का.आ. 177(अ).—यतः, के न्रीय सरकार ने, भारतीय राष्ट्रीय राजमार्ग अधिनियम, 1988 (1988 का 68) की धारा 11 के अधीन जारी की गई भारत सरकार के सड़क परिवहन और राजमार्ग मंत्रालय की अधिसूचना संख्या का.आ.
1030 (अ), दिनांक 08.03.2022 और का.आ. 1457 (अ), दिनांक 09.05.2017 द्वारा, हरियाणा राज्य के क्रमशः एनएच-152जी (हरियाणा राज्य में थोल गांव के पास एनएच-152 के साथ अपने जंक्शन से शुरू होने वाला और शाहबाद के पास एनएच-44 के साथ अपने जंक्शन पर समाप्त होने वाला राजमार्ग) तथा एनएच-444ए के अंबाला-साहा-शाहबाद खंड के किमी 0.000 से किमी 32.420 तक को भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (जिसे इसके बाद "प्राधिकरण" कहा जाए) को सौंपा है;
अब, राष्ट्रीय राजमार्ग शुल्क (दरों का अवधारण एवं संग्रहण) नियम, 2008, और समय-समय पर संशोधित किया गया नियम 3 (जिसे इसके पश्चात "नियम'' कहा जाए), के साथ पठित राष्ट्रीय राजमार्ग अधिनियम, 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, कें रीय सरकार एतद्द्वारा, हरियाणा राज्य में राष्ट्रीय राजमार्ग संख्या 152जी के जलबेहरा - शाहबाद खंड के किलोमीटर 0.000 से किलोमीटर 22.850 तक और एनएच-444ए के अंबाला- साहा-शाहबाद खंड के किलोमीटर 0.000 से किलोमीटर 30.910 तक चार लेन वाले खंड के उपयोग के लिए नीचे दी गई सारणी 1 के स्तंभ (1) में विर्निर्दष्ट वाहनों के प्रकार पर 51.9458 कि.मी [सारणी-2] निवल सड़क खंड लंबाई तथा 18.142 किमी [सारणी-3] (1.8142 किमी लंबाई वाली) समतुल्य संरचना लंबाई (60 मीटर से अधिक लंबाई वाली) के लिए सारणी 1 के स्तंभ (2) में विर्निर्दष्ट दर पर (जिसे इसके बाद "आधार दर" कहा जाए) शुल्क उद्ग्रहीत करती है एवं

1. इसके अंतर्गत उद्गृहीत और संग्रहीत शुल्क, ऐसे शुल्क प्लाज़ाओं के अंतर्गत विर्निर्दष्ट निवल सड़क खंड लंबाई हेतु निम्नलिखित शुल्क प्लाज़ाओं में देय और संदेय होगी, अर्थात;

2. उपयु र्क्त के अतिरिक्त, निम्नलिखित शुल्क प्लाज़ा (प्लाज़ाओं) पर 60 मीटर से अधिक लंबाई वाली निम्नलिखित अवसंरचनाओं के उपयोग के लिए 10 के समतुल्य गुणक द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके राजमार्ग की समतुल्य लंबाई में अवसंरचनाओं की लंबाई को परिर्वर्तत करके निम्नलिखित शुल्क भी देय और संदेय होगा:

3. गैर-वाणिज्यिक प्रयोजनों के लिए पंजीकृ त यांत्रिक वाहन के स्वामी और शुल्क प्लाजा से बीस किमी की दूरी के भीतर निवास करने वाले व्यक्ति के लिए मासिक पास की दर वर्ष 2025-26 के लिए 340/- रुपए (तीन सौ चालीस रुपए मात्र) है और उक्त नियमों के प्रावधानों के अनुसार प्रतिवर्ष संशोधन के अध्यधीन है।
4. राजमार्ग खण्ड पर बहुयात्राओं हेतु पास निम्नलिखित दरों पर जारी किया जाएगा, अर्थात्ः

5. शुल्क प्लाजा स्थित होने वाले जिले में पंजीकृ त वाणिज्यिक वाहनों (राष्ट्रीय परमिट के अधीन प्रचालित किए जा रहे वाहनों को छोड़कर) के लिए शुल्क उस श्रेणी के वाहन हेतु निर्धारित दर की 50% होगी, बशते कि ऐसे वाणिज्यिक वाहनों के प्रयोग के लिए कोई र्सर्वस रोड या वैकल्पिक सड़क उपलब्ध न हों।
6. संबंधित श्रेणी के वाहनों के लिए विर्निर्दष्ट अनुज्ञेय भार से अधिक भार लदे यांत्रिक वाहन का चालक या स्वामी या प्रभारी व्यक्ति, राष्ट्रीय राजमार्ग पर अतिभार लदे वाहन के प्रवेश के लिए टोल संग्रहण एजेंसी को ऐसी श्रेणी के वाहनों के प्रवेश लिए, कथित नियमों के नियम 10 के उप-नियम 1ए के अनुसार अनुप्रयोज्य शुल्क के समतुल्य शुल्क का भुगतान करने के लिए उत्तरदायी होगा और वह राजमार्ग खंड का प्रयोग करने के लिए तब तक हकदार नहीं होगा जब तक ऐसे यांत्रिक वाहन से लदा अतिभार हटाया नहीं जाता।
7. सभी परिभाषाएं, यांत्रिक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छू ट प्राप्त वाहनों की श्रेणी, र्सर्वस रोड, वैकल्पिक सड़क इत्यादि नियमों में विर्निर्दष्ट परिभाषाओं के अनुरूप होंगी।
8. उक्त नियमों के नियम 12 के अनुसार, उपयोगकर्ताओं की जानकारी के लिए शुल्क की दरों को प्रर्दर्शत किया जाएगा।
9. उपयु र्क्त तालिका-1 में यथा-उल्लिखित आधार वर्ष 2007-08 के लिए प्रति कि.मी. शुल्क की आधार दर के आधार पर यांत्रिक वाहनों से शुल्क की वास्तविक राशि और छू टों की गणना प्राधिकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की जाएगी और उसे उक्त नियमों के नियम 5 के अनुसार प्रति वर्ष संशोधित किया जाएगा तथा तदनुसार उसे अंग्रेजी और क्षेत्रीय भाषा के कम से कम एक-एक समाचार पत्र में प्रकाशित किया जाएगा।
10. इस परियोजना की अनुमानित पू ंजीगत लागत 2022.97 करोड़ रुपए है। चू ंकि, भूमि अधिग्रहण, उपयोगिता स्थानांतरण, पेड़ों को काटने, इत्यादि कार्यकलापों को अभी पूरा किया जाना है, इसलिए, पू ंजीगत लागत परिवर्तन के अध्यधीन है। प्राप्त प्रयोक्ता शुल्क के माध्यम से वसूल की गई पू ंजीगत लागत का प्राधिकरण द्वारा रिकार्ड रखा जाएगा।

NOTIFICATION
New Delhi, the 12th January, 2026
S.O. 177(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways S.O. no. 1030(E) dated 08.03.2022 and S.O. no. 1457(E) dated 09.05.2017 issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the NH-152G (highway starting from its junction with NH-152 near village Thol and terminating at its junction with NH-44 near Shahbad), in the State of Haryana and km. 0.000 to km. 32.420 of Ambala-Saha-Shahabad Section of NH-444A respectively in the State of Haryana to the National Highways Authority of India (hereinafter referred to as the "Authority");
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the "rules"), the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 (hereinafter referred to as "base rate") for net road section length of 51.9458 km [Table 2] and for equivalent structure length (having length more than 60m) of 18.142 km [Table 3] (having length of 1.8142 km) on the type of vehicles specified in column (1) of the Table 1 below for the use of four lane of Jalbehra - Shahbad section from km. 0.000 to km. 22.850 of National Highway number 152G & Ambala- Saha-Shahbad Section from km. 0.000 to km. 30.910 of National Highway number 444A in the State of Haryana and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:-

1. The fee to be levied and collected hereunder shall be due and payable at the Fee Plaza for net road length specified for such Fee Plaza(s), namely:-

2. In addition to above, the following fee shall also be due and payable for the use of the following structures having length more than 60m at the following Fee Plaza(s), by converting the length of structures into an equivalent length of highway by multiplying the length of such structures by an equalisation factor of 10: -

3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs. 340/- (Rupees Three Hundred Forty only) for the year 2025-2026 and is subject to revision every year as per the provisions of the said rules.
4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: -

5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.
6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.
7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.
8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.
9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly.
10. The estimated capital cost of the project is Rupees 2022.97 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The Authority shall maintain a record of the recovery of capital cost through user fee realised.
