का.आ. 5968(अ).— के न्रीय सरकार, ऊर्जा संरक्षण अधिनियम, 2001 (2001 का 52) की धारा 14 के खंड (क) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, ऊर्जा दक्षता ब्यूरो के परामर्श से, भारत के राजपत्र, असाधारण, भाग 2, खंड 3, उपखंड (ii) में प्रकाशित भारत सरकार के विद्युत मंत्रालय की अधिसूचना, संख्याक का.आ. 4088(अ), तारीख 18 सितंबर, 2023 में निम्नलिखित संशोधन करती है, अर्थात्
1. उक्त अधिसूचना में पैरा 1 में, आरंभिक पैरा के स्थान पर निम्नलिखित को रखा जाएगा, अर्थात्: -
"(क) आईएस 16590 के अधीन आने वाले सभी प्रकार और आकार के वाष्प संपीड़न प्रकार के प्रत्येक तरल शीतलन पैके ज (चिलर), जिनमें सभी संशोधन शामिल हैं, जो स्पेस कू लिंग के लिए उपयोग किए जाते हैं और जिनका रेटेड वोल्टेज एकल फे ज के लिए 250 वोल्ट, 50 हर्टज एसी तक और तीन फे ज विद्युत आर्पूर्त के लिए 415 वोल्ट, 50 हर्टज एसी तक है, और जो भारत में निर्र्मत या आयात किए जा रहे हैं, उन्हें संबंधित अधिनियम या उसके अधीन बनाए गए विनियमों के उपबंधों के अनुसार लेबल पर विवरण प्रर्दर्शत करना होगा।
(ख) खंड (क) में, अंक '16950' के स्थान पर अंक '16590' रखे जाएंगे।
(ग) खण्ड (ग) के स्थान पर निम्नलिखित को रखा जाएगा, अर्थात्:-
"(ग) पूर्व-योग्यता मानदंडों को पूरा करना जिसमें प्रत्येक मॉडल भारतीय मौसमी ऊर्जा दक्षता अनुपात प्राप्त करेगा जैसा कि इन नियमों के अनुच्छेद 3 में प्रदान किया गया है।"

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 2. पैरा 2 में, उप-पैरा (1) में, खंड (घ) का लोप किया जाएगा।
3. (क) पैरा 4 के उप पैरा (4) में, अंक "16950" के स्थान पर अंक '16590' रखे जाएंगे।
(ख) उप पैरा (5) में, खंड (1) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्:-
"(1) शीतलन क्षमता (पूर्ण भार तथा आंशिक भार) तथा भारतीय मौसमी ऊर्जा दक्षता अनुपात की सहनशीलता सभी संशोधनों के साथ आईएस 16590 के अनुसार होगी।"
(ग) खंड (2) में अंक '16950' के स्थान पर अंक '16590' रखे जाएंगे।
4. पैरा 3 के स्थान पर निम्नलिखित को रखा जाएगा, अर्थात्:-
"(1) स्टार रेटटंग के लिए पात्र होने के लिए, प्रत्येक चिलर को क्रमशः वाटर कू ल्ड और एयर कू ल्ड कं डेनसर चिलर श्रेणी के लिए, समय-समय पर संशोधित सारणी 3 और सारणी 4 में दिए गए भारतीय मौसमी ऊर्जा दक्षता अनुपात को पूरा करना होगा।"
(2) प्रत्येक चिलर पर चिपकाए जाने वाले लेबल में एक स्टार के अंतराल के साथ अधिकतम पांच स्टार प्रर्दर्शत किए जाएंगे और चिलर को भारतीय मौसमी ऊर्जा दक्षता अनुपात मूल्य के आधार पर स्टार एक से स्टार पांच तक उसके प्रदर्शन के लिए रेट किया जाएगा।
(3) वाटर कू ल्ड या एयर-कू ल्ड कं डेंसर वाले चिलर, सारणी 3, 3.1, 4, और 4.1 समय-समय पर संशोधित के अनुसार भारतीय मौसमी ऊर्जा दक्षता अनुपात की आवश्यकता को पूरा करेंगे, जैसा भी लागू हो। मॉडल्स के लिए चुना गया स्टार स्तर, हर स्टार स्तर के भारतीय मौसमी ऊर्जा दक्षता अनुपात की न्यूनतम सीमाओं पर आधारित होगा, जैसा कि नीचे दी गई सारणी में दिखाया गया है:

(4) चिलर के न्यूनतम ऊर्जा निष्पादन स्तर को उन्नत करने के उद्देश्य से सारणी 3.1 और सारणी 4.1 में विर्निर्दष्ट 1 स्टार के लिए चिलर पर विवरणों के प्रदर्शन की अनुमति 1 जुलाई, 2026 से नहीं दी जाएगी।

NOTIFICATION
New Delhi, the 23rd December, 2025
S.O. 5968(E).––In exercise of the powers conferred by clause (a) of section 14 of the Energy Conservation Act, 2001 (52 of 2001), the Central Government, in consultation with the Bureau of Energy Efficiency, hereby makes the following amendments in the notification of the Government of India, Ministry of Power, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number S.O. 4088(E), dated the 18th September, 2023, namely:-
1. In the said notification, in paragraph 1 - for the opening paragraph, the following shall be substituted, namely: – "(a). Every liquid chilling packages (chillers) of all types and sizes of the vapour compression type covered under the scope of IS 16590 with all amendments used for space cooling with rated voltage up to and including 250 V, 50 Hz AC, for single phase and up to and including 415V, 50Hz AC for three phase power supply being manufactured or imported in India shall display particulars on labels in accordance with the provisions of the said Act or the regulations made thereunder, shall,-".
(b) in clause (a), for the figures '16950', the figures '16590' shall be substituted.
(c) for clause (c), the following shall be substituted, namely:-
"(c) Meet the prequalification criteria wherein every model shall achieve Indian Seasonal Energy Efficiency Ratio as provided in paragraph 3 of these regulations".
2. In paragraph 2, sub-paragraph (1), clause(d) shall be omitted.
- (a) In paragraph 4, sub- paragraph (4), for the figures “16950”, the figures ‘16590’ shall be substituted. ↩
(b) In sub-paragraph (5), for clause (1), the following shall be substituted, namely:-
"(1) The tolerances for Cooling Capacity (full load and part load) and Indian Seasonal Energy Efficiency Ratio shall be as per IS 16590 with all amendments".
(c ) for clause (2), for the figures '16950', the figures '16590' shall be substituted.
4. for paragraph 3,- the following shall be substituted, namely:-
"(1) To become eligible for star rating, every chiller shall meet the Indian Seasonal Energy Efficiency Ratio as provided in Table 3 and Table 4, as amended from time to time, for water cooled and air-cooled condenser chiller category respectively."
(2) The label to be affixed on each chiller shall display a maximum of five stars with an interval of one star, and the chiller shall be rated for its performance from star one to star five based on Indian seasonal energy efficiency ratio value.
(3) The chillers having water cooled or air-cooled condenser shall meet the requirement of Indian Seasonal Energy Efficiency Ratio as per the Tables 3,3.1, 4, and 4.1 with all amendments, as applicable. The star level chosen for the models shall be based on minimum limits of their Indian Seasonal Energy Efficiency Ratio of each star level as shown in tables below:

का.आ. 5969(अ).—ऊर्जा संरक्षण अधिनियम, 2001 (2001 का 52) की धारा 14 के खंड (ख) और खंड (घ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और विद्युत मंत्रालय, भारत सरकार की दिनांक 18 सितम्बर, 2023 की अधिसूचना संख्यांक का.आ. 4089 (अ) का अधिक्रमण करते हुए, जो भारत के राजपत्र, असाधारण, भाग 2, खंड 3, उपखंड (ii) में प्रकाशित हुई थी, के स्थान पर उन बातों को छोड़कर जो इस अधिक्रमण से पहले की गई हैं या नहीं की गई हैं, के न्रीय सरकार, ऊर्जा दक्षता ब्यूरो के परामर्श से स्पेस कू लिंग के लिए इस्तेमाल होने वाले वेपर कं प्रेशन टाइप के चिलर्स को विर्निर्दष्ट करती है, जिनका रेटेड वोल्टेज 250 वोल्ट, 50 हर्टज एसी तक है, सिंगल फे ज़ के लिए और 415 वोल्ट, 50 हर्टज एसी तक थ्री फे ज़ पावर सप्लाई के लिए और यह निदेश देती है कि भारत में बिक्री के लिए बनाए या आयात किए जा रहे ऐसे किसी भी चिलर पर उक्त अधिनियम या उसके अधीन बनाए गए नियमों के अनुसार लेबल पर सूचना प्रर्दर्शत की जाएगी।

S.O. 5969(E).––In exercise of the powers conferred by clause (b) and clause (d) of section 14 of the Energy Conservation Act, 2001 (52 of 2001) and in supersession of the notification of the Government of India in the Ministry of Power, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number S.O. 4089(E), dated the 18th September, 2023, except as respects things done or omitted to be done before such supersession, the Central Government in consultation with the Bureau of Energy Efficiency, hereby specifies the Chillers of vapour compression type being used for space cooling with rated voltage up to and including 250 V, 50 Hz AC, for single phase and up to and including 415V, 50Hz AC for three phase power supply and direct that any such chillers being manufactured or imported for sale in India shall display particulars on labels in accordance with the provisions of the said Act or the regulations made thereunder.
