वार्षिक प्रतिवेदन 2024-2025

फा. सं. सीए/55/2025/वार्षिक प्रतिवेदन .-वास्तुविद्‌ अधिनियम 1972 के अंतर्गत स्थापित वास्तुकला परिषद्‌ को 31 मार्च 2025 को समाप्त हुए वित्तीय वर्ष के लिए वार्षिक प्रतिवेदन और लेखापरीक्षित लेखा विवरण प्रस्तुत करते हुए प्रसन्नता हो रही है। वास्तुकला परिषद्‌ (सीओए) देश में वास्तुकला संस्थानों और व्यवसायियों के लिए नियामक प्राधिकरण है और राष्ट्रीय स्तर पर वास्तुविदों की एक पंजिका अनुरक्षित करती है। शिक्षा मंत्रालय, उच्चतर शिक्षा विभाग, भारत सरकार का परिषद्‌ का केंद्रक मंत्रालय है।

वास्तुविदों की पंजिका के अनुरक्षण के अतिरिक्त, सीओए समय-समय पर विशेषज्ञों की समितियों द्वारा निरीक्षण करके अधिनियम के अंतर्गत मान्यता प्राप्त योग्यताओं के मानकों के अनुरक्षण की निगरानी करती है। विशेषज्ञों द्वारा प्रस्तुत प्रतिवेदनों के आधार पर, सीओए संस्थानों द्वारा बनाए गए मानकों की अपर्याप्तता के संबंध में संबंधित सरकार को अभ्यावेदन दे सकती है। प्रोफे. अभय वी. पुरोहित परिषद्‌ के अध्यक्ष और वास्तुविद गजानंद राम उपाध्यक्ष हैं। श्री आर. के. ओबेरॉय परिषद्‌ के रजिस्ट्रार तथा श्री दीपक कुमार उप रजिस्ट्रार हैं। अधिनियम और इसके अंतर्गत विरचित विनियमों के उद्‌देश्यों को पूर्ण करने के क्रम में, परिषद्‌ ने निम्नलिखित संवैधानिक समितियों का गठन किया है :

(i) कार्यकारिणी समिति का गठन अधिनियम की धारा 10 के अंतर्गत किया गया है तथा यह परिषद्‌ के कार्यकारी प्राधिकरण के रूप में कार्य करती है।

(ii) अनुशासनात्मक समिति का गठन केंद्र सरकार द्वारा वास्तुकला परिषद्‌ के नियमों के अनुसार किया गया है। यह समिति वास्तुविदों के पेशेवर कदाचार से संबंधी शिकायतों और पूछताछ की जांच करती है और वास्तुविदों के दोषी होने के संबंध में निर्णय लेने हेतु परिषद्‌ को अपनी सिफारिशें प्रस्तुत करती है।

(1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (iii) सलाहकार समिति (अपील) उन आवेदकों की अपील सुनती है जिनके पंजीकरण आवेदन अस्वीकार कर दिए जाते हैं। (iv) विदेशी योग्यताओं पर गठित उप-समिति, विदेशी योग्यताओं की मान्यता के लिए केंद्र सरकार से प्राप्त संदर्भों की जांच करती है।

दिनाँक 01.04.2024 से 31.03.2025 तक परिषद्‌ द्वारा की गई विभिन्न गतिविधियों का विवरण नीचे दिया गया है :

1. संवैधानिक बैठकें : वास्तुकला परिषद्‌ की बैठकें : इस वर्ष के दौरान, परिषद्‌ ने पूर्ण परिषद्‌ की निम्नलिखित बैठकें आयोजित कीं :

• परिषद्‌ की 82वीं बैठक शनिवार, 20 जुलाई, 2024 को कॉन्फ्रेंस हॉल, होटल सोलर रेजिडेंसी, राज बाग, श्रीनगर - 190008, जम्मू और कश्मीर में आयोजित की गई।

दिनाँक 20 जुलाई 2024 को हुई 82वीं परिषद्‌ की बैठक के बाद, अध्यक्ष ने आईआईए जम्मू चैप्टर के प्रतिनिधियों से मुलाकात की और जम्मू-कश्मीर में गैर-वास्तुविदों द्वारा वास्तुकला के क्षेत्र में काम करने और "वास्तुविद" उपाधि के दुरुपयोग से संबंधित चिंताओं पर चर्चा की। उन्होंने चैप्टर को आश्वासन दिया कि परिषद्‌ इन उल्लंघनों को दूर करने और पेशेवर मानकों की रक्षा के लिए उचित कानूनी और नियामक कार्रवाई करेगी।

• परिषद्‌ की 83वीं बैठक मंगलवार और बुधवार, 21-22 जनवरी 2025 को प्राइड होटल, 93, रिचमंड रोड, लैंगफोर्ड गार्डन्स, बेंगलुरु - 560025, कर्नाटक में आयोजित की गई थी।

अपनी बैठकों के दौरान, वास्तुकला परिषद्‌ ने पेशे को प्रभावित करने वाले प्रमुख मुद्दों पर चर्चा की, जिनमें विनियामक सुधार, शिक्षा के भविष्य की दिशाएँ और नीतिगत पहल शामिल हैं। चर्चाओं में पेशेवर प्रक्रियाओं के आधुनिकीकरण, शैक्षिक संसाधनों की कमी को दूर करने और मान्यता ढाँचों को मजबूत करने के प्रयासों पर प्रकाश डाला गया। परिषद्‌ ने शैक्षिक सुधारों की समीक्षा भी की, विभिन्न पेशेवर और शैक्षिक कार्यक्रमों का समर्थन किया, वैश्विक मंचों में भाग लिया और शासन को बेहतर बनाने के उपायों पर विचार किया, साथ ही भारत में वास्तुकला शिक्षा और अभ्यास को आगे बढ़ाने के प्रति अपनी प्रतिबद्धता की पुष्टि की।

2. वास्तुविदों का पंजीकरण : परिषद्‌ अधिनियम की धारा 25 के अंतर्गत उस व्यक्ति को वास्तुविद के रूप में पंजी—त करती है, जो भारत में निवास करता हो या वास्तुकला का पेशा करता हो और जिसके पास वास्तुकला की मान्यता प्राप्त योग्यता हो। पंजीकरण आवेदन और शुल्क ऑनलाइन और ऑफलाइन दोनों तरीकों से जमा किए जा सकते हैं। प्रतिवेदन की अवधि के दौरान, परिषद्‌ ने 14062 योग्य व्यक्तियों को वास्तुविद के रूप में पंजीकरण प्रदान किया है। इसके साथ ही 31 मार्च, 2025 तक कुल 183963 वास्तुविद पंजी—त हो चुके हैं। दिनाँक 31.03.2025 तक वैध पंजीकरण रखने वाले 142748 वास्तुविदों का राज्यवार विवरण इस प्रकार है :

3. वास्तुविदों के पंजीकरण का नवीनीकरण : प्रतिवेदनाधीन अवधि के दौरान, परिषद्‌ ने 20,023 वास्तुविदों का वार्षिक आधार पर पंजीकरण नवीनीकरण किया, जबकि 5,018 वास्तुविदों ने एक बार के नवीनीकरण का विकल्प चुना। इसके अतिरिक्त, 25,041 वास्तुविदों ने आवश्यक शुल्क का भुगतान करके वास्तुविदों की पंजिका में अपना नाम पुनः दर्ज कराया है।

4. वैध पंजीकरण वाले वास्तुविदों को नवीन पंजीकरण प्रमाण पत्र और पहचान पत्र जारी करना : प्रतिवेदनाधीन वर्ष के दौरान, परिषद्‌ ने नवीन पंजी—त वास्तुविदों के साथ-साथ अपने मौजूदा पंजीकरण प्रमाण पत्र वापस करने वाले वास्तुविदों को भी नवीन पंजीकरण प्रमाण पत्र और पहचान पत्र निःशुल्क जारी किये हैं। 1. मौजूदा पंजी—त वास्तुविद : 10602 2. नवीन पंजी—त वास्तुविद : 14062

दिनाँक 31.03.2025 तक, परिषद्‌ ने 80601 वास्तुविदों को नवीन पंजीकरण प्रमाण पत्र और पहचान पत्र निःशुल्क जारी किए हैं।

5. परिषद्‌ द्वारा वास्तुविदों के लिए डिजिटल पंजीकरण प्रमाण पत्र जारी करना : वास्तुकला परिषद्‌ (सीओए) ने पूरे भारत में पंजी—त वास्तुविदों के लिए डिजिटल पंजीकरण प्रमाण पत्र और पहचान पत्र जारी करने की घोषणा की है। इस पहल के अंतर्गत पारंपरिक भौतिक प्रमाण पत्रों को एक सुरक्षित, प्रौद्योगिकी-आधारित प्रारूप से प्रतिस्थापित किया गया है, जिसे सीओए पोर्टल के माध्यम से कभी भी प्राप्त किया जा सकता है। इस कदम का उद्देश्य भौतिक दस्तावेजों पर निर्भरता कम करके सुविधा, दक्षता और स्थिरता को बढ़ाना है। पंजी—त वास्तुविद अब आसानी से अपने प्रमाणपत्र ऑनलाइन स्तर पर डाउनलोड और सत्यापित कर सकते हैं, जो आधुनिकीकरण और डिजिटल परिवर्तन के प्रति परिषद्‌ की प्रतिबद्धता को दर्शाता है।

6. वास्तुविदों के पहचान पत्र डिजिलॉकर पर उपलब्ध : रिपोर्टिंग वर्ष के दौरान परिषद्‌ ने डिजिलॉकर के माध्यम से वास्तुविदों के पहचान पत्रों तक डिजिटल पहुंच को सक्षम बनाया है, जो पंजी—त वास्तुविदों के लिए एक सुरक्षित, कागज रहित और आसानी से सुलभ विकल्प प्रदान करता है। वास्तुविद अपने डिजिलॉकर अकाउंट में लॉग इन करके, वास्तुकला परिषद्‌ खोजकर और दस्तावेज प्राप्त करके अपना पहचान पत्र देख और डाउनलोड कर सकते हैं। यह पहल सत्यापन को सरल बनाती है, दस्तावेज सुरक्षा को बढ़ाती है और पर्यावरण के अनुकूल रिकॉर्ड रखने को बढ़ावा देती है--जिससे वास्तुविद और हितधारक दोनों को लाभ होता है।

7. वित्तीय वर्ष 2024-2025 के लिए बजट अनुमान : परिषद्‌ की कार्यकारी समिति ने 28 मार्च, 2024 को आयोजित अपनी 258वीं बैठक में वित्तीय वर्ष 2024-2025 के लिए बजट अनुमानों को मंजूरी दी, जिसमें आवर्ती व्यय 2886.05 लाख रुपये और गैर-आवर्ती व्यय 545.00 लाख रुपये है, जबकि प्राप्त होने वाली आय 3431.16 लाख रुपये है। बजट में छात्रवृत्ति, अनुसंधान अनुदान और शैक्षिक पहलों के माध्यम से छात्रों, संकाय और संस्थानों का समर्थन करके वास्तुकला शिक्षा और पेशे को आगे बढ़ाने पर विशेष बल दिया गया है। यह क्षेत्रीय भाषाओं की पुस्तकों, सहकर्मी-समीक्षित पत्रिकाओं, डिजिटल पुस्तकालयों और प्रशिक्षण एवं अनुसंधान केंद्रों सहित ज्ञान संसाधनों के विकास को प्राथमिकता देता है, जिससे व्यापक पहुंच और उच्च गुणवत्ता वाली शिक्षा सुनिश्चित हो सके। प्रतिभा को पहचान और प्रोत्साहन देने के लिए पुरस्कार, प्रतियोगिताएं और द्विवार्षिक प्रदर्शनियां शुरू की जाती हैं, जबकि कार्यशालाएं, सम्मेलन और डिजिटल उन्नयन पेशेवर क्षमता और वैश्विक जुड़ाव को मजबूत करने का लक्ष्य रखते हैं। ये सभी उपाय मिलकर समावेशिता, शैक्षिक उत्—ष्टता, अनुसंधान और पेशेवर विकास को बढ़ावा देते हैं, जिससे एक अधिक जीवंत और भविष्य के लिए तैयार वास्तुकला समुदाय की नींव रखी जाती है।

8. भारत सरकार के आयकर विभाग द्वारा वास्तुकला कर्मचारी अंशदायी भविष्य निधि ट्रस्ट की मान्यता : परिषद्‌ ने भारत सरकार के आयकर विभाग द्वारा वास्तुकला कर्मचारी अंशदायी भविष्य निधि ट्रस्ट की मान्यता हेतु आवश्यक आवेदन/दस्तावेज आयकर विभाग को प्रस्तुत किए। सीओए-सीपीएफ ट्रस्ट को भारत सरकार के आयकर विभाग द्वारा पत्र सं. सीआईटी (ई)/प्रोविडेंट फंड/2024-25/964 दिनाँक 03.09.2024 के माध्यम से मान्यता प्राप्त हो गई है।

9. दिनाँक 01.07.2012 से 30.06.2017 तक की अवधि के दौरान वास्तुकला परिषद्‌ द्वारा एकत्रित किए गए संवैधानिक शुल्कों और प्रभारों पर सेवा कर लगाए जाने के विरुद्ध परिषद्‌ द्वारा दायर अपील : परिषद्‌ ने 15.12.2016 को अपील संख्या एसटी/53090/2016-डीबी दायर की थी, जिसमें सेवा कर, शिक्षा उपकर और एचएसईसी तथा विभिन्न प्राप्त/प्रदान की गई सेवाओं पर 1,73,60,950/- रुपये की मांग के विरुद्ध 17,36,095/- रुपये की राशि जमा की गई थी, साथ ही वित्त अधिनियम, 1994 की धारा 75, 76, 77 और 78 के अंतर्गत ब्याज और जुर्माने का भी भुगतान करना था, जो कि प्रधान सेवा कर आयुक्त, दिल्ली-।। द्वारा जारी किया गया था। वर्षवार सेवा कर की मांग नीचे दी गई है :

1. दिनाँक 01.07.2012 से 31.03.2013 की अवधि हेतु रु. 29,01,463/- 2. दिनाँक 01.04.2013 से 31.03.2014 की अवधि हेतु रु. 58,41,183/- और 3. दिनाँक 01.04.2014 से 31.03.2015 की अवधि हेतु रु. 86,18,304/-

इसके अतिरिक्त, परिषद्‌ ने दिनाँक 01.08.2022 को अपील संख्या एसटी/5194/2022-सीयू (डीबी) दाखिल करते हुए सेवा कर की प्री-डिपॉजिट (अग्रिम राशि) के रूप में 19,03,860 रुपये जमा किए थे, जो कुल मांग का 7.5% और वित्त अधिनियम, 1994 की धारा 83 के अंतर्गत अनिवार्य प्री-डिपॉजिट है। वर्षवार सेवा कर की मांग नीचे दी गई है :

1. दिनाँक 01-04-2015 से 31-03-2016 की अवधि हेतु रु. 69,16,284/- 2. दिनाँक 01-04-2016 से 30-06-2017 की अवधि हेतु रु. 1,84,68,492/-

सीमा शुल्क, उत्पाद शुल्क और सेवाकर अपीलीय न्यायाधिकरण, प्रधान पीठ, नई दिल्ली के समक्ष कई सुनवाइयों के बाद, सीमा शुल्क, उत्पाद शुल्क और सेवाकर अपीलीय न्यायाधिकरण (सीईएसटीएटी) ने 19.07.2024 के अपने आदेश द्वारा सेवा कर, शिक्षा उपकर और एचएसईसी के साथ-साथ वित्त अधिनियम, 1994 की धारा 75, 76, 77 और 78 के अंतर्गत ब्याज और जुर्माने की मांग के विरुद्ध अपीलें स्वीकार कर लीं। ये अपीलें परिषद्‌ द्वारा 01.07.2012 से 30.06. 2017 की अवधि के दौरान प्राप्त विभिन्न शुल्कों पर लगाई जानी थीं। माननीय न्यायाधिकरण ने यह भी माना कि परिषद्‌ आयकर अधिनियम की धारा 12 एए के अंतर्गत पंजी—त है, जिसके अनुसार गैर-लाभकारी संगठन सेवाकर छूट के पात्र हैं।

10. वास्तुकला परिषद्‌ कर्मचारी भर्ती एवं पदोन्नति विनियम, 1999 में संशोधन : परिषद्‌ ने भारत सरकार के शिक्षा मंत्रालय को वास्तुकला परिषद्‌ कर्मचारी भर्ती एवं पदोन्नति विनियम, 1999 में संशोधन के लिए अनुमोदन हेतु एक प्रस्ताव प्रस्तुत किया है। इस प्रस्ताव का उद्देश्य परिषद्‌ में अतिरिक्त पदों का सृजन करना है ताकि बढ़े हुये कार्यभार को प्रभावी ढंग से संभाला जा सके। यह मामला वर्तमान में मंत्रालय के सक्रिय विचाराधीन है।

11. केंद्र सरकार द्वारा वास्तुकला परिषद्‌ की अनुशासनात्मक समिति का पुनर्गठन : केंद्र सरकार ने वास्तुविद्‌ अधिनियम 1972 और वास्तुकला परिषद्‌ नियमावली 1973 के प्रावधानों के अंतर्गत, दिनाँक 3 जुलाई, 2013 की अधिसूचना एस.ओ. 2115(ई) के अनुसार एक संशोधन के माध्यम से दिनाँक 20. 11.2024 की अधिसूचना द्वारा वास्तुकला परिषद्‌ की अनुशासनात्मक समिति का पुनर्गठन किया। अनुशासनात्मक समिति के सदस्य निम्नलिखित अनुसार हैं :

1. वास्तुविद नवीन कनिथी, अध्यक्ष - वास्तुकला परिषद्‌ द्वारा अपने सदस्यों में से निर्वाचित। 2. वास्तुविद पुष्कर मुरलीधर कनविंदे, सदस्य - अखिल भारतीय तकनीकी शिक्षा परिषद्‌ का प्रतिनिधित्व करते हुए। 3. वास्तुविद अजय केशव, मुख्य वास्तुविद, केंद्रीय लोक निर्माण विभाग, सदस्य - केंद्र सरकार के मंत्रालयों का प्रतिनिधित्व करते हुए।

12. वास्तुकला संस्थानों के प्रमुखों की परिषद्‌ के सदस्यों का चुनाव : शिक्षा मंत्रालय ने दिनाँक 01.10.2024 और 20.11.2024 की अधिसूचनाओं के माध्यम से, भारत में मान्यता प्राप्त योग्यताओं के लिए पूर्णकालिक शिक्षण प्रदान करने वाले वास्तुकला संस्थानों के प्रमुखों के लिए वास्तुकला परिषद्‌ में सदस्यों के दो रिक्त पदों को अधिसूचित किया, जिनका चुनाव केवल शेष अवधि के लिए, वास्तुविद्‌ अधिनियम 1972 की धारा 3 की उप-धारा (3) के खंड (ग) के प्रावधानों के अंतर्गत किया जाना था।

13. भारतीय वास्तुविद संस्थान के पांच सदस्यों का परिषद्‌ के सदस्य के रूप में चुनाव : शिक्षा मंत्रालय ने दिनाँक 27 अगस्त, 2024 की अधिसूचना के माध्यम से, भारतीय वास्तुविद संस्थान (आईआईए), मुंबई द्वारा निर्वाचित पांच वास्तुविदों को वास्तुकला परिषद्‌ (सीओए), नई दिल्ली के सदस्य के रूप में नियुक्त करने की अधिसूचना जारी की। आईआईए से निर्वाचित सदस्य हैं : वास्तुविद कमला कांत अस्थाना (उत्तरी क्षेत्र - लखनऊ), वास्तुविद बी. आर. मोहन (दक्षिणी क्षेत्र - बैंगलोर), वास्तुविद नीलेश दिलीपराव चव्हाण (पश्चिमी क्षेत्र - नासिक), वास्तुविद संजीव बंब (मध्य क्षेत्र - इंदौर) और वास्तुविद स्वप्नदत्ता मोहंती (पूर्वी क्षेत्र - भुवनेश्वर)।

14. वास्तुकला परिषद्‌ में सदस्यों का नामांकन : प्रतिवेदन की अवधि के दौरान, वास्तुकला परिषद्‌ को विभिन्न राज्य सरकारों, केंद्र शासित प्रदेशों और अन्य संवैधानिक निकायों से निम्नलिखित वास्तुविदों के नामांकन प्राप्त हुए, जिन्हें वास्तुविद्‌ अधिनियम 1972 के अंतर्गत परिषद्‌ के सदस्य के रूप में नामित किया गयाः 1. वास्तुविद लालेंगजुआली तियालचुआ चिंजाह - मिजोरम राज्य सरकार द्वारा नामित 2. वास्तुविद केविसिनो अंगामी - नागालैंड राज्य सरकार द्वारा नामित 3. वास्तुविद राजीव कुमार - केंद्र शासित प्रदेश चंडीगढ़ द्वारा नामित 4. वास्तुविद आर. कमला देवी - केंद्र शासित प्रदेश अंडमान एवं निकोबार द्वीप समूह द्वारा नामित 5. वास्तुविद के. उदय - कर्नाटक राज्य सरकार द्वारा नामित 6. वास्तुविद एन. मयिल - केंद्र शासित प्रदेश पुडुचेरी द्वारा नामित 7. वास्तुविद नमिता कुमारी मोहपात्रा - ओडिशा राज्य सरकार द्वारा नामित 8. वास्तुविद विदुर मेहता - हिमाचल प्रदेश राज्य सरकार द्वारा नामित 9. वास्तुविद अजय केशव - केंद्रीय लोक निर्माण विभाग, भारत सरकार द्वारा नामित 10. वास्तुविद बिनुमोल टॉम - अखिल भारतीय तकनीकी शिक्षा परिषद्‌ द्वारा नामित 11. वास्तुविद पुष्कर मुरलीधर कनविंदे - अखिल भारतीय तकनीकी शिक्षा परिषद्‌ द्वारा नामित

इसके अतिरिक्त, उपरोक्त अवधि के दौरान परिषद्‌ के निम्नलिखित सदस्यों को उनके अगले कार्यकाल के लिए पुनः नामित किया गया :

1. वास्तुविद नवीन कनिथी - आंध्र प्रदेश राज्य सरकार द्वारा तीसरे कार्यकाल के लिए पुनः नामित। 2. वास्तुविद विशाल अरुणकुमार व्यास - गुजरात राज्य सरकार द्वारा तीसरे कार्यकाल के लिए पुनः नामित। 3. डॉ. जी. एस. इंडा - भारतीय सर्वेक्षण संस्थान (इंस्टीट्यूशन ऑफ सर्वेयर्स इंडिया) द्वारा तीसरे कार्यकाल के लिए पुनः नामित। 4. वास्तुविद नदिशा वी.एम. - लक्षद्वीप राज्य सरकार द्वारा दूसरे कार्यकाल के लिए पुनः नामित। 5. वास्तुविद रवि कुमार आर. - तेलंगाना राज्य सरकार द्वारा दूसरे कार्यकाल के लिए पुनः नामित। 6. सुश्री सौम्य गुप्ता आईएएस - केंद्र सरकार के शिक्षा मंत्रालय द्वारा दूसरे कार्यकाल के लिए पुनः नामित।

15. परिषद्‌ की कार्यकारिणी समिति के सदस्यों का चुनाव : शिक्षा मंत्रालय ने दिनाँक 01.10.2024 और 30.10.2024 की अधिसूचनाओं के माध्यम से परिषद्‌ की कार्यकारी समिति की सदस्यता में पांच रिक्तियों की अधिसूचना जारी की थी। इन रिक्तियों को भरने के लिए मंत्रालय द्वारा वास्तुविद्‌ अधिनियम 1972 और उसके अंतर्गत विरचित नियमावली के प्रावधानों के अंतर्गत शीघ्र ही चुनाव आयोजित किए जाएंगे।

16. शैक्षिक सत्र 2024-2025 हेतु वास्तुकला संस्थानों की स्वी—ति : वास्तुकला परिषद्‌ ने शैक्षिक सत्र 2024-2025 के दौरान देश में मान्यताप्राप्त वास्तुकला योग्यतायें प्रदान करने वाले 367 संस्थानों (संयुक्त अरब अमीरात में 2 संस्थानों को स्ैरकर) को स्वी—ति का विस्तार प्रदान किया है। इस प्रतिवेदन में उल्लिखित वर्ष के दौरान, 5 नए संस्थानों को वास्तुकला कार्यक्रम में स्नातकोत्तर (बैचलर ऑफ आर्किटेक्चर प्रोग्राम) संचालित करने की स्वी—ति दी गई और 7 (9 कार्यक्रम) विद्यमान संस्थानों को स्नातकोत्तर कार्यक्रम आरंभ करने की स्वी—ति दी गई। राज्यवार संस्थानों की संख्या नीचे दी गई है :

इसके अतिरिक्त, विगत तीन वर्षों में बी.आर्क. पाठ्यक्रम में न्यूनतम 30% सीटें न भरने अथवा परिषद्‌ के अनुमोदन हेतु आवेदन प्रस्तुत न करने के कारण, शैक्षिक सत्र 2024-2025 के दौरान 12 संस्थानों को बंद करने के निर्देश दिये गये थे।

17. तीन वर्षीय डिप्लोमा पाठ्यक्रम(मों) को अनुमोदन प्रदान करना : शैक्षिक सत्र 2024-2025 के दौरान, परिषद्‌ ने 10 (12 कार्यक्रम) नवीन डिप्लोमा संस्थानों को अनुमोदन प्रदान किया है तथा 3 वर्षीय डिप्लोमा इन आर्किटेक्चर/आर्किटेक्चरल असिस्टेंटशिप और डिप्लोमा इन इंटीरियर डिजाइन प्रदान करने के लिये 91 संस्थानों के अनुमोदन को विस्तार दिया है। इसके अतिरिक्त, परिषद्‌ ने 25 विद्यमान स्नातक स्तरीय वास्तुकला संस्थानों को आर्किटेक्चर/आर्किटेक्चरल असिस्टेंटशिप में 3 वर्षीय डिप्लोमा और इंटीरियर डिजाइन में डिप्लोमा आरंभ करने के लिए अनुमोदन प्रदान किया है और आर्किटेक्चर/आर्किटेक्चरल असिस्टेंटशिप में 3 वर्षीय डिप्लोमा और इंटीरियर डिजाइन में डिप्लोमा प्रदान करने के लिए 33 संस्थानों को अनुमोदन का विस्तार दिया है।

18. शैक्षिक सत्र 2024-2025 के लिए पांच वर्षीय बी.आर्क. उपाधि पाठ्यक्रम के प्रथम वर्ष में प्रवेश हेतु वास्तुकला में राष्ट्रीय अभिक्षमता परीक्षा (एनएटीए) का आयोजन : परिषद्‌, वर्ष 2006 से बी.आर्क. पाठ्यक्रम में प्रवेश हेतु वास्तुकला में राष्ट्रीय अभिक्षमता परीक्षा (एनएटीए) का आयोजन कर रही है। वर्ष 2024 में, परिषद्‌ द्वारा अप्रैल 2024 से अगस्त 2024 तक राष्ट्रीय स्तर पर प्रत्येक शनिवार और रविवार को दो शिफ्टों में एनएटीए का आयोजन किया गया था, जिसका उद्देश्य शैक्षिक सत्र 2024-2025 के लिए पांच वर्षीय बी.आर्क. डिग्री पाठ्यक्रम के प्रथम वर्ष में प्रवेश देना था। यह परीक्षा 36 दिनों में 72 सत्रों (दो पारियों) में देश भर में परिषद्‌ द्वारा चिन्हित लगभग 213 परीक्षा केंद्रों और चयनित अंतरराष्ट्रीय केंद्रों पर आयोजित की गई थी। यह परीक्षा दो भागों में आयोजित की गई थी : भाग-अ (ड्राइंग और कंपोजीशन) ऑफलाइन मोड में और भाग- ब (बहु विकल्पीय प्रश्न यानी एमसीक्यू)7 [भाग III—खण्ड 4] भारत का राजपत्र : असाधारण ऑनलाइन मोड में। एनएटीए 2024 के लिए कुल 23461 उम्मीदवारों ने पंजीकरण कराया था, जिनमें से कुल 19888 उम्मीदवार परीक्षा में उपस्थित हुए। उपस्थित उम्मीदवारों में से 19585 उम्मीदवार परीक्षा में उत्तीर्ण हुए। परिषद्‌ द्वारा एनएटीए 2025 के आयोजन की प्रक्रिया आरंभ कर दी गई है।

19. शैक्षिक सत्र 2024-2025 के लिए वास्तुकला संस्थानों में प्रथम वर्ष के स्नातकोत्तर कार्यक्रम में प्रवेश हेतु वास्तुकला में स्नातकोत्तर प्रवेश परीक्षा का आयोजन : परिषद्‌ ने शैक्षिक सत्र 2024-2025 के लिए परिषद्‌ द्वारा अनुमोदित वास्तुकला संस्थानों में संचालित किये जा रहे स्नातकोत्तर कार्यक्रम में प्रवेश हेतु राष्ट्रीय स्तर पर अपनी पहली स्नातकोत्तर प्रवेश परीक्षा 2024 (पीजीईटीए) 28 जुलाई 2024 एवं 04 अगस्त 2024 को आयोजित की। पीजीईटीए 2024 के लिए कुल 1289 उम्मीदवारों ने पंजीकरण कराया था, जिनमें से कुल 1151 उम्मीदवार परीक्षा में उपस्थित हुए। पीजीईटीए का परिणाम दोनों परीक्षाओं के प्रतिशत अंकों के आधार पर प्रकाशित किया गया था, और यदि किसी उम्मीदवार ने दो परीक्षाएं दी हैं, तो दोनों में से प्राप्त प्रतिशत अंकों में से सर्वश्रेष्ठ अंक ही मान्य होंगे। परिषद्‌ ने पीजीईटीए 2024 में उत्तीर्ण होने वाले शीर्ष 50 रैंक वाले उम्मीदवारों को स्नातकोत्तर कार्यक्रमों के प्रथम वर्ष में प्रवेश के लिए छात्रवृत्ति प्रदान करने की भी घोषणा की है।

20. परिषद्‌ द्वारा विभिन्न राज्य सरकारों/स्थानीय प्राधिकरणों और अन्य प्राधिकरणों को विभिन्न मुद्दों पर भेजे गए पत्र : प्रतिवेदनाधीन वर्ष के दौरान, वास्तुविदों से अभ्यावेदन प्राप्त होने पर परिषद्‌ ने स्थानीय निकायों द्वारा वास्तुकला व्यवसाय करने के लिए वास्तुविदों को स्थानीय पंजीकरण करवाने, वास्तुकला पदों पर गैर-वास्तुविदों की नियुक्ति आदि विषयों से संबंधित मुद्दों पर निम्नलिखित प्राधिकरणों को पत्र लिखे हैं। इनका विवरण इस प्रकार है :

21. वास्तुविदों के चयन/नियुक्ति के संबंध में परिषद्‌ द्वारा विभिन्न सरकारी विभागों/उपक्रमों को भेजे गए पत्र : परिषद्‌ ने कई सार्वजनिक प्राधिकरणों को वास्तुकला परिषद्‌ के प्रतियोगिता दिशानिर्देशों के अनुसार और परिषद्‌ द्वारा निर्धारित शुल्क के भुगतान पर वास्तुविदों की नियुक्ति करने के लिए पत्र लिखा। प्रतिवेदनाधीन वर्ष के दौरान, परिषद्‌ ने निम्नलिखित संगठनों से वास्तुविदों के चयन/नियुक्ति के लिए परिषद्‌ के मानदंडों का पालन करने का अनुरोध किया है :

1. मुख्य सचिव, केंद्र शासित प्रदेश पुडुचेरी और प्रबंध निदेशक, नवीकरणीय ऊर्जा एजेंसी पुडुचेरी 2. निदेशक, पीजीआईएमईआर, चंडीगढ़ 3. कार्यकारी अभियंता, प्रांतीय प्रभाग, पीडब्ल्यूडी बी एंड आर शाखा, नारनौल 4. आयुक्त, आईएएस ग्रेटर चेन्नई कॉर्पोरेशन 5. एसकेयूएएसटी- श्रीनगर, जम्मू एवं कश्मीर 6. इंदौर स्मार्ट सिटी कार्यालय, इंदौर 7. सहायक महाप्रबंधक (पी एंड ई), भारतीय स्टेट बैंक, मुंबई 8. निदेशक, पर्यटन, पर्यटन निदेशालय, मणिपुर 9. मुख्य अभियंता, पीडब्ल्यूडी, (आर एंड बी) दक्षिण कश्मीर, कश्मीर 10. सहायक महाप्रबंधक, (पी एंड ई), भारतीय स्टेट बैंका, भुवनेश्वर 11. निदेशक, पंजाब ऊर्जा विकास एजेंसी 12. मुख्य महाप्रबंधक, एलएचओ, भारतीय स्टेट बैंक, भुवनेश्वर 13. प्रबंध निदेशक, महात्मा फुले पिछड़ा वर्ग विकास निगम (महाराष्ट्र सरकार) 14. प्रधान सचिव, शहरी प्रशासन एवं विकास निदेशालय, मध्य प्रदेश

22. पेशेवर कदाचार संबंधी शिकायतें : वास्तुविद्‌ अधिनियम 1972 की धारा 22 और 30 के अंतर्गत परिषद्‌ को पेशेवर कदाचार के लिए वास्तुविदों के विरुद्ध कार्रवाई करने का अधिकार दिया गया है। केंद्र सरकार ने ऐसी शिकायतों से निपटने की प्रक्रिया निर्धारित करते हुए वास्तुकला परिषद्‌ नियमावली 1973 बनाई है। प्रतिवेदनाधीन अवधि के दौरान परिषद्‌ को वास्तुविदों के विरुद्ध 35 नई शिकायतें प्राप्त हुईं। वास्तुकला परिषद्‌ नियमावली 1973 के अनुसार, परिषद्‌ द्वारा संदर्भित कथित पेशेवर कदाचार के लिए वास्तुविदों के विरुद्ध प्राप्त शिकायतों की जांच के लिए केंद्र सरकार द्वारा समय-समय पर राजपत्र अधिसूचना के माध्यम से अनुशासनात्मक समिति का गठन किया जाता है। अनुशासनात्मक समिति में वास्तुविद नवीन कनिथी अध्यक्ष तथा वास्तुविद पुष्कर मुरलीधर कनविंदे, सदस्य और वास्तुविद अजय केशव, सदस्य हैं। अनुशासनात्मक समिति की बैठकें तीन बार, अर्थात्‌ 27.12.2024, 09.01.2025 और 17. 02.2025 को हुईं और ये बैठकें हाइब्रिड मोड में आयोजित की गईं। समिति ने अधिनियम की धारा 30 और वास्तुकला परिषद्‌ नियमावली 1973 के प्रावधानों के अंतर्गत 15 शिकायत संबंधी मामलों की जांच की।

23. वास्तुविद बनकर धोखाधड़ी करने वाले फर्जी लोगों के विरुद्ध शिकायतें : वास्तुविद्‌ अधिनियम 1972 की धारा 36 और 37 वास्तुविद की उपाधि और पदवी के दुरुपयोग पर रोक लगाती हैं और यदि कोई व्यक्ति वास्तुविद की उपाधि और पदवी का दुरुपयोग करता है या स्वयं को वास्तुविद के रूप में गलत तरीके से प्रस्तुत करता है, तो उस पर इस सब के लिये 500 रुपये का जुर्माना लगाया जाएगा। परिषद्‌ को ऐसे अपंजी—त व्यक्तियों द्वारा वास्तुविद के पेशे के अनधि—त अभ्यास के संबंध में लगातार शिकायतें प्राप्त हो रही हैं, जिन्हें अक्सर "फर्जी वास्तुविद" कहा जाता है। प्रत्येक शिकायत की गहन जांच की जाती है और पेशे की गरिमा और अखंडता को बनाए रखने के लिए वास्तुविद्‌ अधिनियम 1972 के प्रावधानों के अनुसार उचित कार्रवाई की जाती है। प्रतिवेदनाधीन अवधि के दौरान, परिषद्‌ को वास्तुविद्‌ अधिनियम 1972 के प्रावधानों का उल्लंघन करते हुए वास्तुविदों की उपाधि और पदवी का दुरुपयोग करने वाले गैर-वास्तुविदों के विरुद्ध 67 शिकायतें प्राप्त हुई हैं और परिषद्‌ द्वारा इस मामले में उचित कार्रवाई की गई।

24. सूचना का अधिकार (आरटीआई) अधिनियम के अंतर्गत सूचना का प्रेषण : सूचना का अधिकार (आरटीआई) अधिनियम 2005 के प्रावधानों के अनुसार परिषद्‌ में श्री दीपक कुमार, उप-रजिस्ट्रार, जन सूचना अधिकारी हैं और श्री राज कुमार ओबेरॉय रजिस्ट्रार, प्रथम अपीलीय प्राधिकारी हैं। प्रतिवेदनाधीन अवधि के दौरान, परिषद्‌ ने 64 सूचना का अधिकार (आरटीआई) आवेदनों के संबंध में सूचना प्रदान की और सूचना का अधिकार (आरटीआई) अधिनियम के अनुसार 11 प्रथम अपीलों का समाधान किया। परिषद्‌ ने सूचना का अधिकार (आरटीआई) आवेदनों तथा उत्तरवर्ती अपीलों की संख्या को कम करने के लिए सार्वजनिक क्षेत्र में अधिकतम जानकारी प्रसारित करने के प्रयास किये हैं।

25. न्यायालयी प्रकरण : प्रतिवेदनाधीन अवधि के दौरान, वास्तुविद्‌ अधिनियम 1972 और उसके अंतर्गत विरचित विनियमावली के प्रावधानों को बनाए रखने के लिए परिषद्‌ द्वारा निम्नलिखित नवीन न्यायालयी प्रकरणों पर विचार किया गया था :

26. श्री विक्रम तलरेजा, बेंगलुरु के विरुद्ध एफआईआर का पंजीकरण : वास्तुकला परिषद्‌्‌ को श्री विक्रम तलरेजा, बेंगलुरु के विरुद्ध शिकायत प्राप्त हुई है, जिसमें उन पर छद्‌म रूप से स्वयं को वास्तुविद बताने और अन्य वास्तुविदों के पंजीकरण प्रमाण पत्रों की जालसाजी करके उनका अपने अनुचित लाभ के लिए उपयोग करने का आरोप है। परिषद्‌्‌ ने बेंगलुरु पुलिस को लिखित शिकायतें भेजीं, लेकिन कोई परिणाम नहीं निकला। तदनुसार, तथ्यों और वास्तुविद अधिनियम, 1972 के प्रावधानों पर विचार करने के बाद, अन्य व्यक्तियों के लिए एक सबक के रूप में कार्य करने हेतु, उक्त व्यक्ति के विरुद्ध उचित न्यायालय में शिकायत दर्ज करके अभियोजन चलाना उचित समझा गया। परिषद्‌्‌ ने श्री दीपक कुमार, प्रशासनिक अधिकारी (वर्तमान में उप रजिस्ट्रार), सीओए को सीआरपीसी की धारा 200 के तहत बेंगलुरु में उचित न्यायालय में शिकायत दर्ज करने के लिए अधि—त किया। हालांकि, श्री दीपक कुमार और उनके वकील द्वारा बेंगलुरु पुलिस के डीसीपी (सेंट्रल) से इस मामले को आगे बढ़ाने के अनुरोध पर, बेंगलुरु के कुब्बन पार्क पुलिस स्टेशन के पुलिस इंस्पेक्टर ने 09.05.2024 को इस मामले में एफआईआर दर्ज की।

27. वास्तुविद अधिनियम, 1972 में संशोधन : परिषद्‌ ने 21 और 22 जनवरी, 2025 को आयोजित अपनी 83वीं बैठक में चर्चा की कि वास्तुविद अधिनियम, 1972 में व्यापक संशोधन की आवश्यकता है ताकि आम जनता के हितों की रक्षा की जा सके, भारत में वास्तुकला के अभ्यास के विनियमन को तर्कसंगत बनाया जा सके, भारत में कॉर्पोरेट अभ्यास की अनुमति दी जा सके और पेशेवरों की देनदारियों को सीमित किया जा सके, तथा भारत में वास्तुविदों के पंजीकरण और नवीनीकरण की प्रक्रियाओं को अंतर्राष्ट्रीय मानकों/प्रथाओं के अनुरूप बनाया जा सके। नई नीति (एनईपी) संशोधनों के कार्यान्वयन के लिए अधिनियम और संबंधित विनियमों में भी तदनुसार परिवर्तन आवश्यक हैं। मसौदा प्रस्ताव भारतीय वास्तुविद संस्थान और भारतीय अभियंता संस्थान के साथ साझा किया गया ताकि इस संबंध में उनके विचार और सुझाव प्राप्त किए जा सकें। वास्तुविद अधिनियम, 1972 में संशोधन के प्रस्ताव पर खंड-दर-खंड चर्चा करने और आवश्यक परिवर्तनों का सुझाव देने के बाद, परिषद्‌ ने प्रस्ताव को मंजूरी दे दी। सभी सदस्यों की सर्वसम्मति थी कि वास्तुकला का पेशा केवल प्रशिक्षित और योग्य वास्तुविदों द्वारा ही किया जाना चाहिए। सदस्यों ने सुझाव दिया कि प्रस्ताव को विधिवत कानूनी रूप से सत्यापित कराया जाए। वास्तुकला शिक्षा और पेशे के हित में तथा यह सुनिश्चित करने के लिए कि आम जनता को योग्य और सक्षम व्यक्तियों द्वारा सेवा प्रदान की जाए, इस मामले में परिषद्‌ ने अध्यक्ष जी को आगे आवश्यक कार्रवाई करने के लिए अधि—त किया। संबंधित हितधारकों से परामर्श के बाद, वास्तुविद अधिनियम, 1972 में संशोधन का प्रस्ताव अंतिम रूप लिये जाने की प्रक्रिया में है और इसे केंद्र सरकार को प्रस्तुत किया जाएगा।

28. शैक्षिक सत्र 2024-2025 से बी.आर्क. पाठ्यक्रम में प्रवेश के लिए पात्रता मानदंड में संशोधन : वास्तुकला परिषद्‌ ने केंद्र सरकार की स्वी—

ति से, वास्तुकला परिषद्‌ (वास्तुकला शिक्षा के न्यूनतम मानक) विनियम 2020 के विनियम 4(1) के तहत निर्धारित 5 वर्षीय बी.आर्क. डिग्री पाठ्यक्रम के प्रथम वर्ष में प्रवेश के लिए पात्रता में शैक्षिक सत्र 2024-2025 से संशोधन/छूट दी है। संशोधित पात्रता इस प्रकार है :

"(1) किसी भी उम्मीदवार को तब तक वास्तुकला पाठ्यक्रम में प्रवेश नहीं दिया जाएगा, जब तक कि उसने भौतिकी और गणित को अनिवार्य विषयों के रूप में लेकर, साथ ही रसायन विज्ञान, जीव विज्ञान, तकनीकी व्यावसायिक विषय, कंप्यूटर विज्ञान, सूचना प्रौद्योगिकी, सूचना विज्ञान अभ्यास, इंजीनियरिंग ग्राफिक्स या व्यवसाय अध्ययन में से किसी एक विषय के साथ 102 या समकक्ष परीक्षा कम से कम 45% अंकों के साथ उत्तीर्ण न की हो, या गणित को अनिवार्य विषय के रूप में लेकर 103 डिप्लोमा परीक्षा कम से कम 45% अंकों के साथ उत्तीर्ण न की हो।"

इसे भारत के आधिकारिक राजपत्र में 8 जुलाई, 2024 को प्रकाशित किया गया है और यह राजपत्र में प्रकाशन की तिथि से प्रभावी हो गया है।

29. विभिन्न विभागों/संगठनों के साथ समझौता ज्ञापन : वास्तुविद अधिनियम, 1972 के उद्देश्यों को आगे बढ़ाने के लिए, परिषद्‌ ने विभिन्न संगठनों जैसे कि डिजिटल कंस्ट्रक्शन प्रैक्टिशनर्स परिसंघ (सीडीसीपी), राष्ट्रीय व्यावसायिक शिक्षा एवं प्रशिक्षण परिषद्‌ (एनसीवीईटी), भारतीय अग्नि एवं सुरक्षा संघ (एफएसएआई), और भारतीय नलसाजी संघ (आईपीए) आदि के साथ समझौता ज्ञापन (एमओयू) किए हैं।

30. विदेशी अधिकारियों द्वारा भारतीय वास्तुकला योग्यताओं की मान्यता हेतु पारस्परिक मान्यता के समझौते : परिषद्‌, भारत सरकार के वाणिज्य एवं उद्योग मंत्रालय की सहायता और समर्थन से भारतीय वास्तुकला योग्यताओं को विदेशों में मान्यता दिलाने हेतु ब्रिटेन, ऑस्ट्रेलिया और अमेरिका के अधिकारियों के साथ सक्रिय रूप से पत्राचार कर रही है।

31. विदेशी योग्यताओं की मान्यता संबंधी समिति : वास्तुविद अधिनियम, 1972 की धारा 15 के अनुसार, केंद्र सरकार को वास्तुकला परिषद्‌ से परामर्श करने के बाद, वास्तुविद अधिनियम, 1972 के प्रयोजनों के लिए विदेशी वास्तु संबंधी योग्यताओं को मान्यता देने का अधिकार है। परिषद्‌ ने केंद्र सरकार से प्राप्त संदर्भों पर विचार करने और अपनी रिपोर्ट प्रस्तुत करने के लिए एक समिति का गठन किया है। प्रतिवेदनाधीन वर्ष के दौरान परिषद्‌ को वास्तुविद अधिनियम के अंतर्गत विदेशी वास्तु संबंधी योग्यताओं की मान्यता पर परामर्श हेतु 4 नए संदर्भ प्राप्त हुए हैं। इसके अतिरिक्त, समिति ने 5 बार बैठक की और केंद्र सरकार से प्राप्त मामलों पर विचार किया तथा अपनी रिपोर्ट पूर्ण परिषद्‌ को प्रस्तुत की है।

32. वास्तुकला परिषद्‌ (स्नातकोत्तर डिग्री कार्यक्रम के लिए वास्तुकला शिक्षा के न्यूनतम मानक) विनियमावली, 2022 की स्वी—ति : परिषद्‌ ने 15 जुलाई, 2022 को आयोजित अपनी 77वीं बैठक में वास्तुकला परिषद्‌ (स्नातकोत्तर डिग्री कार्यक्रम के लिए वास्तुकला शिक्षा के न्यूनतम मानक) विनियमावली, 2022 को स्वी—ति दी। इन विनियमों को नवंबर, 2022 में भारत सरकार के शिक्षा मंत्रालय के पास वास्तुविद अधिनियम, 1972 की धारा 4512 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] के तहत स्वी—ति के लिए प्रस्तुत किया गया है। इस संबंध में वास्तुकला परिषद्‌ के अध्यक्ष ने मंत्रालय के अधिकारियों से भी भेंट की। परिषद्‌ का प्रस्ताव मंत्रालय के विचाराधीन है।

33. भारत में रोजगार हेतु वास्तुकला में विदेशी स्नातकोत्तर योग्यताओं की समतुल्यता : परिषद्‌ को विदेशों से वास्तुकला में स्नातकोत्तर योग्यता प्राप्त कर चुके वास्तुविदों से भारत में वास्तुकला में स्नातकोत्तर डिग्री के साथ उनकी योग्यताओं की मान्यता/समतुल्यता न होने के संबंध में अभ्यावेदन और सार्वजनिक शिकायतें प्राप्त हुईं। इस मामले पर मंत्रालय के अधिकारियों से भी चर्चा की गई और मंत्रालय ने इच्छा व्यक्त की कि भारत में विदेशी स्नातकोत्तर योग्यताओं की समतुल्यता प्रदान करने के लिए परीक्षा आयोजित करने सहित कुछ पूर्व-निर्धारित मापदंडों के आधार पर समतुल्यता प्रदान करने की योजना तैयार की जाए, ताकि संबंधित वास्तुविद अपनी उच्च योग्यताओं का लाभ उठा सकें। तदनुसार, डॉ. वंदना सहगल, अध्यक्ष और डॉ. मीनाक्षी जैन, सदस्य, डॉ. कविता डी. राव (विशेष रूप में आमंत्रित सदस्य), डॉ. पी.एस.एन. राव (विशेष रूप में आमंत्रित सदस्य) और डॉ. ए. श्रीवत्सन (विशेष रूप में आमंत्रित सदस्य) की एक उप-समिति का गठन किया गया, ताकि परिषद्‌ द्वारा वास्तुकला में विदेशी स्नातकोत्तर योग्यताओं को भारतीय वास्तुकला में स्नातकोत्तर डिग्री पाठ्यक्रम के समकक्षता प्रदान करने की योजना और तंत्र तैयार किया जा सके। समिति ने इस मुद्दे पर विचार करने के बाद वास्तुकला में स्नातकोत्तर की उपाधि की समकक्षता को सुगम बनाने के लिए एक स्वचालित प्रक्रिया का प्रस्ताव दिया है, जो सीओए की वेबसाइट पर समकक्षता के लिए आवेदन करने हेतु आसानी से सुलभ, समयबद्ध, एकल खिड़की आधारित, निष्पक्ष और वस्तुनिष्ठ होगी। परिषद्‌ ने 12 मार्च, 2023 को आयोजित अपनी 79वीं बैठक में विदेशी स्नातकोत्तर योग्यता योजना को मंजूरी दी और इसे कार्यान्वयन हेतु शिक्षा मंत्रालय के पास उसकी स्वी—ति के लिए प्रस्तुत किया गया था। सीओए के अध्यक्ष ने इस संबंध में मंत्रालय के अधिकारियों से भी भेंट की। परिषद्‌ का प्रस्ताव मंत्रालय के सक्रिय विचारधीन है।

34. वास्तुविद अधिनियम, 1972 की धारा 3(3)(च) के तहत परिषद्‌ के सदस्य की नियुक्ति हेतु मानदंड निर्धारित करना : माननीय कर्नाटक उच्च न्यायालय ने रिट याचिका संख्या 16114/2021 में दिनांक 08.01.2023 के अपने आदेश के अनुच्छेद 16(iii) में निम्नलिखित आदेश दिया : संघीय भारत नियमों के तहत परिषद्‌ के सदस्यों की नियुक्ति हेतु योग्यता एवं अनुभव संबंधी कुछ मानदंड अधिसूचित करने के लिए कदम उठाएगा, जो यथाशीघ्र प्रत्येक राज्य सरकार पर बाध्यकारी होंगे।" परिषद्‌ ने इस संबंध में मंत्रालय को अपने सुझाव भी प्रस्तुत किए हैं। भारत सरकार के शिक्षा मंत्रालय ने अधिसूचना संख्या जीएसआर 623(ई) दिनांक 24.08.2023 के माध्यम से वास्तुकला परिषद्‌ नियमावली 1973 में संशोधन करके राज्य सरकारों और केंद्र शासित प्रदेशों द्वारा वास्तुकला परिषद्‌ के सदस्यों के नामांकन के लिए पात्रता मानदंड निर्धारित किए। यह संशोधन 25.08.2023 को भारत के राजपत्र में प्रकाशित हुआ। इसके बाद, मंत्रालय ने 16.08.2024 को उक्त अधिसूचना में अन्य संशोधन किया, जो 20.08.2024 को भारत के राजपत्र में प्रकाशित हुआ।

35. वास्तुविदों द्वारा प्रदान की जाने वाली सेवाओं पर जीएसटी का संग्रह : वास्तुविदों से कई अभ्यावेदन प्राप्त होने के बाद, परिषद्‌ ने भारत सरकार के माननीय वित्त मंत्री से अनुरोध किया है कि वास्तुकला सेवाओं पर जीएसटी का संग्रह वास्तुविदों के बजाय ग्राहक को सौंपा जाए। वित्त मंत्रालय से उचित कार्रवाई की प्रतीक्षा है।

36. वास्तुकला में ज्ञान साझाकरण हेतु सामथ्र्य पोर्टल : वास्तुकला परिषद्‌ ने अपना पोर्टल "सामथ्र्य" शुरू किया है, जो एक व्यापक डिजिटल मंच है और वास्तुकला के क्षेत्र में ज्ञान साझाकरण, अनुसंधान और सूचना आदान-प्रदान को बढ़ावा देता है। यह पोर्टल वास्तुविदों, वास्तुकला विद्यालयों, छात्रों और आम जनता के लिए एक सहयोगात्मक मंच के रूप में कार्य करता है। यह पाठ्यक्रम सामग्री साझा करने में सक्षम बनाता है, वास्तुविदों के कौशल को बढ़ाने के लिए ऑनलाइन प्रशिक्षण की सुविधा प्रदान करता है, और सहभागी संस्थानों के कैटलॉग, ई-पुस्तकों, पत्रिकाओं और जर्नलों के साथ एक डिजिटल पुस्तकालय की मेजबानी करता है। अनुसंधान को मजबूत करने के लिए, पोर्टल अनुसंधान पद्धतियों पर संसाधन प्रदान करता है, अनुसंधान और पाठ्यक्रम विवरणों के प्रकाशन का समर्थन करता है, और वास्तुविदों, शिक्षकों और छात्रों द्वारा प्रस्तुत कार्यों के प्रलेखीकरण को संकलित करता है। ''सामथ्र्य'' परिषद्‌ द्वारा आयोजित पुरस्कारों, प्रतियोगिताओं और निर्णायक मंडलों की जानकारी प्रकाशित करने में भी महत्वपूर्ण भूमिका निभाता है। इसके अतिरिक्त, यह वास्तुकला विद्यालयों में वास्तुविदों, छात्रों और संकाय सदस्यों के लिए प्लेसमेंट, इंटर्नशिप और रोजगार के अवसर प्रदान कराता है।

37. वास्तुविदों को सशक्त बनाने के लिए मोबाइल ऐप का शुभारंभ : वास्तुकला परिषद्‌ ने वास्तुविदों के लिए सेवाओं और संसाधनों की एक विस्तृत श्रृंखला प्रदान करने के उद्देश्य से डिजाइन किए गए अपने नए मोबाइल एप्लिकेशन के शुभारंभ के साथ डिजिटलीकरण की दिशा में एक महत्वपूर्ण कदम उठाया है। एंड्रॉइड और आईओएस दोनों प्लेटफॉर्म पर उपलब्ध यह एप्लिकेशन पंजीकरण और नवीनीकरण प्रक्रियाओं को सरल बनाती है, जिससे वास्तुविद अपने स्मार्टफोन के माध्यम से आवश्यक सेवाओं तक आसानी से पहुंच सकते हैं। पंजीकरण सेवाओं के अलावा, ऐप परिषद्‌ के न्यूजलेटर, परिषद्‌ समाचार तक भी पहुंच प्रदान करता है, जो वास्तुविदों को पेशे में नवीनतम अद्यतन और विकास के बारे में सूचित रखता है। इसके अतिरिक्त, उपयोगकर्ता परिषद्‌ की पत्रिका, आर्किटेक्चर टाइम, स्पेस एंड पीपल पढ़ सकते हैं, जो वास्तुकला और संबंधित क्षेत्रों पर ज्ञानवर्धक लेख और विशेषताएँ प्रदान करती है। इस पहल के साथ, वास्तुकला परिषद्‌्‌ वास्तुकला समुदाय के भीतर पहुंच, दक्षता और ज्ञान साझाकरण को बढ़ाने का काम जारी रखे हुए है।

38. परिषद्‌ द्वारा वास्तुकला के छात्रों को विभिन्न पुरस्कारों का अनुदान : वास्तुकला में अनुसंधान और नवाचार को बढ़ावा देने के उद्देश्य से परिषद्‌ प्रत्येक वर्ष मेधावी छात्रों और महाविद्यालयों को निम्नलिखित श्रेणियों में पुरस्कार प्रदान करती है, जिनमें विजेता छात्र प्रविष्टियों को नामांकित किया जाता है :

क) वास्तुकला शोध प्रबंध में उत्—ष्टता के लिए सीओए पुरस्कार 2024 और जेके एवाईए वर्ष 2024 के सर्वश्रेष्ठ वास्तुकला छात्र पुरस्कार

प्रत्येक क्षेत्रीय प्रतियोगिता में (दो श्रेणियों में) : श्रेणी क. वास्तुकला परियोजना13 [भाग III—खण्ड 4] भारत का राजपत्र : असाधारण 1. सर्वश्रेष्ठ शोधपत्र परियोजना के लेखक को (अंतिम निर्णायक मंडल हेतु चयनित) - रु. 15,000/- प्रत्येक को प्रमाणपत्र। 2. अगले चार शोधपत्र परियोजनाओं के लेखकों को - रु. 10,000/- प्रत्येक को प्रमाणपत्र। श्रेणी ख. समाज की चिंताओं का समाधान करने वाली परियोजना : 1. सर्वश्रेष्ठ शोधपत्र परियोजना के लेखक को (अंतिम निर्णायक मंडल हेतु चयनित) - रु. 15,000/- प्रत्येक को प्रमाणपत्र। 2. अगले चार शोधपत्र परियोजनाओं के लेखकों को - रु. 10,000/- प्रत्येक को प्रमाणपत्र। राष्ट्रीय प्रतियोगिता में : श्रेणी क. वास्तुकला परियोजना : 1. सर्वश्रेष्ठ दो शोधपत्र परियोजनाओं के लेखकों को - रु. 1,00,000/- प्रत्येक को प्रमाणपत्र। 2. अगले तीन शोधपत्र परियोजनाओं के लेखकों को - रु. 25,000/- प्रत्येक को प्रमाणपत्र। श्रेणी ख. समाज की चिंताओं का समाधान करने वाली परियोजना : 1. सर्वश्रेष्ठ दो शोधपत्र परियोजनाओं के लेखकों को - रु. 1,00,000/- प्रत्येक को प्रमाणपत्र। 2. अगले तीन शोधपत्र परियोजनाओं के लेखकों को - रु. 25,000/- प्रत्येक को प्रमाणपत्र। अंतिम निर्णायक मंडल में विजेता प्रविष्टियों (प्रत्येक श्रेणी में दो) को नामांकित करने वाले 4 महाविद्यालयों को रु. 1,50,000/- (प्रत्येक) का शोध अनुदान दिया जाएगा।

राष्ट्रीय स्तर पर : 1. जेके एवाईए वर्ष 2024 के सर्वश्रेष्ठ वास्तुकला विद्यार्थी पुरस्कार के लिए चयनित शोधपत्र परियोजना के लेखक को : रु. 25,000/-, स्मृति चिन्ह और प्रशस्तिपत्र। (जे.के. सीमेंट लिमिटेड द्वारा)

ख) सीओए, वास्तुकला में स्नातकोत्तर शोधपत्र में उत्—ष्टता के लिए 2024 का पुरस्कार :

1. सर्वश्रेष्ठ तीन शोधपत्र परियोजनाओं के लेखक को - रु. 1,00,000/- प्रत्येक को प्रमाणपत्र। 2. तीन उप-विजेता शोधपत्र परियोजनाओं के लेखकों को - रु. 25,000/- प्रत्येक को प्रमाणपत्र। अंतिम निर्णायक मंडल में विजेता प्रविष्टियों को नामांकित करने वाले 3 महाविद्यालयों को अनुसंधान अनुदान दिया जाएगाः रु. 1,50,000/-प्रत्येक हेतु।

ग) वास्तुकला विरासत के प्रलेखन में उत्—ष्टता के लिए सीओए छात्र पुरस्कार 2024 : (तीन श्रेणियाँ)

1. क्षेत्रीय स्तर पर विजेता (प्रत्येक क्षेत्र में कुल 6 विजेता, प्रत्येक श्रेणी में 2) : रु. 15,000/- प्रत्येक को प्रमाणपत्र। 2. राष्ट्रीय निर्णायक मंडल द्वारा घोषित होनेवाले विजेता (कुल 3 विजेता, प्रत्येक श्रेणी में 1) : रु. 1,00,000/- प्रत्येक को प्रमाणपत्र। 3. राष्ट्रीय निर्णायक मंडल द्वारा दिये जानेवाले प्रशस्ति पत्र (कुल 6 प्रशस्ति पत्र, प्रत्येक श्रेणी में 2) : रु. 25,000/- प्रत्येक को प्रमाणपत्र। अंतिम निर्णायक मंडल में विजेता प्रविष्टियों को नामांकित करने वाले 3 महाविद्यालयों (प्रत्येक श्रेणी में एक) को अनुसंधान अनुदान दिया जाएगा : रु. 1,50,000/- प्रत्येक हेतु।

सीओए उत्—ष्टता पुरस्कार 2024

• सीओए वास्तुकला शोधपत्र प्रबंध उत्—ष्टता पुरस्कार 2024 और जेके एवाईए सर्वश्रेष्ठ वास्तुकला छात्र वार्षिक पुरस्कार 2024 (एईएटी 2024) :

वास्तुकला परिषद्‌्‌ ने सीओए-टीआरसी के माध्यम से युवा प्रतिभा को प्रोत्साहित करने के लिए स्नातक शोधपत्र प्रबंध परियोजनाओं के लिए 19वें राष्ट्रीय वास्तुकला शोधपत्र प्रबंध उत्—ष्टता पुरस्कार कार्यक्रम की शुरुआत की। क्षेत्रीय निर्णायक मंडल का आयोजन निम्नलिखित स्थानों पर किया गया।

राष्ट्रीय निर्णायक मंडल का आयोजन बेंगलुरु के दयानंद सागर वास्तुकला महाविद्यालय में हुआ। राष्ट्रीय फाइनल्स के निर्णायक मंडल के सदस्य वास्तुविद मेडप्पा पीएन, वास्तुविद डीन डी'क्रूज और वास्तुविद मिलिंद कोलेगल थे। पुणे स्थित सीसीबीए के प्रबंध निदेशक श्री रामप्रसाद अक्कीसेट्टी ने 2 अक्टूबर 2024 को दिवंगत हुए प्रख्यात वास्तुविद प्रोफेसर क्रिस्टोफर बेनिंगर की स्मृति में एईएटी 2024 के चार विजेताओं को रु. 50,000/- (पचास हजार) का नकद पुरस्कार और विशेष स्वर्ण पदक प्रदान किए।

• वास्तुकला में स्नातकोत्तर शोधपत्र प्रबंध में उत्कृष्टता हेतु सीओए राष्ट्रीय पुरस्कार 2024 (पीजीटीए 2024) : वास्तुकला परिषद्‌्‌ ने सीओए-टीआरसी के माध्यम से स्नातकोत्तर शोधपत्र प्रबंध परियोजनाओं के लिए वास्तुकला कार्यक्रम में स्नातकोत्तर शोधपत्र प्रबंध उत्कृष्टता के 11वें राष्ट्रीय पुरस्कार कार्यक्रम की शुरुआत की है। इसका उद्देश्य देश भर के वास्तुकला में स्नातकोत्तर पाठ्यक्रम के छात्रों को प्रोत्साहित और प्रेरित करना तथा वास्तुकला विद्यालयों में अनुसंधान संस्—ति विकसित करना है। राष्ट्रीय निर्णायक मंडल का आयोजन बेंगलुरु के वास्तुकला दयानंद सागर महाविद्यलाय में हुआ। राष्ट्रीय फाइनल्स के निर्णाय मंडल के सदस्य वास्तुविद नवारा खान, वास्तुविद अनंत —ष्णा और वास्तुविद आशुतोष कुमार अग्रवाल थे।

• वास्तुकला विरासत के प्रलेखन में उत्—ष्टता के लिए सीओए छात्र पुरस्कार 2024 (डीएएच 2024) : वास्तुकला परिषद्‌्‌ ने सीओए-टीआरसी के माध्यम से स्नातक प्रलेखन परियोजनाओं के लिए वास्तुकला विरासत के प्रलेखन में उत्—ष्टता के लिए 7वें छात्र पुरस्कार की शुरुआत की, जिसका उद्देश्य विरासत भवनों को समझने और उनका प्रलेखन करने के लिए छात्रों की रुचि और प्रतिभा को प्रोत्साहित करना और देश भर के वास्तुकला के छात्रों के बीच भारत की वास्तुकला विरासत के प्रति संवेदनशीलता और जागरूकता विकसित करना और बढ़ावा देना है। क्षेत्रीय निर्णायक मंडलियाँ निम्नलिखित स्थानों पर आयोजित की गईं।

क्षेत्रों के लिए ऑनलाइन निर्णायक मंडली सदस्यों में निम्नलिखित सदस्य थे :

वास्तुविद ओंकार अधिकारी, वास्तुविद सुप्रिय वर्मा, वास्तुविद मुनीश पंडित, वास्तुविद वरुण भामारे, वास्तुविद दीपिका सक्सेना-घोष, वास्तुविद शक्ति मुरुगन, वास्तुविद संगीता बैस, वास्तुविद मनीषा घई, वास्तुविद तेजश्री लाक्रास, वास्तुविद केतक नचिनोलकर, वास्तुविद सुरभि आनंद रॉय, वास्तुविद रुकनुद्दीन मिर्जा। राष्ट्रीय निर्णायक मंडल की बैठक दयानंद सागर वास्तुकला महाविद्यालय बैंगलोर में हुई। राष्ट्रीय फाइनल्स के लिए निर्णायक मंडली के सदस्य वास्तुविद अभिजीत साधले, वास्तुविद कीर्तिदा उनवाला, वास्तुविद आशीष ट्रंबडिया थे।

सीओए अर्बन स्टूडियो रिसर्च प्रोजेक्ट (यूएसआरपी) 2025ः राष्ट्रीय निर्णायक मंडल का आयोजन आर. वी. वास्तुकला महाविद्यालय, बैंगलोर, कर्नाटक में किया गया था। निर्णायक मंडली के सदस्यगण : वास्तुविद कपिल सेतिया, वास्तुविद राधिका नागपाल, वास्तुविद नंदिनी कुलकर्णी

39. राष्ट्रीय व्यावसायिक शिक्षा एवं प्रशिक्षण परिषद्‌ (एनसीवीईटी) के साथ सहयोग : परिषद्‌ ने वास्तुकला और संबंधित व्यवसायों में विशेष प्रशिक्षण कार्यक्रम तैयार करने और लागू करने के लिए राष्ट्रीय व्यावसायिक शिक्षा एवं प्रशिक्षण परिषद्‌ (एनसीवीईटी) के साथ सहयोग शुरू किया है। इस पहल का उद्देश्य प्रशिक्षण को उद्योग की आवश्यकताओं के अनुरूप बनाना और कौशल विकास के माध्यम से रोजगार क्षमता को बढ़ाना है। एनसीवीईटी के समक्ष दो प्रस्तुतियाँ दी जा चुकी हैं, और परिषद्‌ को एक प्रमाणन संस्था के रूप में मान्यता प्राप्त करने के लिए इसके अध्यक्ष और सचिव के समक्ष अंतिम प्रस्तुति दी जाएगी। इस सहयोग के अंतर्गत, परिषद्‌ भवन एवं निर्माण क्षेत्र में पेशेवरों, पर्यवेक्षकों और श्रमिकों के कौशल को बढ़ाने के उद्देश्य से प्रमाणन कार्यक्रमों को तैयार करने और लागू करने के लिए एनसीवीईटी के साथ मिलकर काम कर रही है। इन कार्यक्रमों का उद्देश्य व्यावसायिक प्रशिक्षण को वास्तुकला अभ्यास की आवश्यकताओं के अनुरूप बनाना, रोजगार क्षमता को बढ़ाना और पूरे उद्योग में क्षमता निर्माण के लिए एक संरचित मार्ग तैयार करना है।

40. वास्तुविदों से परिषद्‌ द्वारा लिये जानेवाले शुल्क में वृद्धि हेतु सीओए नियमावली 1973 में संशोधन : परिषद्‌ ने 24 और 25 जनवरी, 2020 को आयोजित अपनी 72वीं बैठक में 18 नवंबर, 2020 को भारत सरकार के शिक्षा मंत्रालय के पास शुल्क संशोधन का प्रस्ताव प्रस्तुत किया था, जो वास्तुविदों से लिये जा रहे शुल्क में वृद्धि करने हेतु वास्तुकला परिषद्‌्‌ नियमावली 1973 में उपयुक्त संशोधन हेतु था। मंत्रालय ने कुछ स्पष्टीकरण मांगे थे, जो परिषद्‌ द्वारा उपलब्ध कराये गए। मंत्रालय के अनुरोधानुसार, परिषद्‌ ने दिसंबर, 2024 में पूरी तथ्यपरक जानकारी और औचित्य सहित वास्तुकला परिषद्‌्‌ द्वारा शुल्क में वृद्धि हेतु संशोधित विस्तृत प्रस्ताव मंत्रालय के पास प्रस्तुत किया है। परिषद्‌ का प्रस्ताव मंत्रालय द्वारा सक्रिय रूप से विचाराधीन है।

41. धरोहर सैर का आयोजन : वास्तुकला परिषद्‌्‌ ने 4 जनवरी 2025 को नई दिल्ली स्थित कुतुब कॉम्प्लेक्स में धरोहर सैर का आयोजन किया गया, जिसका उद्देश्य भारत की वास्तुकला धरोहर और निर्मित पर्यावरण को आकार देने में वास्तुकला की महत्वपूर्ण भूमिका के बारे में जन जागरूकता को बढ़ाना था। इस आयोजन ने प्रतिभागियों को यूनेस्को विश्व धरोहर स्थल कुतुब कॉम्प्लेक्स का भ्रमण करने का अवसर प्रदान किया, जो अपनी उत्—ष्ट इंडो-इस्लामिक वास्तुकला के लिए प्रसिद्ध है। एक संरक्षण वास्तुविद के मार्गदर्शन में आयोजित इस सैर ने कुतुब मीनार, अलाई दरवाजा और कुव्वत-उल-इस्लाम मस्जिद जैसे प्रमुख स्मारकों की वास्तुकला शैली, ऐतिहासिक संदर्भ और निर्माण तकनीकों के बारे में प्रतिभागियों को बहुमूल्य जानकारी प्रदान की। इस पहल का उद्देश्य प्रतिभागियों में भारत की वास्तुकला धरोहर के प्रति गहरी समझ विकसित करना और साथ ही शहरी विकास में संरक्षण और सतत प्रथाओं के महत्व को उजागर करना था। इस सैर में वास्तुकला के छात्रों, विद्यालयी छात्रों और धरोहर प्रेमियों ने उत्साहपूर्वक भाग लिया, जो देश की निर्मित विरासत के संरक्षण के प्रति सामूहिक प्रतिबद्धता को दर्शाता है। धरोहर सैर ने सांस्—तिक पहचान और ऐतिहासिक निरंतरता को बनाए रखने में वास्तुकला के महत्व को रेखांकित किया। परिषद्‌ भविष्य में भी इसी प्रकार की शैक्षिक और जागरूकता-आधारित पहल आयोजित करने के लिए प्रतिबद्ध है।

42. भारत पर्व 2025 में 'सृजन - भारतीय वास्तुकला का एक उत्सव' का आयोजन : वास्तुकला परिषद्‌्‌ ने 26 से 31 जनवरी, 2025 तक नई दिल्ली के लाल किले में आयोजित भारत पर्व 2025 में 'सृजन - भारतीय वास्तुकला का एक उत्सव' शीर्षक के साथ एक सुनियोजित प्रदर्शनी का आयोजन किया। इस प्रदर्शनी में भारतीय वास्तुकला की समृद्ध धरोहर और परंपरा एवं नवाचार के बीच विकसित होते संतुलन को प्रदर्शित किया गया। सुविचारित प्रदर्शनों के माध्यम से, सृजन ने समाज को आकार देने में वास्तुकला के महत्व को उजागर किया और एक स्थायी एवं सुव्यवस्थित भविष्य के निर्माण में पेशेवर वास्तुविदों की महत्वपूर्ण भूमिका पर बल दिया। प्रदर्शनी का उद्देश्य आगंतुकों को शिक्षित और प्रेरित करना था, जिससे उन्हें यह समझने में मदद मिली कि वास्तुकला दैनिक जीवन और शहरी विकास को कैसे प्रभावित करती है। इस प्रदर्शनी की एक प्रमुख विशेषता युवा पेशेवरों का योगदान था, जिनके समर्पण और रचनात्मकता ने इस परिकल्पना को साकार किया। प्रदर्शनी को जबर्दस्त प्रतिक्रिया मिली, जिससे वास्तुकला के प्रति जागरूकता और निर्मित पर्यावरण में पेशेवर विशेषज्ञता की आवश्यकता पर बल मिला। सृजन की सफलता सीओए टीम के सहयोगात्मक प्रयासों और भारत सरकार के पर्यटन मंत्रालय के समर्थन का प्रमाण है। आगे बढ़ते हुए, हम वास्तुकला उत्—ष्टता को बढ़ावा देने और इस पेशे के प्रति व्यापक सम्मान को प्रोत्साहित करने के लिए प्रतिबद्ध हैं।

43. वीआईटी वेल्लोर, चेन्नई में "बदलते विश्व में वास्तुकला शिक्षा" विषय पर अंतर्राष्ट्रीय सम्मेलन का आयोजन : परिषद्‌ ने "सीओए अंतर्राष्ट्रीय सम्मेलन - बदलते विश्व में वास्तुकला शिक्षा - अग्रमार्ग समीक्षा और पुनर्विचार (सीओए-आईसीएफएई)" शीर्षक से एक अंतर्राष्ट्रीय सम्मेलन का आयोजन किया, जो वास्तुकला शिक्षा के गतिशील और विकसित होते परि–श्य को समर्पित एक प्रमुख सम्मेलन था। यह सम्मेलन 15, 16 और 17 फरवरी 2024 को वीआईटी, वेल्लोर, तमिलनाडु में आयोजित किया गया। वास्तुकला शिक्षा के क्षेत्र में प्रख्यात विशेषज्ञों और विचारकों ने वास्तुकला शिक्षा के 6 उप-विषयों में उभरते रुझानों, चुनौतियों और नवीन –ष्टिकोणों पर आकर्षक सत्र आयोजित किए। सम्मेलन के लिए प्राप्त चयनित शोध पत्रों को लेखकों द्वारा प्रस्तुत किया जाएगा ताकि सम्मेलन में शैक्षिक चर्चा में योगदान दिया जा सके। इस सम्मेलन ने शिक्षकों, शोधकर्ताओं और उद्योग जगत के पेशेवरों को एक साथ आने, जुड़ने और वास्तुकला शिक्षा की परिवर्तनकारी क्षमता का पता लगाने के लिए एक अनूठा मंच प्रदान किया। नवाचार, प्रौद्योगिकी और अंतःविषयक सहयोग पर बल देते हुए, सीओए-आईसीएफएई का उद्देश्य वास्तुकला शिक्षा के भविष्य को आकार देने के लिए नए विचारों और वास्तुनीतियों को प्रेरित करना था।

44. वॉक फॉर आर्कज 5.0 के लिए समर्थन : वास्तुविद गीता बाल—ष्णन द्वारा आयोजित वॉक फॉर आर्कज5.0, जिसे वास्तुकला परिषद्‌्‌ (सीओए) का समर्थन प्राप्त था, एथोस फाउंडेशन की एक प्रभावशाली पहल थी, जिसे 100 किलोमीटर के दो चरणों में आयोजित किया गया था : गुजरात (16-20 अप्रैल 2025) और केरल (23-27 अप्रैल 2025)। इस पहल का उद्देश्य धरोहर, शिल्प और समुदाय-केंद्रित पद्धतियों के बारे में जागरूकता पैदा करके सामाजिक रूप से उत्तरदायी डिजाइन शिक्षा को मजबूत करना था। यह कार्यक्रम एथोस फाउंडेशन के छह कार्यक्षेत्रों के अनुरूप था : बोध (डिजाइन साक्षरता), एसवीएडीईएस (सतत स्थानीय डिजाइन), उदिता (सार्वभौमिक डिजाइन/पहुँच), एडीएआर (वकालत), श्रमए (निर्माण श्रमिकों का कल्याण) और एसएएटीएच (सामुदायिक सहयोग)। गुजरात चरण, जिसे अहमदाबाद वॉकिंग स्टूडियो नाम दिया गया था, एक गहन 5 दिवसीय यात्रा थी जिसमें सिद्धपुर से गांधीनगर तक लगभग 100 किलोमीटर की दूरी तय की गई थी। प्रतिभागियों ने मार्ग में स्थित धरोहर स्थलों, पारंपरिक शिल्पों और स्थानीय समुदायों का व्यवस्थित अवलोकन किया। इस पैदल यात्रा में 30 से अधिक वास्तुकला के छात्रों ने भाग लिया, जिन्होंने 50 से अधिक कारीगरों, व्यापारियों और स्थानीय विशेषज्ञों के साथ बातचीत की, जिससे सार्थक संवाद, ज्ञान का आदान-प्रदान और व्यावहारिक शिक्षा संभव हुई।

45. परिषद्‌ द्वारा गठित महत्वपूर्ण समितियों की स्थिति : प्रतिवेदन अवधि के दौरान परिषद्‌ द्वारा विभिन्न कार्यों और जिम्मेदारियों के निर्वहन के लिए

46. सीओए टीआरसी पुणे में आयोजित प्रशिक्षण कार्यक्रम एवं गतिविधियाँ : सीओए-प्रशिक्षण एवं अनुसंधान केंद्र द्वारा 1 अप्रैल 2024 से 31 मार्च 2025 तक के वर्ष में आयोजित गतिविधियों का समेकित प्रतिवेदन निम्नानुसार है :

क. प्रशिक्षण कार्यक्रम : गत वर्ष के दौरान, सीओए-टीआरसी, पुणे की निदेशक प्रोफे. जयश्री देशपांडे द्वारा भारत के विभिन्न शहरों में शिक्षकों और पेशेवर वास्तुविदों के लिए 41 ऑनलाइन और 3 ऑफलाइन प्रशिक्षण कार्यक्रम आयोजित किए गए। देश भर से 2056 प्रतिभागियों ने इन कार्यक्रमों में भाग लिया। कार्यक्रमों के विवरण इस प्रकार हैं :

वास्तुकला परिषद्‌ ने वास्तुकला प्रशिक्षण एवं अनुसंधान केंद्र (सीओए-टीआरसी) के माध्यम से निम्नलिखित गतिविधियों का सफलतापूर्वक संचालन किया है ः • गणतंत्र दिवस समारोह के अंतर्गत नई दिल्ली में 26 जनवरी 2025 से 31 जनवरी 2025 तक आयोजित वार्षिक कार्यक्रम भारत पर्व में अखिल भारतीय विरासत और वास्तुकला को प्रदर्शित करने वाले 40 पैनलों का प्रदर्शन किया गया।

• शैक्षिक संसाधन विकास योजना (एआरडीएस)-2025 और वास्तुविदों द्वारा लिखित पुस्तकों के प्रकाशन हेतु वास्तुकला ज्ञान भंडार के माध्यम से स्वदेशी पुस्तकों के रूप में वास्तुकला में स्नातक और डिप्लोमा पाठ्यक्रमों के शिक्षकों, पेशेवरों और छात्रों को सहायता और सुविधा प्रदान करने के लिए योजनाएँ शुरू की गईं।

• निर्मित पर्यावरण के सभी हितधारकों के साथ घनिष्ठ सहयोग से मान्यता प्राप्त वास्तुकला विद्यालयों में अनुसंधान संस्—ति विकसित करने के उद्देश्य से संशोधन 2025 योजना शुरू की गई।

• शैक्षिक वर्ष 2024-25 में, सीओए टीआरसी ने सीओए अंतर्राष्ट्रीय सम्मेलन "ट्रांसफॉर्मेशन 2025 : वास्तुकला, डिजाइन और शहरीकरण में विघटनकारी प्रौद्योगिकियों के साथ परिवर्तन का सह-लेखन" की अवधारणा और विवरण तैयार करने पर काम किया है। यह सम्मेलन डी.वाई. पाटिल डीम्ड टू बी यूनिवर्सिटी, वास्तुकला विद्यालय, नवी मुंबई के सहयोग से 26, 27 और 28 जून 2025 को आयोजित किया गया।

• सम्मेलन से पहले 12 वेबिनार आयोजित किए गए, जिनमें से निम्नलिखित 7 वेबिनार 31 मार्च 2025 तक आयोजित किए गए थे :

1. सीओए अध्यक्ष प्रोफे. अभय पुरोहित द्वारा सम्मेलन वेबिनार श्रृंखला का उद्‌घाटन, जिसके बाद प्रोफे. डॉ. संजीव विद्यार्थी का वास्तुकला और शहरीकरण के क्षेत्र में 'विघटन' की अवधारणा को स्थापित करने पर व्याख्यान : विषय पर विस्तृत चर्चा, वक्ता : प्रोफे. अभय पुरोहित (सीओए अध्यक्ष), प्रोफे. डॉ. संजीव विद्यार्थी, प्रोफे. जयश्री देशपांडे (सीओए टीआरसी), प्रोफे. अपर्णा सर्वे (डीन, डीवाईपीयूएसओए) द्वारा 06-01-2025 को प्रस्तुत।

2. डिजाइन, सहयोग और संधारणीयता पर प्रौद्योगिकी का प्रभाव : वास्तुविद —ष्णमूर्ति द्वारा 16-01-2025 को प्रस्तुत। 3. शहरी संदर्भ में आँकड़ा विज्ञान / विश्लेषण : प्रोफे. अनिरुद्ध पॉल और प्रोफे. अंकुश चंद्रन द्वारा 31-01-2025 को प्रस्तुत। 4. जलवायु परिवर्तन से निपटने के लिए नवाचार : वास्तुविद प्रसाद वैद्य द्वारा - मॉडरेटर, वास्तुविद अशोक लाल और गगनदीप भुल्लर द्वारा 13-02-2025 को प्रस्तुत।

5. प्रयोगशाला से बाजार तक : 3डी प्रिंटेड कंक्रीट के साथ शैक्षिक अनुसंधान और औद्योगिक अनुप्रयोगों को जोड़ना, डॉ. आशीष मोहिते द्वारा 27-02-2025 को प्रस्तुत।

6. विघटनकारी प्रौद्योगिकियों के माध्यम से विकास संबंधी चुनौतियों, वास्तुकला और डिजाइन की भूमिका पर पुनर्विचार, डॉ. बिनुमोल टॉम और प्रोफे.

7. शहरी मॉर्फो-मैट्रिक्स : साक्ष्य-आधारित, विकासवादी डिजाइन के लिए तकनीकी नवाचार, प्रोफे. सर्जियो पोर्टा, यूके और प्रोफे. अनिरुद्ध पॉल - मॉडरेटर द्वारा 27-03-2025 को प्रस्तुत।

47. प्रकाशन : परिषद्‌ "आर्किटेक्चर टाइम स्पेस एंड पीपल" नामक पत्रिका और सीए न्यूजलेटर का ई-फॉर्मेट प्रकाशित कर रही है, जिसमें वास्तुकला और संबंधित विषयों से जुड़े विभिन्न लेख और परिषद्‌ तथा इसकी गतिविधियों के बारे में समाचार और जानकारी सम्मिलित है। वास्तुकला शिक्षा और पेशे को बढ़ावा देने के लिए परिषद्‌ ने वास्तुकला संस्थानों को वितरण हेतु मित मूल्यों पर निम्नलिखित पुस्तकें खरीदी हैं :

48. सार्वभौमिक पहुंच वाले लेखापरीक्षकों का प्रशिक्षण : वास्तुविद अधिनियम, 1972 के उद्देश्यों को आगे बढ़ाने के क्रम में, परिषद्‌ ने भारत सरकार के सामाजिक न्याय एवं अधिकारिता मंत्रालय के दिव्यांगजन सशक्तिकरण विभाग के साथ एक समझौता ज्ञापन (एमओयू) पर हस्ताक्षर किए हैं। इस समझौता ज्ञापन का उद्देश्य सार्वभौमिक पहुंच पर एक नियमावली तैयार करना और वास्तुविदों/सार्वभौमिक पहुंच रखने वाले लेखापरीक्षकों का प्रशिक्षण आयोजित करना है, जिसमें वास्तुकला पाठ्यक्रम के सभी स्तरों पर सार्वभौमिक पहुंच को एक मुख्य विषय के रूप में शामिल किया गया है। इस समझौता ज्ञापन का उद्देश्य दिव्यांगजनों के लिए सार्वजनिक स्थानों और भवनों को सुलभ बनाने के लिए जागरूकता बढ़ाना और कार्यशालाओं, सेमिनारों और प्रशिक्षण कार्यक्रमों का आयोजन करना है। इसने कार्यरत वास्तुविदों, शिक्षाविदों और संकाय सदस्यों के लिए सार्वभौमिक पहुंच पर प्रमाणपत्र पाठ्‌्यक्रम विकसित करने और चलाने की सुविधा भी प्रदान की। परिषद्‌ ने सार्वभौमिक पहुंच वाले लेखापरीक्षकों के लिए मास्टर प्रशिक्षकों हेतु ऑनलाइन प्रशिक्षण कार्यक्रम आयोजित किए, जिनका समापन नई दिल्ली के डॉ. अंबेडकर अंतर्राष्ट्रीय केंद्र में 11 और 12 मार्च, 2024 तथा 4 और 5 जुलाई, 2024 को दो सत्रों में भौतिक प्रशिक्षण सत्रों के साथ हुआ। मास्टर प्रशिक्षकों को सीओए के अध्यक्ष और दिव्यांगजन सशक्तिकरण विभाग के सचिव द्वारा संयुक्त रूप से प्रमाणपत्र जारी किए गए। परिषद्‌ ने एक व्यापक परामर्शन प्रक्रिया के बाद सार्वभौमिक पहुंच पर एक व्यापक नियमावली का मसौदा तैयार करने का कार्य भी पूरा कर लिया, जिसमें सामाजिक न्याय और अधिकारिता मंत्रालय के दिव्यांगजन सशक्तिकरण विभाग (डीईपीडब्लूडी) के नामित प्रतिनिधियों सहित विभिन्न विषयों के विशेषज्ञों के साथ 33 बैठकें शामिल थीं।

49. संशोधन - एक शोध योजना का शुभारंभ : परिषद्‌, अपने प्रशिक्षण एवं अनुसंधान केंद्र (सीओए-टीआरसी), पुणे के माध्यम से, मान्यता प्राप्त संस्थानों में वास्तुकला के क्षेत्र में एक सशक्त शोध संस्—ति को बढ़ावा देने के लिए 2025 में 'संशोधन' नामक एक अनूठी शोध पहल शुरू कर रही है। यह योजना प्रतिवर्ष अधिकतम 100 शोध परियोजनाओं को रु. 3,00,000 तक के अनुदान (असाधारण प्रस्तावों के लिए रु. 5,00,000 तक विस्तारित) के साथ दो वर्षों की28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] एकावधि के लिए सहायता प्रदान करती है। इसमें तीन श्रेणियां हैं : युवा संकाय सदस्यों के लिए शोध मार्गदर्शन कार्यक्रम, वरिष्ठ शिक्षाविदों और वास्तुविदों के लिए परिणामोन्मुखी शोध कार्यक्रम और शोध-उन्मुख वास्तुकला फर्मों की भागीदारी। यह कार्यक्रम स्थानीय हितधारकों के सहयोग से नवीन, परिणामोन्मुखी शोध को प्रोत्साहित करता है, जिसमें सामाजिक प्रभाव पर विशेष ध्यान दिया जाता है। परियोजनाओं का चयन एक कठोर मूल्यांकन प्रक्रिया के माध्यम से किया जाएगा और अनुदान परियोजना के महत्वपूर्ण चरणों के आधार पर तीन किस्तों में वितरित किया जाएगा। शोध परिणामों में विस्तृत रिपोर्ट और शोध पत्र अवश्य सम्मिलित होने चाहिए।

50. वास्तुकला ज्ञान भंडार का शुभारंभ : वास्तुकला परिषद्‌्‌ (सीओए) ने गर्वपूर्वक वास्तुकला ज्ञान भंडार का शुभारंभ किया है - यह एक दूरदर्शी मंच है जिसे भारत की सांस्—तिक, सामाजिक और पर्यावरणीय विविधता में निहित वास्तुकला ज्ञान के व्यापक दायरे को प्रलेखित, संरक्षित और प्रसारित करने के लिए स्थापित किया गया है। इस पहल का उद्देश्य न केवल भारत में वास्तुकला शिक्षा और अभ्यास को समृद्ध करना है, बल्कि भारत की परंपराओं, नवाचारों और समकालीन प्रथाओं को प्रदर्शित करके वास्तुकला के वैश्विक विमर्श में सार्थक योगदान देना भी है। यह पहल स्वदेशी आख्यानों, गहन शोध और समकालीन चुनौतियों पर ध्यान केंद्रित करते हुए, शैक्षिक रूप से सु–ढ़ और पेशेवर रूप से प्रासंगिक वास्तुकला साहित्य को पोषित करने के लिए परिषद्‌ की सतत्‌ प्रतिबद्धता को दर्शाती है। यह ज्ञान भंडार मौलिक वास्तुशिल्पीय विचारों के सृजन और प्रसार को सुगम बनाएगा, विशेष रूप से भारत की वास्तुकला विरासत, प्रासंगिक शहरीकरण, संधारणीयता और भविष्य के लिए तैयार डिजाइन –ष्टिकोणों के क्षेत्रों में सुगमता का प्रसार होगा। इस समर्पित मंच को प्रस्तुत करके, परिषद्‌ शिक्षकों, छात्रों और पेशेवरों को विश्वसनीय, उच्च-गुणवत्ता वाली और संदर्भ-केंद्रित प्रकाशनों तक पहुंच प्रदान करना चाहती है। यह ज्ञान भंडार विद्वानों की सहभागिता और सहयोगात्मक ज्ञान-निर्माण को भी प्रोत्साहित करता है, जिससे देश में वास्तुकला शिक्षा और अभ्यास के मानकों को ऊपर उठाने में सहायता मिलती है।

51. शैक्षिक संसाधन विकास योजना (एआरडीएस) का शुभारंभ : वास्तुकला परिषद्‌ (सीओए) ने वास्तुकला और संबद्ध क्षेत्रों, जैसे कि डिजाइन, निर्माण प्रौद्योगिकी, धरोहर, संधारणीयता और उभरती प्रौद्योगिकियों में पाठ्यक्रम के अनुरूप और स्थानीय रूप से प्रासंगिक अध्ययन सामग्री की कमी दूर करने के लिए शैक्षिक संसाधन विकास योजना (एआरडीएस) 2025 के अंतर्गत अध्ययन पुस्तकों के लेखन एवं अनुवादन की योजना शुरू की है। इस पहल के अंतर्गत, सीओए का लक्ष्य 2025-26 के दौरान अंग्रेजी, हिंदी और क्षेत्रीय भाषाओं में लिखी गई 100 मौलिक और अनुवादित पुस्तकें प्रकाशित करना है। यह योजना ऐसे प्रतिष्ठित विषयक विशेषज्ञों को आमंत्रित करती है जिनके पास लेखकों, समीक्षकों या अनुवादकों के रूप में योगदान देने हेतु प्रसिद्ध शैक्षिक या व्यावसायिक अनुभव हो। योजना के तहत चयनित लेखकों को प्रति पृष्ठ रु. 1,000 का मानदेय दिया जाएगा, साथ ही समीक्षकों और अनुवादकों को अतिरिक्त भुगतान भी किया जाएगा। परियोजना के लक्ष्यों की प्राप्ति के आधार पर निधि का वितरण अनेक चरणों में किया जाएगा। आवेदनों का मूल्यांकन विषय विशेषज्ञता, भाषा प्रवीणता और संबंधित क्षेत्र में पूर्व के शैक्षिक या व्यावसायिक कार्य के आधार पर किया जाएगा।

52. परिषद्‌ द्वारा राष्ट्रीय और अंतर्राष्ट्रीय आयोजनों के लिए अपना प्रतीक चिन्ह समर्थन प्रदान करना : परिषद्‌ ने वास्तुकला शिक्षा, जागरूकता और उत्—ष्टता को बढ़ावा देने के उद्देश्य से आयोजित कई राष्ट्रीय और अंतर्राष्ट्रीय शैक्षिक और व्यावसायिक आयोजनों को अपने आधिकारिक प्रतीक चिन्ह को उपयोग करने का समर्थन प्रदान किया है। इस पहल के माध्यम से, सम्मेलनों, सेमिनारों, कार्यशालाओं, प्रदर्शनियों और अन्य मंचों के आयोजक उचित अनुमोदन के बाद प्रचार सामग्री पर सीओए का प्रतीक चिन्ह प्रदर्शित कर सकते हैं। इससे न केवल आयोजन की विश्वसनीयता बढ़ती है, बल्कि यह वास्तुकला और डिजाइन में सहयोग और व्यावसायिक विकास को बढ़ावा देने के परिषद्‌ के –ष्टिकोण के साथ जुड़ाव को भी दर्शाता है। सीओए प्रतीक चिन्ह के उपयोग हेतु समर्थन प्राप्त करनेवाले अनुमोदित आयोजनों की सूची नीचे दी गई है :

53. लॉस एंजिलिस में अंतर्राष्ट्रीय सहयोग आधारित संवाद : दिनाँक 21 अप्रैल, 2024 को लॉस एंजिलिस (अमेरिका) में वास्तुकला परिषद्‌्‌ के अध्यक्ष प्रोफे. अभय वी. पुरोहित के साथ एन सी ए आर. बी. द्वारा एक अनौपचारिक बैठक आयोजित की गई थी, जिसमें दोनों संगठनों के बीच सहयोग बढ़ाने पर उच्च स्तरीय चर्चायें संपन्न हुईं। विचार-विमर्श में पारस्परिक मान्यता समझौतस (एमआरए) को आगे बढ़ाने और अद्यतन योग्यता आव्यूह के माध्यम से योग्यताओं को संरेखित करने पर संवाद जारी रखने की साझा प्रतिबद्धता की पुष्टि की गई। दोनों पक्षों ने आगे बढ़ने के लिए उत्साह व्यक्त किया, और मूल्यांकन प्रयासों में सहयोग के लिए स्वयंसेवकों का प्रस्ताव रखा गया और भविष्य में डिजिटल प्लेटफॉर्म के माध्यम से बातचीत की योजना बनाई गई।

54. परिषद्‌ द्वारा पंजीकरण और नवीनीकरण शिविरों का आयोजन : परिषद्‌ ने वास्तुविदों के पंजीकरण और पंजीकरण के नवीनीकरण से संबंधित कार्य के लिए निम्नलिखित शहरों में पंजीकरण/नवीनीकरण शिविरों का आयोजन किया :

55. परिषद्‌ की सोशल मीडिया प्रतियोगिता - "दैट ओनली शॉट"ः वास्तुकला परिषद्‌ ने "दैट ओनली शॉट" नामक एक साप्ताहिक इंस्टाग्राम फोटो प्रतियोगिता का आयोजन किया, जिसमें प्रतिभागियों को अपने लेंस के माध्यम से वास्तुकला के सार को कैद करने के लिए आमंत्रित किया गया था। इस प्रतियोगिता ने वास्तुशिल्पीय प्रारूपों की विविधता, सुंदरता और रचनात्मकता का जश्न मनाया और लोगों को डिजाइन और सौंदर्यशास्त्र के प्रति गहरी समझ के साथ अपने परिवेश को देखने के लिए प्रोत्साहित किया। फोटोग्राफरों, वास्तुकला के छात्रों और उत्साही लोगों के लिए समान रूप से खुली इस प्रतियोगिता ने अधिसंख्य दर्शकों के साथ अनूठे –ष्टिकोण साझा करने का एक मंच प्रदान किया। प्रत्येक सप्ताह एक नया विषय घोषित किया जाता था, जो प्रतिभागियों को वास्तुशिल्पीय अवधारणाओं और तत्वों को नए और रचनात्मक तरीकों से प्रदर्शित करने के लिए प्रेरित करता था। प्रत्येक विजेता प्रविष्टि सीओए न्यूजलेटर में प्रकाशित की जाती थी और विजेता को एक प्रशस्ति पत्र और 3000 रुपये के पुरस्कार के साथ एक पुस्तक प्रदान की जाती थी। "दैट ओनली शॉट" के माध्यम से, वास्तुकला परिषद्‌ ने वास्तुशिल्पीय सुंदरता के प्रति गहरी सराहना को बढ़ावा दिया और समुदायों और रोजमर्रा के अनुभवों पर इसके प्रभाव को उजागर किया।

57. युग युगीन भारत संग्रहालय के लिए डिजाइन हैकाथॉन पर चर्चा : परिषद्‌ ने आगामी युग युगीन भारत संग्रहालय के लिए डिजाइन हैकाथॉन आयोजित करने की संभावना पर चर्चा करने के लिए 16 जुलाई 2024 को संस्—ति मंत्रालय की संयुक्त सचिव (जीएलएएम) सुश्री मुग्धा सिन्हा के साथ बैठक की। प्रस्तावित पहल का उद्देश्य युवा वास्तुविदों और डिजाइनरों को संग्रहालय के डिजाइन, व्याख्या और आगंतुक अनुभव के लिए नवीन विचारों का योगदान देने के लिए प्रोत्साहित करना है, जिससे रचनात्मकता और सहयोग को बढ़ावा मिले और भारत की सांस्—तिक धरोहर के संरक्षण और प्रस्तुतिकरण में वास्तुकला की भूमिका प्रदर्शित हो।

प्रतिबद्ध राय

हमने वास्तुकला परिषद्‌ ("परिषद्‌") के संलग्न वित्तीय विवरणों का लेखापरीक्षण किया है, जिनमें 31 मार्च 2025 को समाप्त तुलन-पत्र, आय और व्यय विवरण, उस समाप्त वर्ष की प्राप्ति और भुगतान का विवरण, और वित्तीय विवरणों के नोट्‌स समाहित हैं, जिनमें महत्वपूर्ण लेखांकन नीतियों का सारांश और अन्य व्याख्यात्मक जानकारी सम्मिलित है (जिसे यहां के बाद "वित्तीय विवरण" संदर्भित किया गया है)। हमारी राय में, हमारी सर्वोत्तम जानकारी के अनुसार और हमें दिए गए स्पष्टीकरणों के अनुसार, हमारी रिपोर्ट के 'प्रतिबद्ध राय का आधार' अनुभाग में वर्णित मामले के प्रभावों को स्ैरकर, उपर्युक्त वित्तीय विवरण, वास्तुकला परिषद्‌ विनियमावली, 1972 (वर्तमान तक संशोधित) द्वारा अपेक्षित जानकारी को अपेक्षित तरीके से प्रस्तुत करते हैं और भारत में आम तौर पर स्वी—त लेखांकन सिद्धांतों के अनुरूप, 31 मार्च 2025 को परिषद्‌ की स्थिति, उसके अधिशेष और उस तिथि को समाप्त हुए वर्ष के लिए उसकी प्राप्तियों और भुगतानों का सही और निष्पक्ष विवरण प्रस्तुत करते हैं।

योग्य राय का आधार हम नोट संख्या 3 की ओर ध्यान दिलाते हैं कि परिषद्‌ ने "सामान्य निधि/अधिशेष/घाटा खाता" से "मकान निर्माण परिसर निधि" में धनराशि हस्तांतरित की है। उपरोक्त निधि वित्तीय वर्ष 2017-18 के लिए 10.57 करोड़ रुपये, वित्तीय वर्ष 2018-19 के लिए 14.26 करोड़ रुपये और वित्तीय वर्ष 2019-20 के लिए 18.90 करोड़ रुपये से संबंधित है। आय कर अधिनियम 1961 और उसके अंतर्गत बनाए गए नियमों के प्रावधानों के अनुसार, निर्धारित निधि का उपयोग केवल विशिष्ट प्रयोजन के लिए ही किया जाना चाहिए और इसके अतिरिक्त, निधि के सृजन के वित्तीय वर्ष की समाप्ति से पांच वर्षों की एकावधि के भीतर इसका उपयोग किया जाना चाहिए। चालू वर्ष के दौरान, वित्तीय वर्ष 2019-20 के लिए निधि का उपयोग वित्तीय वर्ष के अंत तक नहीं किया गया है, जिसके कारण इसे चालू वित्तीय वर्ष के लिए परिषद्‌ की कर योग्य आय माना जाना चाहिए। वित्तीय वर्ष 2017-18 में बनाई गई निधि का उपयोग 31.03.2023 को या उससे पहले किया जाना आवश्यक था। इसके कारण इसे वित्तीय वर्ष 2022-23 की कर योग्य आय माना जाना चाहिए और वित्तीय वर्ष 2018-19 में बनाई गई निधि का उपयोग 31.03.2024 को या उससे पहले किया जाना आवश्यक था।

इस कारण इसे वित्त वर्ष 2023-24 की कर योग्य आय माना जाना चाहिए था, लेकिन वित्त वर्ष 2023-24 में इस पर कर नहीं लगाया गया। इसके परिणामस्वरूप चालू वित्त वर्ष के लिए परिषद्‌ की कुल आय 43.73 करोड़ रुपये कम दिखाई गई है और मकान निर्माण परिसर निधि इतनी ही अधिक दिखाई गई है। हालांकि, परिषद्‌ निधि के उपयोग के लिए लगातार प्रयास कर रही है और वित्त वर्ष 2017-18 और वित्त वर्ष 2018-19 के लिए निधि के उपयोग की समय सीमा बढ़ाने हेतु सीबीडीटी के अध्यक्ष को आवेदन किया है, जिस पर आय कर विभाग द्वारा अभी तक कोई निर्णय नहीं लिया गया है। हमने भारतीय सनदी लेखाकार संस्थान (आईसीएआई) द्वारा जारी अंकेक्षण मानकों (एसए) के अनुसार अपना अंकेक्षण कार्य किया। इन मानकों के अंतर्गत हमारी जिम्मेदारियों का विस्तृत विवरण हमारी रिपोर्ट के वित्तीय विवरणों के लेखापरीक्षा के लिए अंकेक्षण की जिम्मेदारियां अनुभाग में दिया गया है। वित्तीय विवरणों के अंकेक्षण से संबंधित नैतिक आवश्यकताओं के अनुसार हम परिषद्‌ से स्वतंत्र हैं और हमने इन आवश्यकताओं और आचार संहिता के अनुसार अपने नैतिक दायित्वों का निर्वाह किया है। हमारा मानना है कि हमें प्राप्त लेखापरीक्षा साक्ष्य हमारी राय के लिए पर्याप्त और उपयुक्त हैं।

वित्तीय विवरणों के अंकेक्षण हेतु लेखापरीक्षक के उत्तरदायित्व परिषद्‌ का प्रबंधन इन वित्तीय विवरणों को तैयार करने के लिए उत्तरदायी है जो परिषद्‌ की वित्तीय स्थिति और वित्तीय प्रदर्शन का सही और निष्पक्ष चित्रण प्रस्तुत करते हैं। इस उत्तरदायित्व में परिषद्‌ की परिसंपत्तियों की सुरक्षा करने और धोखाधड़ी तथा अन्य अनियमितताओं की रोकथाम और पता लगाने के लिए अधिनियम के प्रावधानों के अनुसार पर्याप्त लेखांकन अभिलेखों का रखरखाव; उपयुक्त लेखांकन नीतियों का चयन और अनुप्रयोग; उचित और विवेकपूर्ण निर्णय करना और अनुमान लगाना; तथा पर्याप्त आंतरिक वित्तीय नियंत्रणों का डिजाइन, क्रियान्वयन और रखरखाव सम्मिलित है, जो वित्तीय विवरणों की तैयारी और प्रस्तुति से संबंधित लेखांकन अभिलेखों की सटीकता और पूर्णता सुनिश्चित करने के लिए प्रभावी ढंग से कार्य कर रहे हों, ताकि वित्तीय विवरणों का सही और निष्पक्ष चित्रण प्रस्तुत किया जा सके और उनमें धोखाधड़ी या गलती के कारण होने वाली कोई भी महत्वपूर्ण त्रुटि न हो। वित्तीय विवरण तैयार करते समय, प्रबंधन तब तक परिषद्‌ की निरंतर संचालन क्षमता का आकलन करने, लागू होने पर संचालन से संबंधित मामलों का खुलासा करने और संचालन के आधार पर लेखांकन करने के लिए उत्तरदायी है, जब तक कि प्रबंधन परिषद्‌ को परिसमाप्त करने या संचालन बंद करने का इरादा न रखता हो, या उसके पास ऐसा करने के अलावा कोई व्यावहारिक विकल्प न हो। शासन के लिए जिम्मेदार व्यक्ति परिषद्‌ की वित्तीय रिपोर्टिंग प्रक्रिया की देखरेख के लिए भी उत्तरदायी हैं।

एसएएस. के अनुसार अंकेक्षण के हिस्से के रूप में, हम पूरे अंकेक्षण के दौरान पेशेवर विवेक का प्रयोग करते हैं और पेशेवर संशय बनाए रखते हैं। हम यह भी करते हैं : • वित्तीय विवरणों में वास्तविक त्रुटियों के जोखिमों की पहचान और मूल्यांकन करते हैं, चाहे वे धोखाधड़ी या त्रुटि के कारण हों, उन जोखिमों के अनुरूप अंकेक्षण प्रक्रियाओं को तैयार और निष्पादित करते हैं, और अपनी राय का आधार प्रदान करने के लिए पर्याप्त और उपयुक्त अंकेक्षण साक्ष्य प्राप्त करते हैं। धोखाधड़ी के परिणामस्वरूप होने वाली वास्तविक त्रुटि का पता न लगा पाने का जोखिम, त्रुटि के परिणामस्वरूप होने वाली त्रुटि की तुलना में अधिक होता है, क्योंकि धोखाधड़ी में मिलीभगत, जालसाजी, जानबूझकर चूक, गलत बयानी या आंतरिक नियंत्रणों को दरकिनार करना शामिल हो सकता है।

ANNUAL REPORT 2024-2025

F. No. CA/55/2025/Annual Report.—The Council of Architecture set up under the Architects Act, 1972, deems it a pleasure to present the Annual Report and Audited Statement of Accounts for the financial year ending on 31st March, 2025.

The Council of Architecture (COA) is regulatory authority for architectural institutions and professionals in the country and maintains a Register of Architects on national basis. The Ministry of Education, Department of Higher Education, Government of India is the nodal Ministry of the Council. The COA, besides maintaining Register of Architects, oversees the maintenance of standards, periodically of recognized qualifications under the Act by way of conducting inspection through Committees of Experts. Based on the reports submitted by Experts, the COA can make representation to appropriate Governments with regard to inadequacy of standards maintained by the institutions.

Prof. Abhay V. Purohit is the President and Ar. Gajanand Ram is Vice-President of the Council. Shri R. K. Oberoi is the Registrar and Shri Deepak Kumar is Deputy Registrar of the Council. In order to carry out the objectives of the Act and Regulations framed thereunder, the Council has constituted the following Statutory Committees:

(i) The Executive Committee is constituted under Section 10 of the Act and it functions as an Executive Authority of the Council.

(ii) Disciplinary Committee is constituted by the Central Government as per Council of Architecture Rules framed by the Central Government. This committee investigates the complaints and holds enquiries relating to professional misconduct of architects and makes its recommendations to the Council for taking decision on the guilt of the Architects.

(iii) Advisory Committee (Appeals) hears the appeals of the applicants whose applications for registration are rejected.

(iv) Sub-Committee on Foreign Qualifications examines the references received from Central Government for recognition of foreign qualifications.

The details of the various activities undertaken by the Council from 01.04.2024 to 31.03.2025 are enumerated below:

1. STATUTORY MEETINGS:

Meetings of the Council of Architecture:

During the year under report, the Council convened the following meetings of the Full Council:

• 82nd Meeting of the Council was held on Saturday, 20th July, 2024 at the Conference Hall, Hotel Solar Residency, Raj Bagh, Srinagar – 190008, Jammu & Kashmir. Following the 82nd Council Meeting on 20 July 2024, the President met representatives of the IIA Jammu Chapter to discuss concerns over non-architects practicing architecture and the misuse of the title "architect" in Jammu & Kashmir, and assured the Chapter that the Council will take appropriate legal and regulatory action to address these violations and safeguard professional standards.

• 83rd Meeting of the Council was held on Tuesday and Wednesday, 21st–22nd January, 2025 at Pride Hotel, 93, Richmond Road, Langford Gardens, Bengaluru – 560025, Karnataka.

During its meetings, the Council of Architecture discussed key issues influencing the profession, including regulatory reforms, future directions in education, and policy initiatives. The36 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] discussions highlighted efforts to modernize professional processes, address educational resource gaps, and strengthen recognition frameworks. The Council also reviewed academic reforms, supported various professional and educational events, engaged in global forums, and considered measures to enhance governance, reaffirming its commitment to advancing architectural education and practice in India.

Meetings of the Executive Committee:

During the year under report, the Executive Committee of the Council of Architecture had convened 11 meetings as under:

3. RENEWAL OF REGISTRATION OF ARCHITECTS: During the period under report, the Council renewed the registration of 20,023 architects on an annual basis, while 5,018 architects opted for one-time renewal. In addition, 25,041 architects restored their names to the Register of Architects upon payment of the requisite fees.

4. ISSUANCE OF NEW CERTIFICATE OF REGISTRATION AND IDENTITY CARDS TO ARCHITECTS HAVING VALID REGISTRATION: During the year under report, the Council issued new Certificates of Registration and Identity Cards free of cost to fresh registrants as well as to architects who surrendered their existing Certificates.

As on 31.03.2025, the Council has issued new Certificates of Registration and Identity cards free of cost to 80601 architects.

7 BUDGET ESTIMATES FOR THE FINANCIAL YEAR 2024-2025: The Executive Committee of Council in its 258th Meeting held on 28th March, 2024 approved the Budget Estimates for the Financial Year 2024-2025 with Recurring Expenditure to the extent of Rs.2886.05 Lacs and Non- recurring Rs.545.00 Lacs as against the income receivable to the extent of Rs.3431.16 Lacs. The budget places strong emphasis on advancing architectural education and the profession by supporting students, faculty, and institutions through scholarships, research grants, and academic initiatives. It prioritizes the development of knowledge resources, including regional language books, peer-reviewed journals, digital libraries, and training and research centres, ensuring broader access and high-quality learning. Awards, competitions, and biennales are introduced to recognize and encourage talent, while workshops, conferences, and digital upgrades aim to strengthen professional capacity and global engagement. Together, these measures promote inclusivity, academic excellence, research, and professional growth, laying the foundation for a more vibrant and future-ready architectural community.

8. RECOGNITION OF COUNCIL OF ARCHITECTURE EMPLOYEES' CONTRIBUTORY PROVIDENT FUND TRUST BY INCOME TAX DEPARTMENT, GOVT. OF INDIA: The Council submitted necessary application/ documents to Income Tax Department for recognition of the Council of Architecture Employees Contributory Provident Fund Trust by the Income Tax Department, govt. of India. The COA-CPF TRUST has been recognised by Income Tax Department, Govt. of India vide its Letter No.CIT (E)/Provident Fund/2024-25/964 dated 03.09.2024.

9. APPEAL FILED BY THE COUNCIL AGAINST THE IMPOSITION OF SERVICE TAX ON THE STATUTORY FEES AND CHARGES COLLECTED BY THE COUNCIL OF ARCHITECTURE DURING THE PERIOD FROM 01.07.2012 TO 30.06.2017: The Council had filed an appeal bearing no.ST/53090 of 2016-DB dated 15.12.2016 by depositing a sum of Rs.17,36,095/- against demand of Rs.1,73,60,950/- as Service Tax, Education Cess & HSEC and on various services received/rendered, besides interest and penalty u/s 75,76,77 & 78 of The Finance Act, 1994 issued by the Principal Commissioner of Service Tax, Delhi-II. The year wise Service Tax demand is given below:

1. Rs.29,01,463/- for the period 01.07.2012 to 31.03.2013, 2. Rs.58,41,183/- for the period 01.04.2013 to 31.03.2014 and 3. Rs.86,18,304/- for the period 01.04.2014 to 31.03.2015.

Further, Council had also filed another appeal bearing no.ST/5194/2022-CU [DB] dated 01.08.2022 by depositing a sum of Rs.19,03,860 towards the Pre-Deposit (Advance) of Service Tax Demand i.e. 7.5% of total demand raised and mandatory Pre-Deposit u/s 83 of Finance Act,1994. The year wise Service Tax demand is given below:

1. Rs.69,16,284/- for the period 01-4-2015 to 31-03-2016 and 2. Rs.1,84,68,492/- for the period 01-04-2016 to 30-06-2017.

After several Hearings held before the Customs, Excise & Service Tax Appellate Tribunal, Principal Bench, New Delhi, the appeals were allowed by the CESTAT vide its order dated 19.07.2024 against the demand of Service Tax, Education Cess & HSEC besides interest and penalty u/s 75,76,77 & 78 of the Finance Act, 1994 on various fee received by the Council during the period from 01.07.2012 to 30.06.2017. The Hon'ble Tribunal also held that the Council is registered under Section 12 AA of the IT Act which provides that non-profit organizations are entitled for service tax exemption.

10. AMENDMENTS IN THE COUNCIL OF ARCHITECTURE EMPLOYEES' RECRUITMENT AND PROMOTION REGULATIONS, 1999: The Council has submitted a proposal to the Ministry of Education, Government of India, seeking approval for amendments to the Council of Architecture39 [भाग III—खण्ड 4] भारत का राजपत्र : असाधारण Employees Recruitment and Promotion Regulations, 1999. The proposal aims at the creation of additional posts in the Council to effectively meet the increased workload. The matter is presently under active consideration of the Ministry.

11. RE-CONSTITUTION OF DISCIPLINARY COMMITTEE OF THE COUNCIL OF ARCHITECTURE BY THE CENTRAL GOVERNMENT: The Central Government, under the provisions of the Architects Act, 1972 and the Council of Architecture Rules, 1973, re-constituted the Disciplinary Committee of the Council of Architecture vide notification dated 20.11.2024 through an amendment to notification S.O. 2115(E) dated 3rd July, 2013. The members of Disciplinary Committee are as under:

1. Ar. Naveen Kanithi, Chairman – Elected by Council of Architecture from amongst its members. 2. Ar. Pushkar Murlidhar Kanwinde, Member – Representing All India Council for Technical Education.

3. Ar. Ajay Keshav, Chief Architect, Central Public Works Department, Member – Representing Ministries of Central Government.

12. ELECTION OF MEMBERS OF HEADS OF ARCHITECTURAL INSTITUTIONS OF THE COUNCIL: The Ministry of Education, vide its notifications dated 01.10.2024 & 20.11.2024, notified two vacancies of members of the Council of Architecture for Heads of Architectural Institutions in India imparting full time instructions for recognized qualifications, to be elected for the remainder period only, under the provisions of clause (c) of sub-section (3) of section 3 of the Architects Act, 1972.

13. ELECTION OF FIVE MEMBERS OF INDIAN INSTITUTE OF ARCHITECTS OF THE COUNCIL:The Ministry of Education, vide its notification dated August 27, 2024, notified the appointment of five architects elected by the Indian Institute of Architects (IIA), Mumbai, as members of the Council of Architecture (CoA), New Delhi. The elected members from IIA are: Ar. Kamla Kant Asthana (Northern Region – Lucknow), Ar. B. R. Mohan (Southern Region – Bangalore), Ar. Nilesh Diliprao Chavan (Western Region – Nashik), Ar. Sanjeev Bumb (Central Region – Indore), and Ar. Swopnadutta Mohanty (Eastern Region – Bhubaneswar).

14. NOMINATION OF MEMBERS ON THE COUNCIL OF ARCHITECTURE: During the period under report, the Council of Architecture received nominations of following architects from various State Governments, Union Territories, and other statutory bodies as members of the Council under the

Architects Act, 1972.

1. Ar. Lalengzuali Tialchuah Chinzah – nominated by the State Government of Mizoram 2. Ar. Kevisino Angami – nominated by the State Government of Nagaland 3. Ar. Rajiv Kumar – nominated by the Union Territory of Chandigarh 4. Ar. R. Kamala Devi – nominated by the Union Territory of Andaman & Nicobar Islands 5. Ar. K. Udaya – nominated by the State Government of Karnataka 6. Ar. N. Mayil – nominated by the Union Territory of Puducherry 7. Ar. Namita Kumari Mohapatra – nominated by the State Government of Odisha 8. Ar. Vidur Mehta – nominated by the State Government of Himachal Pradesh 9. Ar. Ajay Keshav – nominated by the Central Public Works Department 10. Ar. Binumol Tom – nominated by the All-India Council for Technical Education 11. Ar. Pushkar Murlidhar Kanwinde – nominated by the All-India Council for Technical Education

Further, following members of the Council were re-nominated members for their next term on the Council during the above period:

1. Ar. Naveen Kanithi – re-nominated by the State Government of Andhra Pradesh for a third term. 2. Ar. Vishal Arunkumar Vyas – re-nominated by the State Government of Gujarat for a third term. 3. Dr. G. S Inda – re-nominated by the Institution of Surveyors India for a third term. 4. Ar. Nadisha V.M. – re-nominated by the State Government of Lakshadweep for a second term.

5. Ar. Ravi Kumar R. – re-nominated by the State Government of Telangana for a second term. 6. Ms. Saumya Gupta IAS – re-nominated by the Ministry of Education, Central Government for a second term.

15. ELECTION OF MEMBERS OF THE EXECUTIVE COMMITTEE OF THE COUNCIL: The Ministry of Education, vide its notifications dated 01.10.2024 and 30.10.2024, notified five vacancies in the membership of the Executive Committee of the Council. Elections to fill these vacancies will be conducted shortly by the Ministry under the provisions of the Architects Act, 1972 and the Rules framed thereunder.

16. APPROVAL OF ARCHITECTURAL INSTITUTIONS FOR THE ACADEMIC SESSION 2024- 2025: The Council of Architecture during the academic session 2024-2025 accorded extension of approval to 367 institutions (apart from 2 institutions in UAE) which are imparting recognized architectural qualifications in the country.

During the year under the report, 5 new institutions were granted approval to impart Bachelor of Architecture programme and 07 (09 programmes) existing institutions were granted approval for introduction of PG programmes. The state wise number of institutions are listed below:

Further, 12 institutions were directed to close down during the academic session 2024-2025 owing to non-filling up of less than 30% seats in B.Arch. course in last three years or non- submission of application for approval to the Council.

17. GRANT OF APPROVAL TO THREE YEAR DIPLOMA COURSE(S): During the academic session 2024-2025, the Council has granted approval to 10 (12 programmes) new Diploma Institutions and extension of approval to 91 Institutions for imparting 3 Year Diploma in Architecture/Architectural Assistantship and Diploma in Interior Design. Further, the Council has granted approval to 25 existing Degree level Architectural Institutions for introduction of 3 Year Diploma in Architecture/Architectural Assistantship and Diploma in Interior Design and extension of approval to 33 Institutions for imparting 3 Year Diploma in Architecture/Architectural Assistantship and Diploma in Interior Design.

18. CONDUCT OF NATIONAL APTITUDE TEST IN ARCHITECTURE FOR ADMISSION TO FIRST YEAR OF FIVE YEAR B.ARCH. DEGREE COURSE FOR THE ACADEMIC SESSION 2024- 2025: The Council has been conducting National Aptitude Test in Architecture (NATA) since 2006 for admission to B. Arch Course. The NATA 2024 was conducted by the Council from the month of April 2024 to August, 2024 at national level on every Saturday and Sunday in two shifts for the purpose of admission into 1st year of 5-year B.Arch. degree course for the academic session 2024-2025. The Test was conducted on 36 days in 72 sessions (two shifts) at about 213 Test centres identified by the Council all over the country and select international centres. The Test was conducted in two parts Part – A (Drawing and Composition) in offline mode and Part - B MCQ Test in online mode. A total of Total Unique 23461 candidates registered for the NATA 2024, a total unique 19888 candidates appeared in the test. Out of the total appeared candidates, 19585 Unique candidates passed in the Test. The process for conduct of NATA 2025 has been initiated by the Council.

19. CONDUCT OF POSTGRADUATE ENTRANCE TEST IN ARCHITECTURE FOR ADMISSION TO FIRST YEAR POSTGRADUATE PROGRAMME BEING IMPARTED AT THE ARCHITECTURAL INSTITUTIONS FOR THE ACADEMIC SESSION 2024-2025: The Council conducted its First Postgraduate Entrance Test in Architecture 2024 (PGETA) examination at National Level on July 28, 2024, and August 04, 2024, for admission to the Postgraduate programme being imparted at the Architectural Institutions approved by the Council for the academic session 2024-2025. A total of Total Unique 1289 candidates registered for the NATA 2024, a total unique 1151 candidates appeared in the test. The result of PGETA was published in terms of the percentile scores for both tests and in case a candidate has appeared for two Tests, best of the two Percentile scores obtained shall be the valid score. The Council also announced to grant scholarships to top 50 ranked candidates who qualify PGETA 2024, taking admission into 1st year of Post Graduate programmes.

20. COMMUNICATIONS SENT BY COUNCIL TO VARIOUS STATE GOVERNMENTS/ LOCAL AUTHORITIES AND OTHER AUTHORITIES ON VARIOUS ISSUES: During the year under report, on receipt of representations from Architects the Council has written to following authorities on issues related to registration of architects to carry on the profession of architecture by local bodies, appointment of non-architects on architectural posts, etc. The details of the same is as under:

21. COMMUNICATIONS SENT BY COUNCIL TO VARIOUS GOVT. DEPARTMENT/ UNDERTAKINGS ON SELECTION/ APPOINTMENT OF ARCHITECTS: The Council wrote to several public authorities to appoint architects as per Council of Architecture Competition Guidelines and on payment of fees as prescribed by the Council. During the year under report, the Council has requested following organisations to follow the norms of Council for selection/ appointment of Architects:

22. COMPLAINTS FOR PROFESSIONAL MISCONDUCT: Sections 22 and 30 of the Architects Act, 1972 mandate the Council to take action against architects for professional misconduct. The Central Government has framed Council of Architecture Rules,1973 inter alia prescribing procedure to deal with such complaints. During the period under report the Council received 35 new complaints against Architects. In terms of Council of Architecture Rules, 1973, the Disciplinary Committee is constituted by the Central Government, from time to time, by gazette notification to investigate the complaints received against Architects for alleged professional misconduct as referred by the Council. The Disciplinary Committee consists of Ar. Naveen Kanithi, Chairman and Ar. Pushkar Murlidhar Kanwinde, Member and Ar. Ajay Keshav, Member as members. The Disciplinary Committee met three times i.e. on 27.12.2024, 09.01.2025 and 17.02.2025 and meetings were conducted in Hybrid Mode. The Committee investigated 15 complaint cases in terms of provisions of Section 30 of the Act and Council of Architecture Rules, 1973.

23. COMPLAINTS AGAINST QUACKS MISREPRESENTING AS ARCHITECTS: Sections 36 and 37 of the Architects Act, 1972 impose prohibition on misuse of title and style of architect and if any person misuses the title and style of architect or misrepresents himself as an architect, he shall attract a fine of Rs.500/- for the same. The Council continues to receive complaints regarding the unauthorized practice of profession of an architect by unregistered individuals, often referred to as "farzi architects." Each complaint is thoroughly examined, and appropriate action is taken in accordance with the provisions of the Architects Act, 1972, to uphold the integrity and dignity of the profession. During the period under report, the Council has received 67 complaints against non- architects misusing the title and style of architects in violation the provisions of the Architects Act, 1972 and appropriate action has been taken in the matter by the Council.

24. SUPPLY OF INFORMATION UNDER THE RTI ACT: Shri Deepak Kumar, Deputy Registrar, is Public Information Officer in the Council and Shri Raj Kumar Oberoi, Registrar, is the First Appellate44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Authority in the Council in terms of provisions of the RTI Act, 2005. During the period under report, the Council provided information in respect of 64 RTI Applications and dealt with 11 First Appeals as per the RTI Act. The Council has made efforts to disclose maximum information in public domain to reduce the number of RTI Applications and subsequent appeals.

25. COURT CASES: During the period under report, the Council took up the following new court cases to uphold the provisions of the Architects Act, 1972 and Regulations framed thereunder:

26 REGISTRATION OF FIR AGAINST MR. VIKRAM TALREJA, BENGALURU: The Council of Architecture is in receipt of a Complaint against Mr. Vikram Talreja, Bengaluru for falsely claiming himself as an Architect and also forging the Certificate of Registration of some other architects and using it for his own wrongful gains. The Council made written Complaints to Police authorities in Bengaluru but the same has not yielded any results. Accordingly, after considering the material facts and provisions of the Architects Act,1972, it was found appropriate to go ahead with prosecution of the above person by filing a Complaint before appropriate Court of Law so as to act a deterrent for other persons. The Council authorized Shri Deepak Kumar, Administrative officer, (presently Deputy Registrar), COA to file Complaint in Bengaluru before appropriate Court of Law under Section 200 of Cr.PC. However, on pursuance of the matter with DCP (Central), Bengaluru Police, by Shri Deepak Kumar along with Council's Advocates, the Police Inspector, Cubban Park Police Station, Bengaluru, registered FIR on 09.05.2024 in the matter.

27. AMENDMENTS TO THE ARCHITECTS ACT, 1972: The Council in its 83rd Meeting held on 21st and 22nd January, 2025 discussed that the Architects Act, 1972 requires comprehensive amendments to protect the interests of general public, rationalize regulation of practice of architecture in India, allowing corporate practice in India and limiting the liabilities of professionals, and aligning the processes of registration and renewal of Architects in India with international standards/ practices. The implementation of NEP amendments also necessitates corresponding changes in the Act and the relevant Regulations. The draft proposal was shared with Indian Institute of Architects and Institution of Engineers India so as to receive their views and suggestions if any on the same. After the discussions on the proposal on Amendments to the Architects Act, 1972 clause by clause and after suggesting necessary changes, the Council approved the proposal. The members were of unanimous view that the Profession of Architecture has to be practiced only by Architects who are trained and qualified to provide architectural services. The Members suggested that the proposal be got legally vetted appropriately.

The Council authorized the President to take further necessary action in the matter in the interest of architectural education and profession and to ensure that general public is served by qualified and competent persons. The proposal for amendments to the Architects Act, 1972 is under finalisation, following consultations with the concerned stakeholders, and will be submitted to the Central Government.

28. AMENDMENT IN ELIGIBILITY CRITERIA FOR ADMISSION TO B.ARCH. COURSE FROM THE ACADEMIC SESSION 2024-2025: The Council of Architecture, with the approval of the Central Government, has amended / relaxed the eligibility for admission to 1st year of 5-year B.Arch. Degree Course as prescribed under Regulation 4(1) of the Council of Architecture (Minimum Standards of Architectural Education) Regulations 2020, from the academic session 2024-2025. The amended eligibility is stated as under:

"(1) No candidate shall be admitted to architecture course unless she/he has passed 10+2 or

equivalent examination with Physics and Mathematics as compulsory subjects along with either

Chemistry or Biology or Technical Vocational subject or Computer Science or Information

Technology or Informatics Practices or Engineering Graphics or Business Studies with at least 45%

marks in aggregate or passed 10+3 Diploma Examination with Mathematics as compulsory subject

with at least 45% marks in aggregate."

The same has been published in the Official Gazette of India on July 8, 2024 and has come into effect from the date of publication in the Gazette.

29. MEMORANDUMS OF UNDERSTANDING WITH VARIOUS DEPARTMENTS/ ORGANISATIONS: In order to further the objectives of the Architects Act, 1972, the Council has entered into Memorandums of Understanding (MOUs) with various organizations such as the48 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Confederation of Digital Construction Practitioners (CDCP), National Council for Vocational Education and Training (NCVET), Fire and Security Association of India (FSAI), and the Indian Plumbing Association (IPA), among others.

30. MUTUAL RECOGNITION AGREEMENTS FOR RECOGNITION OF INDIAN ARCHITECTURAL QUALIFICATIONS BY FOREIGN AUTHORITIES: The Council is in active correspondence with authorities of UK, Australia and US for recognition of Indian Architectural qualifications abroad with the assistance and support of Ministry of Commerce and Industry, Govt. of India.

31. COMMITTEE ON RECOGNITION OF FOREIGN QUALIFICATIONS: In terms of Section 15 of the Architects Act, 1972, the Central Government is empowered to recognize foreign architectural qualifications, upon consultation with the Council of Architecture, for the purposes of the Architects Act, 1972. The Council has constituted a committee to consider the references received from the Central Government and make its report. During the year under report the Council has received 04 new references for consultation with Council on recognition of Foreign Architectural Qualifications under the Architects Act. Further, the Committee met 05 times and considered the cases received from the Central Government and has submitted its report to Full Council.

32. APPROVAL OF COUNCIL OF ARCHITECTURE (MINIMUM STANDARDS OF ARCHITECTURAL EDUCATION FOR POSTGRADUATE DEGREE PROGRAMME) REGULATIONS, 2022: The Council in its 77th Meeting held on July 15, 2022 approved the Council of Architecture (Minimum Standards of Architectural Education for Postgraduate Degree Programme) Regulations, 2022. These regulations have been submitted to the Ministry of Education, Govt. of India, in November, 2022, for according their approval in terms of Section 45 of the Architects Act, 1972. The President, COA also met the officials of the Ministry in the matter. The proposal of the Council is under active consideration of the Ministry.

33. EQUIVALENCE OF FOREIGN PG QUALIFICATIONS IN ARCHITECTURE FOR EMPLOYMENT IN INDIA: The Council received representations and public grievance from architects who have completed their Postgraduate Qualifications in Architecture from abroad about non-recognition/ equivalence of their qualifications with Master's Degree in Architecture in India. The matter was also discussed with the officials of the Ministry and the Ministry desired that a scheme be prepared for grant of equivalence based on some pre-determined parameters including conduct of examination for grant of equivalence to Foreign PG qualifications in India so that the concerned architects can avail the benefits of their higher qualifications. Accordingly, a Sub-committee under the Convenorship of Dr.Vandana Sehgal and Dr. Minakshi Jain, Member, Dr. Kavita D. Rao, Special Invitee, Dr. P.S.N.Rao, Special Invitee and Dr. A. Srivatsan, Special Invitee, was constituted to prepare the scheme and mechanism for grant of equivalence to Foreign PG Qualifications in Architecture with Indian Master's Degree Course in Architecture by the Council. The Committee after taking a note of the issue has proposed an automated process for facilitating Equivalence of Master's Degree in Architecture which is easily accessible, time bound, single window, fair and objective for making application for equivalence on the COA website. The Council in its 79th Meeting held on 12th March, 2023, approved the Foreign PG qualification Scheme and the same was submitted to the Ministry of Education for according their approval for implementation. The President, COA also met the officials of the Ministry in the matter. The proposal of the Council is under active consideration of the Ministry.

34. LAYING DOWN CRITERIA FOR NOMINATION OF A MEMBER OF THE COUNCIL UNDER SECTION 3(3)(f) OF THE ARCHITECTS ACT, 1972: The Hon'ble Karnataka High Court in Writ Petition No.16114 of 2021 vide its order dated 08.01.2023 at para16 (iii) as ordered as under: "The Union of India shall take steps to notify certain criteria for nomination of Members of the Council qua the qualification and experience under the Rules, which would become binding on every State Government as expeditiously as possible." The Council has also submitted its suggestions to the Ministry in the matter. The Ministry of Education, Government of India, vide Notification No. GSR 623(E) dated 24.08.2023, prescribed the eligibility criteria for nomination of members to the Council of Architecture by State Governments and Union Territories through an amendment to the Council of Architecture Rules, 1973. The amendment was published in the Gazette of India on 25.08.2023.

Subsequently, the Ministry further amended the said notification on 16.08.2024, which was published in the Gazette of India on 20.08.2024.

35. COLLECTION OF GST ON SERVICES PROVIDED BY ARCHITECTS: After receipt of several representations, from Architects, the Council has requested the Hon'ble Finance Minister, Govt. of India, that collection of GST on Architectural Services should be made responsibility of Client instead of Architects. Appropriate action from the Ministry of Finance is awaited.

36. SAMARTHAYA PORTAL FOR KNOWLEDGE SHARING IN ARCHITECTURE: The Council of Architecture introduced its portal "Samarthaya", a comprehensive digital platform that promotes knowledge sharing, research, and information exchange in the field of architecture. The portal serves as a collaborative space for architects, schools of architecture, students, and the public. It enables the sharing of course material, facilitates online training for architects to enhance skills, and hosts a digital library with catalogues, e-books, magazines, and journals from participating institutions. To strengthen research, the portal provides resources on research methodologies, supports publication of research and course details, and compiles documentation of works submitted by architects, teachers, and students. Samarthaya also plays a pivotal role in hosting details of awards, competitions, and juries organized by the Council. In addition, it provides opportunities for placements, internships, and employment for architects, students, and faculty members in architecture schools.

37. LAUNCHED MOBILE APP TO EMPOWER ARCHITECTS : The Council of Architecture takes a significant step towards digitalization with the launch of its new mobile application, designed to provide a wide range of services and resources for architects. Available on both Android and iOS platforms, the application simplifies registration and renewal processes, allowing architects to conveniently access essential services directly through their smartphones. Beyond registration services, the app also provides access to the Council's newsletter, Council News, which keeps architects informed about the latest updates and developments in the profession. In addition, users can read the Council's magazine, Architecture Time, Space and People, offering insightful articles and features on architecture and related fields. With this initiative, the Council of Architecture continues to enhance accessibility, efficiency, and knowledge sharing within the architectural community.

• COA National Awards for Excellence in Post Graduate Thesis in Architecture 2024 (PGTA 2024):The Council of Architecture through COA-TRC initiated the 11th National Awards for Excellence in Post Graduate Thesis in Architecture Program for postgraduate thesis projects with an objective to encourage and motivate students of masters' courses in architecture from across the country and develop a research culture amongst schools of architecture. The National Jury was held at Dayanand Sagar College of Architecture, Bangalore. The members of Jury for National finals were Ar. Navara Khan, Ar. Anantha Krishna, Ar. Ashtosh Kumar Agarwal.

• COA Students' Awards for Excellence in Documentation of Architectural Heritage 2024 (DAH 2024) The Council of Architecture through COA-TRC initiated the 07th Students' Awards for Excellence in Documentation of Architectural Heritage for the undergraduate documentation projects with an objective to encourage interest and talent of students for understanding, documentation of heritage buildings and to develop & promote sensitivity and awareness towards India's architectural heritage amongst students of architecture across the country. The zonal juries were held at the following places.

39. COLLABORATION WITH NATIONAL COUNCIL FOR VOCATIONAL EDUCATION AND TRAINING (NCVET) : The Council has initiated collaboration with the National Council for Vocational Education and Training (NCVET) to design and implement specialized training programs in architecture and related vocations. The initiative aims to align training with industry needs and enhance employability through skill development. Two presentations have been made before NCVET, with a final presentation to be held before its Chairman and Secretary for the Council's recognition as an awarding institution. As part of this collaboration, the Council is working closely with NCVET to design and implement certification programmes aimed at upskilling professionals, supervisors, and workers in the building and construction sector. These programmes are intended to align vocational training with architectural practice requirements, enhance employability, and create a structured pathway for capacity building across the industry. 40. AMENDMENT IN COA RULES 1973 FOR ENHANCEMENT OF FEE BEING CHARGED BY COUNCIL FROM ARCHITECTS: The Council in its 72nd Meeting held on 24th and 25th January, 2020, a proposal for revision of fees was submitted with the Ministry of Education, Government of52 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] India, on 18th November 2020, for suitably amending the Council of Architecture Rules, 1973 for enhancing the fees being charged from the Architects. The certain clarifications were sought by the Ministry and the same were provided by the Council. As requested by the Ministry, the Council has submitted a revised detailed proposal for enhancement of fees to be charged by Council of Architecture with full facts and justification to the Ministry in December, 2024. The proposal of the Council is under active consideration by the Ministry.

41. ORGANIZED HERITAGE WALK: The Council of Architecture organized a Heritage Walk at the Qutub Complex, New Delhi, on 4th January 2025, with the aim of raising public awareness about India's architectural heritage and the significant role of architecture in shaping the built environment. The event provided participants an opportunity to explore the Qutub Complex, a UNESCO World Heritage Site known for its exemplary Indo-Islamic architecture. Guided by a conservation architect, the walk offered valuable insights into the architectural styles, historical context, and construction techniques of prominent monuments such as the Qutub Minar, Alai Darwaza, and Quwwat-ul-Islam Mosque. The initiative was designed to foster a deeper appreciation of India's architectural legacy, while also highlighting the relevance of conservation and sustainable practices in urban development. The walk saw enthusiastic participation from architecture students, school students, and heritage enthusiasts, reflecting a collective commitment to preserving the country's built heritage. The Heritage Walk reinforced the importance of architecture in sustaining cultural identity and historical continuity. The Council remains committed to organizing similar educational and awareness-driven initiatives in the future.

42. ORGANIZED 'SRUJAN – A CELEBRATION OF INDIAN ARCHITECTURE' AT BHARAT PARV 2025 : The Council of Architecture participated in Bharat Parv 2025, held from 26th to 31st January, 2025 at Red Fort, New Delhi, with a curated exhibition titled 'Srujan – A Celebration of Indian Architecture'. The exhibition showcased the richness of Indian architectural heritage and its evolving balance between tradition and innovation. Through thoughtfully curated displays, srujan highlighted the significance of architecture in shaping society and emphasized the vital role of professional architects in building a sustainable and well-designed future. The exhibition aimed to educate and inspire, offerings visitors a deeper understanding of how architecture influences daily life and urban development. A key highlight was the contribution of young professionals, whose dedication and creativity brought this vision to life. The exhibition received an overwhelming response, reinforcing the importance of architectural awareness and the need for professional expertise in the built environment. The success of Srujan stands as a testament to the collaborative efforts of team COA and the support of the Ministry of Tourism, Government of India. As we move forward, we remain committed to promoting architectural excellence and fostering a greater appreciation for the profession.

43. CONDUCT OF INTERNATIONAL CONFERENCE ON "ARCHITECTURE EDUCATION IN CHANGING WORLD" AT VIT VELLORE, CHENNAI : The Council conducted an international Conference titled as "COA International Conference – Architecture Education in the Changing World -Reviewing and Rethinking the Way Forward (COA-ICFAE)", a premier conference dedicated to the dynamic and evolving landscape of Architectural Education, from 15th, 16th and 17th February 2024 at VIT, Vellore, Tamil Nadu. Renowned experts and thought leaders in architectural education conducted engaging sessions on emerging trends, challenges, and innovative approaches in 6 Sub-Themes of architecture education. Selected papers received for the conference will be presented by the authors to contribute to the academic discourse at the conference. This conference provided a unique platform for educators, researchers, and industry professionals to come together, connect and explore the transformative potential of architectural education. With an emphasis on innovation, technology, and interdisciplinary collaboration, COA- ICFAE aimed to inspire new ideas and strategies for shaping the future of architectural education.

44. SUPPORT FOR WALK FOR ARCAUSE 5.0 : Ar. Gita Balakrishnan's Walk for Arcause 5.0,supported by the Council of Architecture (COA), was an impactful initiative by the Ethos Foundation, conducted in two 100-kilometre phases: Gujarat (16–20 April 2025) and Kerala (23– 27 April 2025). The initiative aimed to strengthen socially responsible design education by creating awareness of heritage, crafts, and community-centric practices. The programme was aligned with the Ethos Foundation's six action areas: BoDH (design literacy), SVaDes (sustainable vernacular design), UDita (universal design/accessibility), ADaR (advocacy), ShramA (construction workers' welfare), and SAaTh (community collaboration). The Gujarat phase, titled the Ahmedabad Walking53 [भाग III—खण्ड 4] भारत का राजपत्र : असाधारण Studio, was an intensive 5-day journey covering approximately 100 km from Siddhpur to Gandhinagar. Participants made structured observations of heritage sites, traditional crafts, and local communities along the route. The walk engaged over 30 architecture students, who interacted with more than 50 artisans, traders, and local experts, enabling meaningful dialogue, knowledge exchange, and hands-on learning.

46. TRAINING PROGRAMMES & ACTIVITIES UNDERTAKEN AT COA TRC PUNE : The consolidated report of activities carried out by COA-Training & Research Centre during the year from 1st April 2024 to 31st March 2025 is as under:

The Council of Architecture through the Council of Architecture Training and Research Centre (COA-TRC) has successfully conducted the following activities:

• Displayed 40 panels showcasing the heritage and architecture across India at the Bharat Parv – an annual event organised at New Delhi as a part of the Republic Day celebrations from 26th January 2025 to 31st January 2025.

• Launched schemes for providing support and facility to teachers, professionals and students of the undergraduate and diploma courses in architecture in the form of Indigenous books through the Academic Resource Development Scheme (ARDS)-2025 and the Architecture Knowledge Repository for publishing books authored by architects.

• The Sanshodhan 2025 scheme was launched with an aim to develop a research culture within the recognized schools of architecture in close collaboration with all stakeholders of the built environment.

• In the Academic year of 2024-25 the COA TRC has worked on conceptualization and detailing of the COA International conference titled TRANSFORMATIONS 2025 Co-scripting Change with disruptive Technologies in Architecture, Design and Urbanism to be conducted in collaboration with D.Y. Patil Deemed to be University, School of Architecture, Navi Mumbai, on 26th, 27th and 28th June 2025.

• A series of 12 pre-conference webinars were conducted of which the following 7 were conducted up to 31st March 2025:

48. TRAINING FOR UNIVERSAL ACCESSIBILITY AUDITORS : In order to further the objectives of the Architects Act, 1972, the Council has entered into MOU with Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Govt. of India, inter alia for preparing a Manual on Universal Accessibility and conduct of training of Architects / Universal Accessibility Auditors, incorporating Universal Accessibility as a core subject in the course curriculum of Architecture course as all levels. The MOU aimed to promote awareness and conduct workshops, seminars, and training programs on making public spaces and buildings accessible for Persons with Disabilities (PwDs). It also facilitated the development and delivery of certificate courses on universal accessibility for practicing architects, academicians, and faculty members. The Council conducted online training programs for Master Trainers for Universal Accessibility Auditors, which culminated in a physical training sessions in New Delhi at Dr. Ambedkar International Centre, New Delhi in two slots on 11th and 12th March, 2024 as well as on 4th and 5th July, 2024. The Master Trainers received certificates jointly issued by the President, COA, and Secretary, Department of Empowerment of Persons with Disabilities.The Council also completed the drafting of a Comprehensive Manual on Universal Accessibility after an extensive consultative process, which included 33 meetings with experts from diverse disciplines, including nominated representatives from the Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment.

49. LAUNCH OF SANSHODHAN – A RESEARCH SCHEME : The Council, through its Training and

Research Centre (COA-TRC), Pune, is launching a unique research initiative titled 'संशोधन (Sanshodhan)' in 2025 to promote a robust research culture in architecture across recognized institutions. The scheme supports up to 100 research projects annually with grants of up to ₹3,00,000 (extendable to ₹5,00,000 for exceptional proposals) for a period of two years. It has three categories: the Research Mentorship Program for young faculty, Outcome Oriented Research Program for senior academicians and architects, and participation by research-oriented architectural firms. The program encourages innovative, outcome-driven research in collaboration with local stakeholders, with a focus on societal impact. Projects will be selected through a rigorous evaluation process, and grants will be disbursed in three installments based on project milestones. Research outcomes must include detailed reports and papers.

50. LAUNCH OF THE ARCHITECTURE KNOWLEDGE REPOSITORY: The Council of Architecture (CoA) has proudly introduced Architecture Knowledge Repository—a visionary platform established to document, preserve, and disseminate the wide spectrum of architectural knowledge rooted in India's cultural, social, and environmental diversity. This initiative aims not only to enrich architectural education and practice in India but also to contribute meaningfully to the global discourse in architecture by showcasing India's traditions, innovations, and contemporary practices.

The initiative reflects the Council's continued commitment to nurturing academically rigorous and professionally relevant architectural literature, with a focus on indigenous narratives, critical inquiry, and contemporary challenges. The repository will facilitate the generation and circulation of original architectural thought, particularly in the areas of India's architectural heritage, contextual urbanism, sustainability, and future-ready design approaches. By offering this dedicated platform, the Council seeks to empower educators, students, and professionals with access to credible, high-quality, and context-specific publications. The repository also encourages scholarly engagement and collaborative knowledge-building, thereby helping to raise the standards of architectural education and practice in the country.

51. LAUNCH OF ACADEMIC RESOURCE DEVELOPMENT SCHEME (ARDS) : The Council of Architecture (CoA) has launched the Study Books Writing & Translation Scheme under the Academic Resource Development Scheme (ARDS) 2025 to address the shortage of curriculum- aligned and locally relevant study materials in architecture and allied fields, including design, construction technology, heritage, sustainability, and emerging technologies. Under this initiative, CoA aims to publish up to 100 original and translated books during 2025–26, authored in English, Hindi, and regional languages. The scheme invites reputed subject-matter experts with proven academic or professional experience to contribute as authors, reviewers, or translators. Authors selected under the scheme will receive an honorarium of ₹1,000 per page, along with additional payments for reviewers and translators. Funding will be released in stages, linked to the achievement of project milestones. Applications will be evaluated based on subject expertise, language proficiency, and prior academic or professional work in the field.

52. COUNCIL EXTENDS LOGO SUPPORT TO NATIONAL AND INTERNATIONAL EVENTS: The Council has extended its official logo support to several national and international academic and professional events aimed at advancing architectural education, awareness, and excellence. Through this initiative, organisers of conferences, seminars, workshops, exhibitions, and other forums can feature the CoA logo on promotional material after due approval. This not only strengthens event credibility but also signifies alignment with the Council's vision of fostering collaboration and professional growth in architecture and design. Below is a list of approved events receiving CoA logo support:

By extending its logo support, the CoA reaffirms its commitment to encouraging meaningful dialogues, strengthening professional ethics, and supporting initiatives that contribute to the progress of the architectural community in India and beyond.

53. INTERNATIONAL COLLABORATION DIALOGUE IN LOS ANGELES : An informal meeting was held on April 21, 2024 in Los Angeles (U.S.A.) with Prof. Abhay V. Purohit, President, Council of Architecture, where high-level discussions took place on advancing collaboration between the organizations. The deliberations reaffirmed the shared commitment to pursue a Mutual Recognition Agreement (MRA) and to continue dialogue on aligning competencies through an updated competency matrix. Both sides expressed enthusiasm to move forward, with volunteers proposed to support evaluation efforts and future interactions planned through digital platforms.

54. CONDUCT OF REGISTRATION AND RENEWAL CAMPS BY THE COUNCIL: The Council organised Registration/Renewal camps for architects at following cities for work related to Registration, Renewal of Registration of Architects:

• One day Camp at Hamirpur held on 15th May, 2024 • One day Camp at IIA Jharkhand held on 20th December 2024 • Two days camp at IIA Kolhapur held on 17th and 18th of January 2025 • Two days camp at IIA Chennai Centre held on 08th & 09th February 2025.

55. COUNCIL'S SOCIAL MEDIA COMPETITION – "THAT ONLY SHOT" : The Council of Architecture organized "That Only Shot," a weekly Instagram photo contest that invited participants to capture the essence of architecture through their lens. The competition celebrated the diversity, beauty, and creativity of architectural forms while encouraging people to view their surroundings with a sharper eye for design and aesthetics. Open to photographers, architecture students, and enthusiasts alike, the contest provided a platform to share unique perspectives with a wider audience. Each week, a new theme was announced, inspiring participants to showcase architectural concepts and elements in fresh and creative ways. Each winning entry was published in COA newsletters and the winner was awarder with a commendation certificate and a reward of Rs. 3000 along with one book. Through "That Only Shot," the Council of Architecture fostered a deeper appreciation for architectural beauty and highlighted its impact on communities and everyday experiences.

56. PRESIDENT'S INTERACTION WITH HON'BLE MP, SOUTH MADRAS : The President of the Council of Architecture had a cordial interaction with Smt. Thamizhachi Thangapandian, Hon'ble Member of Parliament from South Madras, Tamil Nadu, during which matters relating to architectural education, professional practice, and the role of architecture in addressing urban and community development challenges were discussed. The meeting highlighted the importance of collaborative efforts between policymakers and the profession in ensuring sustainable growth and preserving cultural identity, with the Hon'ble MP assuring her support for initiatives that strengthen architectural practice and education in the region.

57. DISCUSSION ON DESIGN HACKATHON FOR YUGA YUGEEN BHARAT MUSEUM : The Council held a meeting with Ms. Mugdha Sinha, Joint Secretary (GLAM), Ministry of Culture, on 16 July 2024, to discuss the possibility of hosting a design hackathon for the upcoming Yuga Yugeen Bharat Museum. The proposed initiative aims to engage young architects and designers in contributing innovative ideas for the museum's design, interpretation, and visitor experience, thereby fostering creativity and collaboration while showcasing the role of architecture in preserving and presenting India's cultural legacy.

58. COA X KWIKPIC: STREAMLINING PHOTO MANAGEMENT WITH AI TECHNOLOGY: The Council of Architecture has hired the services of Kwikpic, an advanced photo-sharing and management platform, to simplify the process of storing, organizing, and sharing event photographs. With AI-powered facial recognition technology (99.9% accuracy) and QR-based invitations, the platform ensures seamless, secure, and efficient photo delivery to all members and event participants. All media assets are encrypted and securely stored on AWS, ensuring complete data ownership and privacy. To preserve and showcase our growing visual archive, COA has also launched the "COA Photo Gallery", integrated with our official website www.coa.gov.in. The gallery serves as a centralized digital repository celebrating the Council's milestones, events, and initiatives. Explore it at https://coa.kwikpic.in/

59. COA ON SOCIAL MEDIA : The Council of Architecture continues to strengthen its digital presence across all major social media platforms. Through these channels, COA actively works towards creating awareness among architects about the Council's initiatives, policies, and e-services, while also educating the public about the importance and impact of architecture in everyday life. Regular updates on events, conferences, and activities, along with timely notifications regarding NATA and PGETA — including important dates, schedules, and preparation tips — have helped COA build a strong and trusted digital identity. With a thriving online community of over 63,000 followers on Instagram and 25,000 on Facebook, COA's reach continues to expand, crossing over one million views collectively. Social media has also emerged as a dynamic communication channel, allowing architects, students, and the public to directly engage with the Council. Through consistent interaction and prompt responses, COA ensures accessibility, transparency, and an open line of communication with its audience.

60. ACKNOWLEDGEMENT: The Council would like to place on record its appreciation and gratitude to the Central Government and its Officers, all State Governments, Union Territories, all Architectural Institutions for extending their cooperation to Council in implementation of the Architects Act, 1972. Report on the Audit of the Financial Statements

Qualified Opinion

We have audited the accompanying financial statements of the Council of Architecture ("the Council), which comprise the Balance Sheet as at 31st March 2025, the Statement of Income and Expenditure, the Statement of Receipt & Payment for the year then ended, and notes to the financial statements, including a summary of the significant accounting policies and other explanatory information (herein after referred to as "Financial Statement")

In our opinion and to the best of our information and according to the explanations given to us, except for the effects of the matter described in the Basis for Qualified Opinion section of our report the aforesaid financial statement give the information required by the Council of Architecture Regulation, 1972 (as amended up to date) in the manner so required and give a true and fair view in conformity with the accounting principles generally accepted in India of the state of affairs of the Council as at 31st March 2025, its surplus and its receipt & payment for the year ended on that date.

Basis for Qualified Opinion

We further draw attention to Note No.3 the Council has transferred fund from "General Fund/Surplus/ Deficit account" to "House Building Premises Fund". The above fund pertains to the FY:2017-18 for Rs. 10.57 Cr, for FY:20 18-19 of Rs 14.26 Cr and for FY 2019-20 of Rs 18.90 Cr. As per the provisions of Income tax act 1961 and rules made thereunder, which states that the earmarked funds should be72 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] used for the specific purpose only and moreover utilization of the above fund should be made within a period of Five years, from the end of the financial year of creation of the fund. During the current year, the funds for the FY: 2019-20 is not utilized up to the end of financial year, due to which it should also be treated as the Taxable Income of the Council for current financial year, in respect of the fund created in the FY:20 17-18,utilization was required to be made on or before 31.03.2023. due to this same should be treated as taxable income of FY 2022-23 and in respect of the fund created in the FY:2018- 19, utilization was required to be made on or before 31.03.2024. due to this same should be treated as taxable income of FY 2023-24 but same is not offered for tax in FY 2023-24. Due to this total income of the Council for current financial year is understated by 43.73 Cr and House Building Premises Fund is overstated by same figure, however the Council is consistently making efforts for utilisation of fund and made application for allowing extension of time for utilisation of fund for FY 2017-18 and FY 2018- 19 to Chairman,CBDT, which is yet to be disposed of by income tax department.

We conducted our audit in accordance with the Standards on Auditing (SAs) issued by the Institute of Chartered Accountants of India (ICAI). Our responsibilities under those Standards are further described in the Auditor's Responsibilities for the Audit of the Financial Statements section of our report. We are independent of the Council in accordance with the ethical requirements that are relevant to our audit of the financial statements and we have fulfilled our ethical responsibilities in accordance with these requirements and the Code of Ethics. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

Responsibilities of Management for the Financial Statements

The Council's Management is responsible for the preparation of these financial statements that give a true and fair view of the financial position, financial performance the Council. This responsibility also includes maintenance of adequate accounting records in accordance with the provisions of the Act for safeguarding the assets of the Council and for preventing and detecting frauds and other irregularities;

selection, application of appropriate accounting policies; making judgements and estimates that are reasonable and prudent; and design, implementation and maintenance of adequate internal financial controls, that were operating effectively for ensuring the accuracy and completeness of the accounting records, relevant to the preparation and presentation of the financial statements that give a true and fair view and are free from material misstatement, whether due to fraud or error.

In preparing the financial statements, the management is responsible for assessing the Council's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless management either intends to liquidate the Council or to cease operations, or has no realistic alternative but to do so. Those charged with governance are also responsible for overseeing the Council's financial reporting process.

Auditor's Responsibilities for the Audit of the Financial Statements

Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor's report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with SAs will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.

As part of an audit in accordance with SAs, we exercise professional judgment and maintain professional skepticism throughout the audit. We also:

• Identify and assess the risks of material misstatement of the financial statements, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal controls.

• Obtain an understanding of internal controls relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Council's internal controls.

• Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by management.

• Conclude on the appropriateness of the management's use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the Council's ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor's report to the related disclosures in the financial statements or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor's report. However, future events or conditions may cause the Council to cease to continue as a going concern.

• Evaluate the overall presentation, structure and content of the financial statements, including the disclosures, and whether the financial statements represent the underlying transactions and events in a manner that achieve fair presentation.

• We communicate with those charged with governance regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal controls that we identify during our audit.

• We also provide those charged with governance with a statement that we have complied with relevant ethical requirements regarding independence, and to communicate with them all relationships and other matters that may reasonably be thought to bear on our independence, and where applicable, related safeguards.

Report on Other Regulatory Requirements

Further, we report that:

a) We have sought and obtained all the information and explanations which to the best of our knowledge and belief were necessary for the purpose of our audit;

b) In our opinion, proper books of account as required by Architects Act, 1972 have been kept by the Council so far as appears from our examination of those books and proper returns adequate for the purpose of our audit have been received from the branches not visited by us.

c) The Balance Sheet, the Statement of Income and Expenditure, and the Statement of Receipt and Payment dealt with by this Report are in agreement with the books of accounts.
