फा. सं. 18-02/2146-आईएनसी.—समय-समय पर यथासंशोधित भारतीय उपचर्या परिषद् अधिनियम, 1947 (1947 का XLVIII) की धारा 14 के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए भारतीय उपचर्या परिषद् एतद्द्वारा निम्नलिखित आदेश जारी करती है :-
जबकि, परिसर के पास, पोडुगु नारायणम्मा, श्रीकाकुलम जज बंगला के बगल में, जिला श्रीकाकुलम-532001 (आंध्र प्रदेश) आंध्र प्रदेश राज्य सरकार तथा आंध्र प्रदेश नर्स पंजीकरण परिषद् द्वारा जीएनएम पाठ्यक्रम संचालित करने के लिए मान्यता प्राप्त है। वहीं, भारतीय उपचर्या परिषद् अधिनियम, 1947 की धारा 14 के तहत मान्यता रद्द करने के लिए प्रधान सचिव (स्वास्थ्य एवं परिवार कल्याण), आंध्र प्रदेश राज्य सरकार, 5वां तल, भूतल, कमरा संख्या 151, ए.पी. सचिवालय, वेलेगापुडी, अमरावती-522503, आंध्र प्रदेश को संबोधित नोटिस संख्या 18-02/2146-आईएनसी (53845) दिनांक 26.02.2024 को जारी किया गया था। दिनांक 26.02.2024 को जारी नोटिस की एक प्रति परिसर के पास, पोडुगु नारायणम्मा, श्रीकाकुलम जज बंगला के बगल में, जिला श्रीकाकुलम-532001 (आंध्र प्रदेश) को भी भेजी गई थी। जारी किए गए नोटिस में राज्य सरकार से नर्सिंग संस्थान की उपयुक्तता के संबंध में परिषद् को अपनी सिफारिशें प्रस्तुत करने का अनुरोध किया गया था।
चूंकि, के संबंध में परिषद् को राज्य सरकार से कोई अनुशंसा प्राप्त नहीं हुई है। यहां तक कि संस्था यानी ने भी जारी किए गए नोटिस का कोई जवाब नहीं दिया है। वहीं, परिषद् द्वारा इस मामले पर समग्र विचार किया गया है। दिनांक 19.09.2023 की निरीक्षण रिपोर्ट के अवलोकन से पता चलता है कि संस्थान में कई मामलों में कमी है, विशेष रूप से वे कमियां जो नैदानिक और शिक्षण सुविधाओं से संबंधित हैं। ये गंभीर कमियां हैं जिसका मतलब है कि संस्थान जीएनएम पाठ्यक्रम का संचालन करने में असमर्थ है। 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] अतः, धारा 14(3)(बी) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए परिषद् यह घोषणा करती है कि दिनांक 21.05.2024 से परिसर के पास, पोडुगु नारायणम्मा, श्रीकाकुलम जज बंगला के बगल में, जिला श्रीकाकुलम-532001 (आंध्र प्रदेश) से जीएनएम मान्यता प्राप्त योग्यता धारक प्रत्येक व्यक्ति केवल आंध्र प्रदेश राज्य में पंजीकृत होने का हकदार होगा।

INDIAN NURSING COUNCIL
WITHDRAWAL ORDER
New Delhi, the 19th November, 2024
F. No. 18-02/2146-INC.—In exercise of the powers conferred under Section 14 of Indian Nursing Council Act, 1947 (XLVIII of 1947), the Indian Nursing Council hereby issues the following order:—
Whereas, Narayana School of Nursing situated at Near RTC Complex, Podugu Narayanamma, Beside Judge Bunglowa Srikakulam, Distt. Srikakulam 532001 Andhra Pradesh is recognized by State Government of Andhra Pradesh and Andhra Pradesh Nurses Registration Council to conduct GNM Course.
Whereas, a notice no. 18-02/2146-INC (53845) dated 26/02/2024 for withdrawal of Recognition under section 14 of Indian Nursing Council Act, 1947 addressed to the principal secretary (Health & FW), Government of Andhra Pradesh 5th Floor, Ground Floor, Room No. 157, A.P. Secretariat, Velegapudi, Amaravathi 522503, Andhra Pradesh was issued. Copy of the notice dated 26/02/2024 was also enclosed to Narayana School of Nursing situated at Near RTC Complex, Podugu Narayanamma, Beside Judge Bunglowa Srikakulam, Distt. Srikakulam 532001 Andhra Pradesh In the notice issued, the State Government was requested to submit their recommendations to the Council as respects Suitability of the nursing institution.
Whereas, the Council has not received any recommendation from the State Government as respects the case of Narayana School of Nursing. Even the institution, Narayana School of Nursing has not responded to the notices issued.
Whereas, the Council has considered the matter in its entirety. Perusal of the inspection report dated 19/09/2023 would show that the institution is deficient in many respects especially those relating to deficiencies i.e., clinical and teaching facilities. These are serious deficiencies which constitute that the institution is unable to run GNM Course.
Now therefore, the Council exercising powers under section 14(3) (b) declares that with effect from 21/05/2024 any person holding a recognized qualification of GNM from Narayana School of Nursing situated at Near RTC Complex, Podugu Narayanamma, Beside Judge Bunglowa Srikakulam, Distt. Srikakulam 532001 Andhra Pradesh shall be entitled to be registered only in the State of Andhra Pradesh.
