का.आ. 6116(अ).–– यतः, मै. लक्ष्मी इन्फोबैन वन प्राइवेट लिमिटेड (पूर्व मे जीएआर कॉपोरेशन प्राइवेट लिमिटेड), ने तेलंगाना राज्य में कोकापेट गांव, गांडीपेट मंडल, रंगा रेड्डी जिला में सूचना प्रौद्योगिकी एवं सूचना प्रौद्योगिकी सर्मर्थत सेवाओं के लिए एक क्षेत्र विशिष्ट विशेष र्आर्थक जोन की स्थापना हेतु विशेष र्आर्थक जोन अधिनियम, 2005 (2005 का 28), (जिसे एतद्पश्चात् उक्त अधिनियम कहा गया है) की धारा 3 के अंतर्गत प्रस्ताव किया था;

और यतः, के न्र सरकार ने, विशेष र्आर्थक जोन नियमावली, 2006 के नियम 8 के साथ पठित उक्त अधिनियम की धारा 4 की उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निम्न तालिका में उल्लेखित क्षेत्रों को उपरोक्त विशेष र्आर्थक जोन में अधिसूचित/अतिरिक्त क्षेत्र किया था;

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और यतः, मै. लक्ष्मी इन्फोबैन वन प्राइवेट लिमिटेड ने अब उपरोक्त विशेष र्आर्थक क्षेत्र से 1.3510 हेक्टेयर के क्षेत्र को अनधिसूचित करने का प्रस्ताव किया है;

और, यतः तेलंगाना राज्य सरकार ने उनके पत्र सं. 1229/आईटीई&सी/प्रोम/2016 दिनाक 2 अप्रैल, 2025 के प्रत्र के अनुसार प्रस्ताव को मंजूरी दे दी है। अनधिसूचना के बाद, अनधिसूचित भूखंडों का उपयोग बुनियादी ढांचे के निर्माण के लिए किया जाएगा, जो मूल रूप से परिकल्पित एसईजेड के उद्देश्य को पूरा करेगा। अनधिसूचना के बाद, ऐसे भूखंडों का उपयोग तमिलनाडु सरकार के भूमि उपयोग दिशा-निदेशों/मास्टर प्लान के अनुरूप होगा;

और यतः विकास आयुक्त, विशाखापटनम विशेष र्आर्थक जोन ने विशेष र्आर्थक जोन के 1.3510 हेक्टेयर के सम्पूर्ण क्षेत्र को अनधिसूचित करने के प्रस्ताव की संस्तुति की है;

और यतः, के न्र सरकार इस बात से संतुष्ट है कि अधिनियम की धारा 3 की उप-धारा (8) के अंतर्गत अपेक्षाओं तथा अन्य सम्बंधित अपेक्षाओं को पूरा कर लिया गया है;

अतः अब, विशेष र्आर्थक जोन अधिनियम, 2005 की धारा 4 की उप-धारा (1) के दूसरे परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और विशेष र्आर्थक जोन अधिनियम, 2006 के नियम 8 के अनुसरण में के न्र सरकार एतद्द्वारा 1.3510 हेक्टेयर के क्षेत्र को उक्त विशेष र्आर्थक जोन के भाग से अनधिसूचित करती है, जिसके परिमाणतः कु ल क्षेत्रफल 1.0780 हेक्टेयर हो जाएगा। अनधिसूचना के लिए सवेक्षण संख्या और क्षेत्रफल नीचे तालिका में दिए गए हैं:-

NOTIFICATION

New Delhi, the 29th December, 2025

S.O. 6116(E).—Whereas, M/s. Laxmi Infobahn One Private Limited (formally M/s. GAR Corporation Pvt. Ltd), had proposed under section 3 of the Special Economic Zones Act, 2005 (28 of 2005), (hereinafter referred to as the said Act) to set up a sector specific Special Economic Zone for Information Technology and Information Technology Enabled Services at Kokapet Village, Gandipet Mandal, Ranga Reddy District, in the State of Telangana;

And, whereas, the Central Government, in exercise of the powers conferred by sub-section (1) of section 4 of the said Act read with rule 8 of the Special Economic Zones Rules 2006, had notified/additional area the following areas at above Special Economic Zone as details given below in the table: -

AND, WHEREAS, M/s. Laxmi Infobahn One Private Limited has now proposed for de-notification of 1.3510 hectares from the above Special Economic Zone;

AND, WHEREAS, the State Government of Telangana has given its approval to the proposal vide letter No.1229/ITE&C/Prom/2016 dated 2nd April, 2025. Further, after de-notification, the de-notified land parcel would be utilized towards creation of infrastructure which would sub-serve the objective of the SEZ as originally envisaged. Post de-notification, use of such land parcels will conform to land use guidelines/master plans of the Government of Telangana;

AND, WHEREAS, the Development Commissioner, Visakhapatnam Special Economic Zone has recommended the proposal for de-notification of an area of 1.3510 hectares of the Special Economic Zone.

NOW, WHEREAS, the Central Government is satisfied that the requirements under sub-section (8) of section 3 of the said Act and other related requirements are fulfilled;

NOW, THEREFORE, in exercise of the powers conferred by second proviso to sub-section (1) of section 4 of the Special Economic Zones Act, 2005 and in pursuance of rule 8 of the Special Economic Zones Rules, 2006, the Central Government hereby de-notifies an area of 1.3510 hectares, thereby making resultant area as 1.0780 hectares. For de-notification, the survey numbers and the area are given below in the table, namely:-
