का.आ. 5976(अ).—के न्रीय सरकार, मोटर यान अधिनियम, 1988 की धारा 58 की उप-धारा (3) एवं धारा 110 की उपधारा (3) (क) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, इस अधिसूचना के जारी होने की तारीख से बारह माह की अवधि के लिए छह अति आयामी माल प्रेषण,मैसर्स अनूप इंजीनियररंग लिमिटेड खेड़ा से कांडला पोर्ट गुजरात तक 04 और मैसर्स इस्गी इंजीनियररंग लिमिटेड दाहेज गुजरात से मु ंद्रा पोर्ट गुजरात तक 02 हॉट एक्सचेंजर को सड़क मार्ग से परिवहन के लिए जिसका अधिकतम सुरक्षित लदान भार/सकल वाहन भार और आकार इसके साथ संलग्न अनुसूची में उल्लिखित है, अनुमोदन प्रदान करती है।

अनुसूची

1. मैसर्स भाग्योदय ट्रांसपोर्ट कं पनी, उपरोक्त परिवहन के लिए छह अति आयामी माल प्रेषण के संचलन हेतु मैसर्स अनूप इंजीनियररंग प्राइवेट लिमिटेड और मैसर्स इस्गी इंजीनियररंग लिमिटेड का ट्रांसपोर्टर है।

2. निम्नलिखित प्राइम मूवर्स का उपयोग संबंधित माल के परिवहन में किया जाएगा, जैसा कि नीचे दिया गया है:-

3. उपरोक्त गतिविधियों में निम्नलिखित स्वतंत्र रूप से पंजीकृ त मॉड्यूलर हाइड्रोलिक ट्रेलरों का उपयोग किया जाएगा:-

4. यान और भार विन्यास :- लदी हुई स्थिति में धुरी का सकल यान भार (जीवीडब्ल्यू) और प्रेषित माल का समग्र आयाम निम्नानुसार होगा:-

5. उपरोक्त छू ट निम्नलिखित शतों के अध्यधीन है कि:-

(i). इन 06 अति आयामी प्रेषित माल के परिवहन के लिए विशिष्ट मार्ग जिसमें मैसर्स अनूप इंजीनियररंग लिमिटेड खेड़ा से कांडला पोर्ट गुजरात तक 04 और मेसर्स इस्गी इंजीनियररंग लिमिटेड दहेज गुजरात से मु ंद्रा पोर्ट गुजरात तक 02 हॉट एक्सचेंजर शामिल हैं, का सड़क मार्ग से इस प्रकार होगा-

(i) खेड़ा-वासड-तारापुर-बगोदरा-चोटिला-राजकोट-टंकारा-मोरबी-समाखियाली-गांधीधाम-कांडला पोर्ट। (ii) दाहेज - भरूच - वडोदरा – वासड - तारापुर- बगोदरा - चोटिला- राजकोट – टंकारा - मोरबी-समाखियाली- गांधीधाम-मु ंद्रा पोर्ट।

(ii) लोक निर्माण विभाग/स्थानीय प्राधिकारियों/भारतीय राष्ट्रीय राजमार्ग प्राधिकरण/एनएचआईडीसीएल द्वारा विभिन्न सड़कों और पुलों के लिए विर्निर्दष्ट भार प्रतिबंधों का अनुपालन किया जाएगा और यानों को सड़कों पर लाने से पहले, ऐसे प्राधिकारियों से अनुमति ली जाएगी। सुरक्षा की दृष्टि से ट्रैलरों का प्रत्येक प्रचालन राज्य/संघ राज्य क्षेत्र/भारतीय राष्ट्रीय राजमार्ग प्राधिकरण के संबंधित परिवहन विभाग द्वारा अनुमोदित किया जाएगा और उस पर कड़ी निगरानी रखी जाएगी। (iii) ट्रांसपोर्टर इस तरह के प्रतिबंधों का पालन करेगा जैसा कि राज्य / संघ राज्य क्षेत्र सरकार / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण /राष्ट्रीय राजमार्ग एवं अवसंरचना विकास निगम लिमिटेड इस संबंध में आदेश द्वारा र्निर्दष्ट कर सकता है। (iv) ट्रांसपोर्टर, यानों को सड़कों पर लाने से पहले, किसी भी वस्तु जैसे र्होडंिग्स, पोल, साइनबोर्ड को हटाने के लिए, ट्रांसमिशन लाइन बंद कराना इत्यादि के लिए, राज्य/संघ राज्य क्षेत्र सरकार के संबंधित विभागों से आवश्यक पूर्व अनुमति प्राप्त करेगा और इस तरह के प्रतिबंधों का पालन करेगा जैसा कि राज्य / संघ राज्य क्षेत्र / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण/ राष्ट्रीय राजमार्ग एवं अवसंरचना विकास निगम लिमिटेड इस संबंध में आदेश द्वारा विर्निर्दष्ट करता है। राज्य/संघ राज्य क्षेत्र सरकार द्वारा अनुमत, किसी भी वस्तु को हटाने और पुर्नर्वकास कराने की लागत मैसर्स भाग्योदय ट्रांसपोर्ट कं पनी, द्वारा वहन की जाएगी।

(v) ट्रांसपोर्टर बड़े आकार के कागो को देखते हुए, ऐसे यानों की प्रत्येक आवाजाही के संबंध में राज्य सरकार/भारतीय राष्ट्रीय राजमार्ग प्राधिकरण/ राष्ट्रीय राजमार्ग एवं अवसंरचना विकास निगम लिमिटेड द्वारा इस संबंध में र्निर्दष्ट प्राधिकरण या अधिकारी को कम से कम दस दिन पहले सूचना देगा। ऐसे प्रत्येक गमनागमन के लिए संबंधित प्राधिकारी द्वारा समय निर्धारित किया जाना चाहिए।

(vi) यदि ऐसा किसी राज्य/संघ राज्य क्षेत्र/भारतीय राष्ट्रीय राजमार्ग प्राधिकरण/ राष्ट्रीय राजमार्ग एवं अवसंरचना विकास निगम लिमिटेड के लोक निर्माण विभाग द्वारा निदेशित किया जाता है, तो लदे हुए यानों को उस राज्य/संघ राज्य क्षेत्र में सड़कों पर पुलों के ऊपर या नीचे से गुजरने की अनुमति नहीं दी जाएगी और ऐसे मामलों में आवेदकों को नदियों/नालों को पार करने के लिए संबंधित प्राधिकारियों से अनुमति प्राप्त करने के बाद, अपने खर्च पर, अपनी व्यवस्था स्वयं करनी होगी। (vii) ट्रांसपोर्टर राज्य / संघ राज्य क्षेत्र / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण/ राष्ट्रीय राजमार्ग एवं अवसंरचना विकास निगम लिमिटेड या किसी अन्य प्रभावित व्यक्ति को ऐसी राशि का भुगतान करने के लिए उत्तरदायी होगा जहां सड़कों या सड़क संरचनाओं/ पुलों / अन्य सड़क प्रयोक्ताओं/ व्यक्ति को प्रत्यक्ष या अप्रत्यक्ष रूप से कोई नुकसान ट्रेलरों की आवाजाही के कारण होता है।

(viii) सड़क की लंबाई के साथ ट्रेलरों के युग्मन की अनुमति के वल उपरोक्त आवाजाही के लिए होगी।

(ix) उक्त यानों का परिवहन, यातायात के सामान्य प्रवाह में बिना किसी बाधा के होना चाहिए।

(x) यान पर खतरे संबंधी सभी झंडियां और बत्तियां लगी होनी चाहिए, बेहतर यह होगा कि लदे यानों के आगे तथा पीछे एक-एक यान स्पष्ट रूप से यह दर्शाता हुआ चले कि भारी लदा हुआ यान गुजर रहा है।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (xi) सड़क पर चलने के लिए ट्रैलरों की अधिकतम गति 5 कि.मी./घंटा से अधिक नहीं होनी चाहिए।

(xii) ट्रैलरों की संपूर्ण चैड़ाई में अगले एवं पिछले हिस्से पर पीले एवं काले रंग से जेबरा पट्टी बनाई जाएगी और उस पर रात्रि के समय चलाने/र्पार्क ग के लिए आगे और पीछे समुचित रूप से लाल बत्ती होनी चाहिए तथा दिन में दोंनों ओर लाल झण्डी लगाई जाएगी, जिससे यान की सही-सही स्थिति का स्पष्ट रूप से पता चल सके ।

(xiii) ट्रांसपोर्टर यह सुनितिि करेगा कि उपरोक्त आवाजाही के दौरान उपयोग किए जाने वाले सभी यानों के संबंध में रोड टैक्स का भुगतान किया गया है, फिटनेस प्रमाण पत्र, बीमा कवर (तृतीय पक्ष बीमा सहित), राष्ट्रीय परमिट और पीयूसी प्राप्त किया गया है।

(xiv) ट्रेलरों और प्राइम मूवर्स के पंजीकरण प्रमाणपत्रों में कोई परिवर्तन नहीं किया जाएगा क्योंकि वे पहले से ही महाराष्ट्र, गुजरात और नागालैंड राज्यों में पंजीकृ त हैं।

(xv) किसी यान (यानों) या अन्य पंजीकृ त स्वामियों से प्राप्त यान (यानों) के भाग से उत्पन्न होने वाले मुद्दे की स्थिति में, ट्रांसपोर्टर स्वयं उत्तरदायी होगा।

(xvi) माल के परिवहन के दौरान उत्पन्न होने वाली किसी भी प्रकृ ति का कोई भी मुद्दा, ट्रांसपोर्टर की जिम्मेदारी होगी। (xvii) ट्रांसपोर्टर को यह सुनितिि करना होगा कि माल के परिवहन के दौरान संस्थापित वीएलटी डिवाइस (एआईएस-140 के अनुसार) सक्रिय हों।

(xviii) ट्रांसपोर्टर को यह सुनितिि करना होगा कि मार्ग में ऊपरि संरचना (ओवरहेड स्ट्रक्चर) आरओबी, आरयूबी, अंडरपास न हों, ताकि वस्तु के आवागमन में लंबवत अवरोध उत्पन्न न हो।

(xix) ट्रांसपोर्टर को इस मंत्रालय के दिनांक 27 अक्टूबर, 2025 के पत्र संख्या आरडब्ल्यू/एनएच-35072/01/2010- एसएण्डआर(बी)पार्ट-2 के माध्यम से जारी दिशानिदेश का पालन करना होगा।

NOTIFICATION

New Delhi, the 23rd December, 2025

S.O. 5976(E).— In exercise of the powers conferred by sub-section (3) of Section 58 and sub-Section 3(a) of Section 110 of the Motor Vehicles Act, 1988, the Central Government hereby accords approval for period of twelve months from the date of issue of this notification for transportation of Six over dimensional consignment 04 from M/s Anup Engineering Ltd. Kheda to Kandla Port Gujarat and 02 Hot exchanger from M/s Isgee Engineering Ltd. Dahej Gujarat to Mundra Port Gujarat by road with maximum safe laden weight/Gross Vehicles Weight and dimensions, as mentioned in the schedule appended hereto.

SCHEDULE

1. M/s Bhagyodaya Transport Company is the transporter of M/s Anup Engineering Pvt. Ltd. and M/s Isgee Engineering Ltd. for transportation of Six over dimensional consignment for the aforesaid movements.

2. Following Prime Movers will be utilized in the movement of the subject consignment as detailed below:-

5. The above relaxation is subject to the conditions that:-

i. The specific route for transportation of Six over dimensional consignment 04 from M/s Anup Engineering Ltd. Kheda to Kandla Port Gujarat and 02 Hot exchanger from M/s Isgee Engineering Ltd. Dahej Gujarat to Mundra Port Gujarat road through-

(i) Kheda-Vasad-Tarapur-Bagodara-Chotila-Rajkot-Tankara-Morbi-Samakhiali-Gandhidham-Kandla port.

(ii) Dahej- Bharuch- Vadodara- Vasad- Tarapur- Bagodara- Chotila- Rajkot- Tankara- Morbi-Samakhiali- Gandhidham-Mundra port.

ii. Load restrictions on various roads and bridges stipulated by the Public Works Department/Local Authorities/National Highway Authority of India/NHIDCL will be observed and permission of such authorities will be obtained before the vehicles are put on the roads. Movement of the trailers will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from safety point of view.

iii. The transporter will observe such restrictions as the State/Union Territory Government/National Highway Authority of India/NHIDCL may by order specify in this behalf.

iv. The transporter will obtain necessary prior permissions from the concerned departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India/NHIDCL may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the M/s Bhagyodaya Transport Company.

v. The transporter will give intimation at least ten days in advance and would need to obtain permission before commencement of transit, from concerned authority of State or Union Territory Authorities/National Highway Authority of India/NHIDCL en-route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority.

vi. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India/NHIDCL, the loaded vehicles will not be allowed to pass over or under the bridges on the roads in that10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] State/Union Territory and in such cases applicants will have to make arrangements at their cost, after obtaining the permission from the concerned Authorities, to cross the rivers/drains.

vii. The transporter would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India/NHIDCL or any other affected person where any damage is caused to the roads or road structures/bridges/other road users/persons directly or indirectly due to the movement of the trailers.

viii. Coupling of the trailers along the length of the road will be permissible only for above movements.

ix. The said vehicles should be moved without any hindrance to the normal flow of traffic.

x. The vehicles should display all danger flags and lights, the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing.

xi. The maximum speed of the trailers for movement on the road shall not exceed 5 km/hr.

xii. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly.

xiii. The transporter will ensure that road taxes have been paid, fitness certificate, insurance cover(including Third Party Insurance), National Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movement.

xiv. No change will be made in the Registration Certificates of the Trailers and Prime Movers as they are already registered in the state of Maharashtra, Gujarat and Nagaland.

xv. In case of issues arising of any vehicle(s) or part of vehicle(s) out sourced from other registered owners, the transporter shall bear responsibility for the same.

xvi. Any issue of any nature arising during the transportation of subject consignment shall be the responsibility of the transporter.

xvii. The transporter must ensure that the installed VLT Devices (as per AIS-140) are activated during transit of the consignment.

xviii. The transporter must ensure that the route does not have overhead structures, RoBs,RuBs, underpasses causing vertical constraint to the subject movement.

xix. The transporter must adhere to the guidelines by this Ministry vide letter RW/NH-35072/01/201 0-S&R(B)PT- 2 dated 27th October, 2025.
