F. No. 11024/10/2023-PMA.—The existing Union Home Minister's Special Operation Medal, Union Home Minister's Medal for Excellence in Investigation, Asadharan Aasuchana Kushalata Padak and Union Home Minister's Awards for Meritorious Service in Forensic Science instituted by Ministry of Home Affairs are merged with immediate effect to institute one new medal i.e. "Kendriya Grihmantri Dakshata Padak".

फा. सं. 11024/10 /2023-पीएमए (1).—कें द्रीय गृहमंत्री सम्पूर्ण भारत में राज्यों / संघ राज्य क्षेत्रों के पुलिस बलों, सुरक्षा संगठनों और खुफिया विंग / शाखा / विशेष शाखा / कें द्रीय पुलिस संगठनों (सीपीओ) / कें द्रीय सशस्त्र पुलिस बलों / राष्ट्रीय सुरक्षा गार्ड / असम राइफल्स; और फॉरेंसिक विज्ञान (कें द्रीय / राज्यों/ संघ राज्य क्षेत्रों) के सदस्यों को अभियान में उत्कृ ष्टता (जैसे आतंकवाद रोकने, बॉर्डर एक्शन, आम्र्स कं ट्रोल, लेफ्ट विंग एक्स्ट्रीमिस्म, मादक पदार्थों की तस्करी की रोकथाम और रेस्क्यू ऑपरेशन के क्षेत्रों में उत्कृ ष्टता के लिए । कें द्रीय अप्रत्यक्ष कर और सीमा शुल्क बोर्ड (सीबीआईसी) के कर्मचारियों को भी "मादक पदार्थों की तस्करी की रोकथाम" के क्षेत्र के तहत पुरस्कार के लिए विचार किया जा सकता है), जांच में उत्कृ ष्ट सेवा, असाधारण कार्यनिष्पादन, अदम्य और साहसिक खुफिया सेवा के लिए, फॉरेंसिक विज्ञान के क्षेत्र में सेवारत सरकारी वैज्ञानिकों द्वारा सराहनीय कार्य के लिए पुरस्कार दिये जाने वाले "के न्द्रीय गृहमंत्री दक्षता पदक" पुरस्कार की संस्थापना करते हैं । "के न्द्रीय गृहमंत्री दक्षता पदक" को शासित करने के लिए निम्नलिखित संविधिया स्थापित करते हैं, जो अधिसूचना जारी होने के दिन से मान्य होगा ।
प्रथम: यह पुरस्कार एक पदक के रूप में होगा और "के न्द्रीय गृहमंत्री दक्षता पदक" के नाम से जाना जाएगा (इसके पश्चात इसका उल्लेख पदक के रूप में होगा)।
द्वितीय: पदक आकार में गोलाकार होगा, चांदी सोना गिल्ट का बना होगा, व्यास में 38 मिमी का होगा, इसकी मोटाई 3 मिमी की होगी और बीच में "जय भारत" शब्द के साथ "सरदार पटेल का चेहरा" अग्र भाग में प्रतीक के रूप में उभरा होगा और ऊपरी किनारे पर "राष्ट्र प्रहरी" और निचले किनारे पर "Sentinel of the Nation" शब्द उत्कीर्ण होगा। हिंदी और अंग्रेजी उत्कीर्णन दोनों ओर एक छोटे स्टार द्वारा अलग होंगे। बीच में "सत्य सेवा सुरक्षा" शब्द के साथ अशोक चक्र पृष्ठ भाग में उभरा होगा और ऊपरी और निचले किनारे पर क्रमशः "के न्द्रीय गृहमंत्री दक्षता पदक" और "Kendriya Grihmantri Dakshata Padak" शब्द उत्कीर्ण होंगे। हिंदी और अंग्रेजी उत्कीर्णन दोनों ओर एक छोटे स्टार द्वारा अलग होंगे। तृतीय: यह पदक आतंकवाद रोधी, बॉर्डर एक्शन, आम्र्स कं ट्रोल, लेफ्ट विंग एक्सट्रीमिस्म, मादक पदार्थों की तस्करी की रोकथाम और रेस्क्यू ऑपरेशन जैसे क्षेत्रों में के वल उन अभियानों के सफल संचालन पर प्रदान किया जाएगा, जिनकी प्रकृ ति या पैमाने महत्वपूर्ण है और जिनका राज्य / संघ राज्य क्षेत्र या देश की सुरक्षा पर सीधा प्रभाव पड़ता है। राज्यों / संघ राज्य क्षेत्रों के पुलिस बलों, सीएपीएफ / सीपीओ और सुरक्षा संगठनों के सदस्यों द्वारा, भारत के सीमा क्षेत्र में उनके कार्यरत रहने के दौरान अथवा देश के बाहर विदेश मंत्रालय में उनकी प्रतिनियुक्ति के दौरान, कें द्रीय अप्रत्यक्ष कर और सीमा शुल्क बोर्ड (सीबीआईसी) के कार्मिकों को भी "मादक पदार्थों की तस्करी की रोकथाम" के क्षेत्र में पुरस्कार के लिए विचार किया जा सकता है। ऐसे कार्मिक, जिन्होंने जांच में उत्कृ ष्ट प्रदर्शन किया है; आतंकवाद, उग्रवाद, विद्रोह का मुकाबला करने के लिए खुफिया संगठन में कार्यरत हैं और जासूसी / विद्रोह / आतंकवाद / उग्रवाद, संगठित अपराध के मॉड्यूल का पता लगाने अथवा ऐसे संगठनों के सदस्यों की गिरफ्तारी/उन्हें पकड़ने/उन्हें नियंत्रण में करने में सफलता प्राप्त की है, इसके अतिरिक्त, आतंकवाद / उग्रवाद / विद्रोह से निपटने में खुफिया जानकारी के संग्रह, विश्लेषण और प्रसार में लगातार उत्कृ ष्टता अथवा अनुकरणीय कार्यों में लगे हुए हैं; और फॉरेंसिक विज्ञान, संबंधित विषय पर अनुसंधान एवं विकास, गुणात्मक मामले का जांच कार्य, अपराध स्थल प्रबंधन, प्रशिक्षण और जागरूकता, फॉरेंसिक प्रबंधन के क्षेत्र में सराहनीय कार्य और सरकारी प्रयोगशालाओं / आरएंडडी संस्थानों / प्रशिक्षण संस्थानों और शैक्षिक संस्थानों में कार्यरत वैज्ञानिकों के लिए उत्कृ ष्ट कार्य किया है, पर भी पुरस्कार के लिए विचार किया जा सकता है। 3 [भाग I—खण्ड 1] भारत का राजपत्र : असाधारण
चतुर्थः आसूचना क्षेत्र को छोड़ कर जिन लोगों को यह पदक प्रदान किया जाएगा, उनके नाम भारत के राजपत्र में प्रकाशित किए जाएंगे और ऐसे नामों का रजिस्टर पीएमए प्रकोष्ठ, पुलिस-I प्रभाग, गृह मंत्रालय में रखा जाएगा।
पंचमः प्रत्येक पदक बाएं वक्ष पर प्रलंबित होगा और रिबन, एक सही तीन बटे आठ इंच चौड़ी पट्टी होगी, जो आधा नीला और आधा लाल होगा।
षष्टम: विशेष अभियान, जांच, आसूचना और फॉरेंसिक विज्ञान के क्षेत्र में कोई विलेख, जो "के न्द्रीय गृहमंत्री दक्षता पदक" पुरस्कार प्रदान किए जाने के योग्य है, परंतु किसी ऐसे व्यक्ति द्वारा किया गया है, जिसे पहले ही अलंकरण प्रदान किया जा चुका है, उसे पदक को प्रलंबित किए जाने वाले रिबन के साथ एक अलग बार (Bar) द्वारा लेख्यांकित किया जाएगा। इस तरह के प्रत्येक अतिरिक्त कार्य के लिए एक अतिरिक्त बार (Bar) जोड़ा जाएगा और सम्मानित की गई प्रत्येक बार (Bar) के लिए गोल्ड गिल्ट के साथ छोटा सिल्वर गुलाब रिबन से तब जोड़ा जाएगा जब अके ले पहना जाए ।
सप्तम: कें द्रीय गृह मंत्री, उस स्थिति में किसी व्यक्ति को प्रदान किए गए पदक को वापस लेने के लिए सक्षम होंगे, यदि पदक प्राप्तकर्ता को बर्खास्तगी, निष्कासन, प्रमुख दंड से दंडित किया गया है अथवा वह किसी आपराधिक जुर्म में लिप्त पाया गया है अथवा वह ऐसे आचरण में शामिल पाया गया है, जो राज्य / संघ राज्य क्षेत्र अथवा कें द्र की राय में किसी अधिकारी के लिए अशोभनीय है। कें द्रीय गृह मंत्री, किसी के प्रति रद्द किए गए पदक को पुनः प्रदान करने के लिए भी सक्षम होंगे। प्रत्येक व्यक्ति, जिसे उक्त अलंकरण प्रदान किया जाता है, उसे प्राप्त करने से पहले, इस बात का समझौता करना होगा कि यदि उसका नाम पूर्वोक्त रूप से हटा दिया जाता है, तो वह पदक वापस करेगा। अलंकरण के रद्द किए जाने अथवा यह पुनः प्रदान किए जाने के प्रत्येक मामले में सूचना भारत के राजपत्र में प्रकाशित की जाएगी।
अष्टम: गृह मंत्रालय इन संविधियों के उद्देश्य को पूरा करने के लिए नियम बनाने के लिए सक्षम होगा।

NOTIFICATION
New Delhi, the 1st February, 2024
F. No. 11024/10/2023-PMA(1).—The Union Home Minister is pleased to institute the "Kendriya Grihmantri Dakshata Padak" to be conferred on members of the Police Forces, Security Organizations and Intelligence Wing/Branch/Special Branch of States/Union Territories/Central Police Organizations(CPOs)/Central Armed Police Forces(CAPFs)/National Security Guard/Assam Rifles; and Forensic Science (Central/State/Union Territories) throughout the Indian Union in consideration for excellence in Operations (in the areas such as Counter Terrorism, Border Action, Arms Control, Left Wing extremism, Prevention of Narcotics Smuggling and Rescue Operation. Personnel of Central Board of Indirect Taxes and Customs (CBIC) may also be considered for award under the area of "Prevention of Narcotics Smuggling"), outstanding service in Investigation, exceptional performance, indomitable & daring intelligence service, meritorious work done by Serving Government Scientists in the field of Forensic Science and to make, ordain and establish the following statues governing "Kendriya Grihmantri Dakshata Padak", which shall be deemed to have effect from the date of notification.
Firstly: The award shall be in the form of medal and styled and designated as the "Kendriya Grihmantri Dakshata Padak" (hereinafter referred to as the medal).
Secondly: The medal shall be circular in shape, made of Silver gold gilt, 38 mm in diameter, 3 mm in thickness and shall have embossed on the obverse the symbol of "face of Sardar Patel" in the centre with the words "जय भारत" inscribed below and shall have engraved on the upper edge, the words "राष्ट्र प्रहरी" (In Hindi) and the words "Sentinel of the Nation" (In English) inscribed on the lower edge. Hindi and English inscription shall be separated by a small Star appearing on either side. On the reverse, it shall have embossed the Ashoka Chakra in the center with the words "सत्य सेवा सुरक्षा" inscribed below and words "के न्द्रीय गृहमंत्री दक्षता पदक" (in Hindi) and "Kendriya Grihmantri4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] Dakshata Padak" (in English) on the upper and lower edge respectively. Hindi and English inscription shall be separated by a small Star appearing on either side.
Thirdly: The Medal shall only be awarded on successful conduct of operations that have significant nature or scale and direct bearing or impact on security of State/UT, region or country: (in the areas such as Counter Terrorism, Border Action, Arms Control, Left Wing Extremism, Prevention of Narcotics Smuggling and Rescue Operation. Personnel of Central Board of Indirect Taxes and Customs (CBIC) may also be considered for award under the area of "Prevention of Narcotics Smuggling") by the members of Police Forces of States/Union Territories, CAPFs/CPOs and Security organizations within the territory of India or outside the country during their posting on deputation to Ministry of External Affairs. Personnel who have shown outstanding performance in investigation; engaged in intelligence organization for combating terrorism, militancy, insurgency and got breakthrough in unearthing of modules of espionage/insurgency/terrorism/ militancy/ organized crime or in arrest/capture/neutralization of members of such outfits, moreover, engaged in consistent excellence or exemplary contribution in collection, analysis and dissemination of intelligence in combating terrorism/militancy/insurgency; and done meritorious work in the field of Forensic Science, Research & Development on the subject, qualitative case examination work, crime scene management, training & awareness, Forensic Management and outstanding work to the scientists working in Government laboratories/R&D Institutions/training Institutions and Academic Institutions.
Fourthly: The name of those to whom this medal is awarded shall be published in the Gazette of India except in the field of Intelligence and a Register of such names may be kept in PMA Cell, Police-I Division, Ministry of Home Affairs.
Fifthly: Each Medal shall be suspended from the left breast and the riband, of an inch and three eight in width, shall be half blue and half red.
Sixthly: Any deed in the field of special operation, investigation, intelligence and forensic science which is worthy of recognition by the award of "Kendriya Grihmantri Dakshata Padak" but is performed by one upon which the decoration has already been conferred, may be recorded by a Bar attached to the riband by which the medal is suspended. For every such additional act, an additional Bar may be added and for each Bar awarded a small silver rose with gold gilt shall be added to the riband, when worn alone.
Seventhly: It shall be competent for the Union Home Minister to withdraw the Medal, if the awardee is punished with dismissal, removal, major penalty or is found involved in criminal offence or is found indulging in conduct unbecoming of Officer in the opinion of the Government of the State/ UT or the Union. It shall, however, be competent for the Union Home Minister to restore this Medal which may have been so forfeited. Before receiving the same, every person to whom the said decoration is awarded, shall enter into an agreement to return the Medal, if, his/her name is erased as aforesaid. Notice of cancellation or restoration, in every case, shall be published in the Gazette of India.
Eighthly: It shall be competent for the Ministry of Home Affairs to make rules to carry out the purpose of these Statutes.
