फा. सं. 3-34/2023/एनसीएच/एचईबी/सीसी/पीटी.आई.—राष्ट्रीय होम्योपैथी आयोग अधिनियम, 2020 (2020 का 15) की धारा 55 की उपधारा (1) और उपधारा (2) के खंड (एच), (आई), (क्यु), (एस) और (टी) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रीय होम्योपैथी आयोग, राष्ट्रीय होम्योपैथी आयोग (होम्योपैथी स्नातक डिग्री पाठ्यक्रम – होम्योपैथी चिकित्सा और शल्य चिक्तिसा स्नातक (बीएचएमएस) विनियम- 2022 में संशोधन करने के लिए निम्नलिखित विनियम बनाता है, नामत: -

1. संक्षिप्त नाम और प्रारंभ.- (1) इन विनियमों को राष्ट्रीय होम्योपैथी आयोग (होम्योपैथी स्नातक डिग्री पाठ्यक्रम - होम्योपैथिक चिकित्सा एवं शल्य चिकित्सा स्नातक (बीएचएमएस) संशोधन विनियम, 2025 कहा जाएगा।

(2) ये सरकारी राजपत्र में प्रकाशन की तिथि से लागू होंगे।

2. राष्ट्रीय होम्योपैथी आयोग (होम्योपैथी स्नातक डिग्री पाठ्यक्रम - होम्योपैथिक चिकित्सा और शल्य चिकित्सा स्नातक (बीएचएमएस) विनियम, 2022 (जिसे इसके बाद मुख्य विनियम कहा जाएगा) में, विनियम 3 को उसके उप- विनियम (1) के रूप में क्रमांकित किया जाएगा और उप-विनियम (1) को इस प्रकार पुनः क्रमांकित करने के पश्चात, निम्नलिखित उप-विनियम (2) को अंतःस्थापित किया जाएगा, नामत: -

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (2) होम्योपैथी स्नातक डिग्री पाठ्यक्रम के उद्देश्य: (क) राष्ट्रीय लक्ष्य: स्नातक पाठ्यक्रम के अंत में, मेडिकल छात्र निम्नलिखित में सक्षम होना चाहिए:

(i) होम्योपैथी की ताकत, समाज और व्यक्ति की स्वास्थ्य देखभाल में इसकी उपयोगिता और सीमाओं को पहचानना;

(ii) स्वास्थ्य देखभाल के प्रभावी वितरण के लिए चिकित्सा सेवाओं के एकीकरण को सीखना ;

(iii) राष्ट्रीय स्वास्थ्य नीति और "सभी के लिए स्वास्थ्य" के उद्देश्य को राष्ट्रीय लक्ष्य और सभी नागरिकों के स्वास्थ्य अधिकार के रूप में पहचानना तथा इस सामाजिक जिम्मेदारी की प्राप्ति के लिए प्रशिक्षण प्राप्त करना । (iv) सामान्य रोगों के प्रोत्साहन, निवारक, उपचारात्मक और पुनर्वास संबंधी पहलुओं को शामिल करते हुए समग्र दृष्टिकोण के साथ होम्योपैथी चिकित्सा -अभ्यास में दक्षता हासिल करना ;

(v) वैज्ञानिक दृष्टिकोण विकसित करना, पेशे में दक्षता के लिए शैक्षिक अनुभव प्राप्त करना और होम्योपैथी के सिद्ांतों के आधार पर स्वस्थ जीवन को बढ़ावा देना ;

(vi) राष्ट्रीय आकांक्षाओं को पूरा करने के लिए चिकित्सीय नैतिकता का पालन करते हुए तथा सामाजिक और पेशेवर दायित्वों को पूरा करते हुए एक अनुकरणीय नागरिक बनना ;

(vii) होम्योपैथी को कायम रखने के लिए कौशल विकसित करना तथा इसे उत्साह के साथ अभ्यास करना ताकि यह अन्य वैज्ञानिक उपचार पद्तियों के समानांतर खड़ी हो।

(ख) संस्थागत लक्ष्य: राष्ट्रीय लक्ष्यों के अनुरूप, प्रत्येक होम्योपैथिक चिकित्सा संस्थान को प्रशिक्षित होम्योपैथिक पेशेवरों को तैयार करने के लिए संस्थागत लक्ष्यों को विकसित करना चाहिए। होम्योपैथिक चिकित्सा संस्थान से निकलने वाले स्नातक छात्रों को निम्नलिखित करना चाहिए:-

(i) व्यक्ति और समुदाय की स्वास्थ्य समस्याओं के नैदानिक निदान और होम्योपैथिक प्रबंधन में सक्षम होना, प्राथमिक, माध्यमिक या तृतीयक स्तर पर स्वास्थ्य टीम के सदस्य के रूप में उसकी स्थिति के अनुरूप, इतिहास, शारीरिक परीक्षण और प्रासंगिक जांच के आधार पर अपने नैदानिक कौशल का उपयोग करना;

(ii) स्वास्थ्य समस्याओं के लिए निवारक, प्रोत्साहक, उपचारात्मक, उपशामक और पुनर्वासात्मक तरीके से होम्योपैथिक औषधियों का वैज्ञानिक रूप से उपयोग करने में सक्षम होना;

(iii) विभिन्न चिकित्सीय पद्तियों के उपयोग के औचित्य को समझना तथा आवश्यकता पड़ने पर क्रॉस-रेफरल की सहायता लेना ;

(iv) स्वास्थ्य को प्रभावित करने वाले सामाजिक-मनोवैज्ञानिक, सांस्कृ तिक, र्आर्थक और पर्यावरणीय कारकों को समझने में सक्षम होना तथा पेशागत जिम्मेदारियों का निर्वहन करते समय मरीजों के प्रति मानवीय दृष्टिकोण विकसित करना;

(v) सामुदायिक स्वास्थ्य समस्याओं की पहचान करने में सक्षम होना तथा होम्योपैथिक सिद्ांतों के अनुसार सुधारात्मक कदमों को समझकर, उसके अनुरूप तैयार करके , लागू करके तथा ऐसे उपायों के परिणामों का मूल्यांकन करके इनके समाधान के लिए कार्य करना सीखना;

(vi) पर्यावरणीय स्थिरता के प्रति संवेदनशीलता विकसित करना तथा जिम्मेदारी और प्रतिबद्ता के साथ इसे प्राप्त करने के लिए सामुदायिक कार्य में संलग्न होना;

(vii) आलोचनात्मक चिंतन, साक्ष्य-आधारित अभ्यास में प्रशिक्षित होना चाहिए तथा पेशेवर कार्य के लिए आवश्यक अनुसंधान योग्यता और दस्तावेजीकरण कौशल से युक्त होना चाहिए;

(viii) आजीवन सीखने की प्रवृत्ति रखना तथा अभ्यास की परिस्थितियों की मांग के अनुसार दक्षताओं को विकसित करने के लिए तैयार रहना ;

(ix) उन बुनियादी कारकों से परिचित होना जो होम्योपैथी के साथ राष्ट्रीय स्वास्थ्य कार्यक्रमों के कार्यान्वयन और एकीकरण के लिए आवश्यक हैं, जिनमें परिवार कल्याण और मातृ एवं शिशु स्वास्थ्य (एमसीएच), स्वच्छता और जल आर्पूर्त, संक्रामक और गैर-संक्रामक रोगों की रोकथाम और नियंत्रण, टीकाकरण और स्वास्थ्य शिक्षा के व्यावहारिक पहलू शामिल हैं;

(x) स्वास्थ्य देखभाल वितरण, सामान्य और अस्पताल प्रबंधन, प्रमुख सूची कौशल और परामर्श में होम्योपैथी से संबंधित मानव संसाधन, सामग्री और संसाधन प्रबंधन के क्षेत्र में बुनियादी प्रबंधन कौशल हासिल करना ;

(xi) स्वास्थ्य देखभाल टीमों में एक सक्रिय और जिम्मेदार भागीदार के रूप में काम करने में सक्षम होना और सहकर्र्मयों, रोगियों और बड़े पैमाने पर समुदाय के साथ संचार कौशल में दक्षता हासिल करना;

(xii) विभिन्न प्रकार की स्वास्थ्य देखभाल व्यवस्थाओं में काम करने में सक्षम होना चाहिए ; और

(xiii) पेशेवर जीवन के लिए आवश्यक व्यक्तिगत विशेषताओं और दृष्टिकोणों को विकसित करना जैसे व्यक्तिगत ईमानदारी, जिम्मेदारी की भावना, भरोसेमंदता और अन्य व्यक्तियों के साथ संबंध बनाने या उनके प्रति चिंता दिखाने की क्षमता"।

3. मूल विनियमों के विनियम 4 के उप-विनियम (1) में ,-

(i) खंड (क) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाएगा, अर्थात्:-

"(क) अभ्यर्थी ने भौतिकी, रसायन विज्ञान , जीव विज्ञान या जैव प्रौद्योगिकी विषयों के साथ 10 +2 (या समकक्ष) उत्तीर्ण किया होगा।"

(ii) खंड (ग) को हटा दिया जाएगा किया जाएगा।

(iii) उप-विनियम (12) के पश्चात् निम्नलिखित उप-विनियम अंतःस्थापित किया जाएगा, अर्थात:-

(13) 'के न्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र परामर्श प्राधिकरण आबंटित विद्र्यार्थयों का सम्पूर्ण डाटा समय - समय पर आयोग द्वारा र्निर्दष्ट प्रारूप में राष्ट्रीय होम्योपैथी आयोग को सत्यापन के लिए निश्चित समय अवधि में प्रस्तुत करेगा ।

4. मूल विनियमों के विनियम 5 में, तालिका-1 में, कॉलम (2 ) के अंतर्गत क्रम संख्या (4) के सामने की प्रविष्टि में, चौथे के बाद शब्द और कोष्ठक "(अंतिम)" का हटा दिया जाएगा।

5. मूल विनियमों के विनियम 7 में, उप-विनियम (2) के पश्चात निम्नलिखित उप-विनियम अंतःस्थापित किया जाएगा, अर्थात:-

(3) "स्नातक स्तर पर योग्यता आधारित गतिशील पाठ्यक्रम - होम्योपैथी शिक्षा बोर्ड समय-समय पर राष्ट्रीय होम्योपैथी आयोग की वेबसाइट पर योग्यता आधारित गतिशील पाठ्यक्रम और उसके परिणाम उद्देश्यों को प्रकाशित करेगा। पाठ्यक्रम के मानक बदलते स्वास्थ्य सेवा परिदृश्य के साथ समय-समय पर संशोधन का विषय हैं। योग्यता आधारित गतिशील पाठ्यक्रम दस्तावेज़ में संशोधन के वल आयोग की बैठकों में आयोग से अनुमोदन के बाद ही किया जाएगा।"

6. मूल विनियमों के विनियम 9 में,-

(i) खंड (15) के पश्चात् निम्नलिखित स्पष्टीकरण अंतःस्थापित किया जाएगा, अर्थात:-

स्पष्टीकरण :- सिद्ांत और प्रायोगिक परीक्षाएं एक ही विषय के दो घटक हैं । यदि छात्र किसी एक घटक या दोनों में अनुत्तीर्ण होता है तो उसे विषय में अनुत्तीर्ण माना जाएगा और ऐसे मामले में छात्र को सिद्ांत और प्रायोगिक दोनों परीक्षाओं में बैठना होगा।

(ii) उप-विनियम (17) के खंड (ख) का हटा दिया जाएगा;

(iii) उप-विनियम (24) में, खंड (क) में, शब्द "अंतिम" के स्थान पर शब्द "सभी" प्रतिस्थापित किया जाएगा। 7. मूल विनियम के विनियम 11 में,-

(i) उप-विनियम (1) के खंड (ख) में, शब्द "अंतिम" जहां कहीं भी आता है, हटा दिया जाएगा;

(ii) तालिका-8 के स्थान पर निम्नलिखित तालिका प्रतिस्थापित की जाएगी;

पीए: आवधिक मूल्यांकन; टीटी: आवधिक परीक्षा; यूई: विश्वविद्यालय परीक्षाएं; बीएचएमएस: (होम्योपैथिक चिकित्सा और शल्य चिकित्सा में स्नातक)।

(iii) उप-विनियम (2) में, खंड (क) के स्थान पर निम्नलिखित खंड प्रतिस्थापित किया जाएगा, अर्थात:-

(क) "प्रत्येक पेशेवर होम्योपैथिक चिकित्सा एवं शल्य चिकित्सा स्नातक (बीएचएमएस) पाठ्यक्रम के अंत में आयोजित विश्वविद्यालय परीक्षाएं समग्र मूल्यांकन होंगी, जिसमें संबंधित पेशेवर वर्ष का संपूर्ण पाठ्यक्रम शामिल होगा। "

8. मूल विनियम के विनियम 12 में,-

( i ) तालिका-11 में, निम्नलिखित तालिका प्रतिस्थापित की जाएगी, अर्थात्:-

(ii) तालिका -14 के लिए,-

(ख) प्रविष्टि "कु ल योग 1800" के स्थान पर प्रविष्टि "कु ल योग 1900" प्रतिस्थापित की जाएगी;

(ग) क्रम संख्या 6 के सामने की प्रविष्टियों में, कॉलम (5) के उप-खंड (ङ) के अधीन प्रविष्टि "200" के स्थान पर प्रविष्टि "100" प्रतिस्थापित की जाएगी;

(iii) तालिका-16 में,-

(क) क्रम संख्या 5 के सामने की प्रविष्टियों में, कॉलम (5) के उप-खंड (घ) के अधीन प्रविष्टि "200" के स्थान पर प्रविष्टि "100" प्रतिस्थापित की जाएगी;

(ख) क्रम संख्या 6 और उससे संबंधित प्रविष्टियां को हटा दिया जाएगा;

(ग) प्रविष्टि "कु ल योग 1600" के स्थान पर प्रविष्टि "कु ल योग 1500" प्रतिस्थापित की जाएगी।

9. मूल विनियम के विनियम 14 में, उप-विनियम (1) में, उप खंड (ग) के स्थान पर निम्नलिखित प्रतिस्थापित किया जाएगा, अर्थात:-

"छात्र छह चयनात्मक सहित प्रथम से चतुर्थ व्यावसायिक परीक्षा तक सभी विषयों को उत्तीर्ण करने और अनिवार्य रोटेटरी इंटर्नशिप के लिए संबंधित राज्य बोर्ड या परिषद से अनंतिम पंजीकरण प्रमाणपत्र प्राप्त करने के बाद अनिवार्य इंटर्नशिप कार्यक्रम में शामिल होने के लिए पात्र होगा।

10. मूल नियम के विनियमन 18 में, उप विनियम (1) में, शब्द "अंतिम" हटा दिया जाएगा ।

NATIONAL COMMISSION FOR HOMOEOPATHY

NOTIFICATION

New Delhi, the 3rd January, 2025

F. No. 3-34/2023/NCH/HEB/C.C/Pt.I.—In exercise of the powers conferred by sub-section (1) and clauses (h), (i), (q), (s) and (t) of sub-section (2) of section 55 of the National Commission for Homoeopathy Act, 2020 (15 of 2020), the National Commission for Homoeopathy hereby makes the following regulations to amend the National Commission for Homoeopathy (Homoeopathy Graduate Degree Course – Bachelor of Homoeopathic Medicine and Surgery (B.H.M.S). Regulations- 2022, namely:-

1. Short title and commencement. – (1) These regulations may be called the National Commission for Homoeopathy (Homoeopathy Graduate Degree Course – Bachelor of Homoeopathic Medicine and Surgery (B.H.M.S.) Amendment Regulations 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the National Commission for Homoeopathy (Homoeopathy Graduate Degree Course – Bachelor of Homoeopathic Medicine and Surgery (B.H.M.S.) Regulations, 2022 (hereinafter referred to as principal regulations), regulation 3 shall be numbered as sub-regulation (1) thereof, and after re-numbering of sub- regulation (1) as so re-numbered, the following sub-regulation (2) shall be inserted, namely:-

"(2) Objectives of Homoeopathy Graduate Degree Course: (a) National Goals: At the end of undergraduate course, the medical student should be able to:

(i) Recognise the strength of homoeopathy, its applicability and limitations in health care of society and the individual;

(ii) Learn the integration of medical services for effective delivery of health care;

(iii) Recognise the purpose of the National Health Policy and "Health for all" as a national goal and health right of all citizens and undergo training to achieve the realization of this social responsibility.

(iv) Achieve competence in the practice of homoeopathy with holistic approach, encompassing promotive, preventive, curative and rehabilitative aspects of common diseases;

(v) Develop a scientific temper, acquire educational experience for proficiency in profession and promote healthy living based on the tenets of homoeopathy;

(vi) Become an exemplary citizen by observing medical ethics and fulfilling social and professional obligations so as to respond to national aspirations;

(vii) Develop skills to perpetuate homoeopathy and practice it with zeal so that it stands parallel to other scientific healing methods.

(b) Institutional Goals: In consonance with the national goals, each homoeopathic medical institution should evolve institutional goals to define the kind of trained homoeopathic professionals they intend to produce. The undergraduate students coming out of a homoeopathic medical institute should:-

(i) be competent in clinical diagnosis and homoeopathic management of health problems of the individual and the community, commensurate with his/her position as a member of the health team at the primary, secondary or tertiary levels, using his/her clinical skills based on history, physical examination and relevant investigations;

(ii) be competent to use homoeopathic medicines scientifically for health problems in preventive, promotive, curative palliative and rehabilitative mode;

(iii) appreciate the rationale for the use of different therapeutic modalities & engage in cross- referral when required;

(iv) be able to appreciate the socio-psychological, cultural, economic and environmental factors affecting health and develop a humane attitude towards patients in discharging professional responsibilities;

(v) be able to identify community health problems and learn to work to resolve these by understanding, designing, instituting corrective steps as per homoeopathic principles and evaluating outcome of such measures;

(vi) develop sensitivity to environmental sustainability and engage in community work towards achieving it with responsibility and commitment;

(vii) be trained in critical thinking, evidence-based practice and possess research aptitude and documentation skills necessary in professional work;

(viii) possess the attitude for lifelong learning and be ready to develop competencies as and when conditions of practice demand it;

(ix) be familiar with the basic factors which are essential for the implementation and integration of the National Health Programmes with homoeopathy including practical aspects of Family Welfare and Mother and Child Health (MCH), Sanitation and water supply, Prevention and control of communicable and non-communicable diseases, Immunization and Health Education;

(x) acquire basic management skills in the area of human resources, materials and resource management related to homoeopathy in health care delivery, general and hospital management, principal inventory skills and counselling;

(xi) be able to work as an active and responsible partner in health care teams and acquire proficiency in communication skills with colleagues, patients and the community at large;

(xii) be competent to work in a variety of health care settings; and

(xiii) develop personal characteristics and attitudes required for professional life such as personal integrity, sense of responsibility, dependability and ability to relate to or show concern for other individuals".

3. In regulation 4 of the principal regulations, in sub-regulation (1),-

(i) for clause (a), the following shall be substituted, namely:-

"(a) the candidate shall have passed 10 +2 (or equivalent) with subjects of Physics, Chemistry, Biology or Biotechnology.";

(ii) clause (c), shall be omitted.

(iii) After sub-regulation (12), the following sub-regulation shall be inserted, namely:-

"(13) 'The Central Government or the State Government or the Union Territory counseling authority shall submit complete data of allotted students to the National Commission for Homoeopathy in the format, within the time line specified by Commission from time to time for verification.".

4. In regulation 5 of the principal regulations, in Table-1, in the entry against serial number (4) under column (2), the word and brackets "(Final)" after Fourth shall be omitted

5. in regulation 7 of the principal regulations, after sub-regulation (2) following sub-regulation shall be inserted, namely:-

"(3) Competency Based Dynamic Curriculum at Graduate level – the Homoeopathy Education Board shall publish the competency based dynamic curriculum and the outcome objectives of the same from time to time on the National Commission for Homoeopathy website. The curriculum standards are subject to modification from time to time with the changing healthcare scenario. The Competency Based Dynamic Curriculum document modifications shall only be done after approval from the Commission in the meetings of Commission."

6. In regulation 9 of the principal regulations,-

(i) After clause (15), the following explanation shall be inserted, namely:-

"Explanation:- Theory and practical examinations are two components of same subject. If student fails in any one of the component or both it shall be treated as failed in the subject and in such case, the student shall appear for both theory and practical examinations.";

(ii) clause (b) of sub-regulation (17) shall be omitted;

(iii) in sub-regulation (24), in clause (a), for the word "final", the word "all" shall be substituted.

7. In regulation 11 of the principal regulation,-

(i) in sub-regulation (1), in clause (b), the word "final" wherever it occur shall be omitted;

(ii) for Table-8, the following Table shall be substituted;

PA: Periodical Assessment; TT: Term Test; UE: University Examinations; B.H.M.S: (Bachelor of Homoeopathic Medicine and Surgery).

(iii) in sub-regulation (2), for clause (a), the following clause shall be substituted namely:-

"(a) University examinations conducted at the end of each professional Bachelor of Homoeopathic Medicine and Surgery (B.H.M.S.) course shall be the Summative Assessment which shall include the complete syllabus for the respective professional year.";

8. In regulation 12 of the principal regulations,-

(i) in Table-11, the following Table shall be substituted, namely:-

(ii) for Table-14,-

(a) after serial number 6 and the entries relating thereto, the following shall be inserted, namely:-

(b) for the entry "Grand Total 1800", the entry "Grand Total 1900" shall be substituted;

(c) in the entries against serial number 6, under sub-clause (e) of column (5) for the entry "200", the entry "100" shall be substituted;

(iii) in Table-16,-

(a) in the entries against serial number 5, under sub-clause (d) of column (5) for the entry "200", the entry "100" shall be substituted;

(b) serial number 6 and the entries relating thereto shall be omitted;

(c) for the entry "Grand total 1600", the entry "Grand Total 1500" shall be substituted.

9. In regulation 14 of the principal regulations, in sub-regulation (1), for sub clause (c), the following shall be substituted, namely:-

"The student shall be eligible to join the compulsory internship programme after passing all the subjects from First to Fourth Professional examination including six electives and after getting provisional registration Certificates from respective State Board or Council for Compulsory Rotatory Internship."

10. In regulation 18 of the principal regulations, in sub-regulation (1), the word "Final" shall be omitted.
