सा.का.नि. 47(अ).—कोयला खान (विशेष उपबंध) अधिनियम, 2015 (2015 का 11) की धारा 31 की उप-धारा (1) और (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, कोयला खान (विशेष उपबंध) नियम, 2014 में कें द्र सरकार द्वारा प्रस्तावित और अधिक संशोधन करने के लिए कु छ नियमों का निम्नलिखित मसौदा एद्तद्वारा प्रकाशित किया जाता है जैसा कि इसके द्वारा प्रभावित होने वाले सभी व्यक्तियों को सूचित करने के लिए उक्त धारा के तहत अपेक्षित है और एद्तद्वारा नोटिस दिया जाता है कि उक्त मसौदा नियमों पर उस तारीख से तीस दिनों की अवधि की समाप्ति पर या उसके बाद विचार किया जाएगा जिस पर इन नियमों वाले भारत के राजपत्र की प्रतियां जनता को उपलब्ध करायी जाती हैं;
उक्त र्निर्दष्ट अवधि के भीतर किसी भी व्यक्ति से प्राप्त होने वाली आपत्तियों और सुझावों पर कें द्र सरकार द्वारा विचार किया जाएगा;
आपत्तियां और सुझाव, यदि कोई हों, अनुभाग अधिकारी (पी एंड एस-II अनुभाग), कोयला मंत्रालय, भारत सरकार, कक्ष संख्या 514/2-डी, शास्त्री भवन, नई दिल्ली 110001 को भेजे जा सकते हैं या [email protected] पर ई-मेल किए जा सकते हैं। 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] मसौदा नियम 1. संक्षिप्त नाम और प्रारंभ—(1) इन नियमों को कोयला खान (विशेष उपबंध) (संशोधन) नियम, 2023 कहा जा सकता है।
(2) ये भारत के राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे।
2. कोयला खान (विशेष उपबंध) नियम, 2014 में, नियम 10 के उप-नियम (4) के खंड (ग) के उप-खंड (iii) में – (i) "बैंक गारंटी के रूप में बोली प्रतिभूति" शब्दों के लिए "बोली प्रतिभूति उपलब्ध कराना" प्रतिस्थापित किए जाएंगे।

NOTIFICATION
New Delhi, the 24th January, 2023
G.S.R. 47(E).⸺The following draft of certain rules further to amend the Coal Mines (Special Provisions) Rule, 2014, which the Central Government proposes to make, in exercise of the powers conferred by sub-sections (1) and (2) of section 31 of the Coal Mines (Special Provisions) Act, 2015 (11 of 2015) is hereby published as required under the said section for informing all persons likely to be affected thereby and notice is hereby given that the said draft rules shall be taken into consideration on or after the expiry of a period of thirty days from the date on which the copies of the Gazette of India containing these rules are made available to public;
Objections and suggestions which may be received from any person within the period specified above will be considered by the Central Government;
Objections and suggestions, if any, may be addressed to the Section Officer (P&S-II section), Ministry of Coal, Government of India, Room No. 514/2-D, Shastri Bhawan, New Delhi 110001 or emailed at [email protected].
DRAFT RULES
1. Short title and commencement.⸺ (1) These rules may be called the Coal Mines (Special Provisions) (Amendment) Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Coal Mines (Special Provisions) Rules, 2014, in sub-clause (iii) of clause (c) of sub-rule (4) of rule 10,⸺
(i) for the words "bid security in the form of bank guarantee", the words "provide bid security" shall be substituted.
