रेल अधिनियम 1989 की धारा 20 (ई) के अंतर्गत सूचना
का.आ. 154(अ).— कें द्रीय सरकार ने, रेल अधिनियम, 1989 (1989 का 24) जिसे इसमें इसके पश्चात (उक्त अधिनियम कहा गया है) की धारा 20क की उपधारा (4) के अधीन भारत के राजपत्र, असाधारण, भाग ॥, खंड 3, उपखंड (ii) में प्रकाशित भारत सरकार के रेल मंत्रालय की अधिसूचना क्रमांक 4916(अ). तारीख 24/10/2025 (जिसे इसमें इसके पश्चात उक्त अधिसूचना कहा गया है) द्वारा उक्त अधिसूचना से उपबन्द अनुसूची में विर्निर्दष्ट भूमि को, छत्तीसगढ़ राज्य के रायगढ़ जिले में विशेष रेल परियोजना अर्थात "बिलासपुर डिवीजन-एडीईएन/आरआईजी के अधिकार क्षेत्र के अंतर्गत के डीटीआर–बीईएफ के बीच किमी-599/18-20 पर एलसी नंबर 297 के बदले में अधूरे एलएचएस का निर्माण।" के निष्पादन के लिए र्अर्जत करने के अपने आशय की घोषणा की थी;
और उक्त अधिनियम की धारा 20क की उपधारा (4) के अधीन उक्त अधिसूचना क्रमांक 4916(अ). तारीख 24/10/2025 का "नवीन कदम" (रायगढ़) (हिंदी), इस्पात टाइम्स, (रायगढ़) (हिंदी) , नईदुनिया (बिलासपुर) (हिंदी) और "सेन्ट्रल क्रॉनिकल "(रायपुर) (इंग्लिश) संस्करण में प्रकाशित किया गया था;
और नियत अवधि में कोई आक्षेप प्राप्त नहीं हुआ;
और उक्त अधिनियम कि धारा 20 (ई) की उपधारा (1) के अनुसरण में सक्षम अधिकारी ने अपनी रिपोर्ट के न्द्रीय सरकार को प्रस्तुत कर दी है;

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अतः अब कें द्रीय सरकार सक्षम अधिकारी से उक्त रिपोर्ट प्राप्त होने पर और रेल अधिनियम 1989 कि धारा 20(ई) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए यह घोषणा करती है कि अनुसंलग्न अनुसूची में लिखित भूमि अधिग्रहित की जाती है;
और यह कि के न्द्रीय सरकार द्वारा उक्त अधिनियम कि धारा 20 (ई) के अनुसरण में यह घोषणा करती है इस अधिसूचना के राजपत्र में प्रकाशित होने पर इससे उपबध्द अनुसूची में विर्निर्दष्ट भूमि सभी विल्लग्नों से मुक्त होकर कें द्रीय सरकार में आत्यंतिक रूप से निहित हो जाएगी।
(अ) रेल परियोजना "बिलासपुर डिवीजन-एडीईएन/आरआईजी के अधिकार क्षेत्र के अंतर्गत के डीटीआर–बीईएफ के बीच किमी-599/18-20 पर एलसी नंबर 297 के बदले में अधूरे एलएचएस का निर्माण। " के अधिग्रहण के लिए भूमि का संक्षिप्त विवरण.

NOTIFICATION
Bilaspur, the 8th January, 2026
NOTIFICATION UNDER SECTION 20E OF THE RAILWAY ACT 1989
S.O. 154(E).—Whereas by the notification of the Government of India, In the Ministry of Railways (Railway Board) S.O. number 4916(E), dated 24/10/2025, published in the Gazette of India (Extra-Ordinary) Part-II section 3 sub section (ii), (hereinafter referred to as the said notification) under subsection (1) of 20A of the railway act, 1989 (24 of 1989) (hereinafter referred to as the said Act), the central Government declared its intention to acquire the land specified in the schedule annexed to the said notification for execution of Special Railway Project, namely "(Bilaspur Division Construction of incomplete LHS in lieu of LC No. 297 at KM- 599/18-20 between KDTR-BEF under the jurisdiction of ADEN/RIG)." in the state of Chhattisgarh.
And, whereas, the substance of the said notification Number 4916(E), dated 24/10/2025, was published in the daily newspapers, "Navin Kadam" (Raigarh) (Hindi), Ispat times (Raigarh) (Hindi), Nayidunia (Bilaspur) (Hindi) & "Central Chronicle" (Raipur) (English) on 20th November, 2025 under sub-section (4) of Section 20A of the said Act;
And whereas, no objection was received within the set time period.
And, whereas, in pursuance of sub-section (I) of Section 20E of the said Act, the Competent Authority has submitted his report to the Central Government;
Now, therefore, upon receipt of the said report of the Competent Authority, and in exercise of the powers conferred by sub-section I) of Section 20E of the said Act, 1989, the Central Government hereby declares that the lands specified in the schedule annexed hereto shall be acquired for the aforesaid purpose;
And, further, in pursuance of sub-section (2) of Section 20E of the said Act, the Central Government hereby declares that on publication of this notification in the Official Gazette, the land specified in the Schedule annexed hereto shall vest absolutely in the Central Government free from all encumbrances,
