का.आ. 4994(अ).— यत:, कें द्र सरकार ने भारतीय राष्ट्रीय राजमार्ग प्राधिकरण अधिनियम, 1988 (1988 का 68) की धारा 11 के तहत जारी की गई भारत सरकार के तत्कालीन जहाजरानी, सड़क परिवहन और राजमार्ग मंत्रालय (सड़क परिवहन और राजमार्ग विभाग) की अधिसूचना संख्या का.आ.465 (अ), दिनांक 26 अप्रैल, 2002 द्वारा तमिलनाडु राज्य में राष्ट्रीय राजमार्ग संख्या 07 के क्रमशः किमी. 292.400 से किमी. 306.400 (करूर बाईपास) और किमी. 306.400 से किमी. 446.800 (सलेम-मदुरै खंड) के खंड को भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (जिसे इसके बाद "प्राधिकरण" कहा जाए) को सुपुर्द किया है;
अतः अब, परवर्ती संशोधनों सहित राष्ट्रीय राजमार्ग शुल्क (दर अवधारण एवं संग्रहण) नियम 2008 के नियम 3 (जिसे इसके बाद "नियम" कहा जाए) के साथ पठित राष्ट्रीय राजमार्ग अधिनियम, 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और अधिसूचना संख्या का.आ. 1436 (अ) दिनांक: 10 जून, 2009 का अधिक्रमण करते हुए कें द्र सरकार एतद्द्वारा तमिलनाडु राज्य में एनएच-07 (नई सं. 44) के करूर से डिंडीगुल खंड के किमी 290.000 से किमी 367.725 (वतर्मान में किमी 292.600 से किमी 373.275 तक) के चार लेन के खंड के उपयोग के लिए नीचे दी गई सारणी 1 के कॉलम (1) में विर्निर्दष्ट वाहनों के प्रकार पर 70.921 किमी की निवल सड़क लंबाई [सारणी -2 ] और 11.04 किमी (1.104 किमी लंबाई वाली [सारणी-4]) की समतुल्य संरचना लंबाई ( 60 मीटर से अधिक) के लिए सारणी 1 के कॉलम (2)

3. उपयु र्क्त के अतिरिक्त, निम्नलिखित शुल्क प्लाजा पर 60 मीटर से अधिक लंबाई वाली निम्नलिखित संरचनाओं के उपयोग के लिए संरचनाओं की लंबाई को 10 के समतुल्य कारक से गुणा करके संरचनाओं की लंबाई राजमार्ग की समतुल्य लंबाई में परिर्वर्तत करके निम्नलिखित शुल्क भी देय और संदेय होगा:-

4. गैर-वाणिज्यिक प्रयोजनों के लिए पंजीकृ त यांत्रिक वाहन के स्वामी और शुल्क प्लाज़ा से बीस कि.मी. की दूरी के भीतर निवास करने वाले व्यक्ति के लिए मासिक पास की दर वर्ष 2026-27 के लिए 360.00/-रूपए (तीन सौ साठ रूपए मात्र) है और उक्त नियमों के प्रावधानों के अनुसार प्रतिवर्ष संशोधन के अध्यधीन है।
5. राजमार्ग खंड पर एकाधिक यात्राओं के लिए निम्नलिखित दरों पर पास जारी किए जाएंगे, अर्थात:-

6. जिस जिले में शुल्क प्लाजा स्थित है, वहां पंजीकृ त वाणिज्यिक वाहन (राष्ट्रीय परमिट के तहत चलने वाले वाहनों को छोड़कर) के लिए शुल्क उस श्रेणी के वाहन के लिए निर्धारित दर का 50% होगा, बशते ऐसे वाणिज्यिक वाहनों के उपयोग के लिए कोई र्सर्वस रोड या वैकल्पिक सड़क उपलब्ध न हो।

प्रभारी व्यक्ति, राष्ट्रीय राजमार्ग पर अतिभार लदे वाहन के प्रवेश के लिए टोल संग्रहण एजेंसी को उक्त नियमों के नियम10
के अनुसार अनुप्रयोज्य शुल्क के समतुल्य शुल्क का भुगतान करने के लिए उत्तरदायी होगा।
8. सभी परिभाषाएं, यांत्रिक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छू ट प्राप्त वाहनों की श्रेणी, र्सर्वस रोड, वैकल्पिक सड़क इत्यादि उक्त नियमों में विर्निर्दष्ट परिभाषाओं के अनुरूप होंगी।
9. उक्त नियमों के नियम 12 के अनुसार, उपयोगकर्ताओं की जानकारी के लिए शुल्क की दरों को प्रर्दर्शत किया जाएगा।
10. उपयु र्क्त तालिका-1 में यथा-उल्लिखित, आधार वर्ष 2007-08 के लिए प्रति किलोमीटर शुल्क की आधार दर के आधार पर यांत्रिक वाहनों से शुल्क की वास्तविक राशि और छू टों की गणना प्राधिकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की जाएगी और उसे उक्त नियमों के नियम 5 के अनुसार प्रति वर्ष संशोधित किया जाएगा तथा तदनुसार उसे अंग्रेजी और क्षेत्रीय भाषा के कम-से-कम एक-एक समाचार पत्र में प्रकाशित किया जाएगा।
11. इस परियोजना की अनुमानित पू ंजीगत लागत 1145.06 करोड़ रुपये है। प्राप्त प्रयोक्ता शुल्क के माध्यम से वसूल की गई पू ंजीगत लागत का प्राधिकरण द्वारा रिकार्ड रखा जाएगा।

NOTIFICATION
New Delhi, the 8th September, 2026
S.O. 4994(E).— Whereas, vide notifications of the Government of India in the erstwhile Ministry of Shipping, Road Transport and Highways (Department of Road Transport and Highways) number S.0.465 (E), dated the 26th April, 2002, issued under section 11 of the National Highways Authority of India Act,1988 (68 of 1988), the Central Government had entrusted the stretch from Km. 292.400 to Km. 306.400 (Karur bypass) and km 306.400 to Km 446.800 (Salem–Madurai section) respectively of National Highway No. 7 in the State of Tamil Nadu to the National Highways Authority of India (hereinafter referred to as the Authority);
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of rates and Collection) Rules, 2008 and subsequent amendments (hereinafter referred to as the "rules") and in supersession of the notification S.O. 1436(E) dated 10.06.2009, the Central Government hereby levies the fee at the rate specified in column(2) of the Table 1 for net road section length of 70.921 Km (Table-2) and for equivalent structure length (having length more than 60m) of 11.04 Km (having length of 1.104 Km [Table-4]) and at one and one half times the base rate for bypasses having length of 5.70Km (Table 3) costing rupees ten crore or more on the type of vehicles specified in column (1) Table-1 below for use of the four laning of Karur to Dindigul section from Km 290.000 to Km 367.725 (Existing at Km.292.600 to Km 373.275) of NH-07 (New No.44) in the State of Tamil Nadu and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:-

4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.360/- (Rupees Three Hundred and Sixty only) for the year 2026-27 and is subject to revision every year as per the provisions of the said rules.
5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:-

6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.
7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub rule 10 of the said rules.
8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.
9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.
10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.
11. The estimated capital cost of the project is Rupees 1145.06 crore. The Authority shall maintain a record of the recovery of capital cost through user fee realised.
