सा.का.नि. 778(अ).—के न्द्रीय सरकार, रेल अधिनियम, 1989 (1989 का 24) की धारा 198 के साथ पठित धारा 60 की उपधारा (2) के खंड (छ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय रेल (चालित लाइन) साधारण नियम, 1976 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्:-
(1) इन नियमों का संक्षिप्त नाम भारतीय रेल (चालित लाइन) साधारण (द्वितीय संशोधन) नियम, 2024 है। (2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. भारतीय रेल (चालित लाइन) साधारण नियम, 1976, (जिसे इसमें इसके पश्चात् उक्त नियम कहा गया है), के नियम 3.07, उपनियम (7) में निम्नलिखित अंतःस्थापित किया जाएगा, अर्थात्:–
"परन्तु, रंगीन बत्ती वाले दूरस्थ सिगनल को पिछले स्टेशन के अंतिम रोक सिगनल के साथ या मध्यवर्ती ब्लॉक सिगनल के साथ या समपार की सुरक्षा करने वाले रोक सिगनल के साथ मंजूरी देने वाले प्राधिकारी (नीचे दी गई मद (क) के मामले में – संबंधित क्षेत्रीय रेलवे के प्रधान मुख्य सिगनल और दूरसंचार इंजीनियर, और मद (ख) (ग और (घ) के मामले में संबंधित रेलवे के महाप्रबंधक) द्वारा उपरोक्त व्यवस्था के साथ संयोजित करने की अनुमति दी गई हो, निम्नलिखित प्रयोजनों के लिए –

(1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) स्टेशन की सीमाओं के बाहर स्थित समपारों का अंतर्पाशन (इंटरलॉकिं ग);
(ख) यार्ड रिमॉडलिंग रहित निकटवर्ती स्टेशनों पर तत्स्थानी परिवर्तनों सहित डबल डिस्टेंट सिगनलिंग;
(ग) यार्ड रिमॉडलिंग रहित निकटवर्ती स्टेशनों पर तत्स्थानी परिवर्तनों सहित स्लिप साइडिंग और कै च साइडिंग वाले खण्ड के सिवाय, मध्यवर्ती ब्लॉक सिगनलिंग; और
(घ) यार्ड रिमॉडलिंग रहित निकटवर्ती स्टेशनों पर तत्स्थानी परिवर्तनों सहित स्लिप साइडिंग और कै च साइडिंग वाले खण्ड के सिवाय स्वचालित ब्लॉक सिगनलिंग।"
3. उक्त नियमों में ,नियम 3 . ,अर्थात्
26 में निम्नलिखित अंतःस्थापित किया जाएगा
:-
"परन्तु, स्थिर सिगनलों को उपयोग में लाया जा सके गा यदि उन्हें मंजूरी देने वाले प्राधिकारी )नीचे दी गई मद )क (
के मामले में - संबंधित क्षेत्रीय रेलवे के प्रधान
मुख्य सिगनल और दूरसंचार इंजीनियर, और मद )ख( , (ग (और )घ ( के मामले में
- संबंधित रेलवे के महाप्रबंधक (द्वारा गाड़ियों के सुरक्षित संचालन को
सुनिश्चित करने के लिए पर्याप्त माना गया हो, निम्नलिखित प्रयोजनों के लिए –
(क) स्टेशन की सीमाओं के बाहर स्थित समपारों का अंतर्पाशन (इंटरलॉकिं ग);
(ख) यार्ड रिमॉडलिंग रहित निकटवर्ती स्टेशनों पर तत्स्थानी परिवर्तनों सहित डबल डिस्टेंट सिगनलिंग;
(ग) यार्ड रिमॉडलिंग रहित निकटवर्ती स्टेशनों पर तत्स्थानी परिवर्तनों सहित स्लिप साइडिंग और कै च साइडिंग वाले खण्ड के सिवाय, मध्यवर्ती ब्लॉक सिगनलिंग; और
(घ) यार्ड रिमॉडलिंग रहित निकटवर्ती स्टेशनों पर तत्स्थानी परिवर्तनों सहित स्लिप साइडिंग और कै च साइडिंग वाले खण्ड के सिवाय स्वचालित ब्लॉक सिगनलिंग।"

हितेंद्र मल्होत्रा, सदस्य (परिचालन एवं व्यवसाय विकास) और पदेन सचिव टिप्पणी-मूल नियम, भारत के राजपत्र, असाधारण, भाग-II, खंड-3, उप-खंड (i) में सा.का.नि. 445(अ) तारीख 21 जुलाई, 1981 द्वारा प्रकाशित किए गए थे और उनका अंतिम संशोधन सा.का.नि. 160(अ) तारीख 07 मार्च, 2024 द्वारा किया गया था।

NOTIFICATION
New Delhi, the 23rd December, 2024
G.S.R 778(E).—In exercise of the powers conferred by clause (g) of sub-section (2) of section 60 read with section 198 of the Railways Act, 1989 (24 of 1989), the Central Government hereby makes the following rules further to amend the Indian Railways (Open Lines) General Rules, 1976, namely:-
1. (1) These rules may be called the Indian Railways (Open Lines) General (Second Amendment) Rules, 2024.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. In the Indian Railways (Open Lines) General Rules, 1976, (hereinafter referred to as said rules), in rule 3.07, in sub-rule (7), the following shall be inserted, namely: -
"Provided that, a colour light Distant signal may be permitted to be combined with the last Stop signal of a station in rear or with an Intermediate Block signal or with a Stop signal protecting a level crossing with arrangements as above, by the Sanctioning Authority (in case of item (a) below – Principal Chief Signal and Telecom Engineer of the concerned Zonal Railway, and in case of item (b), (c) and (d) below - General Manager of the concerned Railway) for the purpose of - {{^{{FOOTNOTE 3 }}}} [भाग II—खण्ड 3(i)] भारत का राजपत्र : असाधारण
(a) Interlocking of level crossings outside station limits;
(b) Double Distant signaling alongwith corresponding changes at adjacent stations without yard remodelling;
(c) Intermediate Block signaling except in section with Slip siding and Catch siding, alongwith corresponding changes at adjacent stations without yard remodelling; and
(d) Automatic Block signaling except in section with Slip siding and Catch siding, alongwith corresponding changes at adjacent stations without yard remodelling."
3. In the said rules, in rule 3.26, the following shall be inserted, namely: -
"Provided that fixed signals can be brought into use if they have been passed by the Sanctioning Authority (in case of item (a) below - Principal Chief Signal and Telecom Engineer of the concerned Zonal Railway, and in case of item (b), (c) and (d) below - General Manager of the concerned Railway) as being sufficient to secure the safe working of trains, for the purpose of-
(a) Interlocking of level crossings outside station limits;
(b) Double Distant signaling alongwith corresponding changes at adjacent stations without yard remodelling;
(c) Intermediate Block signaling except in section with Slip siding and Catch siding, alongwith corresponding changes at adjacent stations without yard remodelling; and
(d) Automatic Block signaling except in section with Slip siding and Catch siding, alongwith corresponding changes at adjacent stations without yard remodelling."
