का.आ. 5950(अ).— रेलवे अधिनियम, 1989 (1989 का 24) (इसके पश्चात् उक्त अधिनियम के रूप में संर्दर्भत) की धारा 20ए की उप-धारा (I) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, कें द्र सरकार इस बात से संतुष्ट होने के पश्चात् कि सार्वजनिक प्रयोजन के लिए भूमि, जिसका संक्षिप्त विवरण संलग्न अनुसूची में दिया गया है, विशेष रेलवे परियोजना अर्थात् तेलंगाना राज्य के खम्मम जिले में बोनकाल गांव और मंडल में "3000 एमटी लोडिंग के लक्ष्य को प्राप्त करने के लिए विद्युत कर्षण प्रणाली का 1x25के वी से 2x25के वी में उन्नयन कार्य का निर्माण – खम्मम – कोंडापल्ली सेक्शन में बोनकालु टीएसएस का निर्माण" के निष्पादन के लिए आवश्यक है, एतद्द्वारा ऐसी भूमि का अधिग्रहण करने की अपनी मंशा की घोषणा करती है;
उक्त भूमि में हितबद्ध कोई भी व्यक्ति, उक्त अधिनियम की धारा 20डी की उप-धारा (I) के अंतर्गत पूवोक्त प्रयोजन के लिए ऐसी भूमि के अधिग्रहण और उपयोग के संबंध में आधिकारिक राजपत्र में इस अधिसूचना के प्रकाशन की तारीख से तीस (30) दिनों की अवधि के भीतर भू-अर्जन में अपनी आपत्ति दर्ज करा सकता है.
प्रत्येक ऐसी आपत्ति, सक्षम प्राधिकारी, अर्थात् विशेष उप कलक्टर (भूमि अधिग्रहण) आईपीटी एवं रेलवे, खम्मम को लिखित रूप में की जाएगी और उसके आधारों को निर्धारित की जाएगी तथा सक्षम प्राधिकारी अर्थात् विशेष उप कलक्टर 8613 GI/2025
(1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (भूमि अधिग्रहण) आईपीटी एवं रेलवे, खम्मम आपत्तिकर्ता को व्यक्तिगत रूप से या कानूनी व्यवसायी द्वारा सुनवाई का अवसर देगा और ऐसी सभी आपत्तियों को सुनने के बाद तथा आगे ऐसी जांच करने के पश्चात् यदि भूमि अधिग्रहण के लिए सक्षम प्राधिकारी (सीएएलए) यह आवश्यक समझता है तो वह किसी आदेश द्वारा आपत्तियों को स्वीकार या अस्वीकार कर सकता है.
उक्त अधिनियम की धारा 20(डी) की उप-धारा (II) के अंतर्गत भूमि अधिग्रहण के लिए सक्षम प्राधिकारी द्वारा दिया गया कोई भी आदेश अंतिम होगा.
इस अधिसूचना के अंतर्गत शामिल की गई भूमि की भू-योजनाएं और अन्य विवरण उक्त सक्षम प्राधिकारी (सीएएलए) के कार्यालय में उपलब्ध हैं और इच्छु क व्यक्ति द्वारा उनका निरीक्षण किया जा सकता है.

NOTIFICATION
Secunderabad, the 22nd December, 2025
S.O. 5950(E).— In exercise of the powers conferred by sub-section (1) of Section 20A of the Railways Act, 1989 (24 of 1989) (hereinafter referred to as the said Act), the Central Government after being satisfied that for the public purpose, the land, the brief description of which is given in the schedule annexed hereto, is required for the execution of The Special Railway Project namely, "Up-gradation work of Electric Traction System from 1x25kV to 2x25KV to meet 3000 MT loading target – Construction of Bonakalu TSS in Khammam - Kondapalli section" in Bonakal Village & Mandal in Khammam District in the state of Telangana, hereby declares its intention to acquire such land.

Any person interested in the said land may, within a period of thirty (30) days from the date of publication of this notification in the Official Gazette, raise objection to the acquisition and use of such land for the aforesaid purpose under sub-section (1) of Section 20D of the said Act.
Every such objection, shall be made to the Competent Authority, namely, Special Deputy Collector(LA) IPT &Railways, Khammam in writing and shall be set out the grounds there of and the Competent Authority Special Deputy Collector(LA) IPT &Railways Khammam shall give the objector an opportunity of being heard, either in person or by legal practitioner and may, after hearing all such objections and after making such further enquiry, if any as the Competent Authority for Land Acquisition(CALA) thinks necessary, by order, either allow or disallow the objections.
Any order made by the Competent Authority for Land Acquisition under sub section (ii) of section 20(D) of the said act shall be final.
The land plans and other details of the land covered under this notification are available and can be inspected by the interested person at the aforesaid office of the Competent Authority (CALA).
