सा.का.नि. 01(अ).—के न्रीय सरकार, रेल अधिनियम, 1989 (1989 का 24) की धारा 198 और धारा 200 की उपधारा (2) के खंड (क) के साथ पठित, धारा 60 की उपधारा (2) के खंड (छ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय रेल (चालित लाइन) साधारण नियम, 1976 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ - (1) इन नियमों का संक्षिप्त नाम भारतीय रेल (चालित लाइन) साधारण (तीसरा संशोधन) नियम, 2024 है ।
(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. भारतीय रेल (चालित लाइन) साधारण नियम 1976 के नियम, 1.02 में निम्नलिखित खंड अंत:स्थापित किया जाएगा, अर्थात्:-
'(28-क) भारतीय रेल स्वचालित ट्रेन सुरक्षा प्रणाली (आईआर-एटीपी) (कवच) का अभिप्राय एक रेडियो 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] पायलटों के लिए अतिरिक्त साधन है, जिसका उपयोग किसी भी तरह से लोको पायलट द्वारा पालन किए जाने वाले सामान्य ट्रेन संचालन प्रावधानों (कोड और मैनुअल) के उल्लंघन या अवहेलना हेतू नहीं है ।' [फा. सं. 2022/संरक्षा (ए एंड आर)/19/05]
हितेंर मल्होत्रा, सदस्य (परिचालन एवं व्यवसाय विकास) और पदेन सचिव टिप्पण - मूल नियम भारत के राजपत्र असाधारण भाग-2 खंड-3 उप-खंड (i) में सा.का.नि. 445(अ), तारीख 21 जुलाई, 1981 द्वारा प्रकाशित किए गए थे और उनका अंतिम संशोधन सा.का.नि. 778(अ), तारीख 23 दिसंबर, 2024 द्वारा किया गया था ।

NOTIFICATION
New Delhi, the 31st December, 2024
G.S.R. 01(E).—In exercise of the powers conferred by clause (g) of sub-section (2) of section 60, read with section 198 and clause (a) of sub-section (2) of section 200 of the Railways Act, 1989 (24 of 1989), the Central Government hereby makes the following rules further to amend the Indian Railways (Open Lines) General Rules, 1976, namely:-
1. Short title and commencement. – (1) These rules may be called the Indian Railways (Open Lines) General (Third Amendment) Rules, 2024.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. In the Indian Railways (Open Lines) General Rules, 1976, in rule 1.02, the following clause shall be inserted, namely: -
'(28A) Indian Railway Automatic Train Protection System (IR-ATP) (Kavach), means a radio communication based control system, provided as an additional aid to Loco Pilots of functional Kavach fitted locomotives, in Kavach territory, the use of which shall in no way infringe or override the provisions (codes and manuals) of regular train operation required to be followed by Loco Pilot;'.

Note:- The principal rules were published in the Gazette of India, Extraordinary, Part-II, Section 3, Sub-section (i) vide number G.S.R. 445(E), dated the 21st July, 1981 and last amended vide number G.S.R.778(E), dated the 23rd December, 2024.
