सा.का.नि. 916(अ).—ऊर्जा संरक्षण अधिनियम, 2001 (2001 का 52) की धारा 56 की उपधारा (2) के खंड (ठकक) के साथ पठित धारा 14 के खंड (छ) और (ड.), धारा 14 क और 14 ख की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए के न्द्रीय सरकार, ब्यूरो के परामर्श से और ऊर्जा संरक्षण (अभिहित उपभोक्ताओं के लिए ऊर्जा खपत, मानदण्ड और मानक, प्ररूप, समय जिसके अधीन तथा योजना की तैयारी और कार्यान्वयन की पद्धति, ऊर्जा बचत प्रमाण- पत्र जारी करने की प्रक्रिया और खपत की गई ऊर्जा के तेल समकक्ष का प्रति मीट्रिक टन मूल्य) नियम 2012 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है अर्थात्:-
1. (1) इस नियम का संक्षिप्त नाम ऊर्जा संरक्षण (अभिहित उपभोक्ताओं के लिए ऊर्जा की खपत, मानदण्ड और मानक, प्ररूप, समय जिसके भीतर योजना की तैयारी और कार्यान्वयन की पद्धति, ऊर्जा बचत प्रमाण-पत्र जारी करने की प्रक्रिया तथा उपभोग की गई ऊर्जा के तेल समकक्ष का प्रति मीट्रिक टन मूल्य) संशोधन नियम 2023 हैं।
(2) ये नियम राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।
2. ऊर्जा संरक्षण (अभिहित उपभोक्ताओं के लिए ऊर्जा की खपत, मानदण्ड और मानक, प्ररूप, समय जिसके भीतर 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] के तेल समकक्ष का प्रति मीट्रिक टन मूल्य) नियम 2012, में सा.का.नि. 779 (अ.) तारीख 14 दिसम्बर, 2020 के द्वारा अंत:स्थापित उपनियम (2क) को (2ख) के रूप में पुन: संख्यांकित किया जाएगा जिसे इसके पश्चात् उपनियम (2 ख) को भी पुन: संख्यांकित कर निम्नलिखित उपनियम अंत:स्थापित किया जाएगा अर्थात् । "(2ग) इन नियमों के प्रयोजन के लिए उपभोग की गई ऊर्जा के समकक्ष प्रति मीट्रिक टन तेल का मूल्य वर्ष 2019-20 के लिए इक् कीस हजार छह सौ पचास रुपए (21,650) होगा और अगले लक्षित वर्षों के लिए ऐसा मूल् य जिसे राजपत्र में अधिसूचना द्वारा केन् द्रीय सरकार द्वारा विनिदिष् ट किया जा सके।

अजय तिवारी, अपर सचिव टिप्पण : मूल नियम भारत के राजपत्र, असाधारण, भाग II, खंड 3, उपखंड (i) में अधिसूचना संख्यांक सा.का.नि. 269 (अ), तारीख 30 मार्च, 2012 के अधीन प्रकाशित किए गए थे और सा.का.नि. 373(अ) तारीख 31 मार्च, 2016, सा.का.नि. 409 (अ), तारीख 26 अप्रैल 2018 के अधीन संशोधित किए गए थे तथा सा.का. नि. 779(अ), तारीख 14 दिसम्बर 2020 द्वारा अंतिम रूप से संशोधित किए गए थे।

NOTIFICATION
New Delhi, the 26th December, 2023
G.S.R. 916(E).—In exercise of the powers conferred by clauses (laa) of sub-section (2) of section 56, read with clauses (g) and (o) of section 14, sub-section (1) of section 14A and section 14B of the Energy Conservation Act, 2001 (52 of 2001), the Central Government, in consultation with Bureau, hereby makes the following rules further to amend the Energy Conservation (Energy Consumption Norms and Standards for Designated Consumers, Form, Time within which, and Manner of Preparation and Implementation of Scheme, Procedure for Issue of Energy Savings Certificate and Value of Per Metric Ton of Oil Equivalent of Energy Consumed) Rules 2012, namely:-
1. (1) These rules may be called the Energy Conservation (Energy Consumption Norms and Standards for Designated Consumers, Form, Time within which, and Manner of Preparation and Implementation of Scheme, Procedure for Issue of Energy Savings Certificate and Value of Per Metric Ton of Oil Equivalent of Energy Consumed) Amendment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Energy conservation ((Energy Consumption Norms and Standards for Designated Consumers, Form, Time within which, and Manner of Preparation and Implementation of Scheme, Procedure for Issue of Energy Savings Certificate and Value of Per Metric Ton of Oil Equivalent of Energy Consumed), Rule, 2012, the sub-rule (2A), inserted vide G.S.R. 779(E), dated the 14th December, 2020 shall be renumbered as (2B) thereof, and after sub-rule (2B) also renumbered, the following sub-rule shall be inserted, namely :-
"(2C) The value of per metric tonne of oil equivalent of energy consumed for the purpose of these rules shall
be twenty one thousand six hundred and fifty rupees (Rs. 21,650) for the year 2019-20 and for the succeeding
targeted years shall be such amount as may be specified by the Central Government, by notification in the
Official Gazette".
