सं. बी/आरआर/2024-रिम्स(14).––क्षेत्रीय आर्युर्वज्ञान संस्थान, इंफाल, मणिपुर की विधिसंहिता के नियम 3(ii) के अंतर्गत निहित शक्तियों के अनुपालन में तथा स्वास्थ्य और परिवार कल्याण मंत्रालय के पत्र सं. U-12015/57/2022-NE-part (6) दिनांक 22-09-2023, से प्राप्त अनुमोदन के अनुसार क्षेत्रीय आर्युर्वज्ञान संस्थान, इंफाल सोसाइटी की कार्य परिषद के अध्यक्ष एतदद्वारा क्षेत्रीय आर्युर्वज्ञान संस्थान, इंफाल के निमित, कनिष्ठ अभियंता (विद्युत) की नियुक्ति संबंधित अधोलिखित नियमों-प्रविधियों को निर्र्मत करते हैं।
1. संक्षिप्त शीर्षक और आरंभ –
(i) इन नियमों को कनिष्ठ अभियंता (विद्युत) (समूह 'बी' पद) क्षेत्रीय आर्युर्वज्ञान संस्थान, इंफाल नियुक्ति नियम 2023 कहा जाएगा।
(ii) ये नियम आधिकारिक गजट में प्रकाशन के उपरांत लागू माने जाएंगे।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 2. पदों की संख्या, वर्गीकरण, पे मैट्रिक्स में वेतन स्तर प्रविधि अथवा नियुक्ति इत्यादि - उपयु र्क्त पदों के संदर्भ में वर्गीकरण, पे- मैट्रिक्स में वेतन स्तर, नियुक्ति की प्रविधि तथा इससे संबंधित अन्य संलग्न अनुसूचित (2) से (4) कॉलम में र्वर्णत के अनुसार होंगे।
3. नियुक्ति प्रविधि, आयु सीमा, योग्यता आदि- उपयु र्क्त पद से संबंधित नियुक्ति प्रविधि, आयु सीमा, योग्यता तथा अन्य मामले कॉलम (5) से (13) में र्निर्दष्ट के अनुसार होंगे।
4. अनर्हता : कोई भी व्यक्ति –
(क) जिसने एक जीवित पति/ पत्नी के रहते हुए भी दूसरा विवाह किया हो अथवा
(ख) जिसने एक जीवित पति/पत्नी के रहते हुए भी दूसरा विवाह किया हो वह उपयु र्क्त पद पर नियुक्ति के लिए योग्य होगा।
बशते की कें द्रीय सरकार, इस बात से आश्वस्त हो कि उपयु र्क्त विवाह उस व्यक्ति तथा दूसरी पार्टी पर लागू होने वाले वैयक्तिक नियम के अनुसार अनुमन्य हो तथा ऐसा करने के पीछे अन्य दूसरे भी आधार हो जिसके आधार पर उस व्यक्ति को उपयु र्क्त नियम से मुक्त किया जा सके ।
5. छू ट की शक्ति : जहाँ कें द्रीय सरकार, इस राय में हो कि ऐसा करना आवश्यक अथवा त्वरित है वे लिखित रूप में कारणों को दर्ज करते हुए उपयु र्क्त नियम में निहित किन्हीं प्राविधानों को किसी वर्ग अथवा कोटि या पद के संदर्भ में शिथिल कर सकते हैं।
1. संरक्षात्मक उपबंध : इन नियमों के अंतर्गत ऐसा कु छ भी नही होगा जिससे अनुसूचित जाति, अनुसूचित जनजाति तथा भूतपूर्व सेवारत तथा विशिष्ट कोटि के व्यक्तियों को कें द्र सरकार द्वारा समय समय पर जारी किए गए आदेशों के अनुसार आरक्षण, आयुसीमा में छू ट तथा अन्य छू ट प्रदान किए गए होंगे।

NOTIFICATION New Delhi, the 21st November, 2024.
No. B/RR/2024-RIMS(14).––In exercise of the powers conferred under Rule 3(ii) of the Bye- Laws of the Regional Institute of Medical Sciences, Imphal, Manipur and in pursuance of the approval of the Ministry of Health & Family Welfare conveyed vide letter No. U-12015/57/2022-NE-Part (6) dated 22- 09-2023, the Chairman, Executive Council, Society of Regional Institute of Medical Sciences, Imphal4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] hereby makes the following rules regulating the method of recruitment to the post of Junior Engineer (Electrical) in Regional Institute of Medical Sciences, Imphal.
1. Short title and commencement.-
(i) These rules may be called the Regional Institute of Medical Sciences, Imphal, Junior Engineer (Electrical) (Group 'B' post) Recruitment Rules, 2023.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix- The number of the said post, its classification and level in pay matrix, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age Limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No Person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - where the central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
