सा.का.नि. 756(अ).— के न्रीय सरकार, रेल अधिनियम, 1989 (1989 का 24) की धारा 198 के साथ पठित, धारा 4ख द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, स्वतंत्र सदस्य (चयन और नियुक्ति) नियम, 2007 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्;-
1. (1) इन नियमों का संक्षिप्त नाम स्वतंत्र सदस्य (चयन और नियुक्ति) संशोधन नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. स्वतंत्र सदस्य (चयन और नियुक्ति) नियम, 2007 के , नियम 4 के उपनियम (1) के स्थान पर निम्नलिखित उपनियम रखा जाएगा, अर्थात् :-
"(1) स्वतंत्र सदस्य का चयन एक खोजबीन-सह-चयन समिति द्वारा किया जाएगा, जिसमें निम्नलिखित सदस्य शामिल होंगे, अर्थात्:-
(क) अध्यक्ष के रूप में अध्यक्ष और मुख्य कार्यकारी अधिकारी, रेलवे बोर्ड;
(ख) सदस्य के रूप में सदस्य (अवसंरचना), रेलवे बोर्ड तथा पदेन अध्यक्ष, रेल भूमि विकास प्राधिकरण;
2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (घ) प्राधिकरण के उपाध्यक्ष उपस्थित; तथा (ङ) सुसंगत क्षेत्र में प्रतिष्ठित और विशेषज्ञ व्यक्ति, जो भारतीय रेलवे या उसके पब्लिक सेक्टर उपक्रम में सेवारत नहीं है, को कें रीय सरकार द्वारा सदस्य के रूप में नामर्निर्दष्ट किया जाएगा।[फा. सं.2024/एलएमएल-II/2/4]
पंकज त्यागी, कार्यपालक निदेशक (भूमि एवं सुविधाएं) टिप्पण:- स्वतंत्र सदस्य (चयन और नियुक्ति) नियम, 2007 सा.का.नि. संख्या 7(अ) तारीख 4 जनवरी, 2007 द्वारा भारत के राजपत्र, असाधारण, भाग-2, खंड-3, उपखंड (i) में प्रकाशित किए गए थे और सा.का.नि. संख्या 637(अ) तारीख 4 सितम्बर, 2009 द्वारा उनका अंतिम बार संशोधन किया गया था।

NOTIFICATION
New Delhi, the 6th December, 2024
G.S.R. 756(E).— In exercise of the powers conferred by section 4B read with section 198 of the Railways Act, 1989 (24 of 1989), the Central Government hereby makes the following rules further to amend the Independent Member(Selection and Appointment) rules, 2007, namely:-
1. (1) These rules may be called the Independent Member (Selection and Appointment) Amendment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Independent Member (Selection and Appointment) Rules, 2007, in rule 4, for sub-rule (1), the following sub-rule shall be substituted, namely:-
"(1) The Independent Member shall be selected by a Search-cum-Selection Committee comprising of the following members, namely:-
(a) Chairman and Chief Executive Officer, Railway Board as Chairperson;
(b) Member (Infrastructure), Railway Board and ex-officio Chairman, Rail Land Development Authority, as Member;
(c) Director General (Human Resources), Railway Board as Member;
(d) Vice Chairman of the Authority in attendance; and
(e) A person of eminence and expert in the relevant field, who is not in the service of Indian Railways or its Public Sector Undertaking, to be nominated by the Central Government, as Member."
