फा.सं. पीएनजीआरबी/कॉम/3-पीपीपीएल टैरिफ (1)/2012 खंड-VI (इ-4698).—पेट्रोलियम एवं गैस विनियामक बोर्ड अधिनियम,2006 (2006 का 19) की धारा 61 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, पेट्रोलियम एवं गैस विनियामक बोर्ड, (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) विनियम, 2010 में और संशोधन करके एतदद्वारा निम्नलिखित विनियम बनाता है, नामत : -
1. संक्षिप्त शीर्षक और प्रारंभण
(1) इन विनियमों को पेट्रोलियम एवं गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) द्वितीय संशोधन विनियम, 2023 कहा जाएगा ।
(2) ये सरकारी राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे ।
2. पेट्रोलियम एवं गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) विनियम, 2010 में, -
(क) विनियम 4 में, तेरहवें परंतुक के बाद, निम्नलिखित परंतुक जोड़ा जाएगा, नामत : -
"बशर्ते कि संक्रमणकालीन अवधि, 31.12.2023 तक विस्तारित संक्रमण अवधि के पूरा होने पर, 31.03.2024 तक बढ़ाई जाए ";

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) विनियम 5 में, बारहवें परंतुक के बाद, निम्नलिखित परंतुक जोड़ा जाएगा, नामत : -
"बशर्ते यह भी कि इस विनियमन के अन्तर्गत पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ निर्धारण के लिए रेलवे की माल टैरिफ तालिका के अनुसार बेंचमार्क किया जाएगा। जैसा कि पेट्रोलियम एवं गैस विविनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ) द्वितीय संशोधन विनियम, 2023 के प्रवृत्त होने की तारीख से लागू होगा और यदि आगे विस्तारित संक्रमण अवधि में रेलवे की माल टैरिफ तालिका में संशोधित होता है, तो बोर्ड ऐसे परिशोधन के लिए विचार कर सकता है तथा पेट्रोलियम और पेट्रोलियम उत्पाद परिवहन टैरिफ के बेंचमाकिग पर निर्णय ले सकता है। "

2. पेट्रोलियम एवं गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) संशोधन विनियम,2012, फा. सं. पीएनजीआरबी/एम(सी)/62/2012 के माध्यम से भारत के राजपत्र, भाग III, खंड 4 ,दिनांक 13 दिसंबर 2012 को प्रकाशित किया गया था ।
3. पेट्रोलियम एवं गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) संशोधन विनियम, 2014, भारत के राजपत्र, भाग III, खंड 4 में फा. सं. पीएनजीआरबी/ एम(सी)/62/2014 के माध्यम से दिनांक 16 दिसंबर 2014 को प्रकाशित किया गया था ।
4. पेट्रोलियम एवं गैस विविनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) संशोधन विनियम, 2014, भारत के राजपत्र, भाग III, खंड 4 में फा. सं. पीएनजीआरबी/ एल-विविध /VI/1/2007 के माध्यम से दिनांक 1 जनवरी 2015 को प्रकाशित किया गया था ।
5. पेट्रोलियम एवं गैस विविनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) संशोधन विनियम, 2016, भारत के राजपत्र, भाग III, खंड 4 में फा. सं. पीएनजीआरबी/ एम(सी)/62/2016 के माध्यम से दिनांक 19 दिसंबर 2016 को प्रकाशित किया गया था ।
6. पेट्रोलियम एवं गैस विविनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) संशोधन विनियम, 2017, भारत के राजपत्र, भाग III, खंड 4 में फा. सं. पीएनजीआरबी/ एम(सी)/62/2017 के माध्यम से दिनांक 19 दिसम्बर 2017 को प्रकाशित किया गया था ।
7. पेट्रोलियम और प्राकृ तिक गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) संशोधन विनियम, 2018, भारत के राजपत्र, भाग III, खंड 4 में फा. सं.पीएनजीआरबी/ एम(सी)/ 62/2018 के माध्यम से दिनांक 18 दिसंबर 2018 को प्रकाशित किया गया था ।
8. पेट्रोलियम एवं प्राकृ तिक गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) संशोधन विनियम, 2019, भारत के राजपत्र, भाग III, खंड 4 में फा. सं. पीएनजीआरबी/एम(सी)/ 62/2019 के माध्यम से दिनांक 18 अप्रैल 2019 को प्रकाशित किया गया था ।
9. पेट्रोलियम और प्राकृ तिक गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) संशोधन विनियम, 2020, भारत के राजपत्र, भाग III, खंड में फा. सं.. पीएनजीआरबी/एम(सी)/ 62/2020 के माध्यम से दिनांक 19 फरवरी 2020 को प्रकाशित किया गया था ।
10. पेट्रोलियम एवं प्राकृ तिक गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) दूसरा संशोधन विनियम, 2020, भारत के राजपत्र, भाग III, खंड 4 में फा. सं.पीएनजीआरबी /एम(सी)/ 62/2020 के माध्यम से दिनांक 27 मार्च 2020 को प्रकाशित किया गया था ।

वाणि./3-पीपीपीएल टैरिफ (1)/2012 वॉल्यूम-IV (पी-1018) के माध्यम से दिनांक 28 सितंबर 2020 को प्रकाशित किया गया था ।
13. पेट्रोलियम एवं प्राकृ तिक गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन शुल्क का निर्धारण) संशोधन विनियम, 2021, भारत के राजपत्र, भाग III, खंड 4 में फा. सं. पीएनजीआरबी/वाणि./ 3-पीपीपीएल टैरिफ (1)/2012 वॉल्यूम-IV (पी-1018) के मध्यम से दिनांक 14 दिसंबर 2021 को प्रकाशित किया गया था।
14. पेट्रोलियम एवं प्राकृ तिक गैस विनियामक बोर्ड (पेट्रोलियम और पेट्रोलियम उत्पाद पाइपलाइन परिवहन टैरिफ का निर्धारण) संशोधन विनियम, 2023, भारत के राजपत्र, भाग III, खंड 4 में फा. संख्या पीएनजीआरबी/वाणि./ 3-पीपीपीएल टैरिफ (1)/2012 वॉल्यूम-V (पी-4397) के मध्यम से दिनांक 20 सितंबर 2023 को प्रकाशित किया गया था।

F. No. PNGRB/COM/3-PPPL Tariff (1)/2012 Vol-VI (E-4698).—In exercise of the powers conferred by Section 61 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory Board, hereby makes the following regulations, to further amend the Petroleum and Natural Gas Regulatory Board (Determination of Petroleum and Petroleum Products Pipeline Transportation Tariff) Regulations, 2010, namely: -
1. Short title and commencement
(1) These regulations may be called the Petroleum and Natural Gas Regulatory Board (Determination of Petroleum and Petroleum Products Pipeline Transportation Tariff) Second Amendment Regulations, 2023.
(2) These shall come into force from the date of their publication in the Official Gazette.
2. In the Petroleum and Natural Gas Regulatory Board (Determination of Petroleum and Petroleum Products Pipeline Transportation Tariff) Regulations, 2010, -
(a) in regulation 4, after the thirteenth proviso, the following proviso shall be inserted, namely: - "Provided also that the transitional period may on the completion of the extended transition period till 31.12.2023, be further extended up to, and inclusive of, 31.03.2024";
(b) in regulation 5, after the twelfth proviso, the following proviso shall be inserted, namely: -
"Provided also that the determination of the petroleum and petroleum products pipeline transportation tariff under this regulation shall be benchmarked against the goods tariff table of the railways as applicable on the date of the coming into force of the Petroleum and Natural Gas Regulatory Board (Determination of Petroleum and Petroleum Products Pipeline Transportation Tariff) Second Amendment Regulations, 2023 and if the goods tariff table of the railways is revised during the further extended period of transition, the Board may consider the benchmarking of the petroleum and petroleum products transportation tariff against such revision."
