फा. सं. 1(10)/2018-एसपी-I.—के न्द्रीय सरकार ने इथेनॉल का उत्पादन बढ़ाने, पेट्रोल के साथ इथेनॉल ब्लेंडिंग (ईबीपी) कार्यक्रम के अधीन इसकी आपूर्ति बढ़ाने, की दृष्टि से दिनांक 22.04.2022 की अधिसूचना सं. 1(10)/2018 एसपी-। के माध्यम से ऐसे परियोजना प्रस्तावकों, जिन्होंने अपनी मौजूदा इथेनॉल डिस्टिीलेशन क्षमता को बढ़ाने के लिए अथवा अनाज (चावल, गेहूं, जौ मक्का एवं सोरघम) गन्ना (चीनी, शुगर सीरप, गन्ना जूस, बी- हैवी शीरा, सी- हेवी शीरा सहित), चुकं दर आदि जैस फीड स्टॉक से प्रथम जनरेशन (1जी) इथेनॉल का उत्पादन करने के लिए नई डिस्टिलरियों की स्थापना हेतु इथेनॉल परियोजना के लिए भूमि अधिगृहीत किया है और पर्यावरणीय मंजूरी प्राप्त कर ली है, से नए आवेदन आमंत्रित करने के लिए दिनांक 14.01.2021 के अशोधित स्कीम के तहत दिनांक 22.04.2022 से छः माह तक के लिए एक विंडो खोला था, जिसे अधिसूचना दिनांक 20.10.2022 द्वारा दिनांक 22.04.2022 से आगे 1 वर्ष के लिए बढ़ा दिया गया था और अधिसूचना दिनांक 06.05.2022 और 03.02.2023 द्वारा संशोधित किया गया। 2. अब उक्त अधिसूचना दिनांक 22.04.2022 के पैरा 9 के अनुसरण में, कें द्रीय सरकार ने निर्णय लिया है कि अधिसूचना दिनांक 22.04 2022 के पैरा 5(ii) को निम्नानुसार पढ़ा जाए:-
2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] "आवेदक को खाद्य और सार्वजनिक वितरण विभाग के सैद्धांतिक अनुमोदन की तारीख से 1 वर्ष या 30.06.2024, जो भी बाद में हो, के भीतर बैंक/एनसीडीसी/आईआरईडीए/एनबीएफसी/कोई अन्य वित्तीय संस्थान, जो नाबार्ड से पुनर्वित्त पोषणके लिए पात्र हैं, से ऋण संवितरित हो जाना चाहिए, ऐसा न होने पर परियोजना के लिए सैद्धांतिक अनुमोदन रद्द हो जाएगा। इसके अलावा, बैंक/ एनसीडीसी/आईआरईडीए/एनबीएफसी/कोई अन्य वित्तीय संस्थान, जो नाबार्ड से पुनर्वित्त पोषण के लिए पात्र हैं, से ऋण की पहली किस्त के संवितरण की तारीख से 2 वर्ष के अंदर परियोजना पूर्ण हो जानी चाहिए।''

NOTIFICATION
New Delhi, the 28th December, 2023
F. No.1(10)/2018-SP-I.—The Central Government with a view to increase production of ethanol and its supply under Ethanol Blended with Petrol (EBP) Programme, opened a window for six months w.e.f. 22.04.2022 under modified scheme dated 14.01.2021 for inviting fresh applications from those project proponents who have acquired land for ethanol project and obtained Environmental Clearance (EC) for enhancement of their existing ethanol distillation capacity or to set up new distillery for producing 1st Generation (1G) ethanol from feed stocks such as cereals (rice, wheat, barley, corn & sorghum), sugarcane (including sugar, sugar syrup, sugarcane juice, B- heavy molasses, C-heavy molasses), sugar beet etc. vide notification No. 1(10)/2018-SP-I dated 22.04.2022 which was further extended for one year w.e.f 22.04.2022 vide notification dated 20.10.2022 and amended vide notifications dated 06.05.2022, 03.02.2023 and 21.06.2023.
2. Now in pursuance of para 9 of the said notification dated 22.04.2022, Central Government has decided that Para 5(ii) of the notification dated 22.04.2022 may be read as under:-
"The applicant should get the loan disbursed from the bank/ NCDC /IREDA / NBFCs / any other financial institutions which are eligible for re-finance from NABARD, within one year or 30.06.2024 whichever is later from the date of in-principle approval of DFPD, failing which the in-principle approval for the project will stand cancelled. Further, the project should be completed within 2 years from the date of disbursement of 1st instalment of loan from bank/ NCDC/IREDA/NBFCs/any other financial institutions which are eligible for re-finance from NABARD."
