का.आ. 357.—के न्द्रीय सरकार, कोयला खान नियंत्रण नियम, 2004 के नियम 3 के साथ पठित खान और खनिज (विकास और विनियमन) अधिनियम, 1957 (1957 का 67) की धारा 18 की उपधारा (1) और उपधारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, विहित करती है कि उचित ऊर्जा दक्षता मानदंड के आधार पर लिग्नाइट की विभिन्न श्रेणी, जैसे कु ल कै लोरी मान (जीसीवी) या लिग्नाइट के किसी अन्य विलक्षण मानदंड को, जो आवश्यक समझा जा सकता है, निम्नानुसार होगा:--
(i) जीसीवी एक उचित ऊर्जा दक्षता मानदंड है, क्योंकि ऊर्जा दक्षता के साथ सीधा संबंध रखने के लिए कोई अन्य उपयुक्त मानदंड नहीं पाया गया था ;
(ii) ऊष्मीय कोयले के समान लिग्नाइट के प्रस्तावित श्रेणी के लिए 300 कै लोरी/कि.ग्रा. की बैंड की चौड़ाई, जैसा कि इसका उपयोग स्व स्थाने नमी के आधार पर राष्ट्रीय लिग्नाइट इंडेक्स में संकलन के लिए किया गया है ;
(iii) के वल 9 श्रेणियां प्रस्तावित की गई हैं । सभी श्रेणियों में 300 कै लोरी/कि.ग्रा. की समान जीसीवी बैंड चौड़ाई होगी ;

(1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (iv) प्रस्तावित श्रेणी प्रणाली को 300 कै लोरी/कि.ग्रा. की बैंड चौड़ाई में जीएल 1 से जीएल 9 के रूप में संदर्भित किया जाएगा ;
(v) जीसीवी की ऊपरी सीमा जीएल 1 की तत्स्थानी 400 कै लोरी/कि.ग्रा. से अधिक है ;
(vi) जीसीवी की निचली सीमा जीएल 9 की तत्स्थानी 1601 कै लोरी/कि.ग्रा. से 1900 कै लोरी/कि.ग्रा. की सीमा है ;
(vii) ठोस अपशिष्ट प्रबंध नियम, 2016 के अनुसार 1600 कै लोरी/कि.ग्रा. से 1300 कै लोरी/कि.ग्रा. से नीचे के जीसीवी वाले लिग्नाइट उच्च श्रेणी से नीचे के माने जाएंगे, इनका उपयोग संपूर्ण आर्थिक व्यवस्था पर निर्भर करेगा ;
(viii) 1300 कै लोरी/कि.ग्रा. से 1000 कै लोरी/कि.ग्रा. तक जीसीवी वाले लिग्नाइट को निम्न श्रेणी से नीचे का माना जाएगा ; और
(ix) 1000 कै लोरी/कि.ग्रा. से नीचे के जीसीवी वाले लिग्नाइट को बिना श्रेणी का माना जाएगा । (2) परिवर्तित श्रेणीकरण प्रणाली निम्न सारणी में वर्णित है :--

टिप्पण :
1. 1000 कै लोरी/कि.ग्रा. से नीचे का जीसीवी अवर्गीकृ त श्रेणी में है ।
2. 0.5 मी. मोटाई तक की जीसीवी <1000 कै लोरी/कि.ग्रा. मोटाई वाली कार्बोनेसिमस क्ले को इन-बैड माना जाएगा और उसी पर संसाधन आकलन के लिए विचार किया जाएगा ।

NOTIFICATION
New Delhi, the 20th January, 2023
S.O. 357(E).—In exercise of the powers conferred by sub-sections (1) and (2) of section 18 of the Mines and Minerals (Development and Regulation) Act,1957 (67 of 1957) read with rule 3 of the Colliery Control Rules, 2004, the Central Government hereby prescribes that the different grades of lignite based on appropriate energy efficiency parameter, like Gross Calorific Value (GCV) or any other characteristic parameter of lignite as may be deemed necessary shall be as under:-
(i) GCV is the appropriate energy efficiency parameter as no other parameter was found suitable to have direct relation with energy efficiency;
(ii) Band width of 300kcal/Kg for the proposed grades to lignite similar to thermal coal, as it has been used for compilation of in National Lignite Index, on in-situ moisture basis;
(iii) Total of 9 grades has been proposed. All grades shall have uniform GCV band width of 300kcal/kg;
(iv) The proposed Grading system shall be referred as GL1 to GL9 in band width of 300kcal/kg;
(v) The upper limit of GCV is >4000 kcal/kg corresponding to GL1;
(vi) The lowermost limit of GCV is in range of 1601 kcal/kg to 1900 kcal/kg corresponding to GL9;
(vii) In accordance with Solid Waste management rule 2016, Lignite having GCV below 1600Kcal/kg upto 1300Kcal/kg shall be treated as Below Grade High as its use shall depend on overall economics;
(viii) Lignite having GCV below 1300 Kcal/kg upto 1000 kcal/kg shall be treated as Below Grade Low; and (ix) Lignite having GCV below 1000Kcal/kg shall be treated as ungraded;
(2) The Modified Grading System are mentioned in the Table below: -
