eligible for appointment to any of the said posts;
Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
7. Interpretation: -
Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be referred to Appointing Authority whose decision shall be final.
8. Power to relax: -
Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or expedient to do so, it may for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the Appointing Authority.
9. Saving: -
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The posts filled earlier will not be affected by these Recruitment Rules, which are being notified now. The job descriptions pertaining to various posts would be issued separately by RIPANS as an Office Order.
