का.आ. 579(अ).— जबकि के न्रीय सरकार को ऐसा प्रतीत होता है कि लोक हित में यह आवश्यक है कि पारादीप (ओडिशा) से सिलीगुड़ी (पमिि बंगाल) होते हुए नुमालीगढ़ (असम) तक नुमालीगढ़ रिफाइनरी लिमिटेड के पारादीप- नुमालीगढ़ कच्चे तेल पाइपलाइन परियोजना के तहत कच्चे तेल के परिवहन के लिए पाइपलाइन बिछाई जाए, जिसका कु छ हिस्सा असम राज्य मे आ रहा है; और

जबकि के न्रीय सरकार को ऐसी पाइपलाइन बिछाने के प्रयोजन के लिए यह आवश्यक प्रतीत होता है कि उस भूमि में जिसके भीतर उक्त पाइपलाइन बिछाई जाने का प्रस्ताव है और जो इस अधिसूचना से संलग्न अनुसूची मे र्वर्णत है, उसका उपयोग के अधिकार का अर्जन किया जाने की जरूरत है;

अतः अब, के न्रीय सरकार, पेट्रोलियम और खनिज पाइपलाइंस (भूमि मे उपयोग के अधिकार का अर्जन) अधिनियम, 1962 (1962 का नं. 50) की धारा 3 कि उप धारा (1) द्वारा प्रदत शक्तियों का प्रयोग करते हुए, उस भूमि मे उपयोग के अधिकार का अर्जन करने के अपने आशय की घोषणा करता है l

कोई व्यक्ति, जो उक्त अनुसूची में र्वर्णत भूमि में हितबद्ध है, भारत के राजपत्र में यथा प्रकाशित इस अधिसूचना की प्रतियाँ साधारण जनता को उपलब्ध करा दी जाने के 21 (इक्कीस) दिन के अन्दर, भूमि के भीतर पाइपलाइन बिछाये जाने हेतु उपयोग के अधिकार के अर्जन के विरुद्ध अपनी लिखित रूप मे शिकायत, असम राज्य में नुमालीगढ़ रिफ़ाइनरी लिमिटेड के पुर्व उल्लेखित परियोजना के सक्षम अधिकारी, श्री सज्जाद आलम, असम सरकार के संयुक्त सचिव, उद्योग और वाणिज्य विभाग, को नुमालीगढ़ रिफ़ाइनरी लिमिटेड के परियोजना कार्यालय, 122A, स्चििियन बस्ती, जी.एस. रोड, गुवाहाटी- 781005, असम में भेज सकते है।

NOTIFICATION

New Delhi, the 30th January, 2025

S.O. 579(E).—Whereas it appears to the Central Government that in the public interest it is necessary that for transportation of crude oil through the Paradip – Numaligarh crude oil pipeline project of Numaligarh Refinery Limited from Paradip (Odisha) to Numaligarh (Assam) via Siliguri (West Bengal), a pipeline must be laid, part of which would fall in the State of Assam; and

Whereas it appears to the Central Government that for the purpose of laying such pipeline, it is necessary to acquire the Right of User (RoU) in the land under which the said pipeline is proposed to be laid and which is described in the Schedule annexed hereto;

Therefore, in exercise of the powers conferred by Sub-Section (1) of Section 3 of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (Act No. 50 of 1962), the Government of India hereby declares its intention to acquire the Right of User (RoU) therein.

Any person interested in the land described in the said schedule may, within 21 (twenty-one) days from the date on which copies of the Gazette of India containing this Notification are made available to the general public, object in writing to the acquisition of the Right of User (RoU) therein for laying of the pipeline under the land, to the Competent Authority (Assam) of the aforementioned project under Numaligarh Refinery Limited, Shri Sazzad Alam, ACS, Joint Secretary to the Government of Assam , Industries & Commerce Department, at the Project Office of Numaligarh Refinery Limited, 122A, Christian Basti, G.S. Road, Guwahati - 781005, Assam.
