सा.का.नि. 912(अ).—दिव्ांगजन अधिकार नियम, 2017 में संशोधन करने के लिए कतिपय नियमों का निम्नलिखित मसौदा, जिन्हें दिव्ांगजन अधिकार अधिनियम, 2016 (2016 का 49) की धारा 100 की उप-धारा (1) और (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए के न्रीय सरकार का प्रस्ताव प्रकाशित करने का है, इसके द्वारा प्रभावित होने वाले संभावित व्क्तियों की सूचना के लिए उक्त धारा की उप धारा (1) द्वारा यथा अपेक्षित अनुसार एतद्द्वारा प्रकाशित किया जाता है और एतद्द्वारा नोटिस दिया जाता है कि आधिकारिक राजपत्र की प्रतियाँ जिसमें यह अधिसूचना प्रकाशित की गई है और जनता को उपलब्ध करा दी गई है उस तारीख से 30 दिन की अवधि की समाप्ति के पश्चात उक्त मसौदा नियमों पर विचार किया जाएगा ;
उक्त मसौदा नियमों के संबंध में उपरोक्त विर्निर्दष्ट अवधि की समाप्ति से पूर्व किसी भी व्क्ति से प्राप्त होने वाली आपत्तियों और सुझावों पर कें द्र सरकार द्वारा विचार किया जाएगा;
आपत्तियां और सुझाव, यदि कोई हो, श्री राम चरण मीणा, अवर सचिव, भारत सरकार, विकलांग व्क्तियों के अधिकारिता विभाग (दिव्ांगजन), कमरा नंबर 11 ए, 5वीं मंजिल, पंडित दीनदयाल अंत्योदय भवन, सीजीओ कॉम्प्लेक्स, लोधी रोड, नई दिल्ली, 110003 या [email protected] पर ईमेल द्वारा भेजा जा सकता है। 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] मसौदा नियम 1. संक्षिप्त शीर्षक और विस्तार.- (1) इन नियमों को दिव्ांगजन अधिकार (संशोधन) नियम, 2023 कहा जाएगा । (2) ये राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे। 2. दिव्ांगजन अधिकार नियम, 2017 में, नियम (15) में, उप-नियम (1) में, खंड (ट) के बाद, निम्नलिखित खंड अंत:
स्थापित किया जाएगा, अर्थात्: -
(ठ) दिव्ांगजनो और कम गतिशीलता वाले यात्रियों के लिए भारतीय रेलवे स्टेशनों तक पहँचने की सुगम्यता और स्टेशनों पर सुविधाओं पर दिशानिदेश, जैसा कि रेल मंत्रालय, भारत सरकार की अधिसूचना संख्या एफ.नं.2019/एसटीएन.डी.वी. .-I/03/06/पॉलिसी/पीडब्ल्यूडी, दिनांक 13 नवंबर, 2023 में र्निर्दष्ट है,

राजीव शर्मा, संयुक्त सचिव नोट:- दिव्ांगजन अधिकार अधिकार नियम, 2017 भारत के राजपत्र, असाधारण, भाग II, खंड 3, उपखंड (i) में अधिसूचना संख्या सा.का.नि. 591 (असा.), दिनांक 15 जून, 2017 द्वारा प्रकाशित किए गए थे और जीएसआर 849 (ई), दिनांक 16th नवंबर, 2023 द्वारा अंतिम बार संशोधित किया गया था।

NOTIFICATION
New Delhi, the 18th December 2023
G.S.R. 912(E).—The following draft of certain rules to amend the Rights of Persons with Disabilities Rules, 2017, which the Central Government proposes to make in exercise of the powers conferred by sub-sections (1) and (2) of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), is hereby published as required by sub-section (1) of the said section, for the information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date on which the copies of the Official Gazette in which this notification is published are made available to the public;

The objections and suggestions, which may be received from any person with respect to the said draft rules before the expiry of the period specified above, will be considered by the Central Government.
DRAFT RULES
1. Short title and extent.- (1) These rules may be called the Rights of Persons with Disabilities (Amendment) Rules, 2023.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. In the Rights of Persons with Disabilities Rules, 2017, in rule (15), in sub-rule (1), after clause (k), the following clause shall be inserted, namely:-
"(l) Guidelines on accessibility of Indian railway stations and facilities at stations for differently abled persons (Divyangjan) and passengers with reduced mobility as specified in the notification of the Ministry of Railways, Government of India, vide notification number F.No.2019/Stn.Dev.-I/03/06/Policy/PwDs, dated the 13th November, 2023."
