) नई दिल्ली , 27 जनवरी, 2025 .––– समय-समय पर यथा संशोधित विदेश व्यापार नीति 2023 के पैराग्राफ 1.03 और 2.04 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, महानिदेशक विदेश व्यापार तत्काल प्रभाव से प्रक्रिया पुस्तिका 2023 के अध्याय 2 में निम्नलिखित संशोधन करते हैंः 698 GI/2025

| 2.91(घ) | निर्यात निरीक्षण परिषद (ईआईसी) ऐसी एजेंसी है ज रिक्त प्रमाणपत्र के मुद्रण हेतु अधिकृत है। ईआईसीकी वेबसाइट ;www.eicindia.gov.inमें उद्गम प्रमाणपत्र जारी करने हेतु प्रक्रिया संबंधी ब्यौरे (शुल्क सहित) उपलब्ध हैं। | हटा दिया गया |
| 2.93(ग) | (ग) सभी निर्यातकं जिन्हें उद्गम प्रमाणपत्र (गैर-तरजीही) प्रस्तुत करना है, क निम्नलिखित दस्तावेजं के साथ में सूचीबद्ध एजेंसियं मे ं से किसी एक को आवेदन करना होगा। (i) निर्यात उत्पाद में प्रयुक्त मात्रा/निविष्टियं के उद्गम/उपभज्यं के ब्यरे। (ii) बीजक की द प्रतियाँ। (iii) संबंधित बीजक के लिए पैकिंग सूची दो प्रतियों में। (iv) शुल्क 200/- रु. प्रति प्रमाण पत्र ह। | 2.93;ग जिन निर्यातकों को गैर-तरजीही उद्गम प्रमाणपत्र (सीओओ) प्राप्त करना आव यक है, उन्हें https://trade.gov.in के माध्यम से परििशष्ट 2ड. में सूचीबद्ध किसी भी एजेंसी को अपना आवेदन ऑनलाइन प्रस्तुत करना होगा। (i) ऑनलाइन आवेदन के साथ बीजक और पैकिंग सूची की प्रति अपलोड करना आव यक है। (ii) सत्यापन दस्तावेजों सहित प्रत्येक उद्गम प्रमाणपत्र के लिए 200/- का शुल्क लागू है। |
| 2.93(घ) | एजेंसी यह सुनिश्चित करेगी कि उद्गम प्रमाण पत्र (गैर तरजीही) मंजूर करने से पूर्व उपर्युक्त (क) में परिभाषित मानदंड के अनुसार वस्तुएँ भारतीय मूल की हैं। प्रमाणपत्र परिशिष्ट-2ड. के अनुलग्नक II में दिये गये प्रपत्र के अनुसार जारी किया जायेगा। यह सुनिश्चित किया जाना चाहिए कि प्रमाणपत्र में कई शुद्धि/पुनः टंकन नहीं किया गया है। परिशिष्ट-2ड. में सूचीबद्ध हने हेतु कोई भी इच्छुक एजेन्सी परिशिष्ट-2ड. के अनुलग्नक-I के अनुसार डीजीएफटी क अपना आवेदन प्रस्तुत कर सकती है। | जारी करने वाली एजेंसी यह (i) सुनिि चत करेगी कि ई उद्गम प्रमाणपत्र (गैर-तरजीही) प्रदान करने से पूर्व उपर्युक्त पैरा (क) में परिभािषत मानदंड के अनुसार वस्तुओं का भारतीय उद्गम प्रमाण पत्र परिषिष्ट 2ड. के अनुलग्नक-II पर विनिर्दिष्ट प्रपत्र के अनुसार जारी किया जाएगा। (ii) (iii) परिषिष्ट 2ड. के अंतर्गत सूचीबद्धता की इच्छुक कोई भी एजेंसी, परिषिष्ट-2ड. के अनुलग्नक I के अनुसार डीजीएफटी को अपना आवेदन प्रस्तुत कर सकती है। |

उद्गम के ई प्रमाणपत्र के कार्यान्वयन के समन्वय
में प्रक्रिया पुस्तक में संशोधन को अधिसूचित किया गया है। उदगम प्रमाणपत्र (गैर तरजीही) के बदले में
दिए जाने वाले और एक के बाद एक दिए जाने वाले उदगम प्रमाण पत्र (गैर तरजीही) के प्रावधानों को
भी अधिसूचित किया गया है

Subject: Amendments to Para 2.91 & 2.93 of HBP, inline with the Implementation of the eCertificate
of Origin System-reg.
F.No. 01/02/82/AM-19/EDI-Part(1)).–––In exercise of powers conferred under Paragraph 1.03 and 2.04 of the Foreign Trade Policy 2023, as amended from time to time, the Director General of Foreign Trade hereby makes the following amendments in Chapter 2 of the Handbook of Procedures 2023 with immediate effect:

| 2.93(c) | All exporters who are required to submit CoO (Non-Preferential) would have to apply to any of agencies enlisted in Appendix 2E with following documents: (i) Details of quantum / origin of inputs / consumables used in export product. (ii) Two copies of invoices. (iii) Packing list in duplicate for concerned invoice. | Exporters required to obtain a Non- Preferential Certificate of Origin (CoO) must submit their applications online via https://trade.gov.in to any of the agencies listed in Appendix 2E. (i) Copy of Invoice and packing list is required to be uploaded along with the online application. (ii) Fee of ₹200 is applicable for each |

Any agency desirous of enlistment in Appendix–2E may submit their application as per Annexure-I to Appendix 2E toDGFT. | (i) The issuing agency would ensure that goods are of Indian origin as per criteria defined at para (a) above before granting an eCoO (Non-Preferential). Certificate shall be issued as per format specified at Annexure-II of Appendix 2E. (ii) Any correction in an existing eCoO may be requested online as an in-lieu CoO application to the issuing agency. (iii) Any agency desirous of enlistment under Appendix–2E may submit their application as per Annexure-I to Appendix 2E to DGFT. |
| 2.93 (f) | - | Agencies may issue Back-to-Back Certificates of Origin (Non-Preferential) for goods not of Indian origin for re- export, trans-shipment, merchanting trade purposes. These certificates shall be issued based on documentary evidence confirming the goods' origin based on the foreign country of origin. The details of the supporting documentary evidence and the Country of Origin must be explicitly mentioned on the back-to-back CoO (NP) issued. |
Effect of the Public Notice: Amendments in Handbook of Procedures in sync with the implementation of eCertificate of Origin are notified. Provisions for in-lieu Certificate of Origin (Non-Preferential) and Back- to-back Certificate of Origin (Non-Preferential) are also notified.
